P & Z MEMBERS PARK MEMBERS MAY 31, 2006 May 31, 2006 6:37 p.m. 8:40 p.m. Councilmember Carlson, O'Donnell, Reinert, Stoltz and Mayor Bergeson Keller, Kuschke, Schwartz and Corson Bor, O'Dea, Brouillet, Norman, Grundhofer, Milbauer and Helgemoe Hudan, Ladem, Reet, Tralle and Rafferty Montain, Taschuk and Lindy Staff members present: City Administrator, Gordon Heitke; Community Development Director, Michael Grochala; City Engineer, Jim Studenski; Environmental Specialist, Marty Asleson; Economic Development Coordinator, Mary Alice Divine; and Public Services Director, Rick DeGardner CONCEPT REVIEW: CONSERVATION DEVELOPMENT — NATURE'S REFUGE Introduction and Background, Michael Grochala - Community Development Director Grochala thanked everyone for coming to the meeting and introduced Mr. Jeff Schoenbauer, Brauer and Associates. Community Development Director Grochala advised the City is looking at an area that is very important to everyone in Lino Lakes. Staff has talked to developers about what can be done in this area. Community Development Director Grochala pointed out the 240 -acre area and stated it is intended to be single housing residential and is located within the Stage 1 Growth Area. Staff is focusing on a conservation development. He indicated this is a very unique opportunity for the community. The plan is to take what nature has given the City, reach public values and achieve an economically viable project. Development Design and Parameters, Jeff Schoenbauer - Mr. Schoenbauer came forward and stated it is very important for everyone to work as a collaborative team on this project. He stressed the process of this type of development involves a lot of give and take to maintain the public values and also make it economical. Mr. Jason Husveth, Ecologist, CCES Inc., came forward and stated he has been working with the City and DNR for the past several years. He stated the specific area has a very, 1 SPECIAL JOINT MEETING MAY 31, 2006 APPROVED 1 very unique plant community. The area is in need of restoration and stewardship. The 2 plan that has been put together would result in the rare plant life flourishing. 3 4 Mr. Schoenbauer provided a power point presentation that included the conservation 5 development background, public values and economic realities. 6 7 Mr. Schoenbauer presented the proposed plan in comparison to a traditional development. 8 Comparisons included number of residential units and proposed trails. He reviewed 9 images, economic impacts and the phasing plan. He also noted the basic agreement 10 parameters in terms of the developer and the City. 11 12 Community Development Director Grochala introduced Mr. Rick Carlson and Mr. John 13 Peterson, developers of the proposed plan. He indicated the developers have been very 14 cooperative and eager to work with the City on this project. 15 16 Discussion — Mr. Schoenbauer stated staff and the development team would like 17 feedback to determine if they are going in the right direction with the project. 18 19 Concerns and issues raised through the discussion included the following: 20 21 1. Impact on wildlife and breeding of wildlife 22 2. Creation of a wildlife and Blanding corridor j 23 3. Destroying forest areas and mature trees 24 4. Management of stewardship 25 5. Water run -off 26 6. Philosophy of sub - contractors 27 7. Traffic 28 8. Construction of sidewalks throughout the development 29 9. Developer contribution to infrastructure 30 10. The purpose of the meeting is to consider the importance of conservation development planning in the community and the value of such planning at a specific location. The subject site totals approximately 240 acres north of Main St, north and west of Lino Lakes Elementary School. The area has been noted as an important site from an ecological standpoint due to the existence of rare species and habitat. Part of Birch Street trail project. (Moved 15' to make room for trail.) • Repaired steering wheel, removed graffiti and added Fibar to Highland Meadows playground • Storm water compliance inspections. • Watered, cleaned up and mulched all newly planted trees. • Over seeded wear areas on athletic fields. • Ball field maintenance and game preparation. • Gazebo pad and footing site prep at Highland Meadows and Behm's Parks. • Weed control and fertilization at well houses, fire station, Town Center, and Birchwood Acres Park. (contracted) • Purchased Graco Line Lazer athletic field painter. • Purchased Toro Z Master 500 Series diesel mower and bagger. • Applied Roundup to warning tracks at Sunrise Park. • Applied Roundup to restoration area in South Reshanau Lake Estates Development. (Area will be burned, seed bed prepped and seeded late spring or early fall.) • Town Center detention pond seeding. o Applied Roundup to kill existing vegetation. o Rolled up existing erosion control blanket. o Seed bed prepped site (scarified). o Hand seeded with native grasses, sedges and wildflowers. o Reinstalled existing and new erosion control blanket. • Weekly mowing as needed. • Garbage collection as needed.
