Park Board Meeting — January 7, 2008
Minutes
• The January 7, 2008 City of Lino Lakes Park Board meeting was called to order at
6:35 p.m., by Chair Lindy.
Roll call was taken; members present were Pam Taschuk, Pat Huelman, Bill Kusterman
and George Lindy. Members absent were Paul Montain and Katie Boyle.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM MAY 7, 2007 AND NOVEMBER 5, 2007:
Pat Huelman made a motion to approve the May 7, 2007 minutes. Seconded by Pam
Taschuk and approved. Pam Taschuk made a motion to approve the November 5,
2007 minutes. Pat Huelman seconded the motion and the minutes were approved.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
REQUEST TO PLACE MEMORIAL IN CLEARWATER CREEK PARK:
Rick told members that a letter from the "Neighbors of Clearwater Creek" requesting
that one of the park benches in Clearwater Creek Park be dedicated to the memory of
Brittany Nelson was included in the packet. He said the Nelson family at 6656 Tele
Lane lost their daughter when she was attempting to cross Highway 61 when she was
struck by an oncoming car. The neighborhood has raised over $500 for this endeavor.
Mr. DeGardner went on to say that in the past, city staff has worked with residents in
placing park benches along our trail system to serve as memorials, but have not
addressed the placement of memorials in our neighborhood parks.
He said that if the Park Board was comfortable with this request, city staff would work
with Mrs. Sylvander in coordinating the design and placement of a small memorial plate
on one of the benches near the playground area. Since the park bench has already
been installed perhaps the Park Board could designate the $500 donation for future
enhancements to Clearwater Creek Park (i.e. landscaping).
Rick said that it is also imperative that the "Neighbors of Clearwater Creek" understand
that the City does not guarantee the safety /future replacement of the memorial. When
graffiti, vandalism, or the effects of the weather have a negative impact on the
memorial, it can be very upsetting to the individuals who made the memorial donation.
He will certainly inform Mrs. Sylvander of any circumstances that may arise in the
future.
Pat Huelman made a motion to approve the placement of a plate on an existing park
bench in Clearwater Creek Park and the $500 donation be used for future park
enhancements. The motion was seconded by Pam Taschuk and approved.

• REVIEW 2007 PARKS AND RECREATION ACCOMPLISHMENTS:
Rick reviewed the memo included in the member's packets. He mentioned the
renovation work at Lino Park which included demolishing the park building, removal of
30 green ash trees, backstop, player benches and concrete pads. He also said
regrading and importing topsoil, installation of paved trail loop, irrigation system, seed
bed preparation and reseeding turf areas had been done. He said Recreation staff was
kept busy processing 3,916 program registrations.

REVIEW RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from December, 2007. He touched on the
new brochure look and format. The front cover is full color now! He talked about the
Secret Holiday Shop and Breakfast with Santa. He asked member's to review the
update and to contact him if there were any questions.
PARKS DEPARTMENT UPDATES:
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the
parks maintenance highlights for December.

Pam Taschuk made a motion to accept the Park Board meeting dates as presented.
Bill Kusterman seconded the motion and the 2008 Park Board Schedule was approved.
9b. Discuss 2008 Park Board Goals:
Members were told that it is time to start thinking about the 2008 goals. Rick attached
an updated Park Dedication Fund Summary for member's to review. He said it was
again expected that $50,000 from the Dedicated Park Fund would be used to reimburse
the Area and Unit Fund for the debt to secure the land purchased in 1999.
Rick informed members that this item was discussed at the November's meeting but no
action had been taken. There was a general consensus from the Board not to
designate any specific projects for 2008 due to a low undesignated fund balance. Rick
said that there is $25,000 in the General Fund for trails again this year.
• Pat Huelman made a motion to proceed with the completion of the Pheasant Hills trail
and to consider the completion of the trail along the north side of Clearwater Creek from

• the existing trail along Otter Lake Road to the existing trail at Elmcrest (City of Hugo
Trail System) based on figures staff would submit to the Park Board. Seconded by
Pam Taschuk and approved.

Pat told the Park Board that the Friends of the Park Foundation is disbanding and a
donation of a few thousand dollars will be given to the Parks Department for future
project(s).
New Business:
10a. 2008 Park Board Vacancies:
Rick took the opportunity to express his appreciation to the outgoing Park Board
Members for their service to the City of Lino Lakes.
Mr. Paul Montain has been a Park Board Member since 1996 and has provided city
staff and Board Members with a wealth of history and knowledge that has been
beneficial during his tenure.
Mrs. Katie Boyle served on the Park Board since 2002 and provided her knowledge and
a fair perspective on the recent development of the city's parks and trail system.
Mrs. Kathi Gallup is vacating her current Park Board position due to her recent election
to the City Council. Congratulations Kathi!
He said the city is accepting applicants for all advisory board vacancies until January
14, 2008. He asked that if members knew anyone interested in serving on the Park
Board to have them contact Dan Tesch or himself.

The next Park Board meeting will be held on Monday, February 4, 2008, 6:30 p.m.

Minutes
The February 4, 2008 City of Lino Lakes Park Board meeting was called to order at
6:40 p.m., by Chair Lindy. No action was taken on the agenda items as there wasn't a
quorum present.
Roll call was taken; members present were George Lindy, Bill Kusterman and Pat
Huelman. Members absent were Paul Montain, Pam Taschuk and Katie Boyle.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM JANUARY 7, 2008:
No action taken.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
REVIEW PROPOSED 2008 PARK DEDICATION FEE ANALYSIS:
Rick told members that staff has spent the last several months preparing the Park
Dedication Analysis Report to help determine whether any adjustments to the current
Park Dedication Fee Ordinance are warranted. The current Park Dedication Fee is
$2,075 per residential unit, and $2,175 per acre for commercial and industrial.
He explained the report in more detail at the meeting. He said he is interested in the
Park Board's comments and suggestions. Staff is also exploring the possibility of
incorporating an open space and /or recreation complex fee. It is anticipated that the
proposed ordinance will be going to city council within the next few months.
RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from January 2008. He touched on Snow
Day, Sweetheart Dance, Open Volleyball, Open Basketball and warming houses. He
said staff is currently working on the next brochure which comes out early March.
PARKS DEPARTMENT UPDATES:
Rick told the members the work on the Pheasant Park boardwalk was going along very
well. It is anticipated that Tree Trust will complete the project in February. He
responded to member's questions. Rick told members that staff is working on trail
clearing and rink maintenance.
OLD BUSINESS:
Members asked Rick if he had gone before the city council with the 2008 goals. He
said he is still working on this and will go before city council when he is finished.
NEW BUSINESS:
There was no new business to discuss.

SUBJECT: Clearwater Creek Trail Project Update
During the 2008 Park Board goals discussion at the January Park Board meeting, staff was
directed to further refine the estimated project costs to complete the trail along the northern edge
of Clearwater Creek from Otter Lake Road to Hugo's trail system. The preliminary engineer's
estimate provided at the January Park Board meeting provided preliminary construction costs of
$21,000. This included mobilization, aggregate base, wear coarse, topsoil borrow, and silt fence.
• A recent on -site visit identified some issues that staff will need to further investigate:
• The wetland area north of the eastern portion of the proposed trail drains into Clearwater
Creek. We will work with RCWD to identify the number /size /locations of culverts so we
don't interrupt the flow.
• The eastern portion of the proposed trail appears to skirt possible wetland areas. We will
contact RCWD to explore options (ie. asphalt trail vs. boardwalk)
• The original proposed trail alignment was placed along the northern side of the pond
(directly east of Otter Lake Road). It appears that locating the proposed trail between the
pond and Clearwater Creek is a better option from an economic, environmental, and trail
user experience standpoint.
Staff will address these issues and report back to the Park Board for consideration. It is
anticipated that actual construction costs will exceed the preliminary estimated construction costs
discussed at January's meeting.

Subject: Final 2007 -08 Warming House Report
The 2007 -08 warming house and skating year was the finest season we've had in a number of years. We
opened all the rinks on December 13`h and we had very few closings once we got started this season. The
highlight was that for the first time in over three years we were open throughout the students holiday
break in December. Once that happened we were off and running for the season. The best news was that
we only had to close the rinks 7 days during the year. The rinks were open a total of 73 days and the
rinks stayed open until March 3`a
The Centennial Hockey Association continued using our rinks again this season for its supplemental
practices. They have continued to be a very respectful user group and they have talked about helping us
flood after hours at Birch and Sunrise Parks. Hopefully next year they will be able to put together a group
to make this happen.
One of the new services we provided this skating season was weekend ice cleanup and rink maintenance.
Part-time seasonal staff was up bright and early on Saturday mornings to sweep and clean the rinks at
Sunrise, Birch, and City Hall Parks. In past years the rinks would not be cleaned over the weekends
which created a bigger job on Monday mornings for Mike Hoffman and his staff. Cleaning the rinks on
Saturday mornings not only provided a nice service to resident skaters but it also helped not make quite as
large of job for Monday morning cleanup.
There were two accident reports turned in during the 2007 -08 season and one occurred at City Hall Park
and the other came from Sunrise Park. Neither of the injuries were serious as the child at City Hall Park
was cut above his eyebrow due to a high stick and injury at Sunrise was a cut on a thumb from a skate
blade. Both injuries were treated on site and were not serious. Our number of injuries at the rinks have
been down over the last few years and that is a trend we'd like to see continue.
The overall numbers for the skating season were up due to the great skating conditions. Our maintenance
staff did an outstanding job of preparing the rinks and getting them ready to be skated on. As always the
busiest rink was Sunrise Park and on many occasions there were kids waiting to skate right at 4:00 PM
when we opened. The numbers at Birch Park were much better this year and that was great to see. The
rink at City Hall Park continues to be open on a limited basis and has shown a steady group of skaters
over the last two seasons. I hear of more and more skaters going over to City Hall because they know it's
not quite as busy as Sunrise and Birch Parks.
In closing we had an outstanding skating season and the weather was very cooperative. We provided
great ice, a safe environment, and friendly staff which led to a fine season.

SUBJECT: April Parks Maintenance Update
Maintenance activities during an extremely busy April have included the following:
• Garbage collection at all parks. In addition, many of our parks were cleaned up by
volunteer groups as part of the Earth Day celebration. Their efforts are greatly
appreciated.
• Equipment maintenance and preparation for spring. Picked up mowers from water
towers (winter storage), convert Groundsmaster from winter machine to mower, service
and prepared all mowers for spring. Prepared JD4100 tractor for field grooming.
Inspected and serviced all trailers, weed whips and leaf blowers.
• Conducted prescribed burns at Town Center, Behms Park, and Centennial Middle School.
• Continued structural pruning of young park trees.
• Inspected all athletic fields.
• Athletic field layout:
- Layout of 10 soccer fields.
- Layout of one lacrosse field.
- Layout and grooming of 15 ballfields.
- Soccer fields are in the process of being painted. Goals and nets should be in place by
the end of the week.
• Assisted with Earth Day:
- Delivered and picked up picnic tables and popcorn popper to Wargo Nature Center.
- Picked up trash bags that were filled by volunteers.
• Swept trails, Rice Lake Elementary tunnel, debris from turf adjacent to parking lots,
ballfield infield/outfield edges.
• Irrigation startups — filled systems with water, checked for leaks, line breaks (have not
completed all systems).
• Shop work — organized parks loft areas. Fabricated hard hat rack, weed whip rack, and
hand tool rack.
• Pumped water from Clearwater Creek Park playground.
• Snow plowing as needed (parking lots and sidewalks).
• Building maintenance — painted Sunrise Park interior and bathrooms at Marshan Park.
• Pheasant Hills boardwalk — ramped up class 5 at both ends, bituminous will be installed
later this spring/summer.

• Received bare root tree order — began planting at Lino and Arena Acres Parks.
• Athletic field game preparation — so far 3 adult softball fields on Sunday, 4 on Monday
and Tuesday. Youth baseball and softball schedules have started to arrive so more game
preparations are on the way.
Those are the major highlights from April. Thankfully two of my seasonal staff are already on
board, which is good because I anticipate beginning to mow next week.

SUBJECT: February and March park Maintenance Update
Maintenance activity during the months of February and March includes:
• Rink maintenance — Rinks were officially opened on December 15 and our last
maintenance was performed on March 4th. This is by far the longest skating season
we've experienced in the last 15 years.
• Remove goals from rinks — Goals and nets were then evaluated for condition, nets were
removed and goal frames were repaired. Goals will be painted before next season and
many will receive new nets.
• Building maintenance — Bathrooms and shelters have been cleaned, garbage cans emptied
and rubber mats rolled up and stored for the season.
■ Sunrise warming house — Interior walls and ceiling have been painted.
• Equipment maintenance and repairs — Chain saws, line painter, weed whips, etc have
been maintained and repaired.
• Tunnel maintenance at Rice Lake Elementary School — The tunnel has become a
maintenance headache again this spring. As always, snow melting from the south side of
Birch Street runs into the tunnel where it is supposed to run through the tunnel to the
north and then drain into a ditch on the west side. A couple of problems with this
scenario: First, as the snow melt enters the tunnel it begins to refreeze as the temperature
inside the shaded tunnel is considerably colder than the temperature on the south facing
slope. Second, the north facing slope on the north side of Birch Street melts at a much
slower rate than the south side which often causes any runoff that does make it to the
north to be dammed up at the end of the tunnel. Well enough complaining, when the
tunnel is slippery we sand; when the ice is soft we scrape it out with our Toolcat, when
there is 4" of water on the north end we chisel a trench to allow it to drain. Job security I
guess. Well let's move on.
• Assisted the Streets Department with snow removal as needed.
■ Purchased siding and windows for Birch Park. We plan to complete the exterior and
painting before the summer playground program begins.
• Secured storage space in track building at Centennial Middle School (CMS), then moved
all football blocking dummies from Marshan Park building to CMS storage.
• Prepped wood duck boxes for spring nesting. In 2007, 33 out of our 52 boxes
successfully hatched approximately 185 ducklings
• Organized recreation supplies at Marshan Park building.
• Delivered and picked up bounce from YMCA.
• Picked up storage racks, pallet jack and break room table and chairs that were donated by
Accent Media.
• Pheasant Hills Boardwalk — construction was completed on February 12. Boardwalk is
barricaded off until we can match grade on both sides.
• Completed playground inspections and ordered replacement slide panel for Sunrise Park.
• Began structural pruning of all young park trees (trees planted in the last 10 years).
• Ordered bare root trees and athletic field supplies for spring projects.
• Attended safety and recertification training — Topics included: chain saw safety, right -to-
know, AWAIR, shade tree short course and sports turf workshop.
• Hired summer seasonal positions.
Those are the major highlights for February and March. Think spring.
