Park Board Meeting — January 7, 2008
Minutes
• The January 7, 2008 City of Lino Lakes Park Board meeting was called to order at
6:35 p.m., by Chair Lindy.

Roll call was taken; members present were Pam Taschuk, Pat Huelman, Bill Kusterman
and George Lindy. Members absent were Paul Montain and Katie Boyle.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM MAY 7, 2007 AND NOVEMBER 5, 2007:
Pat Huelman made a motion to approve the May 7, 2007 minutes. Seconded by Pam
Taschuk and approved. Pam Taschuk made a motion to approve the November 5,
2007 minutes. Pat Huelman seconded the motion and the minutes were approved.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
REQUEST TO PLACE MEMORIAL IN CLEARWATER CREEK PARK:
Rick told members that a letter from the "Neighbors of Clearwater Creek" requesting
that one of the park benches in Clearwater Creek Park be dedicated to the memory of
Brittany Nelson was included in the packet. He said the Nelson family at 6656 Tele
Lane lost their daughter when she was attempting to cross Highway 61 when she was
struck by an oncoming car. The neighborhood has raised over $500 for this endeavor.
Mr. DeGardner went on to say that in the past, city staff has worked with residents in
placing park benches along our trail system to serve as memorials, but have not
addressed the placement of memorials in our neighborhood parks.
He said that if the Park Board was comfortable with this request, city staff would work
with Mrs. Sylvander in coordinating the design and placement of a small memorial plate
on one of the benches near the playground area. Since the park bench has already
been installed perhaps the Park Board could designate the $500 donation for future
enhancements to Clearwater Creek Park (Le. landscaping).
Rick said that it is also imperative that the "Neighbors of Clearwater Creek" understand
that the City does not guarantee the safety /future replacement of the memorial. When
graffiti, vandalism, or the effects of the weather have a negative impact on the
memorial, it can be very upsetting to the individuals who made the memorial donation.
He will certainly inform Mrs. Sylvander of any circumstances that may arise in the
future.
Pat Huelman made a motion to approve the placement of a plate on an existing park
bench in Clearwater Creek Park and the $500 donation be used for future park
enhancements. The motion was seconded by Pam Taschuk and approved.

REVIEW 2007 PARKS AND RECREATION ACCOMPLISHMENTS:
Rick reviewed the memo included in the member's packets. He mentioned the
renovation work at Lino Park which included demolishing the park building, removal of
30 green ash trees, backstop, player benches and concrete pads. He also said
regrading and importing topsoil, installation of paved trail loop, irrigation system, seed
bed preparation and reseeding turf areas had been done. He said Recreation staff was
kept busy processing 3,916 program registrations.
REVIEW RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from December, 2007. He touched on the
new brochure look and format. The front cover is full color now! He talked about the
Secret Holiday Shop and Breakfast with Santa. He asked member's to review the
update and to contact him if there were any questions.
PARKS DEPARTMENT UPDATES:
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the
parks maintenance highlights for December.
OLD BUSINESS:

Pam Taschuk made a motion to accept the Park Board meeting dates as presented.
Bill Kusterman seconded the motion and the 2008 Park Board Schedule was approved.
9b. Discuss 2008 Park Board Goals:
Members were told that it is time to start thinking about the 2008 goals. Rick attached
an updated Park Dedication Fund Summary for member's to review. He said it was
again expected that $50,000 from the Dedicated Park Fund would be used to reimburse
the Area and Unit Fund for the debt to secure the land purchased in 1999.
Rick informed members that this item was discussed at the November's meeting but no
action had been taken. There was a general consensus from the Board not to
designate any specific projects for 2008 due to a low undesignated fund balance. Rick
said that there is $25,000 in the General Fund for trails again this year.
• Pat Huelman made a motion to proceed with the completion of the Pheasant Hills trail
and to consider the completion of the trail along the north side of Clearwater Creek from

the existing trail along Otter Lake Road to the existing trail at Elmcrest (City of Hugo
Trail System) based on figures staff would submit to the Park Board. Seconded by
Pam Taschuk and approved.
Pat told the Park Board that the Friends of the Park Foundation is disbanding and a
donation of a few thousand dollars will be given to the Parks Department for future
project(s).
New Business:
10a. 2008 Park Board Vacancies:
Rick took the opportunity to express his appreciation to the outgoing Park Board
Members for their service to the City of Lino Lakes.
Mr. Paul Montain has been a Park Board Member since 1996 and has provided city
staff and Board Members with a wealth of history and knowledge that has been
beneficial during his tenure.
Mrs. Katie Boyle served on the Park Board since 2002 and provided her knowledge and
a fair perspective on the recent development of the city's parks and trail system.
Mrs. Kathi Gallup is vacating her current Park Board position due to her recent election
to the City Council. Congratulations Kathi!
He said the city is accepting applicants for all advisory board vacancies until January
14, 2008. He asked that if members knew anyone interested in serving on the Park
Board to have them contact Dan Tesch or himself.
NEXT PARK BOARD MEETING:
The next Park Board meeting will be held on Monday, February 4, 2008, 6:30 p.m.

Park Board Meeting — February 4, 2008
Minutes
The February 4, 2008 City of Lino Lakes Park Board meeting was called to order at
6:40 p.m., by Chair Lindy. No action was taken on the agenda items as there wasn't a
quorum present.
Roll call was taken; members present were George Lindy, Bill Kusterman and Pat
Huelman. Members absent were Paul Montain, Pam Taschuk and Katie Boyle.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM JANUARY 7, 2008:
No action taken.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
REVIEW PROPOSED 2008 PARK DEDICATION FEE ANALYSIS:
Rick told members that staff has spent the last several months preparing the Park
Dedication Analysis Report to help determine whether any adjustments to the current
Park Dedication Fee Ordinance are warranted. The current Park Dedication Fee is
$2,075 per residential unit, and $2,175 per acre for commercial and industrial.
He explained the report in more detail at the meeting. He said he is interested in the
Park Board's comments and suggestions. Staff is also exploring the possibility of
incorporating an open space and /or recreation complex fee. It is anticipated that the
proposed ordinance will be going to city council within the next few months.
RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from January 2008. He touched on Snow
Day, Sweetheart Dance, Open Volleyball, Open Basketball and warming houses. He
said staff is currently working on the next brochure which comes out early March.
PARKS DEPARTMENT UPDATES:
Rick told the members the work on the Pheasant Park boardwalk was going along very
well. It is anticipated that Tree Trust will complete the project in February. He
responded to member's questions. Rick told members that staff is working on trail
clearing and rink maintenance.
OLD BUSINESS:
Members asked Rick if he had gone before the city council with the 2008 goals. He
said he is still working on this and will go before city council when he is finished.
• NEW BUSINESS:
There was no new business to discuss.

Park Board Meeting - May 5, 2008
Minutes
• The May 5, 2008 City of Lino Lakes Park Board meeting was called to order at
6:52 p.m., by Chair Lindy. Members welcomed Charles Evans, Richard Jensen, and
Matt Koehn to the Board. Mayor John Bergeson swore in Charles Evans, Richard
Jensen, and Matt Koehn.
Roll call was taken; members present were George Lindy, Pam Taschuk, Charles
Evans, Richard Jensen, Matt Koehn and Pat Huelman. Members absent was Bill
Kusterman.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM JANUARY 7 and FEBRUARY 4, 2008:
No action taken. These minutes will be on the agenda for June.

CLEARWATER CREEK TRAIL PROJECT UPDATE:
Rick said that during the 2008 Park Board goals discussion, at the January Park Board
meeting, there was agreement to have staff explore estimated costs to complete the
trail along the northern edge of Clearwater Creek from Otter Lake Road to the Hugo
trail system. The preliminary engineer's estimate that was provided at the Park Board
meeting consisting of mobilization aggregate base, ware coarse, and silt fence in the
total estimated amount of $21,000. He explained that a recent onsite visit has created
some issues that staff will explore. For example, the wetland area north of the eastern
portion of the proposed trail drains into Clearwater Creek. He will work with the Rice
Creek Watershed District to identify the number /size /locations of culverts so the flow
isn't interrupted. The eastern portion of the proposed trail appears to skirt possible
wetland areas. He will have to contact RCWD to explore options (i.e. asphalt trail vs.
boardwalk). Rick added that the original proposed trail alignment was placed along the
northern side of the pond (directly east of Otter Lake Road). It appears that locating the
proposed trail between the pond and Clearwater Creek is a better option from an
economic, environmental, and trail user experience standpoint. Rick told members that
this project has been in the works for several years. He added that Hugo is done and
priority has increased to finish this project. Staff will explore issues discussed at the
meeting and report back with more information for the Park Board to consider. Rick
told members that it is anticipated that actual construction costs will exceed the
preliminary estimated construction costs discussed at the January meeting.
NEW BUSINESS:
• 8a. Review 2007 -2008 Warming House Report:
Rick went over the memo that was included in the member's packets. He told the Park
Board that this was the best season since he's been working for the City of Lino Lakes.

Minutes
Rick said the warming house attendants took hourly counts and that was how the
attendance information for the report was gathered. The skating rinks were open until
March 3 for a total of 73 days. He also told members that associations were used this
year to help maintain the rinks over the weekends.
8b. Review Dedicated Parks Fund Balance Sheet:
Rick informed the board that he put the dedicated park fund balance sheet information
in the packets for the new members and to help keep the other board members current.
He went on to say that the report shows the amount of money designated for projects
and what funds were undesignated to be used.for future projects.
Rick explained that Tree Trust was contracted to do the work on the boardwalk and it
turned out very nice. He said they were very reasonable in price. Rick explained that
the Pheasant Hills trail has not been paved yet but should be done in the next month or
so. He told new members that this is the only project being worked on currently. Rick
said there is still work that needs to be done on the ponding area this spring and he will
keep the board posted as to cost and if there is any money left over.
Rick told members that $25,000 for trail maintenance comes out of the General Fund
8c. Distribute Updated Membership Roster:
A membership roster was distributed to members. Rick asked that they review their
information and let Sandie know if any corrections were necessary.
PARKS DEPARTMENT UPDATES:
Rick reviewed the February, March and April Park Updates. He told members that staff
did controlled burns at Town Center, Behm's Park and Centennial Middle School. Rick
also reported that staff continued structural pruning of young park trees. He said that
maintenance staff is maintaining 10 soccer fields, one lacrosse field and 15 ballfields.
He told members to read the information included in the packet and to contact him if
they had any questions.

The next Park Board meeting will be held on Monday, June 2, 2008, 6:30 p.m.

RE: Recreation Department Updates
Updates for the past several months have included the following:
• 2008 Football Season recently ended and we had 300 participants in our
program this year. On the field the Lino Lakes teams were very competitive
while our 5th grade Broncos, 6th grade Red teams captured championships.
• 2008 Soccer season recently ended and we had 425 participants in the program
this year. We had great weather and more players competing this season which
made this one of the most memorable seasons in recent memory.
• Floor Hockey Mini Camp just ended and we had close to 20 kids ages 4 -7
participating in Hockey development at Golden Lake Elementary
• Soccer Mini Camp is coming to the end of the fall season and we had 3 strong
classes with almost 30 participants in these classes.
• Fall Softball was a hit this year and we had Sunday night Co -Rec leagues, and
Monday and Tuesday Men's leagues. We had 23 teams competing this fall. The
Fur Trappers took home the Sunday Co -Rec crown while Blue Heron and Red
Savoy's Pizza Hugo took home Monday and Tuesday crowns respectively.
• The 11th Annual Turkey Shoot was a big success this year with 236 participants
enjoying the variety of games. A special thanks to our sponsors: Circle Pines
Lexington Lions, Forest Lake Area Athletic Association and Patriot Bank as well
the volunteers from local organizations that make the event run smoothly.
• Our fall programs filled up and many residents were able to enjoy dance, tae
kwon do and fitness classes.
• Upcoming events include Secret Holiday Shop on December 10th and 11th,
Breakfast with Santa on December 13th, Snow Day on January 24th and
Sweetheart Dance on February 6th.
• We are currently waiting for registrations to come in for winter session classes
and hoping for another season of good enrollment.

SUBJECT: Park Maintenance Update — May - November
WOW — has it really been 7 months since my last update? Sorry about that. I think I will just
give you a short month by month recap and I will try to get back to the monthly schedule starting
in December.
May:
➢ Athletic field maintenance and game preparation. (softball, baseball, soccer, and
lacrosse).
➢ Planted 40 bare root trees at various park locations.
➢ Completed irrigation system start ups and repairs.
➢ Cleaned up perennial and shrub beds and applied pre- emergent weed control.
➢ Renovated Birch Park Building exterior. Removed existing siding and windows,
replaced with new.
➢ Modified and painted three sets of soccer goals to accommodate quick clip net system.
➢ Memorial Day storm cleanup. Approximately two weeks of storm cleanup.
June:
➢ Fertilized approximately 45 acres of athletic fields and irrigated turf.
➢ Pheasant Hills Trail — Completed connections on both sides of new boardwalk Haul and
grade fill, blacktop on each side to existing trail, restore and seed edges.
➢ Playground inspections and repairs.
➢ Removed observation deck at Pheasant Hills.
July:
➢ Cleaned and re- mulched shrub beds and trees at Clearwater Creek.
➢ Trail pruning for side and overhead clearance.
➢ Replaced wooden planks on park benches at various locations.
➢ Weed control on trails.
➢ Organized, set -up and used new bucket truck.
August:
➢ Soccer and football field layout.
➢ Prime and paint Birch Park building exterior.
➢ Prime Sunrise Park building exterior.
➢ Playground inspections and repairs.
September:
➢ Painted Sunrise Park building exterior.
➢ Assisted Environmental Coordinator with Oak Wilt control (50 hours of vibratory
plowing).
➢ Repaired irrigation and seeded north end of Birch Park. (area was used as a temp. road
for hauling fill from east to development to the south. Developer was supposed to
restore, developer did not).
➢ Installed tree guards on young trees prone to deer damage. (antler rubs)
➢ Fertilized approximately 45 acres of athletic fields and irrigated turf.
➢ Core aerified and over seeded wear areas at school sites and park locations.
➢ Tear -off and re -roof buildings at Sunrise, Birch and Marshan Parks. All sustained storm
damage from Memorial Day storm. All work was contracted.
October:
➢ Ball field renovation — tilled infields and warning tracks.
➢ Irrigation blowouts and winterization. We now maintain 20 systems, 14 of which we
winterized ourselves, 6 sites are contracted.
➢ Installed approximately 180' of chain link fencing along east side of Rice Lake
Elementary. People were not crossing West Shadow Lake Drive at the crosswalk. A
couple of near miss accidents prompted the action.
➢ Installed two concrete pads and park benches at Sunrise Park playground.
➢ Weeded median beds at County Road 14 (east side near Hugo). Approximately 20 man
hours.
➢ Removed nets and goals from soccer fields.
➢ Athletic field repairs and over seeding.
➢ Trail repairs at Rice Lake Elementary.
➢ Fabricated, painted and installed window grates on Birch Park building.
➢ Clearwater Creek — installed emergency overflow swale in northeast corner of the park.
Cut and hauled fill, shaped swale and sodded.
November:
➢ Completed over seeding of athletic fields.
➢ Equipment maintenance, winterization and storage.
➢ Winter equipment preparation.
➢ Primed and painted hockey goals.
➢ Assisted Recreation Department with Family Turkey Shoot — repairs, loaded and
unloaded trailers, stored for season.
➢ Removed hazardous tree branch overhanging trail. (near Stagecoach Trail).
➢ Assisted with prairie burns.
➢ Removed dock at Country Lakes Park.
Those are the major highlights from the last seven months. It's time to get back to a monthly
update starting in December. I hope everyone has a Happy Thanksgiving.
