Call to Order and Roll Call (The meeting was called to order at 6:30p.m. Members present: Pam Taschuk, Katie Boyle, Bill Kusterman, Paul Montain, George Lindy, Pat Huelman and Aaron Frederickson. Also present was Rick DeGardner, Public Services Director.) 2. Approval of Minutes from March 7, 2005 (Paul Montain made a motion to approve the March 7, 2005 minutes. Seconded by Pam Taschuk and approved.) 3. Setting Agenda (There were no additions or deletions.) 4. Open Mike (There was no one present for open mike.) 5. Parks and Trail Projects Update A. Birchwood Acres Park B. Birch Street Trail Project C. Rice Lake Estates (Rick reviewed staff report included in the member's packets.) 6. Review Dedicated Park Fund (Rick discussed the dedicated park fund with members.) 7. New Business A. Community Sports Associations Usage of Area Parks for Practices (Aaron) (Rick discussed the information included in the packets and answered member's questions.) 8. Recreation Update (Rick reviewed update included in the packets.) 9. Park Update (Rick reviewed the memo in the packets and answered questions asked by Park Board members.) 10. Next Park Board Meeting (Rick told members due to the Growth Management Ordinance no new development is taking place and there are no funds available for park improvements, he has nothing, as yet, to put on the agenda for the July and August meetings. Park Board Members are encouraged to contact Rick if they want anything on the upcoming agendas.) 11. Adjourn (Paul Montain made a motion to adjourn, seconded by Aaron Frederickson. Roll call was taken, members present were Pam Taschuk, Aaron Frederickson, Pat Huelman, Bill Kusterman, Katie Boyle and Paul Montain. Members absent were George Lindy. Also present was Rick DeGardner, Public Services Director. MAYOR TO SWEAR IN 2005 APPOINTED MEMBER: Mayor Bergeson swore in re- appointed 2005 Park Board Members Katie Boyle and Paul Montain. APPROVAL OF MINUTES FROM FEBRUARY 7, 2005: Paul Montain made a motion, seconded by Katie Boyle, to approve the February 7, 2005, minutes as presented. The minutes were approved. SETTING AGENDA: Aaron added Blue Heron Days under New Business. OPEN MIKE: No one was present for open mike. REVIEW 2004 -2005 WARMING HOUSE REPORT: Rick referred to the 2004 -2005 Warming House Report that was included in the Park Board Member's packets. He reviewed the report noting that the number of hours the rinks are being used for hockey practice would be included in the report next year. Acting Chair Taschuk asked if other cities have eliminated warming houses and open rinks all together due to the cost. Rick advised there are many cities that have eliminated open rinks and warming houses all together. He stated he believes there is enough use to continue with the Lino Lakes locations at this time. He indicated he has received complaints from residents in the northern part of the City regarding the lack of informal rinks in that area. That issue will be looked into next year. Aaron asked that City staff makes sure the warming house hours are listed on the web site. Bill indicated he believes the warming house supervisors should shovel the rinks more. He also stated that if the ice were in better condition there would be more use of the rinks. REVIEW BIRCH STREET TRAIL PLANS AND SPECS: Rick advised the City does not yet have the level of detail to adequately review the plans and specs for the Birch Street trail. 1 Park Board Meeting - March 7, 2005 Minutes • The City is anticipating opening bids in May for summer construction. The County will be officially commenting on the proposed plan for the trail. Staff is working on a plan to inform residents of the trail construction. Paul questioned the pedestrian and bike access due to the trail ending at Pheasant Hills Drive. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from February 2005. He noted the 4th Annual Sweetheart Sock Hop was held on Saturday, February 12 at Centennial Elementary School. One hundred and thirty eight people registered for the event. Rick added the City has received quite a few phone call inquiries about the new registration process and have had some problems with what classifies someone as a Lino Lakes resident. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for February 2005. Rink maintenance activity continued with daily sweeping, blowing, shoveling and flooding of all rinks. Rick added snow and ice removal from Rice Lake Elementary tunnel was completed as necessary. Staff is looking for a more permanent solution for next year. Pat requested Rick remind City staff to prune the trees at Birchwood Acres Park. OLD BUSINESS: Rice Lake Estates Park Update - Rick referred to a copy of a letter dated February 16, 2005 from Mr. James Keinath, City Administrator of Circle Pines. The letter indicated the City of Circle Pines has not yet resolved this issue. Rick advised Gordon Heitke is meeting with Mr. Keinath tomorrow in reference to this issue. City staff is preparing an official response to Mr. Keinath's letter. Park Board Members indicated staff should urge the City Administrator to get this issue resolved as soon as possible so residents in Rice Lake Estates have a play area this summer. The Park Board also suggested the City of Circle Pines send out a letter to inform residents of the issue and how it would be resolved. The City of Lino Lakes should get a signed commitment from Circle Pines to develop a park area as soon as possible. • Pat Huelman made a motion, seconded by Paul Montain, to recommend that the City of Lino Lakes get a signed commitment from the City 2 • • • Park Board Meeting - March 7, 2005 Minutes of Circle Pines to develop a park area with amenities that meet or exceed that park area that was previously there by July 1, 2005, or pay the City of Lino Lakes $50,000 in damages. The motion was approved. NEW BUSINESS: Blue Heron Days - Aaron suggested the Parks Department get involved with the Blue Heron Days festival. Rick advised there is $3,000 in the 2005 budget for the City to in some way participate in Blue Heron Days. It has not yet been determined how the City will participate and at this point, the City is not taking an active role in the planning of the event. NEXT PARK BOARD MEETING: Acting Chair Taschuk advised the next Park Board meeting would be held on Monday, April 4, 2005, 6:30 p.m. ADJOURN: Paul Montain made a motion to adjourn, seconded by Aaron Frederickson. Birchwood Acres Park The majority of work has been completed including: + Regrading ❖ Ag -lime infield installed ❖ New backstop installed ❖ Irrigation system including bringing water service into the park, pouring slab for irrigation box, and installing irrigation system. The following is scheduled to be completed within the next two weeks: ❖ Running electrical service into the park ❖ Adjusting sprinkler heads ❖ Final grade, seed bed prep, and seed park area ❖ Pave trail ❖ Final restoration of disturbed areas B. Birch Street Trail Project Bids were open on June 2. The apparent low bidder appears to be Central Landscaping with a bid amount of $191,650. The engineer's estimate was $220,000. This item is scheduled to go to the City Council for consideration at the June 13 City Council Meeting. C. Rice Lake Estates The City of Circle Pines has indicated that they have retained Flanagan Sales, Inc. for the purchase and installation of playground equipment in Baldwin Park. The equipment will be located to the west of the hockey rink and is anticipated to be installed mid -July. Others, including Dance and Tae Kwon Do will continue through the summer months with a break in August. Summer Playground Program: Four of seven playground sites are full: Birch Park Morning and Afternoon Sessions, Clearwater Creek Park Afternoon Session, and Sunrise ParkAfternoon Session. Those sites that still have spaces include: Sunrise Park Morning Session, Behm's ParkAfternoon Session, and Highland Meadows Afternoon Session. At this time a total of 318 participants are enrolled in the Summer Playground Program and we hope to increase this number over the next couple of weeks before the program starts on June 13. T -Ball: 3 -year old T -Ball started May 10 - 14 participants are in this session. 4 -year old T -Ball started May 10 - 23 participants are in this session. 5 & 6 -year old T -Ball started May 9 - 27 participants are in this session. Golf: Lessons started May 3. We have 10 participants in this session. ADULT ammunity Outings: We've been able to maintain a fairly consistent, but small, number of attendees for our one - day Community Outings. We have also been able to maintain a small following on our extended day trips as well - the most recent trip being a three -day House on the Rock trip. Fitness: We will be starting our summer session fitness programs early next month. They will include Slim Express, Maintenance Yoga, Gentle Yoga, and Ball and Band Fitness. All classes will run from early June to the end of July, as our instructor takes her break during the month of August. Softball: Adult Softball leagues have started. We have Men's leagues on Monday, Wednesday and Thursday. Our Co -Rec. league is on Sundays. Golf: Lessons started May 3 and May 4. We have 16 participants taking lessons. RECREATION REVIEW & EMPLOYMENT Recreation Review: The summer edition of the Recreation Review went out at the end of this month. Programs in this edition included those that were advertised in our spring brochure and still had openings, new trips and outings for youth and teens and our popular Fall Soccer and Youth ,kie football programs. Employment: All of our summer positions have been filled. Staff training begins June 7. Questions? One positive of the cool temps is that the grass hasn't been growing out of control and we've been able to keep up with it pretty well. Seasonal staff are all on board now and that will definitely help us get caught up with some of the projects we've been neglecting. Projects during a hectic May have included: ❖ Weekly mowing of all park locations. ❖ Weekly garbage collection at all parks. ❖ Attended ball field maintenance seminar. ❖ Cut, chipped and stump ground 25 diseased boulevard trees for Forestry Department. ❖ Planted 25 replacement trees for Forestry Department. ❖ Planted 53 replacement and new park trees at various locations. ❖ Planted 30 replacement shrubs at Clearwater Creek Park. ❖ Watered in plant materials as needed. ❖ Removed graffiti from Sunrise Park playground equipment. ❖ Daily ball field game preparation. We are averaging 8 -10 game preparations per day. ❖ Installed two "no motorized vehicle" signs at Behm's Park trail heads. ❖ Moved 60+ prairie plants from Town Center construction site to Behm's Park and Town Center prairie areas. ❖ Installed 40' split rail fencing along trail behind 560 Arrowhead Drive. (kids cutting corner through yard.) ❖ Applied pre- emergent and roundup to shrub beds at Clearwater Creek Park. ❖ Soccer field maintenance • Line cut -ins, hang nets, repaint lines as necessary. ❖ Equipment maintenance as needed. (change, sharpen blades, grease) ••• Arena Acres tennis courts • Sealed and painted major cracks in court surface, installed new nets. .,. Birchwood Acres Park - Much has happened in the past month. Northern portion of park has been regraded, ag -lime infield installed, new backstop installed, irrigation system installed, water service brought into park from Fox Court. Remaining work includes: Pouring slab and building shed to house irrigation system, running electric into park for irrigation controller, hooking up water supply to irrigation system, running irrigation system, adjusting heads, final grade and seed bed prep., seeding park, apply starter fertilizer. We are hoping to have Birchwood Acres Park completed by mid -June but are currently waiting on Xcel Energy to provide service to the park. That's it for May - more to come in June.
