Also present was Rick DeGardner, Public Services Director APPROVAL OF MINUTES FROM MARCH 5, 2007: Bill Kusterman made a motion to approve the March 5, 2007 minutes. Seconded by Paul Montain and approved. Pam Taschuk abstained. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. REVIEW COMP PLAN GOALS AND STRATEGIES: Enclosed in the packets was the Comprehensive Plan Draft Goals and Strategies prepared by the Comprehensive Plan Advisory Panel. Rick explained that the goals and strategies were derived from the 2030 Vision Plan and subsequent discussions, review, and editing by the advisory panel. He told members the main objective was to get the Board Member's comments regarding content, possible omissions and /or suggested changes. The comments received will be brought back to the Comp Plan Advisory Panel for discussion at their May meeting. The following will be forwarded to the Comprehensive Plan Advisory Panel:\ • Was very well and professionally done. • Discussed the concepts of nodal development, life -cycle housing, and high density housing. • Discussed what impact, if any, the proposed Hugo Light Rail Transportation System will have on Lino Lakes. For example, will Lino Lakes need to look at providing mass transit opportunities to the Hugo station? • Where do we get the money for components in the plan to become a reality? • The Plan ignores the histories of land use and there is no policy affecting property rights. It will be impossible to implement some components because the city has no rights to develop outside its boundaries. • Page 1, Goal 3, Strategy 1 — Add "schools" to read, "Link trails to parks, lakes, and schools." • Page 6, Goal 1, Strategies 2 — Why aren't main north /south streets (Centerville Road and Hodgson Road) included along with the east /west corridors? • Page 9, Goal 1, Strategies — Add, "Direct and manage activities in an appropriate manner by balancing the use of programmed activities in the neighborhood parks. • • Park Board Meeting — May 7, 2007 Minutes • Regarding Roads and Transportation — The City should be proactive in identifying /planning major intersections such as 80th Street and 35E rather than areas that are already developed and have poor soils (Birch Street and 35E). • Important to provide at least a paved shoulder along main corridors for bike /pedestrian use (Trail separated from roadway preferred). • The 400 acres (single property owner) located in NE Lino Lakes may be the next biggest development. Across the road is another 120 acres (single property owner). How is this going to be developed in the next 30 years? There are only 30 property owners in Lino Lakes that own 40+ acres. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from April 2007. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the maintenance highlights for March and April 2007. A copy of the site map is attached. As you recall the Pheasant Hills Homeowners Association (PHHA) has agreed to contribute $5,000 for this proj ect. We received the Rice Creek Watershed District permit for this project earlier this month. City staff also secured an easement to clear trees and begin site preparation for the trail. We anticipate having the trail corridor cleared by the end of next week. The Minnesota Tree Trust will be constructing the boardwalk on site. Installation will occur this fall/winter. We are also looking at clearing the voluntary Aspen trees between the playground area and the creek to provide better views from the park area. There is still plenty of buffer on the north side of the creek for the adjacent property owners. We anticipate removing the portion of paved trail that is no longer needed next spring. Paving the remaining section of this project will be considered next year. Staff recommends the Park Board approve the Pheasant Hills Trail Project as an additional 2007 Park Board Goal. Theme weeks, arts -n- crafts, specialists and games are just a sampling off the fun things we'll do this summer. Program will conclude with a special party at your park. The above description is what appeared in this summer's Recreation Review advertising the Playground Program. Registration began in early May and continued until the program start date of June 18 — with several registrations still coming in the first week of the program. The Playground Program is long time favorite and one that has undergone several changes over the years from the switch to the two day per week option in 2006 due to the elimination of the program's general revenue funding to the return of the general revenue funding in 2007 to support the traditional five day per week structure. In this report you'll find some of the highlights of this summer's program including program structure, registration totals, themes, specialists, staff, and recommendations for 2008. PROGRAM STRUCTURE Morning Program Days /Dates: Monday — Friday, June 18 — August 2, No program July 4, 7 weeks Hours: 8:30 a.m. — Noon Locations: Birch Park & Sunrise Park Cost: $90; $65 Lino Lakes Resident (included a t- shirt) Afternoon Program Days /Dates: Monday — Friday, June 18 — August 2, No program July 4, 7 weeks Hours: 1:00 — 4:30 p.m. Locations: Behm's Park, Birch Park, Clearwater Creek Park, Highland Meadows Park, & Sunrise Park Cost: $90; $65 Lino Lakes Resident (included a t- shirt) Playground Finale This year we ended the program by having the parks conduct their own finale parties. The parties were Hollywood themed based on the week's theme of Lights, Camera, Action. Participants made star frames, 3 -D stars or goofy glasses and were able to get a Shrek tattoo. Activities included everything from playing in the bounce to water balloon games to tie - dyeing t- shirts. Treats were also provided. There was no additional cost to the participants for the finale. T- Shirts T- shirts were distributed to all participants this year. • REGISTRATION TOTALS Maximums for all sites were set at 50 this summer. The final registration totals were as follows: • • • Birch Park Morning Program — 41 (39 residents, 2 non - residents) • Sunrise Park Morning Program — 22 (19 residents, 3 non - residents) • Behm's Park Afternoon Program — 49 (42 residents, 7 non - residents) • Birch Park Afternoon Program — 50 (50 residents) • Clearwater Creek Park Afternoon Program — 50 (49 residents, 1 non - resident) • Highland Meadows Park Afternoon Program — 29 (27 residents, 2 non - residents) • Sunrise Park Afternoon Program — 50 (39 residents, 11 non - residents) The overall attendance this year increased from last year (which decreased by 20.47% from 2005). The total number of participants this year was 291 — a 6.99% increase from 2006. I believe the switch back to five days per week helped increase the attendance numbers as many families like the option of being enrolled for five days, but then being able to choose when they want to attend without losing their spot or having to select specific days in advance. THEMES & SPECIAL THEME CRAFT PROJECTS The objective of the theme week is to provide participants with opportunities to learn and experience new activities in a fun and safe environment. Each week of the Playground Program had a different theme. Staff planned all activities, including arts -n -crafts and games, around the weekly theme. In addition, all sites were visited each week by the Art Specialist who led the participants in a special themed craft. The themes and special themed crafts for this summer are listed below. Week 1 — School's out for the Summer Craft: Resist -Art Pictures "No more pencils, no more books..." For this first week of playgrounds kids are going to be celebrating the beginning of summer, and the end of the school year! Use this week to get to know the children at your park and get them interested in the playground program. Remember, this week will set the tone for the rest of the summer at your park, so keep it fun, creative and exciting! Week 2 — Let's Rock and Roll Craft: Decorated CD's It's time to be creative and "Rock and Roll!" This week it's all about music, rocks and things that roll! Have a karaoke contest, award prizes for the best routines and performances — the more outrageous, the better. Divide kids up into teams and have the "Elvis vs. the Beatles" (or any other music stars your park prefers) Dr. Ball match up! Week 3 — America the Beautiful Craft: Foam Flag Tic -Tac -Toe "Oh, say can you see..." it's the week before the 4th of July! Time to get the kids at the playground excited about the fireworks, barbecues and parades to come. Develop a sense of patriotism at your park — have the kids learn the names of 5 states, or presidents, or capitols. Week 4 — Around the World in 5 Days • • Craft: Kaleidoscope Kirigami Your mission: to visit different places around the world in 5 days. This week will have an international flair. Learn about different cultures through games and crafts from different countries. Hold your very own Olympics at your park: complete with medal ceremonies! Keep energy levels high...you're more than halfway through the summer! Week 5 — Amazing Animals Craft: Color -Me Postcards Wild Life Monkey around this week as you and park explore the wild and crazy animal kingdom. Have your games and crafts revolve around animals this week! Act like animals and play charades, instead of capture the flag play predators and prey. Create animal masks and put on a play! There is so much you can do this week, so go hog wild! Week 6 — Beach Blanket Bingo Craft: Luau Frame It's party time, BEACH party time, that is! Get wet and wild this week and dedicate this one to the watery fun you have at the beach. Build sandcastles, make sunglasses and sand art, play volleyball and Frisbee! This is also a great week to play Islands, shark and the limbo! Just don't forget your sunscreen! Week 7 — Lights, Camera, Action Craft: Clown Puppets Hollywood, here we come! This week is all about the magic of entertainment. Put on plays, fashion shows and talent shows. Learn songs and perform them for parents! It's all up to you this week! Go wild with your supplies and use them all up! Remember, Thursday is the Finale, so plan on a good time! SPECIALISTS A variety of specialists visited the Playground Program sites this summer. All specialists except the Art Specialist visited each site once during the summer — the Art /Event Specialist visited each site weekly. This summer's specialists included: Lino Lakes Police, Centennial Fire, Wargo Nature Center, and the Art Specialist. STAFF Twenty -four staff were hired to work with the Playground Program this year in the following positions: Summer Coordinator — 1, Art Specialist /Playground Supervisor — 1, Head Leader — 8, Leader — 8, Assistant Leader — 6. Of the 24 total staff hired 12 were first year staff and 12 were returning staff. Staff ranged in age from recently completed sophomore year in high school to completed college. Our specific breakdown as to grade completed in 2007 was as follows: Completed 10th grade — 3, Completed 11th grade — 3, Completed 12th grade — 7, Completed 1st year of college — 5, Completed 2nd year of college — 2, Completed 3rd year of college — 1, Completed 4th year of college — 1, College graduates — 2. Recommendations for 2008 • There are only a few changes I would like to propose for 2008. One of the major changes would be the maximum number of participants allowed at each site. After reviewing attendance charts for the past three years it is very apparent that never more than 90% of those registered attend on any given day and the average daily attendance is no more than 64% of those registered. As a result, increasing attendance at the afternoon sites to 60 participants (with 4 staff) would allow more participants to register (we had to turn several families away at our full sites this summer) and still keep the program within the ratios of now more than 1 staff to every 15 participants. Based on the attendance charts from the morning sites I would like to recommend decreasing the maximums to 40 participants and decreasing the staff total to three per site. I would lastly like to recommend decreasing the hours of the morning programs from 8:30 a.m. — Noon to 9 a.m. — Noon. Our program continues to provide a great recreational soccer experience for participants who desire a non - traveling soccer experience. In 2007 we had a total of 370 boys and girls participants in our program which totaled 34 total teams. The breakdown of teams included (12) U6 coed teams, (8) U8 boys teams, (6) U8 girls teams, (4) U10 boys and (4) U10 girls teams. We had another glorious day for our end of the season U10 boys and girls tournaments which was played on Saturday October 27th. The U10 boys Heat won both the regular season and end of the season tournament while the girls tournament winners was the Galaxy with the Comets winning the regular season crown! The biggest issue of the season was definitely the rain which made field maintenance an issue during three weeks of the season! Some weeks we had so much rain that our staff was not able to mow and maintain the fields during the week. With that being said we had a few Saturdays where the grass was soggy and longer than desired. When the weather conditions were favorable our fields again were in top shape! During one week of the season we had the local boy scouts selling donuts and hot chocolate at Rice Lake and the Centennial High School Soccer Boosters started selling donuts, coffee, and hot cocoa during the last three weeks of the season. I think this was a nice addition to our soccer program! Once again we had excellent officials and we were also able to groom some younger referees as well. It's important that we continue to groom and train young officials since the success of our program depend on it! Our coaches once again enjoyed preseason training from the Centennial High School soccer coach Jeff Ottoson which was well received. This is great kickoff to the youth soccer season and our coaches love to take advantage of this clinic! We had a total of 15 teams that spanned from 2n1 — 8th grade boys participating. All of the Lino Lakes teams participated in the TCNYFL which was in its 3`d year of existence. The teams that our Lino Lakes teams participated against were Andover, Fridley, Blaine, St. Francis, Mounds View, Irondale, and St. Anthony. During the 2007 Centennial Middle School played host to 57 football games and all of these games were played on Saturday mornings and afternoons. Overall the weather was very nice and we only had one day where it rained during the games. Most Saturdays were filled with lots of sun and many great games! The Lino Lakes football officials were and continue to be among the best in the entire league. Many of our officials have High School officiating experience so it's easy to see why our teams and visitors enjoy playing in Lino Lakes. We did employ 2 new officials this season and both of those guys did a very good job! As usual we had many teams that had very good seasons and we had 2 teams that won their division championships and the TCNYFL tournament. Our 6th grade Chiefs and 4th grade Broncos went undefeated and won their end of the season playoff tournament! Both teams were awarded league championship trophies at the conclusion of their seasons! Centennial High School again hosted youth football night this year and that event went very well! All the kids that wore their jerseys to the game vs. Osseo and were able to attend the game for free. Our Cold Stone Creamery Cougar awards were a big success as well. Each week at the Centennial home football games 10 randomly selected players were introduced after the first quarter and they received free ice cream coupons from Cold Stone Creamery. The highlight of the 2007 season was the addition of the new team jerseys that we purchased in the offseason. Our football players took the field this fall with all new uniforms and our kids were the best dressed in the league. Not only did the players and coaches from Lino Lakes appreciate the new jerseys I received many comments from other league directors and fans about how nice the Lino Lakes jerseys looked. Yes: 10 No: 2 Overall rating of the coaching staff High level: 8 Above average: 0 Average: 2 Below average: 2 • • • • Comments • We wish we could pay for the jerseys and keep them! • Parents need to bud out of the coaches decisions or else volunteer themselves to help out • Loved our coaches and they didn't yell at the boys like some of the coaches from other teams • All games started late! • We liked the free pictures included • The coaches allowed players to play multiple positions and all kids had equal playing time which developed all players • The Lino Lakes officials were the best in the league • We wanted to see our coach teach more of the blocking fundamentals • The coach was very concerned with winning and the same kids always ran with the ball • For the fee we pay we should get to keep the jerseys • Our coach was the best we've had in the 8 years our kids have played with Lino Lakes Parks and Rec • We didn't care for the coach • The new jerseys looked great • Get rid of the 8 PM games • One of the assistant always pulled the boys by their facemasks. • Coaches played as if this was a high school league • Fundamentals weren't taught they were assumed • We had a fantastic experience and cant wait for next football season Lino Lakes Parks and Recreation Department 600 Town Center Parkway Lino Lakes, MN 55014 (651) 982 -2440 Fax (651) 982 -2439 www.ci.lino - lakes.mn.us 2007 4th Grade Football Survey Results (From Lino Lakes Parents) Were you happy with the team your child was placed on? The overall attendance this year increased from last year (which decreased by 20.47% from 2005). The total number of participants this year was 291 — a 6.99% increase from 2006. The program went very well this year too despite the very hot weather. Participants enjoyed games, crafts, specialists (Police, Fire, and Wargo), theme weeks and more. Abrakadoodle Camps: We held three of our four offered Abrakadoodle Art Camps in August: Buzz, Ribit and Roar, Wild 'N Wacky Art, and Girl's Only! Art of Fashion Camp. We had a total of 32 participants in all three camps. Middle School Beach Party: 65 middle schoolers (entering grades 6 -8) participated in our 4'h Annual Middle School Beach Party on August 30 at Rice Creek Chain of Lakes Regional Park. Participants enjoyed rock climbing, kayaking, the bounce, swimming, and just hanging out with friends. We also served them a pizza lunch. This continues to remain a very successful collaborative with Anoka County Parks and Recreation and Centennial Community Services. National Night Out School Supply Drive: 87 backpacks, in addition to hundreds of school supplies, were collected at this year's National Night School Supply Drive. This event, put on by the Lino Lakes Police Department and the Lino Lakes Parks and Recreation Department, helps support the Centennial Area School Supply Drive that benefits children in need throughout the Centennial and neighboring school districts. FALL PROGRAMS fiKepsi Punt Pass & Kick Competition: On Sunday, September 16 we had 12 boys ages 8 -13 participate in the Pepsi unt Pass & Kick competition. Each competitor gets one pass, one kick off a tee, and one punt. All of the events are measured in distance and the participant with the most points wins and advances to the next round which is in Hopkins in three weeks. The age group winners were: 8/9 year old Mitchell Jerde, 10/11 year old Danny Anderson, and 12/13 year old Jake Berg. Fall Football: Youth Football opened up on Saturday, September 8 at Centennial Middle School. We have 15 teams ranging from 2nd - 8th grade. We have a total of 300 kids participating in the program this season. Fall Soccer: Youth Soccer opened up on Saturday, September 8 at Rice Lake Elementary. We have 34 total teams and 325 participants. Teen Programs: We have added a new partner to our teen collaborative A2. The Chain of Lakes YMCA is now a part of our group that consists of Arden Hills Parks and Recreation, Shoreview Parks and Recreation, Blaine Parks and Recreation, and Lino Lakes Parks and Recreation. For fall we've planned four special teen night events: The Community Kick Off on September 22 at the YMCA, Poetry Slam night on October 13 at the YMCA, Teenstock Talent Show on November 17 at Shoreview Community Center, and Cookies and Karaoke on December 15 at Shoreview Community Center. The two events at the YMCA are drop in events, but the events at Shoreview require advance registration. So far registration is slow for those at Shoreview, but we hope to draw in some participants after this weekend's kick off event - the YMCA has been averaging about 90 teens each teen night so we anticipate a good size crowd. Events planned for winter include a Sweetheart Dance at the YMCA and a Winter Olympic day at Shoreview Community Center. Adult Fitness: Our adult fitness programs are doing surprisingly well this fall considering the YMCA is now offering fitness programming. We have a small, but strong nd loyal following for our classes and we don't anticipate losing them to the YMCA or other area fitness programs as ours don't require a membership to participate and are still very reasonably priced. What a summer and fall it has been. First extremely dry in June, July and early August, which kept us busy watering young trees and plants. Then the rains began and it seems like it hasn't stopped raining since. It has been the wettest August, September and October in the Twin Cities ever — a record breaker. There are park and school sites that we haven't been able to mow for over 2 weeks and I'm not sure we will be able to get equipment on them until spring. Unfortunately the wet weather doesn't stop the soccer and football teams from practicing and playing games so our work will be cut out for us when those seasons finally end on the weekend of October 27 — 28. The wet weather has also been a major setback to the progress at Lino Park. The original plan was for site work to be completed by August 24, the irrigation system, to be installed by September 4 and our crew to have the park seeded by September 7. Due to all the weather delays the park was not seeded until September 28. Unfortunately due to heavy rains the week of October 1 much of the seed was washed away along with some soil. Maintenance activities during October have included the following: • Lino Park — as I stated last month the extremely wet weather has really delayed progress at Lino Park. Our initial seeding was delayed three weeks and then heavy rains the week of October lst washed much of the seed away as well as creating numerous washouts along the trails. The site finally dried up enough to work it October 10th and we were able to regrade, retill, and reseed the site by October 12. We also installed two pallets of sod in erosion prone areas to help stabilize top soil. The October 12 seeding is a full five weeks later than we had hoped to seed. What this means is that the young seedlings that have begun to grow are at great risk to be lost to a hard freeze this fall or desiccation during the winter. We are anticipating having to heavily over seed or possibly reseed next spring based on the amount of winterkill we experience. I am hoping for a long warm fall. • Finally fall soccer and football programs have ended (October 28). We are currently in the process of trying to undo the damage that has been done. Nets and goals are coming off the fields. We are core aerating, topdressing and over seeding wear areas on these fields. • Irrigation system blowouts are nearing completion with only Clearwater Creek, Birchwood Acres, and Lino Park remaining to be winterized. • I anticipate this week (October 29 — November 2) to be our final full mowing cycle. We will probably have to mow a few sites after this week but this should be the last cut of the season for many of our parks. • Sunrise Park — the warming house has been the target of vandalism recently. Roof vents and chimney caps have been torn off or smashed three times from October 6 thru October 14. We think they have been accessing the roof by climbing on a cage we built around our gas meter and irrigation pipes. This cage has been replaced by a more vandal resistant design and the roof vents have been repaired, hopefully for the last time. Police have increased evening patrols also. • • • • Assisted the Recreation Department — hauled numerous bins and other items from Town Center to Marshan storage building. Repaired 3" tear in inflatable bounce. • Assisted Environmental staff with Oak Wilt control work (vibratory plow operator). • Attended Sports Turf Seminar (October 25th) • Lino Park — I almost forgot! In addition to all the site work and seeding we also completed construction on an 8'x8' storage shed in the northwest corner of the park. This building houses our irrigation controller and backflow preventer.
