Minutes
• The May 4, 2009 City of Lino Lakes Park Board meeting was called to order at 6:35p.m.
by George Lindy, Chair.

Roll call was taken; members present were Pam Taschuk, Richard Jensen, Charles
Evans, Matt Koehn, Bill Kusterman, George Lindy and Pat Huelman.
Also present were Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM MARCH 2, 2009:
Pam Taschuk made a motion to approve the March 2, 2009 minutes. Pat Huelman
seconded the motion and the minutes were approved at written.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
There was no one present for open mike.
PROPOSED EAGLE PROJET AT ARENA ACRES PARK:
Rick told members that Mr. Hunter Hallstrom approached the city to consider the
placement of a "pergola" type structure at Arena Acres Park for his Eagle Scout Project.
Included in Mr. Hallstrom's proposal (attached 5 -1 to 5 -7) is an aerial shot of the
proposed site, materials required, and schematic views from the top, side and front.
Mr. DeGardner gave the Board background of Arena Acres Park (519 Andall Street).
He said it is a one acre park consisting of two tennis courts, basketball court, and small
playground structure (attached 5 -9). This park has not been master planned.
The proposed project consists of using green treated wood. This simple design
consists of placing 6x8 boards spaced 1' across (attached 5 -4). Rick said we need to
be sure the end product is visually appealing and well constructed. He said perhaps Mr.
Hallstrom can consider designing a more visually appealing project such as the
example attached (5 -10). Rick said that since the city is ultimately responsible for the
end result we need to make sure that this project will fit our standards from an aesthetic,
on -going maintenance, and liability stand point.
Staff Recommendations
• Concrete slab extends one foot beyond all edges of the pergola.
• Cedar wood used instead of green treated.
• Consider more visually appealing design for pergola.
• Have Inspections Department review construction drawings.
Rick told the Park Board that the actual location can be determined on site with Mr.
Hallstrom. He added that this project will necessitate the removal of some brush which
staff can take care of. Staff can also take care of the concrete work, realigning the
playground border, and installing additional fibar (safety surface). He said that perhaps
the Park Board can consider dedicating some funds to help cover any increased costs

associated with providing a more elaborate structure. Hunter said that Home Depot
was willing to give him a discount on the materials and he would appreciate any funding
help and work that the city could do.
Park Board Members were wondering if adults would be helping with the project and
what skills they had. Hunter's dad responded that there would be adults helping and
they have carpentry and concrete experience. Hunter said the dirt work would be done
by other scouts and volunteers he was able to get to help with the project. His role in
the project is to find volunteers to do manual labor, fundraise and act as the project
manager. He doesn't necessarily do all the labor associated with the project.
Rick told Hunter that maintenance staff thought pine would be a better wood to use in
the project because it takes stain better and is more maintenance friendly. Rick gave
Hunter and the Park Board a cost breakdown of three different types of wood. He said
maybe the Board could allocate some money from the Park Dedication Fund to help off-
set the difference in price.
Pat Huelman said he would be willing to talk to Hunter about environmental issues
associated with this project. Such as building materials, wood rotting, etc.
The Park Board thanked Mr. Hallstrom for coming before them and told him he should
be proud of what he is trying to accomplish.
MOTION:
Pat Huelman made a motion that the Park Board accept the project proposal and that
Hunter should come before them again for final design approval. Pam Taschuk
seconded the motion and it was approved unanimously.
NEW BUSINESS:
There was no new business.
OLD BUSINESS:
Matt Koehn handed out an article about a dog park site in Blaine. He asked members
to read the article. Rick stated that he has not heard from Terry O'Connell since the last
meeting.
RECREATION UPDATE:
Rick reviewed the update included in the member's packets. He said spring classes
have begun and summer registration is underway with several classes already being
full. Staff has been hired for the summer programs. The next two events coming up are
Kids Garage Sale in May and Kite Day in June. The Gobbler Game cutouts are getting
a facelift and will be painted before the event in November.
2008/2009 WARMING HOUSE REPORT:
Rick said the skating season was great this year. The warming houses were open for a
total of 73 days and closed only 6 due to cold weather. He said the Centennial Hockey
Association continued to use the rinks this year and put together a small group of
parents that did some late night flooding. He talked about the number of skaters at the

rinks and the reasons for the change in numbers at Birch and City Hall Parks. He asked
members to contact him if they had any questions regarding the warming house report.
NEXT PARK BOARD MEETING:
The next Park Board Meeting will be June 1, 2009 at 6:30p.m.

Pam Taschuk made a motion to adjourn, seconded by Pat Huelman. The meeting was
adjourned at 7:04p.m.

SUBJECT: Highland Meadows Park - Land Sale Proposal
Mr. and Mrs. Judd (670 Arlo Lane) are interested in acquiring a 6' x 145' strip of parkland (Highland
Meadows Park) to provide the required setback for an addition to their garage.
Attachment A shows the existing layout of Highland Meadows Park. The original 4.6 acres of land
was dedicated to the city to fulfill park dedication requirements for the Highland Meadows West
development (cash was also received). Outlot B (.07 acres) of Highland Meadows West - 3rd Addition
was retained by the developer with the intent of selling the strip of land to the Judd's to create a
buffer between their home and the parkland. Final terms between the developer and the Judd's
didn't come to an agreeable conclusion so in 2002, the developer quit claim deeded Outlot B to the
City with no restrictions.
The total market value of Outlot B is $200. When contemplating the sale of city owned property, it's
important to be mindful of the inherent value of public land. Even if a very small segment of Highland
Meadows Park is going to be sold, the City needs to demonstrate a clear and substantial benefit to
the general public. Any financial benefit must provide for some significant enhancements
(landscaping, benches, etc) to Highland Meadows Park. If the City chooses to sell land to the Judd's,
staff estimates administrative fees to be around $1,000. This includes survey work, preparing new
legal descriptions, preparing legal papers, recording new deed with Anoka County, and publication of
the ordinance. The Judd's should be responsible for all associated costs incurred.
The City Charter language regarding sale of property is as follows: Section 12.05. Sales of Real
Property. No real property of the City shall be disposed of except by ordinance. The proceeds of any
sale of such property shall be used as far as possible to retire any outstanding indebtedness incurred
by the City in the purchase, construction or improvement of this or other property used for the same
public purpose. If there is no such outstanding indebtedness, the Council may by resolution
designate some other public use for the proceeds.
Staff is typically cautious recommending the sale of parkland. However, in this particular situation,
Outlot B was not part of the City's plan for this neighborhood park. Rather, it was a result of the
developer deeding Outlot B to the City after the original intent (selling it to the adjacent property
owner) didn't materialize. Selling the easternmost 6' of the Outlot B will have no effect on the
functionality of this park. Attachment B shows the master plan of Highland Meadows Park.
The Judd's will be present at the November 2nd meeting to address the Park Board.

RE: Department Updates
■ New this fall is Teen Fright Night, a collaborative event to bring more teen events to the area
with surrounding cities and YMCA. A full night of scary fun is planned complete with haunted
trail, dance, mad scientist guess table, ice cream bar and more!
■ Another new teen event this fall was the Teen Golf Tournament we had several youth from Lino
Lakes participant in this event and do fairly well. The tournament was played at Katehaven Golf
Course in Circle Pines.
• Youth instructional classes are still going strong this fall. We have full dance classes and added a
new Jazz Class. Tae Kwon Do is seeing an increase in numbers as new students are taking to the
martial arts.
• A new parent child class is being offered this fall called Fun Fall Art of Preschoolers. Currently we
have 4 children registered with their parents for a 6 session class that introduces preschoolers to
the world of art with the interaction of their parents.
• Gobbler Games cutouts have all received their facelift and are ready for the debut at the event on
Saturday, November 14, 2009 at Centennial Middle School.
• Cardio Kick Boxing is going strong with our instructor offering heart pumping workouts to 10
students each Monday and Wednesday night.
• Upcoming Events: Secret Holiday Shop, Breakfast with Santa, Letters from Santa, School's Out
Camps.
• Fall softball just finished up and we had 18 teams in our leagues. Sunday night Champions: Grass
Stains, Monday night Champions — Blue Heron, Tuesday night Champions: Trappers Shooters.
• We have 36 soccer teams playing in our league this fall with about 460 kids in the program.
• We held our annual Punt, Pass and Kick competition on Sunday, September 13. We had 20 boys
and girls participate. Winners advanced to the sectional competition in Burnsville on Saturday,
October 4, results are still pending.
• We have 17 football teams playing in our leagues with about 356 kids in the program.
• Fall fitness classes are in full swing.
• Floor Hockey Mini Camp has 10 participants enrolled in the fall session.
• Soccer Mini Camp has 18 participants enrolled in the fall session.

March 2009
• Repaired and made additional cut -outs for fall Gobbler Games.

• Prepped wood duck houses for nesting.
• H.R. Red Oak removal (city property).
April 2009
• Athletic field inspection and layout.
• Playground inspection and repairs.
• Country Lakes — installed dock.
• Equipment maintenance and changeover to summer equipment.
• Applied pre- emergent to landscape beds — Lake Drive, Town Center, Legacy, and
C.S.A.H. 14.
• Spring tree and shrub planting in parks. (40 trees and 60 shrubs)
• Spring fertilizer application.
• Irrigation start-up and repairs.
May 2009

Environmental Board Meeting Date: October 27, 2009
Topic: Joint Environmental Board /Park Board Meeting to Discuss The Pending
Emerald Ash Borer Issue.
Background: Emerald Ash Borer was introduced into this country in the year
2003 through shipments from Asia. It was found in Detroit and efforts to stop this
pest have failed. On May 14, 2009 the insect was found in the City of St. Paul.
Ramsey County is currently under a quarantine on the movement of all Ash
wood. A 15 mile radius of neighborhood watch zone or buffer (Attachment 1),
was established to monitor for the Emerald Ash Borer. As you can see Lino
Lakes is in this buffer area. Although no insects have been found in trap -trees or
purple traps, it is a matter of time before Lino Lakes will be faced with 3 choices:
1. The City can Remove all Ash trees that die
2. The City can remove and replace those Ash trees,
3. The City can treat Ash trees to prevent them from dying.
City Staff and Community volunteers have recently inventoried all Ash trees in
City Parks, in City street boulevards, and on Peltier Island where approximately
50% of the habitat trees for nesting Great Blue Herons are Ash. Results are
presented in (Attachment 2). For the most part, the City stopped planting Ash
trees after news - releases of the pest first started coming out in 2003
Mr. Rob Gordon, Executive Director of Arborjet, Inc. is here to talk to you about
the chemical treatment of Ash trees and has a wealth of information on the
benefit/cost of all options.
Analysis: City Staff would like direction from the City concerning the 3
options mentioned above. Since it is given that we will face this pest in the near
future, preparations and operations we can initiate now can save trees and
money.
