Park Board Meeting — November 2, 2009
Minutes
• The November 2, 2009 Park Board meeting was called to order at 6:38pm by Pat
Huelman.
Roll call was taken; members present were Pat Huelman, Bill Kusterman Charles
Evans and Matt Koehn. Members absent were George Lindy and Richard Jensen.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Department Office Manager.
There was a moment of silence for Pam Taschuk.
APPROVAL OF MINUTES FROM MAY 4, 2009:
Bill Kusterman made a motion to approve the May 4, 2009 minutes. Matt Koehn
seconded the motion and the minutes were approved as written.
SETTING AGENDA:
6c. Joint Powers Agreement with the Centennial School District was added to the
agenda under New Business.
OPEN MIKE:
No one was present for open mike.
• HIGHLAND MEADOWS PARK — LAND SALE PROPOSAL
Rick told members that Mr. and Mrs. Judd (670 Arlo Lane) are interested in acquiring a
6'x145' strip of parkland (Highland Meadows Park) to provide the required setback for
an addition to their garage.
Mr. DeGardner said Attachment A shows the existing layout of Highland Meadows
Park. He explained the original 4.6 acres of land was dedicated to the city to fulfill park
dedication requirements for the Highland Meadows West development (cash was also
received). He said that Outlot B (.07 acres) of Highland Meadows West — 3rd Addition
was retained by the developer with the intent of selling the strip of land to the Judd's to
create a buffer between their home and the parkland. Final terms between the
developer and the Judd's didn't come to an agreeable conclusion so in 2002, the
developer quit claim deeded Outlot B to the City with no restrictions.
Rick said the total market value of Outlot B is $200. When contemplating the sale of
city owned property, it is important to be mindful of the inherent value of public land.
Even if a very small segment of Highland Meadows Park is going to be sold, the city
needs to demonstrate a clear and substantial benefit to the general public. Any
financial benefit must provide for some significant enhancements (landscaping,
benches, etc) to Highland Meadows Park. He said if the City chooses to sell land to the
Judd's, staff estimates administrative fees to be around $1,000. This includes survey
work, preparing new legal descriptions, preparing legal papers, recording new deed with
Anoka County, and publication of the ordinance. He went on to say the Judd's should
be responsible for all associated costs incurred.

Minutes
Rick told members that the City Charter language regarding sale of property is as
follows: Section 12.05. Sale of Real Property. No real property of the City shall be
disposed of except by ordinance. The proceeds of any sale of such property shall be
used as far as possible to retire any outstanding indebtedness incurred by the city in the
purchase, construction or improvement of this or other property used for the same
public purpose. If there is no such outstanding indebtedness, the Council may by
resolution designate some other public use for the proceeds.
He said staff is typically cautious recommending the sale of parkland. However, in this
particular situation, Outlot B was not part of the City's plan for this neighborhood park.
Rather, it was a result of the developer deeding Outlot B to the City after the original
intent (selling it to the adjacent property owner) didn't materialize. Selling the
easternmost 6' of Outlot B will have no effect on the functionality of this park.
Attachment B showing the master plan of Highland Meadows Park was also included in
the packets.
The Judd's were present and told the Park Board their intent for the property and
answered questions. The Judd's proposed that the City sell Outlot B for $4,000. The
City would cover all fees and keep the rest.
After further discussion Bill Kusterman made a motion to sell a 10x145' strip of land to
the Judd's at a price of $2,000 plus $1,000 for administrative costs. The motion was
seconded by Charles Evans and approved.
NEW BUSINESS:
6A. Determine 2009/2010 Skating Rink Locations and Hours
Rick reviewed the memo that was in the members packets. Rick said the warming
houses would have the same hours as last year. Mr. DeGardner responded to
questions asked by Park Board Members about posting hours at the rinks and using
volunteers instead of paid staff. He said the hours are posted at the rinks and
volunteers are not as dependable as paid staff. He went on to say that in the past an
organization has helped with cleaning and flooding. Brian is waiting to hear from them
to see if they are interested in helping out again this year.
6b. Adopt 2010 Park Board Meeting Schedule
Staff recommended the following 2010 Park Board meeting dates. Please note the

Minutes
6c. Joint Powers Agreement with Centennial School District
Rick said the Centennial School District has been notified of the cancellation of the
Joint Powers Agreement (JPA) between the City and the Centennial School District.
He said that the city is waiting to see what the school district is going to propose for the
cost of using indoor and outdoor facilities.
Rick also said that the budget has not been completed yet but it is proposed that there
would not be any seasonal staff within the Parks Department Budget in 2010.
Staff will keep the Park Board up to date on this issue.
OLD BUSINESS:
There was no old business to discuss.
UPDATES:
8a. Recreation Update
Rick said Gobbler Games (formerly named Turkey Shoot) is scheduled for Saturday,
November 14 at the Centennial Middle School. He also stated that there were 36
soccer teams this fall for a total of 460 kids and 17 football teams totaling 356 kids in
the football program.
• He asked members to review the update and contact him if they had any questions.
8b. Park Update
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the
maintenance highlights for March through October 2009. Rick noted that the Marshan
Building is getting upgraded with new siding, windows, and gutters. Again he asked
members to contact him if they had any questions after reading the update.
OPEN DISCUSSION:
Pat Huelman talked about the joint meeting with the Environmental Board pertaining to
the Emerald Ash Borer. He stated that the meeting was very interesting and
informative. He talked about chemical treatment, how critical timing is and that a
decision needs to be made about where to put resources. (i.e. parks, boulevards or
residential trees.) It is very important that residents are educated on this issue.
Rick told members that 2010 goals will be put on the next meeting agenda.
Members talked about putting a memorial of some type in Marshan Park dedicated to
Pam Taschuk. She was on the Park Board for 15 years and they thought it would be a
nice gesture.
NEXT PARK BOARD MEETING:
Acting Chair Huelman advised the next Park Board meeting would be held on Monday,
December 7, 2009 at 6:30 pm.

RE: Department Updates
• The 10th Annual Snow Day was a huge success this year with approximately 450 participants taking part in the
winter activities. The event was planned in collaboration with Blaine and Anoka County Parks and Recreation
Departments.
• The Sweetheart Dance was enjoyed by 56 preschoolers who brought along a special someone to enjoy music,
crafts and snacks. Centennial Community Services was also a part of this annual event.
• Fitness classes have been going strong, and we introduced a new class called Latin Cardio Dance this spring and
the participants are anxious to see it back this fall.
• School's out camps were held over winter break in collaboration with Shoreview, Blaine, Arden Hills Parks and
Recreation Departments and Centennial Community Services. The participants enjoyed theme days as well as a
day trip the Science Museum to see the Titanic exhibit.
• Registration for spring /summer programs are off to a great start, it looks like we will have another successful
season of programming for the residents of Lino Lakes.
• Special Events to come throughout spring and summer months include:
o Kid's Garage Sale — May 8th at Centennial Middle School, 8:30 — 11:30 a.m.
o Kite Day — June 5th at Lino Park 10:30 — 11:30 a.m. with demonstrations from the MN Kite Society.
o Puppet Shows in the Park — 4 different show dates at local parks, free puppet shows with refreshments
and crafts for the kids.
• Men's Basketball League just finished its season. The A Squad won the regular season championship and the
Shane Express team won the tournament with an impressive undefeated run in the tournament. We had 6 teams
in the league this year.
• Co -Rec Indoor Soccer league is underway at the Centennial Sports Arena, we have 6 teams in the league this
year.
• Mens and Co -Rec softball registration has concluded for the Spring /Summer league and we had a total of 29
teams which fills our leagues to capacity.
• Floor Hockey Mini -Camp just finished a week ago. We had 16 four and five year old participants in the six week
floor hockey camp.

SUBJECT: Winter 2009 — March 2010 Park Maintenance Update
A brief summary of maintenance activity from winter 2009 through March 2010.
o Birch Street Well House — In November we insulated and heated the garage portion of
this well house. This created some much needed heated storage for some of our
equipment which would otherwise sit in cold storage.
o Equipment Maintenance and Change Over— Performed maintenance and stored all
summer equipment. Maintained and prepped all winter equipment. Changed Grounds
Master from mower to winter blower -broom combo.
• o Established then performed daily maintenance to four hockey and three pleasure rinks
•
located at Sunrise, Birch, and City Hall Parks.
o Performed maintenance and prepped approximately 60 wood duck houses for spring
nesting. Approximately 150 ducklings were hatched from these boxes in 2009.
o Assisted Public Works with snow removal throughout the winter.
o Garbage collection throughout all parks.
o Building maintenance and cleaning.
o Marshan Park Building — Boxed in, painted and trimmed all windows that were installed
in October 2009. (completed interior March 2010)
o Attended pesticide recertification and tree inspector recertification training.
o Pruned over 500 boulevard trees. Pruned all boulevard trees in Bluebill Ponds, Highland
Meadows, Sunrise Meadows, Sunnygate, Cinnamon Teal Court, Hawthorn Road and
South Trappers Crossing.
o Inspected all playgrounds.
Those are the main highlights from the winter of 2009. Currently we are in the process of
gearing up for the spring.

SUBJECT: Highland Meadows Park — Land Sale Proposal
The agenda item discussed at the November, 2009 Park Board meeting related to the sale of a
strip of land adjacent to Highland Meadows Park has been finalized. At the November 23, 2009
City Council meeting, the City Council approved the sale of Outlot B for $4,000 with the
following conditions:
• The property that is sold be combined with the Judd's existing parcel.
• The City retains a drainage and utility easement covering the western five feet of the
newly combined property.
• All related expenses will be the responsibility of the City.
The legal process was recently completed including the City receiving a check for $4,000. The
City Council agreed that any proceeds from this transaction be used to provide enhancements to
Highland Meadows Park.

SUBJECT: Discuss 2010 Park Board Goals
The Park Board and City Staff typically discuss potential Park Board Goals in December or
January for the upcoming year. Enclosed is a summary of the Park Dedication Fund (as of
March 29, 2010). In 2009 park dedication fees from residential and commercial development
were $0. With the lack of development there are very limited dollars available to provide
improvements throughout our parks and trails system.
At this time City Staff does not recommend any 2010 Park Board Goals. If any significant Park
Dedication Fees are received later this year, the Park Board can revisit this issue.

Subject: Final 2009 -10 Warning House Report
The 2009 -10 warming house and skating season provided another great season of ice conditions and
skating. We opened all the rinks on December 19th and we had very few closings once we got started this
season. We had a good winter break of skating however we had 2 warm days and were closed during that
time. The best news was that we only had to close the rinks 7 days during the year. The rinks were open a
total of 71 days and they closed on March 1st. This was third straight year we stayed open into March.
The Centennial & Forest Lake Hockey Association's used our rinks again this season for their outdoor
practices. The City and the youth hockey groups have worked in cooperation over the years to make this
system very workable. This season went well for the most part however we did have a few problems with
the locking of the building on a few nights. My plan is to set up a preseason meeting next year with the
hockey associations to re- educate them of our policies and procedures.
We continued our weekend rink cleaning program and that certainly makes a big difference for the
weekend skaters. With heavy traffic at places like Sunrise Park it's very important that we keep the rink
swept on the weekends. Again part-time seasonal staff was up bright and early on Saturday and Sunday
mornings to sweep and clean the rinks at Sunrise, Birch, and City Hall Parks.
We had the best year we've ever had as far as injuries were concerned; no accident reports were turned in.
We had nine rink attendants this season and seven of them were returned from past years so I'm hoping
that stability helped reduce dangerous situations at our rinks! The injuries at the rinks have continue to
lesson over the past few years and I believe the staff has done a great job of enforcing rules and
regulations at the rinks.
The overall numbers for the skating season were comparable to last year. Birch Park continued its slight
downward trend and City Hall's numbers were slightly up again. City Hall has continued to gain some
momentum the over the last 2 years and users are starting to skate there again. As always the busiest rink
was Sunrise Park and on many occasions there were kids waiting to skate right at 4:00 PM when we
opened.
In closing we had another outstanding skating season and the weather was very cooperative again this
year. Our rink staff was excellent and our maintenance staff continues to do a great job getting the rinks
ready to be skated on.

SUBJECT: Block Party Wagon Program Discontinued
In 1999 the Circle -Lex Lions Club graciously donated a trailer for the Block Party Wagon
Program. The party wagon was equipped with a variety of equipment. The department's goal in
implementing this program was to encourage neighborhood residents to organize block parties to
provide an opportunity for people to get to know their neighbors.
The Block Party Wagon program was very successful the past eleven years. Due to the
elimination of all parks temporary staff this program has discontinued. The Circle -Lex Lions
Club plans on retaining ownership of the trailer to use for some other purpose, or possibly sell it.

SUBJECT: Centennial School District Field Rental Update
Due to budget considerations for 2010, there were several personnel reductions throughout
various City departments. In addition to the elimination of five FTE staff, funding for all parks
temporary staff was eliminated. In September, 2009 when staff was fairly certain that these staff
reductions were becoming a reality, the Centennial School District (CSD) was notified of the
City's intent to no longer maintain the outdoor fields at Rice Lake Elementary, Centennial
Middle School, and Blue Heron Elementary.
• The (CSD) has since changed our priority listing classification related to the District's Facility
Use Policy number 2060. In addition, the CSD is in the process of creating a Field Rental Policy
for all user groups including the City and youth sports associations. Staff will provide the Park
Board with this Field Rental Policy as soon as the CSD finalizes this policy.
