Even though the April Park Board meeting has been canceled, there is some
information I want to pass along to the Park Board members:
Birch Street Trail Project - The City Council approved the plans and specifications,
and authorized the advertising for bids at the March 28th City Council meeting. I
anticipate that the City Council will award the contract at the May 9th City Council
meeting. Construction should commence sometime this summer.
Rice Lake Estates Park Update - We have finally come to an acceptable resolution
with the City of Circle Pines. They have committed to installing new playground
equipment at Baldwin Park this summer. In addition, a full court basketball court will be
considered during the master planning process that is currently underway. Attached is
a copy of the letter that has been sent to all Rice Lake Estates residents.
Parks Update - Attached is the monthly Parks Update for March.
Recreation Update - Attached is the monthly Recreation Update for March.

RE: Park Update
want to give residents in the Rice Lake Estates development an update
regarding the park situation.
The City of Circle Pines is in the process of developing a master plan for Baldwin
Park. An initial meeting of the City of Circle Pines Task Force was held earlier
this month to begin the master planning process. Ms. Cathy Broberg, a Rice
Lake Estates resident, is a member of the task force. Circle Pines staff has
scheduled several public meetings to gather input, review concept plans, and
formulate a final master plan for Baldwin Park.
The City of Circle Pines Park Board is scheduled to review the final master plan
on June 7th. To expedite the installation of the playground equipment, the City of
Circle Pines has agreed to begin the process of soliciting bids, etc., so the public
can review and comment on the proposals prior to adoption of the final master
plan. Residents are invited to review the proposals on Thursday, May 19th•
6:30pm at Circle Pines City Hall (200 Civic Heights Circle). It is the intent of
Circle Pines staff to place an order for the playground equipment by May 23rd
Assuming 5 -7 weeks for delivery and installation, we hope the new playground
structure will be available for use by early July.
In addition, we have also expressed our desire to Circle Pines staff that a full size
basketball court be incorporated in the master plan for Baldwin Park.
Circle Pines staff has indicated that they expect that the area behind the well
house will be graded within the next few weeks. The plan is to restore the area
with native grasses.

SUBJECT: March 2005 Maintenance Update
Park maintenance activity during the month of March has included:
❖ Ordered field maintenance supplies (chalk, turface, paint).
❖ Ordered turf maintenance supplies (fertilizer, seed, herbicide).
❖ Assisted Public Works with snow plowing as needed.
❖ Cleaned bases and base boxes, painted bases.
❖ Inventoried party wagon contents for restocking.
❖ Attended shade tree short course.
❖ Interviewed and hired summer seasonal employees.
❖ Assembled four park benches.
❖ Mounted memorial plaque to Birchwood Acres Park bench.
❖ Prepped wood duck and bluebird houses for spring.
❖ Measured soccer areas to determine field sizes and locations for 05 season.
❖ Tunnel maintenance at Rice Lake Elementary School.
❖ Cleaned and organized park buildings.
❖ Converted all three point hitch equipment to quick attach style.
❖ Equipment changeover — convert groundsmaster from snow blower to lawn mower.
❖ Completed pruning along city trails.
❖ Tree trimming of all city parks as needed.
• Disease and hazard tree removal from city parks. (Sunrise 5 trees, Country Lakes 5 trees,
Woods of Baldwin Lake 4 trees, and Fawn Lane Trail 4 trees).
• Resided time clock trailer at City Hall Maintenance Shop.

March park Ucard Update
YOUTH
Youth Instructional: Our youth instructional programs have finished for the
winter season. Spring season classes are just starting (i.e. Fastpitch) or
will be starting in early or mid April. We currently have 20 participants in the Fastpitch Pitching program.
Field Trips: Two of our three spring break field trips were held - Amazing Friday on March 25 and Adventurous Thursday
on March 31. Both had very high numbers, which was quite a surprise for us since we have had trouble lately getting
our trips to go due to lack of registrations. Forty -eight kids registered forAmazing Friday and 43 registered for
Adventurous Thursday.
ADULT
5- Player Basketball: The season just completed. We sent two teams to the State Class D Men's Basketball
Tournament - Gym Rats and Corporate Raiders. The Gym Rats placed fifth out of 48 teams in the Class D
Tournament. Season stats: Skadtl - Regular Season Champions, Gym Rats - Play -off Champions.
Community Outings: Registration is starting to pick up again for our adult outings. We think the weather is a big factor
with registration for these trips. Many older adults do not like to go out in the winter, but now that the weather is nicer we
are seeing an increase in numbers again.
-Rec Indoor Soccer: This league starts March 16. We have 9 teams participating in the league this year.
Fitness: Our fitness attendance numbers are slowly increasing, proving that our increased marketing efforts have
been effective. We hope that the numbers will continue to increase and that our once strong following will return.
Increased marketing to this group will continue over the next couple of seasons.
Open Volleyball and Open Basketball: These programs recently ended. We averaged 25 -30 participants a night for
each program.
Softball: Leagues are filling for the Spring /Summer season. Monday night Men's is full, Wednesday night Men's has
three spots available, Thursday night Men's has five spots available and Sunday Co -Rec has six spots available. The
season is set to begin on Sunday, April 24.
RECREATION REVIEW & EMIUI4Y MENT
Recreation Review: Work is just beginning on the summer edition of the Recreation Review. It is scheduled to be in
homes the last week of May. The majority of our summer programs were, however, advertised in our spring edition.
This edition will include our popular Fall Soccer and Fall Football programs.
Employment: Interviews are currently taking place for our summer
positions. We received, and continue to receive, a great number of
applications. At this time over 40 interviews have been scheduled.
We hope to have all applicants interviewed and hiring decisions
Sde by mid April.
