Roll call was taken; members present were Pam Taschuk, Pat Huelman, Bill Kusterman and George Lindy. Members absent were Paul Montain and Katie Boyle. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Office Manager. APPROVAL OF MINUTES FROM MAY 7, 2007 AND NOVEMBER 5, 2007: Pat Huelman made a motion to approve the May 7, 2007 minutes. Seconded by Pam Taschuk and approved. Pam Taschuk made a motion to approve the November 5, 2007 minutes. Pat Huelman seconded the motion and the minutes were approved. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. REQUEST TO PLACE MEMORIAL IN CLEARWATER CREEK PARK: Rick told members that a letter from the "Neighbors of Clearwater Creek" requesting that one of the park benches in Clearwater Creek Park be dedicated to the memory of Brittany Nelson was included in the packet. He said the Nelson family at 6656 Tele Lane lost their daughter when she was attempting to cross Highway 61 when she was struck by an oncoming car. The neighborhood has raised over $500 for this endeavor. Mr. DeGardner went on to say that in the past, city staff has worked with residents in placing park benches along our trail system to serve as memorials, but have not addressed the placement of memorials in our neighborhood parks. He said that if the Park Board was comfortable with this request, city staff would work with Mrs. Sylvander in coordinating the design and placement of a small memorial plate on one of the benches near the playground area. Since the park bench has already been installed perhaps the Park Board could designate the $500 donation for future enhancements to Clearwater Creek Park (i.e. landscaping). Rick said that it is also imperative that the "Neighbors of Clearwater Creek" understand that the City does not guarantee the safety /future replacement of the memorial. When graffiti, vandalism, or the effects of the weather have a negative impact on the memorial, it can be very upsetting to the individuals who made the memorial donation. He will certainly inform Mrs. Sylvander of any circumstances that may arise in the future. Pat Huelman made a motion to approve the placement of a plate on an existing park bench in Clearwater Creek Park and the $500 donation be used for future park enhancements. The motion was seconded by Pam Taschuk and approved. 1 d Park Board Meeting — January 7, 2008 Minutes • REVIEW 2007 PARKS AND RECREATION ACCOMPLISHMENTS: Rick reviewed the memo included in the member's packets. He mentioned the renovation work at Lino Park which included demolishing the park building, removal of 30 green ash trees, backstop, player benches and concrete pads. He also said regrading and importing topsoil, installation of paved trail loop, irrigation system, seed bed preparation and reseeding turf areas had been done. He said Recreation staff was kept busy processing 3,916 program registrations. REVIEW RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from December, 2007. He touched on the new brochure look and format. The front cover is full color now! He talked about the Secret Holiday Shop and Breakfast with Santa. He asked member's to review the update and to contact him if there were any questions. PARKS DEPARTMENT UPDATES: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the parks maintenance highlights for December. OLD BUSINESS: 9a. Determine 2008 Park Board Meeting Schedule: Staff recommended the following 2008 Park Board meeting dates. He asked members to please note that the September meeting will be the annual park tour and bbq: 411 Monday, January 7, 2008 Monday, July 7, 2008 Monday, February 4, 2008 Monday, August 4, 2008 Monday, March 3, 2008 Tuesday, September 2, 2008 — Tour and BBQ Monday, April 7, 2008 Monday, October 6, 2008 Monday, May 5, 2008 Monday, November 3, 2008 Monday, June 2, 2008 Monday, December 1, 2008 Pam Taschuk made a motion to accept the Park Board meeting dates as presented. Bill Kusterman seconded the motion and the 2008 Park Board Schedule was approved. 9b. Discuss 2008 Park Board Goals: Members were told that it is time to start thinking about the 2008 goals. Rick attached an updated Park Dedication Fund Summary for member's to review. He said it was again expected that $50,000 from the Dedicated Park Fund would be used to reimburse the Area and Unit Fund for the debt to secure the land purchased in 1999. Rick informed members that this item was discussed at the November's meeting but no action had been taken. There was a general consensus from the Board not to designate any specific projects for 2008 due to a low undesignated fund balance. Rick said that there is $25,000 in the General Fund for trails again this year. • Pat Huelman made a motion to proceed with the completion of the Pheasant Hills trail and to consider the completion of the trail along the north side of Clearwater Creek from 2 Park Board Meeting — January 7, 2008 Minutes • the existing trail along Otter Lake Road to the existing trail at Elmcrest (City of Hugo Trail System) based on figures staff would submit to the Park Board. Seconded by Pam Taschuk and approved. • • Pat told the Park Board that the Friends of the Park Foundation is disbanding and a donation of a few thousand dollars will be given to the Parks Department for future project(s). New Business: 10a. 2008 Park Board Vacancies: Rick took the opportunity to express his appreciation to the outgoing Park Board Members for their service to the City of Lino Lakes. Mr. Paul Montain has been a Park Board Member since 1996 and has provided city staff and Board Members with a wealth of history and knowledge that has been beneficial during his tenure. Mrs. Katie Boyle served on the Park Board since 2002 and provided her knowledge and a fair perspective on the recent development of the city's parks and trail system. Mrs. Kathi Gallup is vacating her current Park Board position due to her recent election to the City Council. Congratulations Kathi! He said the city is accepting applicants for all advisory board vacancies until January 14, 2008. He asked that if members knew anyone interested in serving on the Park Board to have them contact Dan Tesch or himself. The current Park Dedication Fee is $2,075 per residential unit, and $2,175 per acre for commercial and industrial. I will explain the report in more detail at Monday's meeting. I would be interested in the Park Board's comments and suggestions. Staff is also exploring the possibility of incorporating an open space and/or recreation complex fee. One of the most amazing parts was that we actually had good snow this year (a first in quite awhile) and the weather warmed up (finally!). The event included several outdoor activities including kicksledding, snowshoeing, ice fishing, cross country skiing, and snow snakes. Inside activities included winter bingo, refreshments, and two performances by Magician Brian Richards. The event was attended by approximately 332 participants - another great turnout!! Sweetheart Dance: Our annual Sweetheart Dance is just around the corner. It is scheduled for Friday, February 8 from 6:30 - 8 p.m. at Centennial Elementary School. This is a change from previous years when it was held on a Saturday morning. We are hoping the time and date change will allow families to enjoy a full weekend, but yet still participate in a special event. So far the response to the change has been positive - 85 children are currently registered and we still have almost two weeks until the event. YOUTH PROGRAMS Youth Instructional Programs: Many of our youth instructional programs began this month including Dance, Toss, Kick and Catch, Tae Kwon Do, Soccer Mini Camp and Floor Hockey Mini Camp. Participation levels are good and only a couple of classes had to be cancelled due to low enrollment (which is something that happens just about every season). Many of these programs will through March and end by the start of Spring Break. efirls Fastpitch Pitching Clinics: The clinics have started and we have five participants enrolled this winter. Skating Programs: Snack and Skate skating lessons and Hockey Skills class started on Saturday, January 5 at Sunrise Park. We have had good ice and have excellent numbers. We have 30 participants in Snack and Skate and 15 registered for Hockey Skills. ADULTS Men's Basketball: Men's Basketball is at the midway point of the season. Play -offs will be starting at the end of February Open Volleyball: Open Volleyball on Friday nights at Centennial Middle School has been averaging 20+ players per night. Open Basketball: Open Adult Basketball on Monday nights at Centennial Middle School has been averaging 15+ players per night. WARMING HOUSES All three skating rinks and warming houses are open and we were open over the holiday break this year for the first time in three years. The rinks have only been closed three days so far this season... we are having a great year to this point! LINO LAKES NEWS Work has begun on our new Spring/ Summer guide - scheduled to be out in homes in early March. This combined brochure is new for us this year so we aren't sure the reaction it will get. We'II keep you posted on the feedback. Questions? Yesterday mid 40's, this morning 9 °F with wind chills approaching -35 °. The rinks went from having 1/4" -1/2" of melted water on them to being frozen solid and smooth as glass this morning. Maintenance activities during January have included: • Rink maintenance — daily sweeping, snow blowing, shoveling and flooding of our 4 hockey and 3 pleasure rinks. • Hockey goal repair — weld broken goals, mend holes in nets and relace as needed. • Park building maintenance — clean shelters, bathrooms, and garages as needed. • Equipment maintenance — grease, fuel, wash, clean and repair as needed. • Pheasant Hills boardwalk — construction is well under way, actually nearing completion on the boardwalk connection from Sherman Lake Road into Pheasant Hills Park. City staff plowed the trails into the site. Tree Trust began work on the project on January 14th, they are expecting to complete the project by February 1. They have been using our compressor and post pounder to help lower project costs. • Trail plowing and widening. • Attended Green Expo and recertified Pesticide Application license. • Tunnel maintenance at Rice Lake Elementary School as needed. • Installed shelving in Marshan Park building.
