Approval of Minutes from May 1, 2006 (Pat Huelman made a motion to approve the May 1, 2006 minutes as written. Seconded by Pam Taschuk and approved.) 3. Setting Agenda (There were no additions or deletions to the agenda.) 4. Open Mike (Jim March, 1543 Sherman Lake Road was present to talk to the board about a bridge, boardwalk or some type of structure to span the pond. The Homeowners Association is willing to donate some money for this project. He hopes the Park Board will discuss this during the goals session portion of the agenda.) 5. Review 2006 Summer Playground Report (Rick reviewed the report included in the packet and answered questions.) 6. Determine Skating Rink Locations and Hours (Rick's memo recommended that the house locations and hours remain the same as they were for the 2005/2006 winter. He suggested it be reviewed after the season to see if any changes should be made for the 2007/2008 winter.) 7. Old Business (There was no old business.) 8. New Business A. Follow -Up on I -35E Development, Mr. Frederickson (Member Frederickson expressed his concerns with this project. After discussion he was told that when the developer brings in his site plans, for City staff to review, the advisory boards will again have an opportunity to comment on them.) B. Revisit Issue of Former Rice Lake Estates Park, Mr. Frederickson (Aaron Frederickson expressed his concerns about the old playground equipment being taken out. Other Park Board Members thought Circle Pines did a good job in reconstructing the park. Rick told him additional work will be done in 2007 and the City of Circle Pines has fulfilled their obligation pertaining to the Rice Lake Estates Park situation.) C. Anoka County Trail Map (A map was included in members packets. Rick advised members that additional maps are available at city hall for no charge.) D. Super Rink Skating Passes (Rick discussed the memo included in the packet. He told members the Park Department had received 216 passes and they were all gone.) E. Determine 2007 Park Board Schedule (There was discussion of the three meetings that would need to be held on different days other than the 1st Monday of the month. Paul Montain made a motion to approve the meeting schedule included in the packet. Seconded by Pam Taschuk and approved by the board.) 9. Recreation Department Update (Rick reviewed some of the programs listed in the update and answered board members questions.) 10. Parks Department Update (Rick suggested that members read the update included in the packet. He touched on preparing the irrigation systems and equipment for the winter season.) 11. Discuss Possible 2007 Park Board Goals (The Park Board started discussion about the 2007 goals and will continue discussion at future meetings.) 12. The meeting was adjourned at 7:43p.m.) sw /parkbrd/11 -6 -06 Expanded Park Board Agenda.doc Park Board Meeting — May 1, 2006 Minutes • The May 1, 2006 City of Lino Lakes Park Board meeting was called to order at 6:33 p.m., by Chair Lindy. • Roll call was taken; members present were Pam Taschuk, Aaron Frederickson, Paul Montain, Pat Huelman, Bill Kusterman and George Lindy. Members absent was Katie Boyle. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. Swear In Newly Appointed Park Board Members — Mayor Bergeson Mayor John Bergeson swore in Pam Taschuk and Bill Kusterman as re- appointed Park Board Members. APPROVAL OF MINUTES FROM MARCH 6, 2006: Paul Montain made a motion to approve the March 6, 2006 minutes. Seconded by Pam Taschuk and approved. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. REVIEW "THE PRESERVE" PRELIMINARY PLAT: Rick indicated that "The Preserve" is a 52.56 acre (14.97 acres of upland) residential development located southwest of Birch Park. The proposed development consists of 31 single family residential units. Rick said there are internal trails proposed consisting of both boardwalk segments and bituminous segments. He explained that Trail Segment A begins at Killdeer Drive and extends directly south to Pheasant Run S (between Lots 1 and 2 of Block 5). This trail segment consists of approximately 160' of boardwalk and 240' of bituminous trail. Rick told members that Trail Segment B extends in an easterly direction from Trail Segment A to Pheasant Run S (near Block 2, Lot 7). This trail segment consists of approximately 220' of boardwalk and 440' of bituminous trail. He went on to say that Trail Segment B traverses through a conservation area that will restore /enhance several ecological systems as part of the development process. Mr. DeGardner said the Park Dedication fees amount to 31 Tots x $2,075 = $64,325. Estimated construction costs of the trail (depending upon final design of the boardwalk) are estimated to be $63,000. He told Park Board Members that the City will need to work closely with the developer to finalize construction costs for the proposed trails to ensure that we will not have to pay additional dollars for the trails within this development. 1 a • Park Board Meeting — May 1, 2006 Minutes Mr. Brian Bourassa from McCombs Frank Roos Associates, Inc. was present to provide more details to the Board. After several questions were answered by Brian and Mr. Jason Husveth, CCES, Paul Montain made a motion, seconded by Pam Taschuk, to approve "The Preserve" preliminary plat as proposed with the understanding that a future stewardship /endowment to maintain the wetland area be included in the plan. The motion passed unanimously. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from April 2006. He said the early t -ball classes have been filled. He talked about the Kids Garage Sale, when the next brochure will be in resident's homes, and said that staff finished interviewing applicants for summer employment positions. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the maintenance highlights for April 2006. Rick noted city staff has removed and replaced siding, windows and trim on the warming house at City Hall Park. He continued by saying staff also removed an outfield fence, three power poles, one tree, and leveled and seeded the area at Lino Park. He told Members that May through July will also be very busy. Rick asked them to contact him if they had any other questions about the remaining information in the memo. • NEXT PARK BOARD MEETING: Rick told Members that there is going to be a City Council and All Boards meeting on Wednesday, May 31, 6:30p.m. to discuss a proposed conservation development near Lino Elementary School. He stated there would be a Park Board meeting after the conclusion of that meeting, if necessary. He said there would not be a Park Board Meeting on June 5. As you may recall the format of the Summer Playground Program was drastically changed due to the elimination of the program's general revenue funding. Although the registration fees were the same as last year, the program hours were reduced from an eight week program to a seven week program as well as meeting two days per week rather than five days per week. In addition, several cost cutting measures were also implemented which may have affected the program quality for the participants. For example the use of specialist and performers were reduced and t- shirts were not provided. The overall attendance of the program dropped from 342 participants in 2005 to 272 participants in 2006. It should be noted that the proposed 2007 budget includes reinstating partial funding of the Summer Playground Program. sw /parkbrd /meeting info /2006 Summer Playground Report.doc • • 2006 Playground Program Report • • Join us at the playgrounds for some sensational summer fun! Theme weeks, arts -n- crafts, specialists and games are just a sampling off the fun things we'll do this summer. New this summer is a 2 day per week session. Sign up for one session or both sessions — the choice is yours! How much fun do you want to have? The above description is what appeared in this summer's Recreation Review advertising the Playground Program. Registration began in late May and continued until the program start date of June 19. The Playground Program is long time favorite of many in the area and one that has undergone many changes over the years — the most drastic being the switch this year to the two day per week option due to the elimination of the program's general revenue funding. In this report you'll find some of the highlights of and thoughts on this summer's program including program structure, registration totals, themes, specialists, staff, responses to the changes from both parents and staff, and recommendations for 2007. PROGRAM STRUCTURE Morning Program Days /Dates: Monday/Wednesday, June 19 — August 2, No program July 3 (7 weeks) & Tuesday/Thursday, June 20 — August 3, No program July 4 (7 weeks) Hours: 8:30 a.m. — Noon Locations: Birch Park Days /Dates: Tuesday/Thursday, June 20 — August 3, No program July 4 (7 weeks) Hours: 8:30 a.m. — Noon Locations: Clearwater Creek Park and Highland Meadows Park Afternoon Program Days /Dates: Monday/Wednesday, June 19 — August 2, No program July 3 (7 weeks) & Tuesday/Thursday, June 20 — August 3, No program July 4 (7 weeks) Hours: 1:00 — 4:30 p.m. Locations: Behm's Park, Birch Park, and Sunrise Park Morning & Afternoon Program Costs Due to the budget cuts this summer the price for the program was increased significantly from previous summers. The cost for the seven week program this summer was $75 per child per session for non - residents and $50 per child per session for Lino Lakes Residents. Although these prices were identical to last year's prices, the hours of the program were cut by more than half — resulting in an overall price increase of over 50% from the summer of 2005. Friday Programs Fridays were operated a little differently this summer. We offered a Playground Friday option this year that was conducted each Friday afternoon from June 23 — July 28 from 1 — 4:30 p.m. at two different sites per week. Each week the two different sites changed from the previous • • • week. In an effort to accommodate as many people as possible in the City on the Fridays one site was always on the east side of town and the other site was always on the west side of town. The cost for this option was $5 per child per Friday. Attendance varied at the sites from 6 to 25 participants. Playground Finale We ended the summer with a playground finale this year at Sunrise Park. The response to this was pretty high. 100 children registered for this event and many more that wanted to sign up the day before. However, due to the amount of supplies we had purchased and staffing availability we had to stop taking registrations when we hit 100. The finale was a circus themed event that included a magic show by Magician Brian Richards, refreshments, our giant bounce, and a variety of carnival type games including parachute games, relay races, pin the trunk on the elephant, face painting, bean bag toss and bingo. T- Shirts Due to budget cuts, participant t -shirts were not provided this year. REGISTRATION TOTALS Maximums per site for this summer were set at 45 for morning sites and 50 for afternoon sites. The final registration totals for the sites were as follows: • Birch Park Morning Program — M/W: 18 participants (17 residents, 1 non - resident) • Birch Park Morning Program — T/Th: 25 participants (all residents) • Clearwater Creek Park Morning Program — T/Th: 22 participants (all residents) • Highland Meadows Park Morning Program —11Th: 19 participants (all residents) • Behm's Park Afternoon Program — M/W: 26 participants (23 residents, 3 non - residents) • Behm's Park Afternoon Program — T/Th: 51 participants (all residents) • Birch Park Afternoon Program — M/W: 40 participants (all residents) • Birch Park Afternoon Program — T/Th: 37 participants (all residents) • Sunrise Park Afternoon Program — M/W: 29 participants (26 residents, 3 non - residents) • Sunrise Park Afternoon Program — T/Th: 50 participants (39 residents, 11 non - residents) As you can see, the majority of the participants served by this program were Lino Lakes residents. Very few non - residents (only 5.68% of the overall total) were served this year by this program compared to previous years. This decline in non - resident participation may have been caused by the higher fees or by more program offerings in neighboring communities — the YMCA ran a similar program in Circle Pines at Golden Lake Park and the City of Blaine increased the number of playground program sites they offered. The overall attendance of the program this year also dropped. It went from 342 participants in 2005 to 272 participants in 2006 — a 20.47% decrease. THEMES & SPECIAL THEME CRAFT PROTECTS The objective of the theme week is to provide participants with opportunities to learn and experience new activities in a fun and safe environment. Each week of the Playground Program • • had a different theme. Staff planned all activities, including arts -n- crafts and games, around the weekly theme. In addition, all sites were visited each week by the Art/Event Specialist who led the participants in a special themed craft. The themes and special themed crafts for this summer are listed below. To avoid duplication for those enrolled in both a Monday/Wednesday program and a Tuesday/Thursday program, there were different crafts for each program. Week 1: Wild, Wild West Crafts: Bandanas, Bead Reptiles Welcome to the "Wild, Wild West" and the start of the Summer Playground Program. This week participants will learn about a time when miners, bankers, ranchers, blacksmiths and the like owned the towns and outlaws ran wild. Be creative in your plan for the week. Learn a bit about the "Wild, Wild West and what America was like before the west was "tamed." Most importantly — get to know the participants that will be spending the summer at your site. Week 2: Tales of Knights and Ladies Crafts: Crowns, Prince & Princess Hats, Magic Wand Bookmarks It's time for the children to use their imaginations to travel back to a time where courageous Knights fought fierce dragons and conquered the hearts of Ladies. A time when Kings and Queens ruled the lands and chivalry was the code of the day. Everyone (Knights, Ladies, Peasants and Royalty) will enjoy this fantasy week of a time when people fought (both verbally and physically) for their beliefs and for the love of their families and friends. Week 3: Starts & Stripes Forever Crafts: American Flag Bookmarks, American Flag Bead Ornament Let the flag fly high this week! Show off your parks patriotism by decorating it in red, white and blue, play Uncle Sam tag and instead of capture the flag, play "Ring the Liberty Bell!" Create American flags to put up at your park and learn to sing the National Anthem. It's all about America this week! Week 4: Surfing Safari Crafts: Sand Shakes, Ocean Pictures It's time to stop hanging around the ball field and have some wet and wild water fun. Tell the children to grab their swimsuits and towels for this week of watery fun. Spend time making sandcastles, watercolor paintings, milk carton boats, and much, much more. Be wet and wild during this fun - filled water week. Week 5: Go for the Gold Crafts: Olympic Medals, Olympic Flags "Light the torch, the flame is here!" The participants will have Olympic fever this week as they participate in a variety of Olympic games and learn about the history of the Olympics. Have the participants choose a country to represent and make that country's flag while learning about the country. Create medals and have a park Olympic day. Let the participants experience the joy of sports and competition. Week 6: Earth Wise Crafts: Pom Pom Caterpillar Pictures, Wind Socks "Reduce, Reuse, Recycle — this is our motto." Spend the week learning how to be more environmentally friendly. Learn ways to reuse, learn about recycling, learn about habitats and 0 learn about the different environments of our planet. Learn how everyone can make a difference on our planet and how we can keep our planet healthy. • Week 7: Crusaders of the Universe Craft: Planet Earth, Starry Night/Star Constellation Pictures The children will become space explorers this week. Their mission: to learn as much as possible about outer space and the solar system. Spend time making up aliens creatures and new planets or learn about space, the solar system and beyond. Whatever you do — it's bound to be an "out of the world" experience for everyone. SPECIALISTS A variety of specialists visited the Playground Program sites this summer. All except the Art/Event Specialist visited each program group (M/W and T/Th) once — the Art/Event Specialist visited each site weekly. This summer's specialists included: Lino Lakes Police, Centennial Fire, Wargo Nature Center, and the Art/Event Specialist. STAFF Seventeen staff were hired to work on a regular basis with the Playground Program this year in the following positions: Summer Coordinator (1), Art/Event Specialist (1), Head Leader (5), Leader (5) and Assistant Leader (5). Four staff were hired to work as substitutes with the program in the following positions: Head Leader (2), Leader (1), and Assistant Leader (1). Of the 21 total staff hired 5 were first year staff and 16 were returning staff. Staff ranged in age from recently completed sophomore year in high school to completed college. Our specific breakdown were as follows: completed 10th grade in 2006 (1), completed 11th grade in 2006 (4), completed 12th grade in 2006 (4), completed 1St year of college in 2006 (2), completed 2"d year of college 2006 (6), completed 3rd year of college in 2006 (1), college graduates (3). Responses to the Changes in Parent Once it was announced that the general revenue funding for this program was going to be eliminated we decided to conduct a survey of past participants about possible changes to the program. Past participants were given three options (two day /week, four day /week or five day /week) to choose from in regards to how the program would be structured this summer. Of the 198 surveys sent out 70 were returned (a 35.35% response rate). Of those that responded 25 preferred the two day per week option, 21 preferred the four day per week option, 21 preferred the five day per week option, 2 preferred either the two day or the four day option and 1 had no definite opinion. From these responses, we made the decision to go with the two day per week program option with each session (M/W, T/Th) being slightly different so as to avoid duplication for those that chose to enroll in both sessions. • • Once the program changes had been made and the marketing materials were distributed we received some negative comments from residents via email and phone — many from the Clearwater Creek Park neighborhood where the program was changed from an afternoon program in 2005 to a morning program in 2006 (and a morning program that ended up only running two days per week due to lack of registration). The comments received from those in Clearwater Creek Park neighborhood included statements to the effect of: mornings are just not a good time as children have activities in the morning, parents have a harder time filling up the afternoon hours for their children, disappointed in the format changes, kids will be disappointed that they don't receive t- shirts, we may not decide to participate based on these changes, the program is such a great outlet for a summer afternoon when kids are looking for something to do, disappointed that there was not a discount for families with multiple children, two days is just not enough, afternoons were so popular — we don't understand the change to mornings. Although the comments received in regards to our decisions were strong, our decisions were based on the survey responses which indicated that the two day per week option was the most favorable and that a morning program would be supported. There were very few other negative comments received from parents other than those from the Clearwater Creek Park neighborhood. They either chose not to send their children if they didn't like the changes or they did not feel strongly enough about the changes that they needed to contact us with their opinions. Staff After the summer was over we surveyed the staff to get their opinions on the new program structure. We found that the majority of the staff liked the afternoon time frame. Those that did work the morning shift thought it was a bit too early. Another comment that was made about the morning program was that there were too few kids in the morning at some sites (particularly Highland Meadows) to really enjoy any group activities. Another popular comment from staff was that they liked the structure of the program in 2005 as they got to know the children better when they came more often and they also earned their respect a lot quicker and easier. In addition, the two day per week format resulted in some staff working only two days per week based on registration numbers and this ended up being not very popular with those staff as they would have preferred to have worked everyday for a shorter amount of time than two long days. Some positive remarks from the staff about the summer included: the program was a wonderful experience for me, I enjoyed working here, I loved the people, the summer went really good, the staff assignments were great, the kids were great, the staff were fabulous, the program is run very well, it was a really fun summer, and the kids and staff enjoyed coming to park. Overall the staff had a very favorable opinion of the program despite the changes to the format. Of the 14 that completed our survey all of them said they would reapply for a position with us next summer. Recommendations for 2007 Based on the comments we received from parents and staff, as well as the registration totals, there are several changes I would like to recommend for 2007. The first change would be to reinstate the general revenue funding. The second would be to change both the Highland Meadows Park site and the Clearwater • • • Creek Park site back to afternoon program sites. The third would be to offer Fridays at all sites. The fourth would be to offer the program again for five days per week. The consistency that this brought for the staff and children really made things run a lot smoother. If the general revenue funding was reinstated we could support offering the programs five days per week again with the same fees as in 2005. My last recommendation for 2007 would be to continue with the reduction in total staff numbers. Because children generally do not attend everyday it is not necessary to staff based on the maximum enrolled, but rather staff based on attendance trends. The smaller staff size also made it easier to get to know the staff and have a better relationship with each one. As explained to Mr. Frederickson, the developer is still working with City staff and Anoka County staff to resolve some transportation issues pertaining to the Village of Hardwood Creek Development. When the transportation issues are resolved, the site planning process will again commence with the developer incorporating some issues that have been previously identified by city staff and the advisory boards. For example, city staff has expressed a strong desire to provide a 10 acre park area as well as smaller neighborhood park areas throughout the development. Staff anticipates the amended preliminary development site plan changing dramatically from what was reviewed by the advisory boards in April. First, I thin that thee needs to be some follow -up per my prior e -mails regarding the development that is ongoing up on I -35E near Centerville. I have some strong concerns about the development of parks /green space in the development, and I think this was the general consensus at the all board meeting several months ago. Secondly, I would like to revisit the issue of the former Rice Lake Estates Park. It was my understanding that the City of Circle Pines was going to add additional park equipment at the park near Rice Lake Estates location. I think the equipment that was added was great. However, Circle Pines has now removed the old equipment that was located at this location. I think this efficiently leaves us where we were before and I am quite disappointed. He provided a brief summary of the history of the situation noting the property was leased by the City of Lino Lakes from the City of Circle Pines to provide some leisure amenities for residents in the Rice Lake Estates Development. When the lease was discussed in 1998, the City of Circle Pines' future plans for the property was for future commercial and /or industrial development. In 1999, a trail connection from the park area to Baldwin Park (Circle Pines Park) as well as playground equipment and a court basketball court were installed. • On June 29, 2004, staff was informed by Circle Pines staff that they had recently platted this property consisting of 52 single - family homes. Unfortunately, the southern boundary of this subdivision bisects the existing location of the playground structure. Several options were discussed with Circle Pines staff agreeing to resolve this matter to Lino Lakes' satisfaction. Last Wednesday, City staff observed the playground structure being dismantled. Circle Pines staff was immediately contacted to express disappointment on how this was handled. Consequently, the residents of Rice Lake Estates and City staff were caught off guard with the sudden removal of the equipment. It was staff's intent to notify residents of the situation, including a timeline and how the situation would be resolved, once an action plan from Circle Pines was developed. To date, the City still has not received any communication /correspondence from Circle Pines pertaining to how this matter is going to be resolved. Rick advised City staff has received several telephone calls from area residents wondering what happened to the playground equipment. Some residents have also contacted the Quad and Star Tribune. Rick suggested a formal position statement from the Park Board may help expedite a workable solution to this situation. Rick noted the Circle Pines Park Board meeting is scheduled tomorrow evening. This issue is on their agenda for discussion. Paul clarified that what would happen if the property was sold was not addressed in the lease. He inquired about the City of Lino Lakes getting the park equipment back. Rick advised Circle Pines City staff believes the equipment could be moved and assembled in another location. Rick stated he believes the posts are too worn out to relocate. Playground equipment typically lasts 15 years. There was no type of termination notice in the 2 • Park Board Meeting - October 4, 2004 Minutes lease. He noted he believes there could be some legal issues. The basketball court will more than likely be removed also. The development is a senior type project with no planned park area. Staff would like the City of Circle Pines to commit to a resolution that Lino Lakes is comfortable with. Paul asked if staff believes the City of Lino Lakes will get billed for the removal of the equipment. Rick stated he did not think the City would get billed for the removal of the equipment. He stated staff intends on informing the residents in the area when a resolution is agreed on. Bill stated he believes there should be some sort of reimbursement for the equipment so the City can plan another park area for residents in that area. Rick suggested getting a commitment from Circle Pines to upgrade Baldwin Park for residents in that area to utilize. It was the consensus of the Park Board that they want to see funds, at least in the equivalent of the money spent for Rice Lake Estates Park, spent on additional improvements at Baldwin Park. Staff should include a dollar amount in the proposal. Paul Montain made a motion, seconded by Bill Kusterman, to direct staff to continue to work with Circle Pines to resolve this issue noting that if the situation is not resolved, the City may pursue other options. The motion was approved. Rick noted the Circle Pines Park Board meeting is tomorrow evening. He stated Park Board Members from Lino Lakes are welcome to attend. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from September 2004. He noted a total of 310 participants (grades 2 -8) are in fall football - a total of 17 teams. A total of 412 participants (ages 5 -12) are in fall soccer this year - equaling 45 total teams. Rick added the 7th Annual Family Turkey Shoot is scheduled for Saturday, November 13, 2004 from 10 a.m. - Noon at Centennial Middle School. Staff is currently look for volunteers to help with this event. After much discussion the Park Board recommended that, "The City of Circle Pines expend funds for improvements to Baldwin Park including new playground equipment and a full size basketball court. The cost of the improvements should at least equal the investment that Lino Lakes had put into Rice Lake Estates Park." Park Board Members, area residents, and city staff are very disappointed with the way the destruction of Rice Lake Estates Park has been handled. A commitment from the City of Circle Pines to install playground equipment and a full size basketball court at Baldwin Park is the best solution for all parties involved. Not only will this provide leisure opportunities for the residents in the Rice Lake Estates Development (via paved trail), it will also enhance Baldwin Park for the existing and future residents of Circle Pines. I assume that the park dedication dollars derived from the new Pine Hollow Development will more than cover the requested improvements to Baldwin Park. It is imperative that the City of Circle Pines provides an acceptable solution to resolve this situation soon. It's been very difficult for city staff to address the concerns of area residents with out a specific commitment from the City of Circle Pines. I understand there has been some discussions to relocate the dismantled playground structure. I caution you to inspect the playground components (especially the posts), to ensure the end result is an aesthetically pleasing structure. Since Rice Lake Estates Park was designated as a mini - park, the playground structure was relatively small in size. If new playground equipment is installed at Baldwin Park, it would make sense to increase the size of the play structure. A full size basketball court would also make sense. Incidentally, the City of Lino Lakes spent approximately $45,000 to develop Rice Lake Estates Park. This excludes the existing trail connection to Baldwin Park. Unfortunately, I have a previous commitment this evening and will not be able to attend the Circle Pines Park Board Meeting. However, some Park Board Members have indicated that they may attend this evening's meeting. The City of Circle Pines is in the process of developing a master plan for Baldwin Park. An initial meeting of the City of Circle Pines Task Force was held earlier this month to begin the master planning process. Ms. Cathy Broberg, a Rice Lake Estates resident, is a member of the task force. Circle Pines staff has scheduled several public meetings to gather input, review concept plans, and formulate a final master plan for Baldwin Park. The City of Circle Pines Park Board is scheduled to review the final master plan on June 7th. To expedite the installation of the playground equipment, the City of Circle Pines has agreed to begin the process of soliciting bids, etc., so the public can review and comment on the proposals prior to adoption of the final master plan. Residents are invited to review the proposals on Thursday, May 19th' 6:30pm at Circle Pines City Hall (200 Civic Heights Circle). It is the intent of Circle Pines staff to place an order for the playground equipment by May 23rd Assuming 5 -7 weeks for delivery and installation, we hope the new playground structure will be available for use by early July. Overall, it has been a good season. Fastpitch Softball C , These clinics started on Tuesday, October 24. We have 9 girls participating! C«1t4 T. ; 19 children participated in our annual Pumpkin Patch and Apple Orchard trip on October 19. The children went to Afton Apple Orchard fora hayride, apple - picking, pumpkin patch, corn maze, petting zoo and mega playground. After, they went to Centennial Elementary for activities. Our field trip to the Circus on October 20 was cancelled due to lack of registrations. Fall Soccer: Youth Soccer had it's end of the season tournament on Saturday, October 28. We had a glorious day and the weather was outstanding. In the Girls U10 bracket (6 teams) the Express won the championship. It was a great run by the Express since they had to win 3 games and were the #4 seeded team before the tournament started. They defeated the #1 and #2 seeded teams enroute to the tournament championship. In the Alloys U10 division we had the top seeded teams meet in the final where the #1 seeded Sting won the ampionship game 4 -2. Each first and second place team were awarded trophies for their efforts. Fall Tackle Football: Youth Football for 4th-6th grade had its play -offs starting Monday, October23 and culminating with the championships on Saturday, October 28. The football season was a success with the Lino Lakes 5th Grade Raiders winning the "A" bracket championship. Other teams that did well in the play -offs were the 4th grade Rams who won the 4th grade "B" bracket and the 6th grade Texans who finished second in their league and did well in the playoffs. ADULTS Open Basketball: Adult Open basketball is set to start on Monday, November 13 at Centennial Middle School from 7 -9:45 p.m. SPECIAL EVENTS & BROCHURE Family Turkey Shoot The 9th Annual Family Turkey Shoot is quickly approaching.
