Call to Order and Roll Call (The February 6, 2006 City of Lino Lakes Park Board meeting was called to order at 6:32pm. Members present: Pam Taschuk, Pat Huelman, Bill Kusterman and George Lindy. Members absent were Paul Montain, Aaron Frederickson and Katie Boyle. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager.) 2. Approval of Minutes from January 3, 2006 (Pam Taschuk made a motion to approve the minutes, seconded by Bill Kusterman. The minutes were approved as presented.) 3. Setting Agenda (There were no changes to the agenda.) 4. Open Mike (No one was present for open mike.) 5. Review Partnership Opportunity with Centennial Youth Hockey Association (After lengthy discussion the Park Board recommended that the City Council finds a way to contribute some monies to this project.) 6. Recreation Update (Rick reviewed the information in the packets with members.) 7. Park Update (Rick reviewed the memo in the packet.) 8. New Business a. Roll call was taken; members present were Pam Taschuk, Katie Boyle, Aaron Frederickson, Pat Huelman, Bill Kusterman and George Lindy. Members absent were Paul Montain. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. APPROVAL OF MINUTES FROM NOVEMBER 7, 2005: George Lindy made a correction on Page 3, third line from the bottom. It read "dirt bike trail" and is should have read "mountain bike trail ". Bill Kusterman made a motion to approve the minutes, seconded by Pam Taschuk. The minutes were approved with the corrections on Page 3. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. DISCUSS AND APPROVE the 2006 PARK BOARD GOALS: The Park Board began discussing possible projects for the 2006 Park Board Goals at the November 7, 2005 Park Board Meeting. Rick summarized the items listed below. Rick provided more detailed information regarding the proposed goals at the meeting. He also handed out a December 31, 2005 Park Dedication Fund Summary. Birch Street Trail in front of Rice Lake Elementary School connecting both trails along north side of Birch Street and underpass ($170,000) Pheasant Hills Bridge directly north of ($ 40,000) Pheasant Hills Park Open air shelter at Behm's Park Open air shelter at Highland Meadows Park Re- master Planning Country Lakes Park Re- master Planning Lino Park ($ 30,000) ($ 30,000) ($ 5,000) ($ 5,000) Bill asked if Rick has received inquires on the Birch Street Trail. Rick responded that he has received several inquiries. 1 • • Park Board Meeting - January 3, 2006 Minutes There was also discussion on the concerns for safety in the Fawn Lane area. Members discussed the open shelters and felt there is a great need for shade in these two parks because of the playground program taking place there. Members also expressed their views on the Master Planning of Country Lakes and Lino Parks. After discussion it was the consensus of the Board that the 2006 Goals should include open air shelters at Behm's and Highland Meadows Park and to proceed with the feasibility of doing the Birch Street Trail in front of Rice Lake Elementary School connecting both trails along north side of Birch Street and underpass. Rick stated he would talk to Chair Lindy to schedule which Council Work Session Meeting to present the goals. (January 18, February 8, and February 22.) REVIEW ALTERNATIVES FOR 2006 SUMMER PLAYGROUND FORMAT: Rick explained that as a result of the State Legislature again suspending payment of the Market Value Homestead Credit for 2006, there were several line items that were reduced /eliminated from the 2006 General Fund Budget. The partial funding of the Summer Playground Program from the General Fund has been completely eliminated. This includes $24,000 in salaries and $2,300 in supplies. Without the assistance of any General Fund contributions, the 2006 Summer Playground Program will need to be completely self - supporting. All direct expenditures need to be covered by registration fees. This includes all seasonal staff, supplies, t- shirts, naturalists visits, etc. Summarized below is the 2005 Summer Playground as well as three alternatives staff is considering for the upcoming Summer Playground Program. Rick is interested in getting feedback from Park Board Members regarding the proposed options and what their thoughts are on how to best structure the 2006 Summer Playground Program. He also anticipates sending out surveys to last year's participants to get their feedback on which option is the most desirable. He included specific budget information for each alternative. 2005 8 week program - M -F (9a.m. - Noon or 1p.m. - 4:30pm) Max 50 per location - Fee $50 resident, $75 non resident. Fee includes supplies, specialty programs (arts and crafts, animal presentations, naturalist), t- shirt, two individual park parties, theme week activities, and staff (ratio: 1:12). 2 Park Board Meeting - January 3, 2006 Minutes • 2006 7 week program (9a.m. - Noon or 1p.m. - 4:OOpm) Max 45 per location - Fee includes supplies, specialists' visits (fire, police, naturalist), t- shirt, one party, theme week activities and staff (ratio: 1:15). • Option Days Resident Fee Non - Resident Fee Special Events 1 M/W or T /TH $ 50.00 $ 75.00 Fridays at an additional $10 per day 2 M -TH $ 95.00 $120.00 Fridays at an additional $10 per day 3 M -F $110.00 $135.00 After discussing this item the Park Board felt that Option 3, a M -F program, was the best choice. However, they felt the non- resident fees should be increased. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from December 2005. The Secret Holiday Shop was a success again with the highest total sales ever this year. He also stated that the Letters from Santa program continues to be very popular. He touched on fitness programs, 5- player basketball, the warming houses opening and told Members when to expect the next brochure in their homes. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for December 2005. Rick noted that matting has been installed at the Sunrise Park Warming House and will be installed at Birch Park Warming House soon. He also stated that staff is working on daily maintenance of the rinks. Maintenance staff has also been plowing City trails and helping the Street Department with other plowing issues. OLD BUSINESS: Pam and Bill asked about their terms expiring. They said they haven't heard anything. Rick told them to continue attending meetings until the issue was resolved. Members asked about a dog park. Rick informed them that he had been in contact with Anoka County and they are working on putting a dog park in Fridley's Locke Park (by the ice arena). During the presentation Councilmember Carlson suggested that the Park Board review and comment on this proposal. I have attached copies of the information that was presented to the City Council. The event was again a collaborative event between the Lino Lakes Parks and Recreation Department, the Anoka County Parks and Recreation Department and the Blaine Parks and Recreation Department. Despite the warm temperature and lack of really good snow, everyone's spirits were high! Highlights for this year's event included: approximately 300 people in attendance, kicksledding, snowshoeing, snow snakes, Animal Productions show, winter bingo, Alphabet Scavenger hunt, craft/activity room and refreshments. This is a great cooperative event! Sweetheart Sock Hop: The annual Sweetheart Sock Hop dance will be held on Saturday, February 11, 2006 at Centennial Elementary School. This event continues to remain a successful collaboration between the Lino Lakes Parks and Recreation Department, Centennial Community Services and the Blaine Parks and Recreation Department. New this year: one dance for the 2 -5 year olds and another dance for the K -3 graders. In previous years, the dance was only available to 2 -5 year olds. As of 1/27/06, 43 participants were registered for the 2 -5 year old dance and 21 were registered for the K -3 grade dance. Both events will include dancing to music by a DJ, a valentine craft project for all children, removable tattoos and refreshments. A backdrop will also be set up for "sweetheart" photos. YOUTH Instructional Programs: Many of our winter session youth instructional programs are underway. Dance began January 9 with a total of 21 participants in four classes. Tae Kwon Do began January 3 with a total of 12 participants in 4 io classes. Soccer Mini Camp began January 30 with a total of 25 participants in two classes. Floor Hockey Mini mp starts February 7 with a total of 16 participants for two classes. Registration was slightly low for most programs is season compared to other seasons, but winter registration tends to be a bit lower than other seasons due to the hectic holiday season that falls so close to the start date of many classes. It's probably challenging for many to think about program registration when they are busy with the holidays. Snack and Skate and Hockey Skills Development: Snack and Skate and Hockey Skills Development classes at Sunrise park on Saturdays are in full swing. We have a total of 30 participants in both programs. School's Out Camps: Our January 16 School's Out Camp was cancelled due to lack of registrations. We hope that our February 20 camp will have a better turnout. ADULT Fitness: Our fitness programs are up and running. As with the youth programs, registration is down from the fall. Again, the busy holiday season may have played a role or the oversaturation of fitness programming in our area. Men's 5- Player Basketball: Men's 5- Player Basketball has played seven weeks, the play -offs will be starting on February 15 with the Championship game being played on March 15. WARMING HOUSES & BROCHURE Warming Houses: Warming Houses and skating rinks opened on December 10. We open to keep them open until February 20. So far is season we've been open 25 days and closed 24 days. i 4 rochure: Work is almost completed on our spring brochure. It is scheduled for distribution on February 10. Last month I'm bragging about opening rinks 2 weeks earlier than usual and now 6 weeks of above normal temperatures. As you can probably imagine the rinks are a mess. Maintenance highlights during an extremely mild January has included: Rink maintenance — daily sweeping, blowing, shoveling, and flooding (when possible). Building maintenance — cleaning and restocking shelters as needed. Purchased and installed Tufflex floor tiles (4'x6') in warming houses at Sunrise, Birch and City Hall Parks. Attended Green Expo Conference and Trade Show (pesticide recertification). Repaired hockey goals as needed. Buckthorn removal (S Reshanau Lake Estates trail area). Removed 9 high risk Red Oaks from City property. Prepped wood duck houses for spring (removed old nesting materials replaced with new). Building improvement projects: Organized tools Installed shovel and rake racks Painted interior walls Chipped Christmas trees. Equipment maintenance. Nuisance snow removal (sidewalks, parking lots, and trails). Those are January's highlights. Is winter ever going to show up? Also removed gates and poured concrete pads at entrances • Renovated warning tracks at Sunrise #1 and #2 • Cleaned up and remulched tree and shrub planting along Marshan Park Trail • Sod cut and mulched all young trees (100 +) at various parks • Infield renovation at RLE #3 - Removed lip, moved irrigation heads, added ag- lime • Highland Meadows Park — Removed soil and old mulch from playground and basketball court landscape beds, replaced with fresh mulch • Birch Park hockey rink — Brought in fresh Class V and re- leveled rink • Installed new gates and stop signs at trail entrance on east side of Rice Lake Elementary Recreation • Started on -line registration!! • Implemented new tiered fee structure • Processed 3,545 registrations • Special Events still very popular: o Sweetheart Dance - 138 participants o Family Turkey Shoot - 153 teams o Breakfast with Santa - 182 participants o Snow Day - 463 participants • Summer playground enrollment was highest ever at 376 participants • Tennis program had enrollment of 204 participants • Volleyball academy filled up with 35 participants • Lacrosse programs continue to increase with 195 participants • Improved youth football (286 participants) and youth soccer (377 participants) programs • 2nd Annual TAAG Beach Party had 103 middle school -age youth participating • 28 Party Wagon reservations • 19 Picnic Shelter reservations • 234 "Letters From Santa" • 118 shoppers visited our Secret Holiday Shop •
