Minutes
• The May 7, 2007 City of Lino Lakes Park Board meeting was called to order at
6:35 p.m., by Chair Lindy.
•
Roll call was taken; members present were Pam Taschuk, Kathi Gallup, Paul Montain,
Pat Huelman, Bill Kusterman, Katie Boyle and George Lindy.
Also present was Rick DeGardner, Public Services Director
APPROVAL OF MINUTES FROM MARCH 5, 2007:
Bill Kusterman made a motion to approve the March 5, 2007 minutes. Seconded by
Paul Montain and approved. Pam Taschuk abstained.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
REVIEW COMP PLAN GOALS AND STRATEGIES:
Enclosed in the packets was the Comprehensive Plan Draft Goals and Strategies
prepared by the Comprehensive Plan Advisory Panel. Rick explained that the goals
and strategies were derived from the 2030 Vision Plan and subsequent discussions,
review, and editing by the advisory panel. He told members the main objective was to
get the Board Member's comments regarding content, possible omissions and /or
suggested changes. The comments received will be brought back to the Comp Plan
Advisory Panel for discussion at their May meeting.
The following will be forwarded to the Comprehensive Plan Advisory Panel:\
• Was very well and professionally done.
• Discussed the concepts of nodal development, life -cycle housing, and high
density housing.
• Discussed what impact, if any, the proposed Hugo Light Rail Transportation
System will have on Lino Lakes. For example, will Lino Lakes need to look at
providing mass transit opportunities to the Hugo station?
• Where do we get the money for components in the plan to become a reality?
• The Plan ignores the histories of land use and there is no policy affecting
property rights. It will be impossible to implement some components because
the city has no rights to develop outside its boundaries.
• Page 1, Goal 3, Strategy 1 — Add "schools" to read, "Link trails to parks, lakes,
and schools."
• Page 6, Goal 1, Strategies 2 — Why aren't main north /south streets (Centerville
Road and Hodgson Road) included along with the east /west corridors?
• Page 9, Goal 1, Strategies — Add, "Direct and manage activities in an appropriate
manner by balancing the use of programmed activities in the neighborhood
parks.

Minutes
• Regarding Roads and Transportation — The City should be proactive in
identifying /planning major intersections such as 80th Street and 35E rather than
areas that are already developed and have poor soils (Birch Street and 35E).
• Important to provide at least a paved shoulder along main corridors for
bike /pedestrian use (Trail separated from roadway preferred).
• The 400 acres (single property owner) located in NE Lino Lakes may be the next
biggest development. Across the road is another 120 acres (single property
owner). How is this going to be developed in the next 30 years? There are only
30 property owners in Lino Lakes that own 40+ acres.
RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from April 2007.
PARKS DEPARTMENT UPDATE:
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the
maintenance highlights for March and April 2007.
NEXT PARK BOARD MEETING:
The next Park Board meeting will be held on Monday, June 4, 2007, 6:30 p.m.

Park Board Meeting — November 5, 2007
Minutes
The November 5, 2007 City of Lino Lakes Park Board meeting was called to order at
6:40 p.m., by Chair Lindy. No action was taken on the agenda items as there wasn't a
quorum present.
Roll call was taken; members present were Pam Taschuk, Pat Huelman, and George
Lindy. Members absent were Kathi Gallup, Paul Montain, Bill Kusterman, and Katie
Boyle.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM MAY 7, 2007:
No action taken.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
PHEASANT HILLS TRAIL UPDATE:
Rick told members that a lot of progress has been made since the September Park
Board meeting when the Board gave approval to proceed with the project. A copy of
the site plan was included in the packet. He said the Pheasant Hills Homeowners
Association (PHHA) agreed to contribute $5,000 for the project.
He went on to say that the city received the Rice Creek Watershed District permit for
the project earlier in October. Staff has secured an easement to clear trees and begin
site preparation for the trail. It is anticipated that the trees will be cleared by the end of
next week. The Minnesota Tree Trust will be constructing the boardwalk on site. Rick
said installation will occur this fall /winter.
Rick is also looking at having the voluntary Aspen trees between the playground area
and the creek cleared to provide better views from the park area. There will still be
plenty of buffer on the north side of the creek for the adjacent property owners.
Rick anticipates removing the portion of paved trail that is no longer needed next spring.
Paving the remaining section of this project will be considered next year.
There was a clear consensus of the Park Board members present at this meeting (and
the consensus of the quorum of members present at the September bbq and tour) to
move forward with the project.
DETERMINE 2007/2008 SKATING RINK LOCATIONS AND HOURS:
This item will also be put on the December agenda. However, Rick explained that he is
recommending the same locations and hours of operations that there was last year. He
responded to member's questions.

There was no old business to discuss.

NEW BUSINESS:
8a. ADOPT MEETING CALENDAR FOR 2008 - The Park Board members at the
meeting feel that it is very beneficial to have the tour and bbq in September and would
like to see this tradition continue. They indicated that it is very informational for them to
get out and see what has actually been done or is scheduled to be done. This item will
be placed on the agenda next month.
8b. 2007 SUMMER PLAYGROUND REPORT - Rick reviewed the report in the packet
and responded to members questions. He asked the Board to contact him if they had
any additional questions.
8c. 2007 FOOTBALL /SOCCER REPORT -
There was discussion about the new football jerseys, football injuries and the sale of
concessions at the last few football games of the season. Members thought it was a
nice touch that the city and high school worked together. (i.e. Lino Lakes teams invited
to a Friday night high school football game.) They talked about the large number of
participants in both soccer and football.
RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from October, 2007.
PARKS DEPARTMENT UPDATES:
10a. June — September Update - Rick reviewed the memo from Mike Hoffman, Parks
Supervisor, which summarized the maintenance highlights for June — September, 2007.
Rick talked about the work being done at Lino Park and the problems staff was having
with seeding, because of the rains. He said they might have to reseed again next
spring. He told members that staff re- roofed the shelter at Birch Park. Next year staff
plans to replace the siding, windows, and doors..
10b. October Update — Rick referred to the update in the packets and responded to
member's questions.
DISCUSS POSSIBLE 2008 PARK BOARD GOALS:
Rick told members that it was time to start thinking about next year's goals. He
included in the packets an updated Park Dedication Fund Summary for their review.
The proposed 2008 General Fund budget does include $25,000 for trails. He said this
money should be designated for a trail project or they should create a separate
designated fund for trails.
There was discussion on building tennis courts in the Rice Lake Elementary School
area. Rick said the only tennis courts within the city limits (not including Centennial
• Middle School) are in Arena Acres Park in the northern part of the city. Members

• thought this was a good location because of the trail on Birch and the underground
tunnel access. The Park Board wanted to know what the cost would be to construct
two Courts. Rick thought it would be approximately $60,000. The Board thought this
would be a good project to consider for the future because there wasn't much money in
the Park Dedication Fund.
There was discussion about paying back the Area and Unit Fund each year. If $50,000
is designated for payment in 2008 there will be a balance of approximately $53,000 left
in the Park Dedication Fund for projects.
He asked members to bring potential 2008 project ideas to the meeting next month as
no action could be taken this month.

The next Park Board meeting will be held on Monday, December 3, 2007, 6:30 p.m.

SUBJECT: Request to Place Memorial in Clearwater Creek Park
Attached is a letter from the "Neighbors of Clearwater Creek" requesting that one of the park
benches in Clearwater Creek Park be dedicated to the memory of Brittany Nelson. The Nelson
family at 6656 Tele Lane lost their daughter when she was attempting to cross Highway 61 when
she was struck by an oncoming car. The neighborhood has raised over $500 for this endeavor.
In the past, city staff has worked with residents in placing park benches along our trail system to
serve as memorials, but have not addressed the placement of memorials in our neighborhood
parks.
If the Park Board is comfortable with this request, city staff will work with Mrs. Sylvander in
coordinating the design and placement of a small memorial plate on one of the benches near the
playground area. Since the park bench has already been installed perhaps the Park Board can
designate the $500 donation for future enhancements to Clearwater Creek Park (i.e.
landscaping).
Also, it is imperative that the "Neighbors of Clearwater Creek" understand that the City does not
guarantee the safety /future replacement of the memorial. When graffiti, vandalism, or the effects
of the weather have a negative impact on the memorial, it can be very upsetting to the individuals
who made the memorial donation. We will certainly inform Mrs. Sylvander of any
circumstances that may arise in the future.

RE: Brittany Nelson Memorial
Dear Mr. DeGardner:
Last spring the Nelson family at 6656 Tele Lane lost their daughter Brittany
Nelson. Brittany was attempting to cross Highway 61 when she was struck by an
on coming car.
The neighbors have raised over $500 in hopes to dedicate one of the park
benches located in the Clearwater Creek Park to the memory of Brittany Nelson.
Since Brittany was a child a park bench located next to the playground felt like
the most sincere location.
Please add our request for a plaque to be added to a park bench to the next Park
Board agenda.

2007 PARKS AND RECREATION DEPARTMENT ACCOMPLISHMENTS
Parks
• Renovated Lino Park including demolishing park building, removal of 30 green
ash trees, backstop, player benches and concrete pads. Regraded and imported
topsoil, installed paved trail loop, irrigation system, seed bed prepped and re-
seeded turf areas
• Renovated Shenandoah Park boulevard area by removing 30 scrub trees,
constructed low berm, replanted area with Hackberry and Red Oaks and seeded
for maintained turf area
• Holly Drive renovation — approximately 3,000 lineal feet of boulevard was
renovated including applying herbicide, roto - tilling and regrading, seeding the
areas with salt tolerant boulevard mix, watering daily with tanker truck, and
applying start -up fertilizer.
• Re- roofed Birch Park warming house
• Installed rubber flooring at City Hall Park warming house
• Cut, chipped, and stump treated buckthorn at Brandywood and Country Lakes
Parks
• Planted 45 trees at various locations
• Renovated infields at Sunrise #3 and #4, Centennial Middle School #1 and #2
• Installed park bench and concrete pad at Arena Acres Park
• Worked with Eagle Scout to install new park sign and landscaping at Birch Park
• Twenty -one wood duck houses successfully hatched approximately 140
ducklings
• Chipped about 150 Christmas trees at Sunrise and Birch Parks
• Recreation
• Processed 3,916 registrations (937 via online registration)
• Summer playground enrollment was 291 participants
• Youth football program (279 participants) outfitted with new uniforms for the 2007
season
• Youth soccer 370 participants
• Volleyball academy filled up with 43 participants
• Special Events still very popular:
o Sweetheart Dance - 140 participants
o Family Turkey Shoot - 64 teams
o Breakfast with Santa - 150 participants
o Snow Day — approximately 250 participants
• Cougar Soccer Camp had 65 participants
• 47 participants in AbraKadoodles art program
• 4th Annual TAAG Beach Party had 77 middle school -age youth participating
• 43 adults took golf lessons (over 100% increase)
• 374 Kites distributed on Kite Day

• 106 shoppers visited our Secret Holiday Shop

• Partnered with YMCA, Shoreview Parks and Recreation, Blaine Parks and

Program Highlights - December Park Board Update
SPECIAL EVENTS
Breakfast with Santa: 150 people registered for this year's Breakfast with
Santa. This was lower than year's past, but the event went very smoothly and
we received several positive comments from families. This smaller number also
made the hall more accessible and comfortable for all -- we may decide to
continue with a smaller number at this event for a more positive experience.
Event volunteers were from Centennial High School Student Council & National
Honor Society, Forest Lake High School National Honor Society, and the Lino
Lakes Ambassador program.
Secret Holiday Shop: 50 participants visited our shop on December 12 and
56 participants visited on December 13. Despite having a very small number of
volunteers the first night (only 3 of our 7 showed), things went very well. We received many positive comments from parents
about the event and how nice it was for their kids to be able to shop, without them, in a safe environment.
Letters from Santa: We received 220 requests for Santa Letters this year - four of which went overseas! This is slightly
more than last year, which means that the magic of Santa is still alive!
YOUTH PROGRAMS
School's Out Camps: We again offered School's Out Camps over winter break at Shoreview Community Center. The
camp's were a cooperative with Shoreview Parks and Recreation, Blaine Parks and Recreation, and Centennial Community
Services. 21 participants attended on December 26, 35 participants attended on December 27, and 34 participants attended
on December 28. The themes for the days were Space Odyssey, You Can Make It, and Marvelous Magic. For these themes
participants enjoyed a program by Science Explorers, a morning of craft projects (including silly putty, fruit clay, and shrinky
dinks), and a magic show by Magician Brian Richards.
Ilkastpitch Softball Clinic: Fastpitch Softball clinic for girls starts Sunday, January 6. We have 5 girls participating. The clinic
is held every Sunday at the Centennial HS Red Building Lower Gym.
Ice Skating Lessons: Winter ice skating classes begin this Saturday, January 5 at Sunrise Park. Most classes have filled
and the anticipated number of children taking skating lessons will be 35 -40.
ADULTS
5- Player Basketball League: Men's 5- Player Basketball League is in full swing and we have played for four weeks. The
league has 7 teams this year and all games are being played at Centennial Middle School on Wednesday nights.
WARMING HOUSES
Warming Houses and skating rinks opened on December 13 at City Hall, Sunrise, and Birch Park. So far the weather has
been great for ice making and skating and we have been open everyday of the season. This was the first time in 3 years
that the rinks were open over the holiday break when the kids were off of school.

SUBJECT: December 2007 Parks Maintenance Update
Well, what do you know, finally a good old fashioned winter with below normal temps and lots
of snow.
Last month I joked that we would have skatable ice by December 8. I wasn't off by much; I
believe we opened shelters on December 15. That's the earliest I can remember in the last 10,
maybe 15 years.
Maintenance activities during December have included:
■ Rink repairs — replace broken rink boards, repair gates, fencing, and lights.
■ Warming house maintenance — clean shelters, check benches, and replace light bulbs.
■ Hockey goal repair — weld broken goals, mend holes in nets, and re -lace.
• Rink maintenance — daily maintenance of four hockey and three general skating rinks.
Rinks are swept to the boards, if there are minimal sweepings, if there are large amounts
of sweepings we run a snow blower around the boards, sweep the perimeter, then hand
shovel the boards. Once the surface has been cleaned we apply water, usually with our
tanker by nozzling on a thin layer. Occasionally we will use the dump valve to apply a
thicker layer of water. If our tanker is not available we use 1 Y2" fire hose run off of
hydrants (Sunrise and Birch) or a well at City Hall.
• Equipment maintenance as needed.
• Snow removal and cleanup of city streets, intersections, cul -de -sacs, city trails and
parking lots.
• Marshan Park — fabricated and painted two wide shelving units (one approx. 12' and one
approx. 8') for use in storage building.

SUBJECT: 2008 Park Board Vacancies
I want to take this opportunity to express my appreciation to the outgoing Park Board Members
for their service to the City of Lino Lakes.
Mr. Paul Montain has been a Park Board Member since 1996 and has provided city staff and
Board Members with a wealth of history and knowledge that has been beneficial during his
tenure.
• Mrs. Katie Boyle has served on the Park Board since 2002 and has provided her knowledge and
a fair perspective on the recent development of our parks and trail system.
Mrs. Kathi Gallup is vacating her current Park Board position due to her recent election to the
City Council. Congratulations Kathi!
The city is accepting applicants for all advisory board vacancies until January 14, 2008. If you
know anyone who may be interested in serving on the Park Board, please have them contact me
