Call to Order and Roll Call (The meeting was called to order at 6:30pm. Members present: George Lindy, Pam Taschuk, Katie Boyle, Bill Kusterman, Paul Montain, Pat Huelman, and Aaron Frederickson. Rick DeGardner, Public Services Director and Sandie Wood, Public Services Office Manager were also present.) 2. Approval of Minutes from February 6, 2006 (Pam Taschuk made a motion to approve the February 6, 2006 minutes. Katie Boyle seconded the motion and they were approved as written.) 3. Setting Agenda (Item 7b. was moved to the front of the agenda after Open Mike.) 4. Open Mike (There was no one present for open mike.) 5. Review 2005 -2006 Warming House Report (Rick reviewed the memo in the member's packets. He told the Park Board that the daily skater numbers does not include Centennial Hockey Associations practice skaters). Rick said this issue will have to come before the Board in November so a determination can be made as to which rinks will have warming houses for the 2006 -2007 season.) 6. Old Business a. 2006 Goals Update (The 2006 Goals were approve at the February 27, 2006 City Council Meeting. He said the Birch trail project could be done by the end of June if everything goes as planned.) b. 2006 Summer Playground Program (Rick discussed this item and told members that the decisions on how this program would be run this year was based on the survey responses staff received from parents of past participants. He said another mailing would probably be done to describe this year's program and to let parents know a family discount would not be offered because of budget cuts.) • • c. Super Rink Update (Rick reviewed the memo and said that the City Council had approved Resolution No. 06 -28, Approving City Participation in the Super Rink Expansion Project at the February 13 City Council Meeting and Resolution 06 -37, Approving National Sports Center Super Rink Expansion Guarantee Agreement at the February 27 City Council Meetings. He talked about the benefits of being involved in this venture.) 7. New Business a. Clearwater Creek Ice Rink Meeting (Rick said he had been invited to attend this meeting. He attended the meeting to answer any questions residents may have. Rick explained that there were 10 -12 residents at the meeting. He said the group decided they needed to poll more residents before coming to the Park Board. Rick will keep members informed as further information becomes available.) b. Centennial Soccer Letter (Dave Knoll, President, Jay Peterson, and Kim Harrison, Centennial Soccer Club Board Members were present to discuss the allocation of Lino Lakes' soccer fields to the CSC. Rick said he would have staff assess the fields immediately and would get back to the association as soon as possible.) 8. Recreation Update (Rick asked members to review the memo in their packets. He touched on the Sock Hop, Snack and Skate, and 5 Player Basketball.) 9. Park Update (Rick talked about wood duck houses and the tree removal that had been done by staff. He asked members to read the update on their own. He responded to questions about LaMotte and Woolan's Park. He was also asked about the city survey. He told members he would provide the final results to them as soon as they were available.) 10. Next Park Board Meeting (The next Park Board Meeting will be Monday, April 3, 2006, 6:30pm) 11. Roll call was taken; members present were Pam Taschuk, Pat Huelman, Bill Kusterman and George Lindy. Members absent were Paul Montain, Aaron Frederickson and Katie Boyle. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. APPROVAL OF MINUTES FROM JANUARY 3, 2006: Pam Taschuk made a motion to approve the minutes, seconded by Bill Kusterman. The minutes were approved as presented. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. REVIEW PARTNERSHIP OPPORTUNITY WITH CENTENNIAL YOUTH HOCKEY ASSOCIATION (CYHA): Rick explained that representatives from the CYHA attended the January 18, 2006 City Council Work Session to present their proposal for a partnership for the construction of an indoor hockey rink at the National Sports Center. During the presentation Councilmember Carlson suggested that the Park Board review and comment on this proposal. He included copies of the information that was presented to the City Council in the Park Board packets. Since this agenda item is again on the February 8 City Council Work Session, Rick will forward the Park Board's comments for City Council consideration. Park Board Members listened to Rick's presentation and then asked questions and made comments. Members wanted to know what Blaine's commitment was to this project. Rick responded that they have committed $500,000 towards their sheet of ice and CYHA felt they could not ask them for additional money. Rick told members that if the City of Lino Lakes contributed money it would have to come out of the General Fund Budget and that Dedicated Park Funds money could not be used, He also said there was no contingency dollars in the 2006 Budget and if money was contributed in 2006 the City Council would have to cut money from the approved budget. However, if they committed dollars in 2007 the City Council could make it a line item in that budget. It was asked if a commitment from Lino Lakes would assure use of ice time. Rick responded yes. They also wanted to know if Lino Lakes didn't make a contribution would the project fail. . Rick said the project has been started and it scheduled to open in October of 2006. He told members that other area youth sports association/communities want to be involved with the super rink expansion project but it is felt that since the project is being built in Anoka County those cities /organizations should have the first chance to be part of the project. 1 • Park Board Meeting — February 6, 2006 Minutes It was the general consensus of the Park Board that they were supportive of this projected but they are concerned about where Lino Lake's share of the money would come from. The Park Board recommended that the City Council finds a way to contribute some monies to this project. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights from January 2006. He talked about Snow Day, the Sweetheart Sock Hop, and how staff was struggling to get skating lessons and hockey skills programs completed because of the weather, and 5 player basketball. He said warming houses have really been a challenge this year. He told members to watch for the brochure which is to be in resident's homes the first week of February. PARK UPDATE: Rick reviewed the Park Update included in their packets. He said staff worked on rink maintenance and that they installed new floors in the warming houses at Sunrise, Birch and City Hall Parks. REVIEW 2005 ACCOMPLISHMENTS: The 2005 Accomplishments were included in the packet. He asked members to review the accomplishments and responded to their questions. A member asked if Clearwater Creek Park was completed. Rick responded yes and it is used very heavily. He told members that a representative from the Clearwater Park area had contacted him about putting a hockey rink in this park. He didn't have a lot of details but said the group was going to be meeting on February 22, in the Community Room, and that he would be attending this meeting. Rick indicated that the group might be coming to a future Park Board Meeting to discuss this issue. NEXT PARK BOARD MEETING: Being there was no old business and no additional new business Chair Lindy advised members the next Park Board Meeting would be held on March 6, 2006, 6:30p.m. ADJOURN: Pam Taschuk made a motion to adjourn, seconded by Pat Huelman. Needless to say this was a very poor year as far as ice skating goes. Also, as you may recall, we provided a supervised warming house at City Hall Park on a limited basis. However the skating season here in Lino Lakes was very dicey at best with all rinks being closed over the entire winter break, a large portion of January and the early part of February. The winter was very warm and the overall skating conditions on those days were very poor. It helped that the Centennial Youth Hockey Association (CYHA) stepped forward to help flood the rinks during the evenings for a number of weeks in January and February. The after hours flooding by the CYHA was done on a trial basis to see if this is something we can continue in the future. Mike Hoffman was able to train some of CYHA's key people so that they knew how to operate the equipment and machinery owned by the city. And from there CYHA helped train their crew's on how to properly use the hoses and the fire hydrant's used in flooding. Overall I think this was a successful program and one we will continue again next year. A big improvement made to Birch and Sunrise Parks was the installation of rubber floor mats over the entire warming room floor. The floor mats were installed in late December and they made a noticeable difference and provided a big upgrade to both facilities. CYHA also donated 200 feet of fire hose to the City of Lino Lakes to be used in flooding Sunrise Park. This was a nice gesture on CYHA's part! There were five accident reports turned in during the 2005 -06 season. Birch and Sunrise Parks reported two incidents each and City Hall had one. None of the injuries were serious and they ranged from participants being struck in the head with pucks to falling on the ice and hitting heads on the ice. City Hall was open on a limited basis this season; Monday, Wednesday, Friday, Saturday and Sunday. Once we established ice and cold temperatures over a number of days City Hall had some pretty decent use. Sunrise Park was again the busiest site we had with regularly having 40- 50 participants skating at any one time. Birch Park remained steady and probably had the best ice conditions of any rink we had this year. The ice quality was excellent this year and this was probably due to the fact that we re- graded all of the rinks prior to the start of the season. To recap this was a strange skating season! The ice was very good early and very good late but the middle part and holiday break skating was some of the poorest we've had. The following items were presented for consideration: Birch Street Trail in Front of Rice Lake Elementary School Connecting Both Trails Along North Side of Birch Street and Underpass ($170,000) - There is currently a "gap" within the Birch Street trail in front of Rice Lake Elementary School. This project would essentially provide a complete, uninterrupted transportation trail along the north side of Birch Street from Hodgson Road to Sherman Lake Road. In addition, the proposed trail will also connect to the underpass which will provide direct access to /from the trail along the south side of Birch Street (Hodgson to Fawn Lane). Open Air Shelter at Behm's Park ($30,000) - This six acre park consists of playground equipment, 1/4 court basketball court, open play area, looped trail, and a natural prairie area. This heavily used park is also one of the most popular sites for our summer playground program. Behm's Park most visible shortcoming is lack of shade. An open air shelter will be well utilized by area residents as well as our summer playground participants. Open Air Shelter at Highland Meadows Park ($30,000) - This four acre park consists of playground equipment, '/2 court basketball court, open play area, and looped trail. This park is also enjoyed by area residents as well as our summer playground program. Highland Meadows Park is also lacking shade. An open air shelter will be a tremendous asset for this neighborhood park. We anticipate that both shelters will be ready for use by the beginning of our summer playground program. Each session will consist of two days per week (Monday and Wednesday, Tuesday and Thursday) from 8:30am — 12 Noon or 1pm — 4:30pm. Participants may sign up for two sessions resulting in a four day per week summer playground program. Fridays afternoons from 1 -4:30 p.m. will be an additional program that will be rotated throughout various sites. Games, arts and crafts, and many other fun activities will be held. The cost is $5 per child/per day. A big playground finale will be held on August 4 at Sunrise Park. Again pre- registration is required along with a cost of $5 per child. Out of 198 surveys sent out, 70 were returned (35.35 %). Of those 70 surveys returned, 25 (35.71%) voted for Option 1 (two days per week), 21 (30 %) voted for Option 2 (four days per week) and 21 (30 %) voted for Option 3 (five days per week). In order to accommodate the majority of the responses we chose to offer the two days per week program option with the option of signing up for both sessions. Both two day sessions will be 7 weeks in length with no program July 3 or 4. We also chose to reduce the fee for the Friday option. Below you will find all the options available for the Playground Program this summer. All options will be open to children ages 5 — 11. 2006 Playground Program Line -up Playground Program Join us at the playgrounds for some sensational summer fun! Theme weeks, arts -n- crafts, specialists and games are just some of the fun things we'll do this summer. New this summer is a 2 day per week session. Sign up for one session or both sessions — the choice is yours! How much fun do you want to have? Min /Max: 20/45 (except where noted). Note: sessions will vary so as to avoid duplication for those enrolled in more than one. No program July 3 or 4. The City Council then approved Resolution No. 06 -37, Approving National Sports Center Super Rink Expansion Guarantee Agreement at the February 27 City Council Meeting. In essence, the City of Lino Lakes has committed to provide a capital contribution of $72,000 over a three year period ($24, 000 in 2007, 2008, and 2009). In addition the participating entities • are also required to backup 1,340 hours of ice rental income to cover any unsold hours during the months of September — March over the 20 year repayment period. The City of Lino Lakes' commitment of guaranteed hours is 346 hours per year. In my opinion there is virtually no risk of there being a shortage of rental hours where the participating cities would be expected to assume any lack of unsold hours. (In 2005 each sheet generated 2,850 hours and there was more demand that what was able to be met.) • In addition: • The Lino Lakes Parks and Recreation Department (LLPRD) will be granted priority access to program ice hours at the new arena. • On an annual basis the City of Lino Lakes will be granted at least one evening of free skating at the NSC for Lino Lakes' residents through 2046. • On an annual basis the LLPRD will be given 216 free public skating passes to be distributed to Lino Lakes' residents through 2046. • The LLPRD will be given the opportunity to access and publicize all NSC public skating programs to residents in appropriate city publications. • CYHA and the NSC are committed to expand the public use of the Super Rink and expansion to offer Centennial area skaters programs such as public skating, senior skating, learn to skate, and figure skating. The City of Lino Lakes, along with the cities of Circle Pines and Centerville, has been requested to participate with the Centennial Youth Hockey Association (CYHA) in the financing of the expansion and operations of the facility. In addition to use by the hockey association, the public will have access to the facility for public skating, senior skating, figure skating, skating lessons, as well as various hockey and broomball leagues. Under this proposal, the participating entities are to provide the following construction funding: Centennial Youth Hockey Association $680,000 City of Lino Lakes $72,000 City of Centerville $16,000 City of Circle Pines $12,000 The participating entities are also required to back up to 1,340 hours of ice rental income to cover any unsold hours during the months of September through March over the 20 year repayment period for the revenue bonds issued by the Anoka County and Housing and Redevelopment Authority. As the CYHA is obligated to purchase 860 hours of ice rental, the city of Circle Pines to back 58 hours, and the city of Centerville to back 77 hours, the City of Lino Lakes commitment of backed hours is roughly 345 hours per year. The Lino Lakes Parks Board reviewed the proposal and recommended that the City Council find a way to contribute some monies to this project. After further discussions with Mr. Paul Erickson, Executive Director of the MASC, the following commitments have been made by the MASC to ensure opportunities for our residents to have access to the indoor ice at the NSC: • • • The Lino Lakes Park and Recreation Department (LLPRD) will be granted priority access to program ice hours at the new arena. • On an annual basis, the city of Lino Lakes will be granted at least one evening of free skating at the NSC for Lino Lakes residents. • On an annual basis, the LLPRD will be given 216 free public skating passes to be distributed to Lino Lakes residents. • The LLPRD will be given the opportunity to access and publicize all NSC public skating programs to residents in appropriate city publications. • CYHA and the NSC are committed to expand the public use of the Super Rink and expansion to offer Centennial area skaters programs such as public skating, senior skating, learn to skate and figure skating. Since this participation was not included in the 2006 budget and no contingency funds were budgeted, the City is not able to provide funds this year. The Minnesota Amateur Sports Commission and National Sports Center have offered the City the opportunity to make payments of $24,000 in 2007, 2008 and 2009. Please note that if approved, the City Council will need to include this commitment within the city's financial plan for 2007, 2008 and 2009. The Minnesota Amateur Sports Commission and National Sports Center have presented a resolution for consideration by the City Council for participation in the ice facility expansion. OPTIONS 1. The City of Lino Lakes shall have the opportunity to make payments in advance if funds become available. 3).The Cities agree to support rental income for the Facility in an amount equal to the agreed upon annual hourly rate times its Percentage Share of agreed upon prime time hours (not Tess than 1340 hours) which rental income shall be passed though for the purpose of paying debt service with respect to the bonds and paying operating costs of the Facility. To the extent that actual revenues of the Facility, after application to payment of debt service and accumulation and maintenance of required reserves, are inadequate to pay operating costs of the Facility, the City agrees to pay the amount equal to the unsold hours on its designated sheet of ice. In any given year of the 20 year bond repayment period, the City obligation shall be limited to the unsold hours on its designated one ice sheet in the high season of September, October, November, December, January, February and March. 4).The ice sheet shall be offered to primarily the Centennial Youth Hockey Association. Section 5 - Special Terms outlines the provisions that the city of Lino Lakes is entitled to including one free skating session, 216 annual free skating passes, and the city's recognition on the exterior and inside of the building. Attached is an analysis that was prepared by Ehlers and Associates, Inc. The analysis focuses on the financing, past utilization, and projected revenue /expenses of the Super Rink facility. I attended the meeting to answer any questions. The discussion centered around whether the residents in attendance felt there was enough neighborhood support to pursue a skating rink at Clearwater Creek Park. Recreation Department Staff had contacted CSC to reserve one field on Thursday evenings to accommodate the growing lacrosse program. Based on an e-mail I received, this apparently upset the CSC. Yes, the athletic fields at RLE and CMS belong to the school district. The amount of city dollars (taxpayer money collected from Lino Lakes residences /businesses) to maintain the athletic fields on ISD #12 property are substantially greater than the amount of revenue we derive from Lino Lakes Parks and Recreation Department (LLPRD) programs in the schools and gyms. I am not sure of the relevance of your statement since Centennial Soccer (in 2005) utilized 100% of all soccer fields located within the city limits of Lino Lakes, 7 days a week (except White Bear Soccer used Clearwater Creek Park for practices and our lacrosse program used CMS #7 on Sundays). "In addition Lino Lakes now charges residents from Circle Pines, Centerville, Blaine and Lexington an additional charge to participate in activities sponsored by Lino Lakes in ISD #12 gyms and athletic fields that these citizens have paid for with their property tax dollars." The additonal fee (normally $5) charged for non - residents to particpate in LLPRD programs are to help offset the costs that Lino Lakes taxpayers pay for the LLPRD Department's existence (staff, building, computers, telephone, etc). Realistically the additonal fees collectively don't come close to even putting a dent in our budget. •However I view this more as a symbolic gesture to Lino Lakes residents that they are provided a "discount" since they are already paying (through general levy taxes) the costs associated with having a recreation department. I think if you ask Lino Lakes residents (whom I am paid by and work for) whether they should pay the same fees to particpate in our programs as people who don't live in the city, I think most would agree with the current pricing structure. Again, I don't see the relevance of this argument since Centennial Soccer utilizes almost 100% of the soccer fields on school district property and throughout our city parks. • "The soccer club is like the basketball association, we each own no facilities and rely on the school district to provide these facilities to us. The City of Lino Lakes has a separate agreement that should in no way affect the usage of fields by the soccer club." Our agreement with the school district has no bearing on our allocation of athletic field space for the various user groups. As a representative of Centennial Soccer how can you argue that your organization isn't provided a fair amount of soccer fields from Lino Lakes since Centennial Soccer is allocated 100% of all soccer fields (with two small exceptions)? Our objective, as discussed with the Centennial Soccer Club as early as 2003 is to allocate fields based upon three criteria: 1. The City of Lino Lakes will make every effort to reserve /allocate game and practice fields to the youth sports associations in proportion to the number of Lino Lakes participants in relation to the total number of participants. For example, if 75% of a youth sports association's participants reside in Lino Lakes, then the City of Lino Lakes will provide fields for 75% of the games and practices In addition to addressing the needs of the youth sports associations, city staff will also consider the long- term condition and quality of fields. For example, a field(s) may be taken out of commission for a year for renovation. If necessary, city staff will compare the level of Lino Lakes resident participation in all youth sports groups when allocating fields. For example, if the necessity for fields (as defined in Criteria #1) to accommodate all youth sports associations exceed the available amount of fields, city staff will allocate fields based on the number of Lino Lakes residents in each youth sports association. "We all need to maximize usage of all possible green spaces to support youth athletics in our communities and cannot have a few neighbors at some parks affect the hundreds of families that can benefit from their usage. We no longer have 1 the luxury of keeping city parks for usage by children (mostly under age 7) and unorganized activities without any consideration for youth athletics." I disagree with this statement. The residents of Lino Lakes voted in 2002 on whether to develop a recreation complex. It was soundly defeated. Therefore, the residents of Lino Lakes made a decision to "make due" with the existing recreation facilities. Over the past few years, staff and the Park Board have "given consideration for youth athletics" as it relates to our neighborhood parks system. For example, we have (with some hesitation) placed .soccer fields at Marshan Park, Clearwater Creek Park; and Sunset Oaks Park. To state that we need to continue to overrun the neighborhood park system by adding more and more athletic fields is irresponsible. Organized soccer does not trump everything within our parks system. To continue to place soccer fields in all neighborhood parks is very narrow minded. City staff also needs to account for the needs /desires of our taxpayers who also expect that neighborhood parks are developed and utilized the way neighborhood parks are intended to be. We will continue to offer as many athletic fields for organized programs as we feel is reasonable. However, we will not expand our athletic fields into neighborhood parks simply because of an increase in youth sports participation. This is why 1 began discussions with Centennial Soccer back in 2003 to make sure they were aware of the potential shortage of soccer fields as the city and other programs (ie. lacrosse) continue to grow. This included the strong suggestion that other cities be asked to provide their fair share of fields to help delay the inevitable time when Lino Lakes isn't able to provide the amount of fields needed by the various user groups that have a significant portion of non -Lino Lakes participants in their program. Finally in 2006 it looks like other cities are finally beginning to provide facilities for their residents. It appears that Lino Lakes has reached the point where we can no longer provide the amount of fields requested by Centennial Soccer. As indicated above (Criteria #3) we need the Centennial Soccer Club to provide 2005 participation numbers (Lino Lakes residents vs. non -Lino Lakes residents) so we can fairly allocate field space proportionately to the various user groups. The sooner we can get this information; the sooner we can notify your group what fields will be made available for your group. For Centennial Soccer to go crazy by the request that our lacrosse program utilize 1 field on Thursdays is dissapointing. Don't you think that the families of lacrosse players (who also pay city taxes and school district taxes) should have some access to these fields? After further analysis of this issue, we may need to reserve more field space for lacrosse based on this growing program. We will also be checking on the condition of CMS #5 to see if its safe for use this summer. The school district tore it up pretty good with their 7 -8th grade football program practicing on it everyday as well as their phy. ed. classes using it a lot (Our fall football program also used CM #5 on Saturdays). We will be contacting the school district to see what can be done so this doesn't happen again. We also plan on taking down the fence at Lino Park and possibly provide an additional soccer field (we need to determine whether we need to use Lino Park for our T -Ball program). Centennial Soccer may also need to examine how practices are scheduled (ie. some overlap of teams on the larger fields, number of practices per evening at each field, etc). It would have been great if the referendum had passed. However, we need to deal with reality and make the best out of a less than desireable situation as it relates to providing fields for organized programs. Plus the Lacrosse program is run through the Lino Lakes Parks and recreation department as we are sponsoring that activity. CSC is a club that uses our fields and trust me we take good care of that program here but it may be time to think of sharing fields in the community. Trust me I value soccer heck my daughter is on the U13 team this summer so if anything I would be more partial to soccer. But it's hard for me to justify to the 100 -150 lacrosee people why we would have to play at Sunset Oaks all the time. Last year they played their games on Sunday nights which worked out very well for not having conflicts with CSC. This year however there is a new Lacrosse league (a much bigger and more organized) and we had to commit to a block of premium field space in order to have our teams play in this league. Thursday night turned out to be the night and I told them they had to make one field work. I think this is a fair plan using only one field and one night. Just so you know there will be a good number of kids playing in this league I'm anticipating having a 3/4, 5/6, and 7/8 Boys teams and at least one girls team. I would guess each team will have 20 -30 kids on it so this is a program that is starting to grow pretty quickly. I will definitely send back any unused fields once the Lacrosse scheduling has been completed. I'm not excatly sure when that will be but when it happens I will release the unused back to CSC. No referendum planned in the near future. Glenn Davies (Centennial Jaguars manager, U13 Boys) The registrar received a registration form for a U13 player that did not attend tryouts. The player played with the U13 team in the fall. The player has played in NESA in the past and based on the coach's opinions, this player would be one of the top five players. Tim McClafferty is now the coach of the Jaguars, and the player's father has a lot of coaching experience which will also help the team. The player did not attend tryouts due to coaching change that was going on and the fall team that was put together (Centennial /Elk River /etc) gave the impression that several Elk River players were going to come to tryouts and there may have been issues with that (controversial player possibly coming into CSC). Roll call was taken, members present were Pam Taschuk., Aaron Frederickson, Pat Huelman, Bill Kusterman and George Lindy. Absent members were Katie Boyle and Paul Montain. Also present was Rick DeGardner, Public Services Director. APPROVAL OF MINUTES FROM OCTOBER 3, 2005: Pam Taschuk made a motion, seconded by Pat Huelman, to approve the October 3, 2005, minutes as presented. The minutes were approved. SETTING AGENDA: Centennial Soccer Club was placed under open mike. OPEN MIKE: Centennial Soccer Club - Mr. Jay Peterson, Centennial Soccer Club, stated he is present this evening to represent Youth Centennial Soccer. He provided his background in terms of the Youth Soccer Club program noting he would like to open a dialogue with the Park Board. Mr. Peterson stated the Club puts in a request every year for field use within the City. He indicated the soccer program is looking for more practice time on the soccer fields. He advised the Club has looked for additional field space in other communities and it appears there is no additional space available. Mr. Peterson requested the Park Board look at adding additional soccer fields at Lino Park and an additional practice field at Sunset Oaks Park. Mr. Peterson noted that Rick has alluded to the fact that the maintenance of fields is a budgetary consideration. He stated the Club is willing to look at alternatives for maintaining the soccer fields. Chair Lindy suggested the Club approach surrounding communities to help with some of the needs for additional soccer fields. Rick distributed a packet that provided the background and information regarding this issue. He reviewed the grid relating to the fields being used by the Centennial Soccer Club as well as the percentage of Lino Lakes residents participating in the program. The grid showed that while Lino Lakes kids represent 60% of Centennial soccer participants, the City of Lino Lakes provides 100% of the soccer fields for games. This includes 1 • Park Board Meeting - November 7, 2005 Minutes soccer fields at Rice Lake Elementary, Centennial Middle School, Sunrise Park, Marshan Park, and Lino Park. Rick stated before we encroach into other neighborhood parks, the other cities should be approached to provide soccer fields suitable for games. Rick stated that he discussed this with the Centennial Soccer Board at their February, 2005 Board Meeting. Rick advised he is not prohibiting the use of Lino Lakes fields for the soccer program. He stated he is asking the participating communities that comprise 40% of participants in the Centennial Soccer Club to provide some of the requested additional fields for the soccer program. Chair Lindy stated the City of Lino Lakes is not saying fields are not available. The City is saying other cities should develop fields for youth athletic activities. He encouraged the Club to approach other involved cities for additional field space. Mr. Peterson indicated he would be speaking with the School District regarding this issue. He added there is a meeting on Sunday and he would keep Rick updated on the situation as well as Aaron, who is on the Soccer Club Board. RECREATION DEPARTMENT UPDATE: Update - Rick referred to the Program Highlights Flyer from October 2005. He noted the City had a great turnout for the MEA break trips this year. The 4th_6th grade youth football players participated in an end of the season tournament October 24 - 29 and the Youth Soccer tournaments were played on October 29. Rick advised the 8th Annual Family Turkey shoot would be held on Saturday November 12 from 10 a.rn. - Noon at Centennial Middle School. As of October 31, 138 people had registered for the Breakfast with Santa event. Rick added work is currently in progress on the winter edition of the Recreation Review. Starting in 2006, a new distribution schedule will begin with the spring edition going out the first week of February as opposed to the last week of February. "To clarify, the athletic fields at Rice Lake Elementary and CMS belong to the school district and its taxpayers. Lino Lakes is currently providing athletic field maintenance to the school district in exchange for I believe gym time at ISD #12 schools for no charge and Lino Lakes in turn earns revenue from the programs that operate in these gyms." Yes, the athletic fields at RLE and CMS belong to the school district. The amount of city dollars (taxpayer money collected from Lino Lakes residences /businesses) to maintain the athletic fields on ISD #12 property are substantially greater than the amount of revenue we derive from Lino Lakes Parks and Recreation Department (LLPRD) programs in the schools and gyms. I am not sure of the relevance of your statement since Centennial Soccer (in 2005) utilized 100% of all soccer fields located within the city limits of Lino Lakes, 7 days a week (except White Bear Soccer used Clearwater Creek Park for practices and our lacrosse program used CMS #7 on Sundays). "In addition Lino Lakes now charges residents from Circle Pines, Centerville, Blaine and Lexington an additional charge to participate in activities sponsored by Lino Lakes in ISD #12 gyms and athletic fields that these citizens have paid for with their property tax dollars." The additonal fee (normally $5) charged for non - residents to particpate in LLPRD programs are to help offset the costs that Lino Lakes taxpayers pay for the LLPRD Department's existence (staff, building, computers, telephone, etc). Realistically the additonal fees collectively don't come close to even putting a dent in our budget. However I view this more as a symbolic gesture to Lino Lakes residents that they are provided a "discount" since they are already paying (through general levy taxes) the costs associated with having a recreation department. I think if you ask Lino Lakes residents (whom I am paid by and work for) whether they should pay the same fees to particpate in our programs as people who don't live in the city, I think most would agree with the current pricing structure. Again, I don't see the relevance of this argument since Centennial Soccer utilizes almost 100% of the soccer fields on school district property and throughout our city parks. "The soccer club is like the basketball association, we each own no facilities and rely on the school district to provide these facilities to us. The City of Lino Lakes has a separate agreement that should in no way affect the usage of fields by the soccer club." We no longer have 1 the luxury of keeping city parks for usage by children (mostly under age 7) and unorganized activities without any consideration for youth athletics." I disagree with this statement. The residents of Lino Lakes voted in 2002 on whether to • develop a recreation complex. It was soundly defeated. Therefore, the residents of Lino Lakes made a decision to "make due" with the existing recreation facilities. Over the past few years, staff and the Park Board have "given consideration for youth athletics" as it relates to our neighborhood parks system. For example, we have (with some hesitation) placed soccer fields at Marshan Park, Clearwater Creek Park, and Sunset Oaks Park. To state that we need to continue to overrun the neighborhood park system by adding more and more athletic fields is irresponsible. Organized soccer does not trump everything within our parks system. To continue to place soccer fields in all neighborhood parks is very narrow minded. City staff also needs to account for the needs /desires of our taxpayers who also expect that neighborhood parks are developed and utilized the way neighborhood parks are intended to be. We will continue to offer as many athletic fields for organized programs as we feel is reasonable. However, we will not expand our athletic fields into neighborhood parks simply because of an increase in youth sports participation. This is why I began discussions with Centennial Soccer back in 2003 to make sure they were aware of the potential shortage of soccer fields as the city and other programs (ie. lacrosse) continue to grow. This included the strong suggestion that other cities be asked to provide their fair share of fields to help delay the inevitable time when Lino Lakes isn't able to provide the amount of fields needed by the various user groups that have a significant portion of non -Lino Lakes participants in their program. Finally in 2006 it looks like other cities are finally beginning to provide facilities for their residents. • • It appears that Lino Lakes has reached the point where we can no longer provide the amount of fields requested by Centennial Soccer. As indicated above (Criteria #3) we need the Centennial Soccer Club to provide 2005 participation numbers (Lino Lakes residents vs. non -Lino Lakes residents) so we can fairly allocate field space proportionately to the various user groups. The sooner we can get this information, the sooner we can notify your group what fields will be made available for your group. For Centennial Soccer to go crazy by the request that our lacrosse program utilize 1 field on Thursdays is dissapointing. Don't you think that the families of lacrosse players (who also pay city taxes and school district taxes) should have some access to these fields? After further analysis of this issue, we may need to reserve more field space for lacrosse based on this growing program. We will also be checking on the condition of CMS #5 to see if its safe for use this summer. The school district tore it up pretty good with their 7 -8th grade football program practicing on it everyday as well as their phy. ed. classes using it a lot (Our fall football program also used CM #5 on Saturdays). We will be contacting the school district to see what can be done so this doesn't happen again. We also plan on taking down the fence at Lino Park and possibly provide an additional soccer field (we need to determine whether we need to use Lino Park for our T -Ball program). Centennial Soccer may also need to examine how practices are scheduled (ie. some overlap of teams on the larger fields, number of practices per evening at each field, etc). It would have been great if the referendum had passed. However, we need to deal with reality and make the best out of a less than desireable situation as it relates to providing fields for organized programs. The CSC has evaluated and investigated every possible piece of green space that can be used for soccer in Centerville, Circle Pines, Lexington and Blaine (portion of ISD #12). We have Centerville approval to have two, U6 -U8 game fields at Laurie Lamont Park. On March 7th we anticipate Circle Pines Park & Rec. Board approval for two, U6 -U8 practice fields, two, U9 -U10 practice fields and hopefully a fall U11/U12 game /practice field. We also have submitted in writing and are awaiting approval from ISD #12 to add two, U6 -U8 game fields at Golden Lake Elementary; a U9 -U10 practice field at Centennial Elementary and Golden Lakes Elementary schools. To clarify, the athletic fields at Rice Lake Elementary and CMS belong to the school district and its taxpayers. Lino Lakes is currently providing athletic field maintenance to the school district in exchange for I believe gym time at ISD #12 schools for no charge and Lino Lakes in turn earns revenue from the programs that operate in these gyms. In addition Lino Lakes now charges residents from Circle Pines, Centerville, Blaine and Lexington an additional charge to participate in activities sponsored by Lino Lakes in ISD #12 gyms and athletic fields that these citizens have paid for with their property tax 2 • dollars. The soccer club is like the basketball association, we each own no facilities and rely on the school district to provide these facilities to us. The City of Lino Lakes has a separate agreement that should in no way affect the usage of fields by the soccer club. We all need to maximize usage of all possible green spaces to support youth athletics in our communities and cannot have a few neighbors at some parks affect the hundreds of families that can benefit from their usage. We no longer have the luxury of keeping city parks for usage by children (mostly under age 7) and unorganized activities without any consideration for youth athletics. Either way Soccer or Lacrosse will need to be played at Sunset Oaks and I guess we have to be equitable on where the Lacrosse program plays it's games. I don't think just because soccer is huge and and Lacrosse is growing necessarily means the Lacrosse program gets the leftovers either. Plus the Lacrosse program is run through the Lino Lakes Parks and recreation department as we are sponsoring that activity. CSC is a club that uses our fields and trust me we take good care of that program here but it may be time to think of sharing fields in the community. Trust me I value soccer heck my daughter is on the U13 team this summer so if anything I would be more partial to soccer. But its hard for me to justify to the 100 -150 lacrosee people why we would have to play at Sunset Oaks all the time. Lino Lakes Parks and Recreation c' Department Program Highlights February Park Board Update SPECIAL EVENTS Sweetheart Sock Hop: The 5th annual Sweetheart Sock Hop dances were held on Saturday, February 11, 2006 at Centennial Elementary School. 86 people attended the preschool age dance for 2 -5 year olds and 43 people attended the elementary age dance for K -3 graders. Despite the lower than desired turnouts, everyone had a great time and the event continues to remain a successful collaboration between the Lino Lakes Parks and Recreation Department, Centennial Community Services and the Blaine Parks and Recreation Department. We will revisit our costs, times and dance age groups next year in an effort to increase participation. YOUTH Instructional Programs: Our winter session youth instructional programs are well underway. Most will end mid -March and resume again with a new session after Centennial's Spring Break. Snack and Skate & Hockey Skills Development: Snack and Skate and Hockey Skills just concluded. We had our finale to the class on Monday, February 20 with a free indoor skate at Centennial Ice Arena from 12:30 - 1:30 p.m. for all participants and their families. School's Out Camps: Our February 20 School's Out Camp was cancelled due to lack of registrations. We hope our Spring Break camps will have better luck. We have a few outings planned as part of the camps that week and hope that those will attract more participation. ADULT Fitness: Fitness classes are up and running. The current session will end right before Centennial's Spring Break in late March. Spring session classes will start up in April and May. 5- Player Basketball: Men's five player basketball has started their play -offs. The tournament champion will be crowned on Wednesday, March 15. The regular season champions were the Ninja Black Sox! Open Volleyball and Open Basketball: Open Volleyball and Basketball will continue through mid March. We have been averaging 18 volleyball players and 25 basketball players per night. Softball: Spring /Summer softball registration is open and leagues are forming. The start date for the league is Monday, April 24. WARMING HOUSES, BROCHURE & SUMMER EMPLOYMENT Warming Houses: Warming houses will be open through Tuesday, February 28. First bitter cold in early December, then extremely mild for 6 weeks, then just as we are getting ready to give up on ice rinks bitter cold again allows us to get them back in shape. Today February 28 will be the last time we maintain rinks this season that is nearly two weeks later than usual. Maintenance highlights during the month of February have included. • Rink maintenance — daily sweeping, blowing, shoveling and flooding of four hockey and four pleasure rinks. • Completed wood duck house preparation for spring: o 56 nest boxes in numerous city parks. o 33 successful boxes (59% of boxes hatched ducklings). o Approximately 175 ducklings hatched in 33 successful boxes (average 5.3 ducklings per box). • Removed eight diseased Elm Trees from South Reshanau Lake Estates trail area. • Removed and stump treated Buckthorn from South Reshanau Lake Estates trail area. • Burned diseased Elm and Buckthorn on site (South Reshanau Lake Estates area). • Ordered ball field maintenance supplies (chalk, clay etc.). • Cleaned warming houses. • Completed painting Sunrise Park garage (int. walls and ceiling). • Equipment maintenance. • Assisted with snow removal as needed. • Fabricated three point hitch attachments (harrow and spring tooth rake). • Hockey net repair. • Ordered Bobcat Toolcat 5600 turbo work machine and attachments. • Assisted Anoka County Parks with tree removal for new trail (part of Legacy Project).
