Also present was Rick DeGardner, Public Services Director. APPROVAL OF MINUTES FROM JUNE 6, 2005: Pam Taschuk made a motion, seconded by Pat Huelman, to approve the June 6, 2005, minutes as presented. The minutes were approved. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. REVIEW VILLAGE OF HARDWOOD CREEK DEVELOPMENT: Rick advised the Village of Hardwood Creek Development area is located 14 mile north of Main Street, between 135E and CSAH 21 (20th Avenue). This 360 -acre development site is to be developed with commercial and residential uses. The concept plan for the development includes 500,000 - 600,000 square feet of commercial development on 55 to 70 acres of the site. A variety of single family and multi - family residential development will include approximately 4.5 units per acre, when including all land not within the commercial area. The specifics of the development will be part of a master plan using a planned unit development approach. Mr. Greg Hayes is present this evening to discuss the Village of Hardwood Creek concept plan. Mr. Greg Hayes, Shingobee Real Estate Services, came forward and stated he is very excited about the project and has been working with the City on the plan for quite some time. He stated the Planning and Zoning Board voted unanimously last week to keep moving forward with the project. Mr. Hayes referred to the concept plan noting if the land use plan is approved, the development team will come forward with preliminary plats. He reviewed the trail corridors, walkway connections and neighborhood parks within the plan. He indicated the plan also includes 80 -95 acres of open space. There are approximately 15 acres of wetland that will have to be delineated. The largest park area within the plan is approximately 15 acres. 1 • Park Board Meeting - October 3, 2005 Minutes Pat stated the City is in need of larger programmed parks and asked that the developer consider that when submitting preliminary plats. Mr. Hayes stated staff has asked the development team to look into public vs. private parks within the project. Chair Lindy stated the Park Board does not want to see a lot of left over unusable land within the project designated as "park ". The expectation is that dedicated parkland is usable land. Paul expressed concern regarding the breaking of drain tiles within the project during grading activity and creating additional wetlands and drainage problems on other sites. It was the consensus of the Park Board that they are supportive of the process the development team is following but do need more details. REVIEW PINE GLEN PRELIMINARY PLAT: Rick advised Pine Glen is a 78 -lot single family residential and 2 -lot commercial subdivision. The property is located on the east side of Lake Drive approximately 900' south of Main Street. The current preliminary plat does not indicate any public trails or sidewalks. Rather, an 8' wood chip private trail is indicated along the southern border of the development. Rick reviewed the staff recommendations at the August 10, 2005 Planning and Zoning Board meeting regarding park dedication and trails for the project. He noted the intent of the City for Outlot C is to provide the possibility of a greenway corridor area at some point in the future. Rick stated that during the public hearing, there was some discussion between area residents and Planning and Zoning Board Members regarding possible public trails and sidewalks. Since the City is generally lacking in trails in the northern portion of the City, many residents and Planning and Zoning Board Members felt a public trail is warranted rather than a private, woodchip trail. It was suggested that the Park Board evaluate the proposed development in regards to whether any public sidewalks or trails are needed. Rick advised regardless whether the trail is private or public, staff suggests that a public trail be extended to the west within the Dupont Avenue right -of -way; then southerly within the Della Lane right -of -way to Lino Park. He referred to the sketch plan outlining the staff suggestions. 2 • Park Board Meeting - October 3, 2005 Minutes Rick stated additional information regarding constructions costs, land values, etc. will be needed to determine what park dedication credit will be given should a public trail be constructed by the developer. Staff recommends that any excess dedicated parks funds derived from the Pine Glen Development be designated for future enhancements at Lino Park. Paul Montain made a motion, seconded by Pat Huelman, indicating the Park Board recommends placing a public paved trail within the right -of -way on Dupont Avenue, from Street A west to Della Lane, to Lino Park with a trail corridor in the middle of the development for an additional access. The motion was approved. DETERMINE SKATING RINK LOCATIONS AND HOURS: Rick advised staff is recommending the following warming house shelters and hours of operation: PARK LOCATION WEEKDAY HOURS WEEKEND HOURS Sunrise 6918 Sunrise Drive 4 -9pm (M -F) Saturday 12 -9pm 2 hockey rinks and general skating Sunday 12 -6pm Birch Park 6520 Pheasant Run 4 -9pm (M -F) Saturday 12 -9pm 1 hockey rink and general skating Sunday 12 -6pm • City Hall 1189 Main Street 4 -9pm (M /W /F) Saturday 12 -9pm Hockey rink and general skating Sunday 12 -6pm Staff also recommending the following ice rink locations that do not have shelters: Lino Park 7850 Lake Drive General Skating Rick stated limited hours have been added for a supervised warming house at City Hall Park. Staff has received several requests to again provide a warming house on the north side of the City. Staff will evaluate participation numbers after the upcoming winter season and report back to the Park Board. The Park Board indicated they were in agreement with the staff recommendation regarding skating rink locations and hours. REVIEW 2005 SUMMER PLAYGROUND REPORT: Rick advised referred to the 2005 Summer Playground Report prepared by Ms. Liz Benoit, Recreation Supervisor. He stated the Summer Playground Program was very successful, ran very smoothly and was enjoyed by 342 participants. • Rick advised that the General Fund funding for the Summer Playground Program has been eliminated for next year. 3 Park Board Meeting - October 3, 2005 Minutes • Historically approximately $24,000 was budgeted in the General Fund to help offset some of the expenses associated with operating the Summer Playground Program. The fees this past summer varied from $50 to $60 for residents and $75 to $85 for non - residents. This was for an 8 -week program including supplies, specialty programs, t- shirt, 2 individual park parties, theme week activities and staff. With the elimination of the General Fund funding, staff will have to reevaluate next year's Summer Playground Program. It is anticipated that registration fees may need to be in the range of $125 - $150 for residents to coverall costs. Staff may look at reducing the number of weeks, the number of days, and /or the number of hours per day. A staff recommendation will be made for the 2006 Summer Playground Program at the February 2006 Park Board meeting. • Bill suggested obtaining input from previous participants regarding the issue of increasing fees vs. decreasing days and hours of the program. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from July and September 2005. He noted the participation numbers for youth sports including T -Ball, Soccer Fundamentals, Basketball Camp, Tennis, Lacrosse, Soccer and Volleyball Camp. Rick advised the On -Line registration began this fall and is going well. Rick stated 87 middle school students entering grades 6 -8 attended this year's Middle School Beach Party. There are 17 teams and 290 players in youth tackle football this season. There are also 36 teams and 380 players in the youth soccer program this fall. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for July, August and September 2005. Work on Arena Acres included installing a tennis backboard and reworking the court entrances. The warning tracks at Sunrise #1 and #2 fields were renovated and Roundup to N of Birchwood Acres Park was applied. Rick added that additional work included sod cutting around the trees at Marshan and Behm's Park, infield renovation at Rice Lake #3, and much work at Birchwood Acres Park. The Department also assisted the Forestry Department with Oak Wilt Control. I have included the 2003 and 2004 Park Board Goals to refresh your memory on recent parks and trails project. As you may recall, we chose not to designate any 2005 Park Board Goals due to the unfinished Birch Street Trail Project. • I have also included an updated Dedicated Parks Fund sheet which I will discuss at Monday's Park Board Meeting. Field Use Analysis From Centennial Soccer Club Attached is information related to the Centennial Soccer Club's response dated March 16, 2004. After reviewing the packet of information I think we need to discuss our current allocation of fields for the Centennial Soccer Club. Specifically it appears that the City of Lino Lakes is providing 100% of the fields for the U -6 and U -8 soccer teams, while only 58% of Lino Lakes' kids comprise these age levels. Perhaps we can discuss this in more detail this fall. 8B. 2004 Park Board Goals Update The City Council approved the 2004 Park Board Goals at the March 22, 2004 City Council Meeting. Staff is developing plans to address all of the approved goals. The additional dollars will provide playground equipment, complete the 1/2 court basketball court, seed the entire park area, and provide park amenities such as park benches and picnic tables. Clearwater Creek Park Development ($75,000) - This park began development in 2001. The additional dollars will be used for final grading of the entire park area, 1/2 court basketball court, paving internal trails, irrigation, and seeding. Upon completion of Clearwater Creek Park, the City will be reimbursed $125,000 from an Outdoor Recreation Grant awarded in 2001. Pheasant Hills Northeast Trail ($45,000) - The City has been working with the Pheasant Hills Homeowners Association to provide a trail connection to the Regional Park Reserve Trail System. The City Council recently approved Resolution 02 -178 that outlines an arrangement to provide a quitclaim deed for a trail easement. The funding for this project will provide an asphalt trail from Sherman Lake Road to the Regional Park Reserve Trail System. An on -site visit with Anoka County staff on January 9th has led to a realignment of the proposed trail via the St. Paul Water Utility Easement. The estimated project cost reflects the additional length of the new trail alignment. Behm's Park - 1 Court Basketball ($10,000) - A 1/2 court basketball court has been requested by residents adjacent to Behm's Park and is indicated in the master plan. Birch Park - Open Air Shelter ($25,000) - With recent completion of the boardwalk, Birch Park is used by residents in several nearby developments. An open shelter will be a nice amenity for area residents and participants in our summer playground program. Also, an open air shelter is indicated on the master plan. • January 10, 2003 Sunrise Park - Pave Parking Lots ($50,000) - Since Sunrise Park is our most heavily used neighborhood park, paving three parking lot areas will provide more efficient parking and eliminate the dust problem on windy days. Public Works staff will stripe the parking Tots in- house. An on -site visit with a representative on January 8 indicates that the existing broken pavement near the warming house should be removed. Paving the fourth area is an additional $16,000. I will provide more detail at the February Park Board meeting. Pursue Full Court Basketball at Rice Lake Elementary ($20,000) - Residents and Park Board members have expressed the need /desire for a full size basketball court. Rice Lake Elementary School seems to be the most logical location. Discussion with the Centennial School District will need to occur to determine whether this is possible. Our next field trip is Maple Maze and More on November 7. Currently 16 children are registered for this trip. Our field trips are a cooperatively run with Blaine Parks and Recreation Department and Centennial Community Services. Youth Football: Our 4th -6th grade players participated in an end of the season tournament October 24 - 29. The 4th grade Lino Lakes Eagles and 6th grade Lino Lakes Vikings won their respective tournaments. Youth Soccer: U10/U12 soccer tournaments were played on Saturday, October 29. We had a great day for soccer and three champions were crowned. Youth Instructional: Our fall youth instructional programs are underway. Registration was strong for many programs including Soccer Mini Camp, Basket "Have a Ball ", Floor Hockey Mini Camp, Preschool Dance and Tae Kwon Do. SPECIAL EVENTS Family Turkey Shoot: The 8th Annual Family Turkey Shoot is just around the corner. It will be held on Saturday, �ovember 12 from 10 a.m. - Noon at Centennial Middle School. Our event sponsors this year are the Circle Pines cington Lions, the Lino Lakes Lions, Lino Lakes State Bank and the Forest Lake Area AthleticAssociation. Our event volunteers are from Centennial High School National Honor Society and Student Council. Feel free to stop by the Family Turkey Shoot on November 12. We'd love to see you there! Breakfast with Santa: Our popular Breakfast with Santa event is just around the corner too. As of 10- 31 -05, 138 people were registered. We anticipate reaching our maximum of 200 by the end of November. Special thanks to Peg Smith and the Lino Lakes Seniors for all their work with the breakfast end of Breakfast with Santa. ADULT Fitness: The first session of fall classes is over and we're gearing up for our second session of classes. Registration has been quite good for our fitness programs this fall. There has been a renewed interest in Cardio Kick Boxing and Slim Express Fitness which is exciting to see. Community Outings: This winter we are losing one of our partners on this program. Centennial Community Services has opted to go in a different direction for their older adult programming. We, however, will still continue to work coop- eratively with Blaine Parks and Recreation on these outings. 5- Player Basketball: Men's 5- Player basketball will be starting league play on Wednesday, December 7. We will have 10 teams in the league this year. BROCHURE & WARMING HOUSES Work is currently in progress on the winter edition of the Recreation Review. It is scheduled to be in homes the last eek in November. Starting in 2006 we'll begin a new distribution schedule of the Recreation Review. The spring edition be out the first week of February as opposed to the last week of February in previous years. Watch for it! Interviews for warming house staff will be taking place in the next two weeks. Warming houses will be open, weather permitting, on December 19. Questions? We will spend the next couple of weeks topdressing and over seeding wear areas and then put them to bed for the winter. Maintenance highlights during the month of October has included: ❖ Mowing of all park areas. We may have to mow one more time, but the end of the mowing season is definitely in sight. ❖ Garbage collection. ❖ Soccer and football field maintenance and game preparation including line mow -ins, painting and net repair. ❖ Removed and stored soccer nets and goals. ❖ Core aerated football and soccer fields. ❖ Applied winterizer fertilizer to approximately 44 acres of turf. • Highland Meadows — removed soil and old mulch from playground and basketball court landscape beds, replaced with fresh mulch. • Playground inspection and repairs as needed. ❖ Shenandoah Park playground — replaced burned S crawl tunnels on 2 -5 and 5 -12 play structures (approx. $2400.00 in replacement parts). ❖ Birch Park hockey rink — brought in fresh Class V and re- leveled rink. We hope to re- grade City Hall Park and Lino Park rinks before freeze up. ❖ Installed trunk guards and checked condition of young park trees. ❖ Irrigation system blowouts and repairs. ❖ Building cleanup and maintenance. ❖ Equipment cleanup and maintenance. • Installed new gates and stop signs at trail entrance on east side of Rice Lake Elementary School. ❖ Repaired damaged bleacher at CMS #2. • Assisted Recreation Department with Family Turkey Shoot preparation. The Parks and Recreation Department staff will be analyzing the city's ability to provide practice and game facilities for all youth sports associations that have Lino Lakes residents participating in their program. The frequency and degree of field usage is directly correlated to the amount of the city's resources via on -going maintenance (mowing, striping, etc) and long term maintenance (overseeding, core aerifying, etc). Our primary objective is to allocate fields based upon three criteria: 1. The City of Lino Lakes will make every effort to reserve /allocate game and practice fields to the youth sports associations in proportion to the number of Lino Lakes participants in relation to the total number of participants. For example, if 75% of a youth sports association's participants reside in Lino Lakes, then the City of Lino Lakes will provide fields for 75% of the games and practices. In addition to addressing the needs of the youth sports associations, city staff will also consider the long -term condition and quality of fields. For example, a field(s) may be taken out of commission for a year for renovation. 3. If necessary, city staff will compare the level of Lino Lakes resident participation in all youth sports groups when allocating fields. For example, if the necessity for fields (as defined in Criteria #1) to accommodate all youth sports associations exceed the available amount of fields, city staff will allocate fields based on the number of Lino Lakes residents in each youth sports association. It is our intent to provide adequate practice and game fields for the various youth sports associations and to ensure that the City of Lino Lakes provides the appropriate amount of fields. Therefore. the Parks and Recreation Department needs the Centennial Soccer Club's (CSC) assistance to determine the appropriate allocation of soccer fields for the 2004 soccer season. I appreciate your understanding of considerable time and effort that you recognize it took to compile this information. I apologize that it has taken this long to provide this information to you but we are a volunteer organization that has spent the last four months preparing for our upcoming seasons. Unfortunately we have been unable to find a volunteer to fill the Field Director position so this task has fallen to me and until now I have simply not had the time to complete. Again, thank you for your patience, I hope I have provided you with all the information you have requested. I have attached a detail spreadsheet providing information requested in the six questions outlined in the RFI. The data was collected from our club database, MYSA and club game schedules, published practice schedules and survey's from coaches to ensure that we are accurately representing the amount of games and practices that took place on fields for which Lino Lakes • provides services maintenance services. • • The participant numbers and games played are accurate as this information is derived from either MYSA or club systems. However, as you can imagine, the sport of soccer does not necessarily require a striped field or goals for which to practice. Therefore practices at non- official fields whether Lino Lakes parks are park areas of other communities are not represented in the analysis. The other difficulty with practice times is that neither the city of Lino Lakes nor any other practice facilities in our communities require that a coach to register or document with any of the localities. While some coaches wanting to have some guarantee for Lino Lakes field usage may schedule through the city, other coaches will "take their chance's" by just showing up at a field knowing that they can move to another grassy spot if the field is unavailable. Therefore the practice session information was derived by a combination of published schedules, field utilization assumptions, and feedback from coaches known to have practiced on non -Lino Lakes fields. To the best of my knowledge and ability to attain the data the information provided in this RFI is true and accurate. At this time I am proud to report that the proportion of Lino Lakes participants in our 'Traveling League', inclusive of all U9 and older players, is equal to the percentage of the games and practice sessions provided on the fields of the city. Of our total traveling program 59.4% of our participants are Lino Lakes residents and the 59.1 % of the combined games and practice sessions were at Lino Lakes city maintained fields. Our much smaller U6 -U8 recreational program only requires two small game fields and a practice area, which has been graciously provided by the city at Lino Park and Marshan Park respectively. In the recreational program 52.6% of the participants are Lino Lakes residents playing on only city fields. This program, compared to the traveling program, does not require much field space and we have been able to provide this program utilizing these two small areas within the city of Lino Lakes. Unfortunately when the recreational numbers are combined with the traveling league totals, it seems as if 68.0% of the total games and practice sessions are being provided by the city compared to a 57.5% resident participation. While the percentage difference is not extraordinary it can seem as if there is an undue burden on the city. I would encourage the city staff, when analyzing the information, to understand the differences to field quality and maintenance as well as the size of the program if allocation decisions need to be made. As an additional note, the CSC's has had a long -term understanding with the city whereby the city completes the initial striping of the fields and subsequent markings are the responsibility of the club. The CSC believes that this volunteerism not only helps the city keeping the costs of soccer fields low but also engages parents within the community. The CSC provides the volunteers, equipment, and paint required to keep the fields marked during the season. We are also proud to note that we have invested in the community soccer fields by providing goals and nets. The club believes that these investments not only benefit the community but are important to the ongoing relationships to the cities that provide fields. If there are maintenance items such as nets, or the city is considering adding additional fields please do not hesitate to call and inquire about funding from the club. It should be noted however that the CSC, through the traveling program, participates in another 205 league games outside of the communities under review. These games are played predominately in the northern tier of the Twin Cities area, however each year we have teams that will travel to places such as St. Cloud, Duluth, Hudson, and River Falls. It might be worth noting that had these games been included in the analysis, the percentage of games and practice sessions provided by the city of Lino Lakes drops from 68.0% to 58.4% well within the proportion of Lino Lakes participants in our program. As requested, attached to this RFI is the game schedules for 2003 and the community fields where they took place. I hope that I have provided all of the information and if I have missed any information requested on the RFI please do not hesitate to call me at 651.260.0933. This was a large and insightful exercise for the club. As you can imagine, most youth sports volunteer organizations do not conduct these types of analysis on their organization. I am pleased that the club is not overburdening the city of Lino Lakes likewise I am sure the city is satisfied that, for the present, it continues to provide the appropriate amount of services to the CSC youth sports organization. Tremendous use (all sports) — maintenance and overuse of fields 2. Budget Lino Lakes is not in a position to provide 100% of field use for CSC. We need to see what can be done to have the other cities that are in the CSC provide fields for soccer use. They have also eliminated adult softball and have increased fees for non residents in order to alleviate the problem and keep quality of fields. They are not interested in taking over any of our programs at this time. Need options on the table to alleviate this problem for summer 2005 if not then definitely 2006. Lino Lakes will not be able to provide fields for all the quad communities going forward and are willing to work with us for 2005. Rick suggested starting with a letter to the cities and talking to administrators. Lino Lakes has historically provided service to the quad area, however this is changing now, Lino Lakes is not providing services like playground programs and such. Lino Lakes residents will get priority and reduced fees for these programs. (Jill) Suggests using small fields at elementary fields for U6 /U8 etc and saving the large fields for older kids. Not sure if these are maintained by the school district or the cities (ie Golden Lake). (Kim) Referendum failed, as a result programs are being cut back, will there be any announcements /publicity to notify residents of the situation to raise awareness? (Rick) he hadn't planned on any sort of publicity and is relying on club members to feel it most. That parcel of land is not slated to be developed until 2020 now, but that can always change. No referendum planned in the near future. Glenn Davies (Centennial Jaguars manager, U13 Boys) The registrar received a registration form for a U13 player that did not attend tryouts. The player played with the U13 team in the fall. The player has played in NESA in the past and based on the coach's opinions, this player would be one of the top five players. Tim McClafferty is now the coach of the Jaguars, and the player's father has a lot of coaching experience which will also help the team. The player did not attend tryouts due to coaching change that was going on and the fall team that was put together (Centennial /Elk River /etc) gave the impression that several Elk River players were going to come to tryouts and there may have been issues with that (controversial player possibly coming into CSC). Not looking to fill a roster, definitely want this player to add strength to this team. Randy made a motion to accept Glenn's proposal, Jill seconded. Without objection motion passed. Approval of previous minutes: 1 • • Park Board Meeting - June 6, 2005 Minutes purchase and installation of playground equipment in Baldwin Park. The equipment will be located to the west )f the hockey rink and is anticipated to be installed mid-July. The former Rice Lake Estates Park area has not been cleaned up as of yet. REVIEW DEDICATED PARK FUND: Rick referred to the 2005 Park Dedication Fund Summary that was distributed in the packets. He noted the Total Undesignated Funds balance is $92,630. Rick added that he did receive a call from a resident regarding the Pheasant Hills bridge that was discussed during the Park Board's Goal Setting Meeting. It was the consensus of the Park Board that the project would be discussed again in November when the Park Board looks at 2006 Park Board Goals. Mr. Rob Rafferty, resident of Lino Lakes, inquired about the status of the Pheasant Hills bridge. Chair Lindy indicated the Park Board couldn't designate any Park Board funds until the Birch Street Trail project is completed in October. Mr. Rafferty stated the Pheasant Hills residents want to help out financially with the project. Residents want to be proactive and will continue to address the Park Board regarding this issue. NEW BUSINESS: Community Sports Associations Usage of Area Parks for Practices: Rick referred to the 2005 Field Use Allocation grid that was distributed in the packets. He noted there are three micro - fields at Lino Park that are also being used by Centennial Soccer teams. Aaron stated his neighbor raised a concern regarding the scheduling and availability of fields within Lino Lakes. There are too many athletic teams practicing on fields at the same time causing safety issues. Paul stated there are several open green spaces available within the City for t -ball and young soccer teams to use as practice fields such as LaMotte Park and Centerville Elementary School. Rick advised next year would be worse for youth sports regarding field availability in Lino Lakes. He noted Centennial Youth Soccer does not use any fields in the surrounding cities. Next year there will be fewer fields in Lino Lakes available to them. The City of Lino Lakes is currently providing all of the fields for Centennial Soccer.
