Members present were Bill Kusterman, Pam Taschuk, Richard Jensen, Pat Huelman and Matt Koehn. Members absent were George Lindy and Charles Evans. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Office Manager. APPROVAL OF MINUTES FROM JANUARY 7, FEBRUARY 4, and MAY 5, 2008: Pat Huelman made a motion to approve the January 7 and February 5, 2008 minutes. Seconded by Bill Kusterman and approved as written. Richard Jensen and Matt Koehn abstained from voting as they were not members of the board at that time. Bill Kusterman made a motion, seconded by Pat Huelman to approve the May 5, 2008 minutes. Minutes were approved. SETTING AGENDA: There were no changes to the agenda. OPEN MIKE: No one was present for open mike. NEW BUSINESS: a. Adopt 2009 Park Board Meeting Schedule Staff recommended the following 2009 Park Board meeting dates. Seconded by Richard Jensen and approved. Park Board Meeting — December 1, 2008 Minutes • RECREATION DEPARTMENT UPDATE: Rick discussed the number of people that were in the football and soccer programs. He told members that there 23 teams in the Fall Softball Leagues. He said that the 11th Annual Turkey Shoot was a success and that there were 236 participants this year. Members wanted to know how registration was going for fitness programs since the YMCA has moved in. Rick said fitness registration was a little slow but didn't know if it was because of the Y. He then talked about upcoming events in December and January. PARKS DEPARTMENT UPDATES: Rick talked about planting trees in various parks in May. He went on to say that the shelter exterior in Birch Park had been renovated. The roofs at Sunrise, Birch and Marshan Park had been re- roofed because of the storm in May. In June staff removed the observation deck at Pheasant Hills. Rick said 180' of chain link fence had been installed along the east side of Rice Lake Elementary. He said people were not crossing West Shadow Lake Drive at the crosswalk and there had been a couple of near miss accidents prompting this action. He told members that staff was currently flooding skating rinks with the hope that they will open the middle of December. A member questioned the use of fields and said they had heard from residents about people not cleaning up after themselves when using the park. The board also wanted to know about prairie burns. Rick responded to their questions. He told members to read through the updates and to contact him if they had any additional questions. • DISCUSS POSSIBLE 2009 PARK BOARD GOALS: Rick talked about the memo included in member's packets that outlined the goals from 2003 — 2008. He also included an updated Dedicated Parks Fund sheet that told members that the total undesignated funds were $92,597. Rick told members that in previous years $25,000 has been put into the General Fund for trails but this amount has been eliminated from the 2009 Budget. Members talked about extending the Otter Lake Trail to the Hugo Trail in the future. Rick said the trail would be about 1300' and the approximate cost would be $60,000. They asked Rick if the county trail was going to be connected to city hall. He said it is still anticipated that it would be done in 2009. • There was discussion about the next step for Lino Park, if any other parks were in dire need of playground equipment, what parks needed shelters, lighting in parks, and putting in tennis courts at Rice Lake Elementary School. Rick said installing tennis courts at the school would have to be a joint venture with the school district. Bill Kusterman made a motion that the 2009 Park Board Goals would consist of installing a shelter at Marshan Park. He also asked staff to inquire with the school district about putting a tennis court on or near the property of Rice Lake Elementary School. Richard Jensen seconded the motion and it passed unanimously. The park identified by the resident was Country Lakes Park. Most metro -area dog parks (except the City of Minneapolis) are operated at the county level. For example, Ramsey County Parks and Recreation provides four off -leash dog areas for area residents. Two are within very close proximity to the southern border of Lino Lakes. Otter Lake Dog Park (located 1/2 mile south of County Road J on Otter Lake Road), is a 10 acre site that is considered one of the best in the metro area. The second is a 13 acre site located at Rice Creek Regional Park on Lexington Avenue (located a few blocks south of Ash Street). Both of these parks have a variety of terrain including wide open areas that are suitable for a dog park. Project costs would typically consist of fencing the perimeter, signage, and trash receptacles. The first item for discussion for the Park Board is whether the City of Lino Lakes should explore a potential dog park located at one of our neighborhood parks. If so, then we need to identify and analyze potential locations, followed up by further discussion. The association owns a small parcel of property (located east of 6125 Foxtail Drive) consisting of two tennis courts. They have asked to be placed on the agenda to begin preliminary discussions to explore some potential partnerships relating to the future of this park area. We had over 180 receipts which was an increase of 170% from 2007. We made a profit of over $500 after all expenses. We were extremely busy the first night and were open past 7:00 and had to reorder gifts. The volunteers worked well with the participants and had a great experience. ■ Breakfast with Santa was once again a wonderful event. There were 150 people signed up and with 66 children enjoying a morning with Santa played by Officer Brandon Young. The crafts and wonderful food were a hit by everyone who attended. ■ In 2008 we sent out over 200 letters to local youth from Santa Claus. We received compliments from many parents about how excited the children get to receive these. • Snow day was held on one of the coldest weekend in January and in return numbers were much lower than last year with about 150 people joining us at Wargo Nature Center. • The Sweetheart Dance was only done in collaboration with Centennial Community Services this year. We had a great turnout of 69 children and many parents, who danced the night away. • Dance classes were once again a success this winter as well as Tae Kwon Do. We were also able to find a Cardio Kick Boxing Instructor and have started that class back up. • The Spring /Summer Brochure was completed and sent to print. We are anxiously preparing for another great summer season. Upcoming events include Earth Day, Kite Day and our Summer Playground program. • Soccer Mini -Camp had 3 winter sessions and we had a total of 24 kids enrolled and learning soccer skills. • Floor Hockey Mini Camp only had 1 session and 7 kids enrolled but it was a great session. ■ Adult Men's basketball has one week remaining in the regular season before the play -offs start. There are 2 teams tied for first place going into the final week. • Snack and Skate skating lessons just finished another successful season. We had a total of 39 • participants this season. • Spring /Summer softball registration is in full swing and all leagues are filling up nicely. When all the registration is completed we should have 30 total teams playing softball this spring and summer in Lino Lakes. Streets, parking lots, trails, and rinks clean them off, more snow, repeat the process. • Rink maintenance — In addition to all the snow, we also had plenty of cold which allowed us to build ice quickly allowing us to open rinks on December l5t . • Tied new netting onto hockey goals. • Building maintenance. • Equipment maintenance. • Inventoried and maintained wood duck houses. Approximately 125 wood ducklings jumped from 52 boxes placed throughout our park system. Thirty two of the 52 boxes had successful hatches. January: • Rink maintenance — Performed daily maintenance consisting of sweeping, blowing, shoveling and flooding of 4 hockey and 3 pleasure rinks located at Birch, City Hall and Sunrise Parks. • Plowing of streets, cul -de -sacs, parking lots, trails, sidewalks and rinks. • Attended Green Expo at the Minneapolis Convention Center. • Equipment maintenance as needed. • Building maintenance as needed. • Trail widening — With all the snow we received in December and early January we were running out of room to put it. We used our Toolcat with blower to widen the trails to create more snow storage. • Made new cut -outs for "Gobbler Games ". February: • Daily rink maintenance. • Building maintenance. • Structural pruning of young park trees. • Structural pruning and street clearance pruning of boulevard trees. • • • • Daily checks and maintenance of tunnel at Rice Lake Elementary. • Plowing of streets, cul -de -sacs, parking lots, trails and rinks as needed.
