She asked residents and Park Board Members for their input on what they wanted to see in this park. She will come to a meeting on March 5, 2007 to present a master plan and phase in plan for this park. ***EXPANDED AGENDA * * * 1. Welcome New Park Board Member — Kathryn Gallup (The meeting was called to order at 6:33p.m. Park Board Members welcomed Kathi Gallup to the Board.) 2. Swearing In of Newly Appointed Members - Mayor (Mayor John Bergeson swore in Kathryn Gallup and Pat Huelman. The meeting was adjourned at 6:36pm. Members met with residents to discuss master planning Lino Park.) 3. Call to Order and Roll Call (The meeting reconvened at 7:22pm. Members present were Kathi Gallup, George Lindy, Katie Boyle, Bill Kusterman and Pat Huelman. Members absent: Paul Montain and Pam Taschuk. Also present were Rick DeGardner, Public Services Director and Sandie Wood, Public Services Office Manager.) 4. Approval of Minutes from December 4, 2006 (Pat Huelman made a motion to approve the December 4, 2006 minutes. Seconded by Katie Boyle and approved.) 5. Setting Agenda (There were no additions or deletions.) 6. Open Mike (There was no one present for open mike.) 7. Review Proposed Allocation of Fields for 2007 (Jay Peterson and Doug Porter, Centennial Soccer Association were present to discuss the use of fields for 2007. They thanked the Board and staff for the fields allocated to them for 2007. They also said they appreciated all the hard work the maintenance crew did on the grounds.) 8. New Business a. Updated Roster (Rick said a new roster had been put on the desk to replace the one in their packets.) b. Updated Parks Grid (Rick stated that the grid hasn't been updated for a couple of years so he gave members an updated copy.) c. Appoint Comprehensive Plan Advisory Panel Members (Kathi Gallup and Pat Huelman volunteered to be on the Comprehensive Plan Advisory Panel. Staff will contact Pam and Paul to see if one of them are also available to be on the panel.) d. 2006 Parks and Recreation Accomplishments (Rick reviewed the memo included in member's packets.) 9. Recreation Update (Rick touched on Snow Day and the Sweetheart Sock Hop. He told members the next brochure will be coming out that last week of February. He asked that members read the update and contact him if they had any questions.) 10. Parks Update (Rick talked about rink maintenance and the tree work that is being done in Shenandoah Park. He responded to members questions.) 11. Next Park Board Meeting (The next Park Board Meeting will be at 6:30pm on Monday, March 5, 2007.) 12. The city has retained Brauer and Associates, Ltd. for this purpose. The city has worked extensively with Brauer and Associates, Ltd. on several master planning projects as well as the recently adopted Park, Natural Open Space \Greenways and Trail System Plan. The master planning process will consist of two meetings in which the general public is invited. The first meeting will be held on Monday, February 5, 2007 at 6:30pm at Lino Lakes City Hall (600 Town Center Parkway). The purpose of this meeting will be to review potential program elements for Lino Park and to review some conceptual designs to determine which elements and design are most appropriate to include in the master plan for some more immediate park improvements. The second meeting is scheduled for Monday, March 5, 2007 at 6:30pm at Lino Lakes City Hall. The purpose of this meeting will be to review and comment on the preliminary master plan(s). The final step of the master planning process is to formalize the final master plan and present it to the City Council for approval. All area residents are strongly encouraged to provide input throughout this master planning process to allow for a successful planning outcome. Absent members were Aaron Frederickson, Pam Taschuk and Paul Montain. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. APPROVAL OF MINUTES FROM NOVEMBER 6, 2006: Pat Huelman made a motion, seconded by Katie Boyle, to approve the November 6, 2006 minutes as presented. The minutes were approved. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: There was no one present for open mike. DISCUSS AND APPROVE 2007 PARK BOARD GOALS: Rick provided members with information to help them when considering the 2007 Park Board Goals: The total undesignated funds, (as of October 31, 2006) is $153,047. Pine Glen Phase I Development ($72,625) - He said it was the consensus of the Park Board to designate these funds for future development for Lino Park. There was also discussion to possibly master plan Lino Park in 2007. Assuming the $72,625 is designated for Lino Park, that leaves a remaining balance of $80,422 of undesignated funds. He went on to say the City Council is considering allocating $50,000 of dedicated parks funding on an annual basis to begin paying off the cost of the land at Centerville Road /Birch Street that was acquired in 1999. It is anticipated when the property is developed /sold the dedicated parks fund will be reimbursed accordingly. Assuming City Council approval, the Undesignated Funds for 2007 will be further reduced to $30,422. The proposed 2007 Budget includes $25,000 for trails. An alternative option for the Pheasant Hills trail segment that was discussed at the November Park Board meeting was to utilize surplus boardwalk segments from the Foxborough Development. Unfortunately, the developer doesn't have any boardwalk sections available. He said estimated material costs for the boardwalk 1 • • Park Board Meeting - December 4, 2006 Minutes sections is $2,500 (assuming City Staff construction) and construction costs for the bituminous trail is $20,000. Estimated costs for park shelters are $30,000. Rick said literature on climbing walls was also included in the Member's packet. All Park Board Members received the e -mail that Aaron Frederickson had sent Rick about the 2007 Goals. Member Lindy wanted to know who would be doing the re- master planning of Lino Park. Rick's response was that Brauer and Associates had been used previously to master plan the City's parks. Members said they would like to meet with the master planning company and the neighborhood to get input on what amenities the residents would like to have in the park. There was discussion about trails and the boardwalk for the pond in the Pheasant Hills Development. Staff was asked to contact Jim March to let him know how the Park Board feels about the boardwalk and about possible additional funding from the Homeowners Association. Rick cautioned the Board that this is not the norm that residents are asked to pay for funding a project. After further discussion Pat Huelman made a motion to designate the park dedication fees from the Pine Glen Development for Lino Park and to re- master plan Lino Park. Motion was seconded by Bill Kusterman and approved. RECREATION DEPARTMENT UPDATE: Rick referred to the Recreation Program Highlights Flyer from November 2006. He talked about the Family Turkey Shoot, Breakfast with Santa, Secret Holiday Gift Shop and the skating season. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the maintenance highlights for November 2006. Member Huelman asked about the removal of the dock at Country Lakes Park. Rick responded that it was removed because it was a safety issue. He said staff plans to renovate the dock and put it back next spring. This dock is used quite often. Rick asked members to contact him if they had any further questions on the Parks Department Update. Staff is proposing that CMS Field 5 (the stadium field) be designated for the lacrosse program. The Centennial Soccer Club (CSC) will utilize the remaining fields with the exception of Clearwater Creek Park (White Bear Soccer). I have included the field allocation criteria that we use when requests of fields exceed availability. Below are the 2006 participation numbers for both programs. Lacrosse Total participants 67 Lino Lakes participants 46 Centennial Soccer Club Total participants 692 Lino Lakes participants 424 Total Lino Lakes Participants 470 % of Lino Lakes participants playing lacrosse 10% % of Lino Lakes participants playing soccer 90% The Centennial Lacrosse Club has also requested use of fields. City staff will coordinate their needs with the use of CMS Field 5. This is the same allocation of fields that was used for the 2006 season. I have attached a memo requesting participation information from Centennial Soccer dated January 10, 2007. Also attached is Centennial Soccer Club's response dated January 29, 2007. I have invited Mr. Jay Peterson, President of CSC to attend Monday's Park Board Meeting. The City of Lino Lakes will make every effort to provide game and practice fields to the youth sports associations /programs in proportion to the number of Lino Lakes participants in relation to the total number of participants. For example, if 75% of a youth sports association's participants reside in Lino Lakes, then the City of Lino Lakes will provide fields for 75% of the games and practices. It is assumed that traveling teams will practice 100% of the time within their service area and schedule 50% of their games within their service area. 2. In addition to addressing the needs of the youth sports associations, city staff will also consider the long -term condition and quality of fields. For example, a field(s) may be taken out of commission for a year for renovation. 3. If necessary, city staff will compare the level of Lino Lakes resident participation in all youth sports groups when allocating fields. If city staff is not able to provide a sufficient amount of fields (as defined in Criteria #1) to accommodate all youth sports associations /programs, city staff will allocate fields based on the proportion of Lino Lakes.participants within each youth sports association /program compared to the total number of Lino Lakes participants. To fairly distribute fields between the Centennial Soccer Club (CSC) program and our lacrosse program, please provide a breakdown of each level of the 2006 CSC program including number of teams, number of participants that resided in Lino Lakes and the number of participants that did not reside in Lino Lakes. The grid may look something like this: Level # of Teams # Lino Lakes Participants # Non -Lino Lakes Participants U6 U8 Boys U8 Girls U9 Boys U9 Girls Etc,. If possible, please provide 2006 practice and game schedules for all CSC soccer teams. If this isn't readily available, a list of the number of games that teams play at each level, as well as the frequency of practices for each level will suffice. It would be helpful if we could receive the above information by January 29, 2007. City staff will then determine the appropriate distribution of fields for the upcoming seasons. This will be presented to the Park Board at their February 5 meeting. I am sure that you will agree that there will continue to be increased demand on the limited number of soccer /lacrosse fields in Lino Lakes. As discussed the past several years, the Centennial Soccer Club is encouraged to continue to pursue soccer fields in other communities where CSC participants reside. Box 475 Circle Pines, MN 55014 January 29, 2007 Rick DeGardner Public Services Director City of Lino Lakes 600 Town Center Parkway Lino Lakes, MN 55014 Dear Rick, As requested in your letter dated January 10th, I have summarized the 2006 Centennial Soccer Club's player registration numbers, game and practice schedules for your review to determine 2007 outdoor field allocation. I will be at the February 5, 2007 Park Board meeting to fully present this information and to address any questions concerning it. In general, the club was satisfied with the way the season went with respect to field usage. The game fields were in the best shape they have been in years even with the dry summer due to the CSC's proposal to move practices off of the game fields. The club received many positive comments about their condition. The grounds crews did an excellent job in maintaining the fields. We greatly appreciated all of the work that they did early in the year to change the reconfiguration of practice space at Lino and Marshan Parks. The club's joint efforts with the grounds crews in utilizing the new Graco paint sprayers went very well. Both the club and the city will achieve significant cost savings in paint by switching to the bulk sprayers. Upon review the numbers, for the upcoming 2007 season, the Centennial Soccer Club will be requesting the same amount of game fields but will be requesting an increase and /or reconfiguration in the amount of practice space. To summarize our 2006 results: A. 62.8% of the players were from Lino Lakes. B. 71.04% of the games were played in the City of Lino Lakes (96% on ISD #12 property). C. 23.9% of practices were played in the City of Lino Lakes (34% on ISD #12 property). D. 35.8% of total practices and games were played in the City of Lino Lake (65% on ISD #12 property) Please contact me at 651- 483 -1341 during evening hours or at 651- 206 -6027 during working hours if you have any questions regarding this information. As part of the process the city will be establishing a Comprehensive Plan Advisory Panel. The panel is proposed to consist of the Planning and Zoning Board, three members from each of the other advisory boards (Park Board, Environmental Board, and EDAC) as well as community residents. The Park Board has been requested to appoint three members to the Comprehensive Plan Advisory Panel. The tentative meeting dates for this group is the third Wednesday of each month from 6:30pm to 8:30pm. It is anticipated for there to be six — ten meetings for the advisory panel. The first advisory panel meeting is proposed for March 21, 2007. We are anticipating a process kickoff meeting for the evening of Wednesday, March 7. Department Program Highlights January Park Board Update SPECIAL EVENTS Snow Day: Our 8thAnnual Snow Day was held on Saturday, January 27 from 1 - 4 p.m. at Wargo Nature Center. The event was again a collaborative event between the Lino Lakes Parks and Recreation Department, the Anoka County Parks and Recreation Department and the Blaine Parks and Recreation Department. Despite the bitterly cold windchill, close to 200 people came out for Snow Day. Participants enjoyed kicksledding, snowshoeing, cross - country skiing, snow snakes, winter bingo, ice fishing, crafts, refreshments and performances by Magical Storyteller Extraordinaire Cheryl Sawyer. Sweetheart Sock Hop: The annual Sweetheart Dance for children ages 12 months - 5 years will be held on Saturday, February 10 at Centennial Elementary School from 10 - 11:15 a.m. This event continues to remain a successful collaboration between the Lino Lakes Parks and Recreation Department, Centennial Community Services and the Blaine Parks and Recreation Department. As of January 29, 47 children are registered for the event which will include dancing to music by Mar -Kit DJs, a valentine craft project, removable tattoos and refreshments. A backdrop will also be set up for "sweetheart" photos. YOUTH Instructional Programs: Many of our winter session youth instructional programs are underway. Dance began January 8 with a total of 41 participants in four classes. Tae Kwon Do began January 2 with a total of 11 participants in classes. Toss, Kick and Catch begins January 29 with a total of 9 participants in two classes. Registration was ghtly stronger this winter than the fall season of these programs. Snack and Skate and Hockey Skills Development: Snack and Skate started Saturday, January 13. 24 kids are participating in these skating lessons on Saturday mornings at Sunrise Park. Hockey Skills Development also started Saturday, January 13. 11 kids are participating in this program on Saturday mornings at Sunrise Park. Fastpitch Pitching Clinics: Fastpitch pitching softball lessons are underway. We have 7 girls ages 10 -14 participating in Sunday morning Fastpitch lessons at Centennial HS. ADULT Open Basketball & Open Volleyball: Open Adult Basketball continues to average 18 -24 players each Monday night at Centennial Middle School, this program runs through March 26. Open Adult Volleyball is averaging 18 -20 players each Friday night at Centennial Middle School, this program runs through March 30. 5- Player Basketball: Men's Five Player Basketball is in full swing. All rinks are finally in pretty good shape. The weatherman is calling for below normal temps for the next week or so, so we should be able to build some base and hopefully keep them looking good well into February. ➢ Hockey goal maintenance — Repaired goals and nets as needed. ➢ Building maintenance - Cleaned warming houses as needed. Fabricated, painted and installed window guards at City Hall warming house. - Purchased and installed rubber flooring for City Hall shelter. ➢ Picked up and stored football equipment. ➢ Plowed streets, trails and parking lots as needed. ➢ Attended Green Expo (educational seminar and trade show). ➢ Cleaned, repaired and prepped wood duck houses for spring 2007 use. ➢ Chipped Christmas trees at Sunrise and Birch Park sites (approx. 150 total). ➢ Brandywood Park - Cut, chipped and stump treated Buckthorn (approximately 45 cubic yards of chipped materials). Also removed numerous dead and hazardous trees. ➢ Country Lakes Park - Cut, chipped and stump treated Buckthorn (removed approximately 40 cubic yards of chipped materials). ➢ Tree and shrub pruning at Sunrise Park. ➢ Shenandoah Park - Removed approximately 20 trees (15 Cottonwood, 5 Box Elder) from front boulevard. Our plan is to stump grind all stumps, construct a low berm (12" — 18") and replant area using 4 existing Hackberry, tree spaded to new locations and also some bare root Red Oaks, as well as a maintained turf boulevard. Removed 5 hazardous trees from wooded areas near picnic table and playground. - Trimmed branches to allow for mower clearance. INTRODUCTIONS Community Development Director Grochala stated the City has been talking about the Hardwood Creek Development for quite some time. Staff has been working with the design team on various issues. He introduced the design team including City staff, Dahlgren, Shardlow, Uban (DSU) and TKDA. Ms. Kendra Lindahl, Landform, introduced the design team from Hardwood Creek Development, LLC. Community Development Director Grochala provided a project background, the guiding principals within the project and the existing conditions in the project area. He also reviewed the important public values that have been identified throughout the project process. • • SPECIAL JOINT COUNCIL MEETING APRIL 5, 2006 APPROVED Mr. Geoff Martin, DSU, came forward and indicated he had been retained by the City to work with the development team to coordinate the project and work out details of the plan. He noted there are many, many details that still need to be worked out. He stated it has been a pleasure to work with the City on this project. PROJECT PRESENTATION Ms. Caroline Krall, Landform, explained the objectives of the plan in terms of conservation development. She provided an overview of the project noting open space is a significant part of the plan. She detailed the key elements of the plan including open space, the trail network, waterways, transportation and housing. Ms. Lindahl advised the key issues that are still being worked on involve traffic improvements, storm water management and architectural design. Ms. Lindahl outlined the next steps in the process indicating a formal application will be submitted to the City. She requested the City Boards provide feedback before the formal application is submitted. DISCUSSION Community Development Director Grochala stated this is the time for the City Boards to vocalize their issues and get them on the table. Then staff can address those issues with the design team. The City Council and City Boards asked questions regarding the proposed development. Staff answered questions and noted the following outstanding issues regarding the project: • Type of and quality of commercial development • An additional interchange at County Road 80 • County Road 14 Interchange Project • Transition between different uses on the site • The amount of open space, water and prairie grasses • Decline of species • Need for active recreation fields • Park Dedication requirements • SPECIAL JOINT COUNCIL MEETING APRIL 5, 2006 APPROVED • Lack of park areas within the development for all residents in Lino Lakes • Public services to that area, such as police, fire and schools • Quality of residential development • Architectural details on the backs of buildings • Moisture issues with all structures • Completion of Main Street to I -35E interchange Community Development Director Grochala recapped the above issues and again thanked everyone who attended the meeting.
