Park Board Meeting — April 5, 2010
Minutes
Rick welcomed newly appointed Park Board member Byron Roland and re- appointed
members Pat Huelman and Richard Jensen.
Mayor Reinert swore in members Roland, Huelman and Jensen.
The April 5, 2010 City of Lino Lakes Park Board meeting was called to order at 6:30p.m.
by Chair Lindy.
Roll call was taken; members present were Charles Evans, Byron Roland, Matt Koehn,
Richard Jensen, Bill Kusterman, George Lindy and Pat Huelman.
Also present were Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM NOVEMBER 1, 2009:
Pat Huelman made a motion to approve the November 1, 2009 minutes. Bill Kusterman
seconded the motion and the minutes were approved as written.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
There was no one present for open mike.
REVIEW RECREATION DEPARTMENT UPDATE:
Rick reviewed the update included in the member's packets. He talked about Snow
Day, Sweetheart Dance, Fitness Classes and School's Out Camps.
He said registration is currently going on and it looks like we are off to another
successful season of programming for the residents of Lino Lakes.
He told members that upcoming events include Kids Garage Sale and Kite Day. Also
this summer there is going to be a new event called Puppet Shows in the Park. There
will be four different show dates at local parks, including a free puppet show with
refreshments and crafts for kids.
Rick mentioned that there are 29 teams in the Summer Men's and Co -Rec Softball
Leagues and 6 teams in the Co -Rec Indoor Soccer League.
REVIEW PARK DEPARTMENT UPDATE:
Rick talked about wood duck boxes, rink maintenance, equipment maintenance, cutting
and pruning of trees and staff helping the Street Department snowplow.
He asked members to look over the Park Update and contact him if they had any
questions.
A member asked if the Boy Scout project had been completed in Arena Acres Park.
Ricks said the project has been completed and the City has signed off on the project.

Rick added that it looks great and asked if Member Huelman could take a look at it and
0 tell him if there needs to be any sealing performed.
OLD BUSINESS:
8a. Highland Meadows Park — Land Sale Proposal
This item was on the agenda for the November, 2009 Park Board meeting. Rick said at
the November 23, 2009 City Council meeting, the City Council approved the sale of
Outlot B for $4,000. The City Council stipulated that the property be combined with the
Judd's existing parcel, the City retains a drainage and utility easement covering the
western five feet of the newly combined property and that all related expenses be the
responsibility of the City.
Rick told members that any remaining dollars, after expenses are paid, would be put in
the Park Dedication Fund to provide enhancements to Highland Meadows Park.
8b. Discuss 2010 Park Board Goals
Rick reviewed the 2010 Park Dedication Fund Balance form included in the member's
packets. For the benefit of the new member he explained what the designated,
undesignated and remaining fund balances on the form meant. He said that the Park
Board should look at the balances again mid -year to see if any additional funds have
come in and to reassess the spending of the money.
Rick responded to questions about the Area and Unit Fund re- imbursement plan, if
there was money in the General Budget for trail maintenance and the placement of a
memorial at City Hall or Marshan Park dedicated to former board member Pam
Taschuk.
NEW BUSINESS:
9a. Review 2009 -2010 Warming House Report
Rick went over the Final 2009 -2010 Warming House Report that Brian Hronski prepared
for the packet. The rinks opened December 19, 2009 and closed on March 1, 2010. In
general it was a great year for skating this year. The rinks were closed very little
because of snow and warm or cold temperatures.
He talked about the Centennial and Forest Lake Hockey Association's use of the rinks
for practice, weekend rink cleaning and the low amount of accidents this season.
He asked that the participation numbers for City Hall Park be reviewed this fall to see if
there needs to be an adjustment of hours made for the 2010 -2011 winter season.
9b. Block Party Wagon Program Discontinued
Mr. DeGardner explained that in 1999 the Circle -Lex Lions Club graciously donated a
trailer for the Block Party Wagon Program. The party wagon was equipped with a
variety of equipment. The department's goal in implementing this program was to
encourage neighborhood residents to organize block parties to provide an opportunity
for people to get to know their neighbors.
The Block Party Wagon program was very successful the past eleven years. He
explained that due to the elimination of all parks temporary staff this program has been

discontinued. The Circle -Lex Lions Club plans on retaining ownership of the trailer to
• use for some other purpose, or possibly sell it.
9c. Centennial School District Field Rental Update
Rick said due to budget considerations for 2010, there were several personnel
reductions throughout various City departments. In addition to the elimination of five
FTE staff, funding for all parks temporary staff was eliminated. In September, 2009
when staff was fairly certain that these staff reductions were becoming a reality, the
Centennial School District (CSD) was notified of the City's intent to no longer maintain
the outdoor fields at Rice Lake Elementary, Centennial Middle School, and Blue Heron
Elementary.
The (CSD) has since changed our priority listing classification related to the District's
Facility Use Policy number 2060. In addition, the CSD is in the process of creating a
Field Rental Policy for all user groups including the City and youth sports associations.
Staff will provide the Park Board with this Field Rental Policy as soon as the CSD
finalizes this policy.
Rick explained that since the Park Board Packets were delivered to the members he
has heard that the CSD will not be charging fees to associations but will only mow fields
on a weekly basis. He will be trying to find out about softball field dragging and daily
maintenance. He will also find out about soccer net placement, staking etc. because of
safety issues.
Members asked what the 2060 Policy was and how often the city had been mowing the
ball fields. Rick responded that the 2060 Policy refers to the policies and fees related
to the rental and use of school district facilities. He added that the city had been
mowing on an average of 2 -3 times every 2 weeks.
Members also wanted to know what we would be charged now to use the facilities.
Rick said that the city has not been notified of any fees for using the CSD indoor
facilities. He will keep the Park Board informed on this issue.

The next Park Board Meeting will be May 3, 2010 at 6:30p.m.

SUBJECT: Consider 2011 Park Board Goals
Attached is the 2010 year end Park Dedication Fund Summary. As you can see there
was very limited activity. There are currently $25,802 of undesignated funds. The Park
Board has the option to recommend a 2011 Park Board goal to the City Council, or to
determine the use of the undesignated funds at a future time.
One project for consideration is a new park shelter at Sunrise Park. In July, 2010 Park
Shelter #2 at Sunrise Park was damaged during a storm resulting in several roof panels
needing replacement. In addition, the existing support posts and concrete pad have
deteriorated over the past 25+ years.
There is an additional park shelter (Park Shelter #1) near the main parking lot. This
park shelter is also 25+ years old and is in rough shape (damaged roof, rusted posts,
and heaving concrete pad). Sunrise Park is by far the most heavily used city park in
Lino Lakes.
Staff is recommending to completely remove Park Shelter #2 and replace Park Shelter
#1 with a new shelter. Estimated costs for a new park shelter are $25,000, including
materials, installation, concrete slab, and footings. Insurance coverage for the damage
to Park Shelter #2 amounts to $6,000 which could be applied toward the purchase of a
new park shelter. With the summer playground program starting mid -June and the
Family Corn Roast and Community Night scheduled for July 28, staff suggests that we
proceed quickly if the Park Board determines that this should be a 2011 Park Board
Goal. If so, staff would forward the recommendation to the City Council for approval.

RE: Department Updates
• The 2010 Playground season was a huge success with about 400 children participating. We had fun
theme weeks, visits from firefighters, police officers and naturalists. Staff was top notch this year and
we look forward to having many back with us for the 2011 season.
• The Preschool Program went great in 2010 as well, with 33 children enrolled. Preschool Playtime
followed the same themes weeks as playgrounds and got visits from firefighters, police officers and
naturalists as well.
• A series of Puppet Shows was new in the summer of 2010 we had a total of four shows at
neighborhood parks. Over the four nights we had 300 people enjoy a performance. Each night
included a 30 minute puppet show, popcorn and lemonade as well as a craft project for the children.
Shoreview Parks and Recreation was kind enough to partner with us on this program and are doing so
again for the 2011 series.
• The art camps that we offered this summer were very popular. Programs ran Monday — Thursday for
two hours each day during the weeks following the playground and preschool playtime programs. We
offered two preschool classes with a total of 25 participants. We offered two school age programs and
had a total of 27 participants
o For 2011 we are looking at offering one more art camp as well as a science camp.
• Special Events:
o Safety Camp was held in August in collaboration with Centennial Fire District, Lexington Fire
Department, Lino Lakes Police Department, and Centennial Lakes Police Department with 114
fourth graders in attendance. It was an extremely hot day but the children learned valuable
information and were able to cool off under the fire truck hoses.
o Gobbler Games was in its 13th year this November. This free family event had 300 participants
enjoy a morning of friendly family competition.
o Our Secret Holiday Shop held at Lino Lakes City Hall allowed 130 children to shop for "secret"
gifts for their family and friends.
o Breakfast was Santa was held at the Lino Lakes Senior Center this year and it worked out great.
We had a sold out breakfast and had good attendance despite the great blizzard of 2010 that
took place that morning.
o "Santa" sent out over 200 letters this year as part of our annual Letters from Santa program.
•
• Up Coming Special Events:
o Snow Day is being held, Saturday, January 29 at Wargo Nature Center. This free family event is
put on in collaboration with Anoka County and Blaine Parks and Recreation Departments.
Refreshments, arts and crafts, live animal show and variety of outdoor recreation activities are
provided for families to enjoy.
o Sweetheart Party will be held Friday, February 4 at Centennial Middle School for children ages
7 and under with their parents. Approximately 100 children are expected to attend from Lino
Lakes, Blaine and Centennial Community Services.
o Kite Day on June 4. This annual end of the school celebration will take place a Rice Lake
Elementary and hopefully good kite flying weather will be in store for this free family event.
o New special events that will be taking place in the coming months include:
• Princess Party on March 4. We are spending the night making wands, tiaras, necklaces
and putting on our own fashion show. This event is for children ages 7 and under and
their parents.
• Super Hero Boot Camp on April 2. There will a variety of carnival games for the super
heroes and their families to complete. Participants are encouraged to come dressed as
their favorite super hero.
• Spring Fling on April 15. We are kicking off spring with a free egg hunt for children ages
11 and under. We hope to use this as another avenue to promote our summer
programs.
• Family Corn Roast and Community Night on July 28. We are excited to offer this one of
a kind family event. We will have live music, a magician, arts and crafts, bounce house
and concessions for families to enjoy.
• The Lino Lakes Senior Center is fitting well into the parks and recreation department. Our first set of
trips are filling up nicely and we have great trips planned for the spring and summer months. Weekly
groups are still meeting at their regular times and enjoying the opportunity to have a place to gather.
• Tae Kwon Do, Dance Classes, Cardio Kick Boxing, Latin Cardio Dance and Toss, Kick and Catch are still
going strong with a core group of followers and new participants joining as well.
• The Spring /Summer brochure should be out in homes by mid - February with registration beginning in
March.
• Baseball Skills camp was a success we had 7 kids participate in the April class.
• Cougar Soccer Camp was a big hit again....we had 50 kids participate in the one week camp.
• Baseball Camp was a great success...we had 60 kids participate and we had great weather.
• Our tennis program ran from mid June until the end of July with about 200 total participants in the
summer tennis program.
• Our youth golf academy filled up again this past summer and we had 50+ youth golfers taking
instruction from Phil Biesanz.
• Our Fall Flag football was a success. We had 25 kids playing flag football and we had 4 fathers
volunteer as coaches. This class met for 4 weeks on Tuesdays and Thursdays.
• Our Fall Youth Soccer program has been holding steady with about 350 participants and 75 volunteer
coaches. We had programs at the U6, U8 Boys and Girls, and U10 Boys and Girls programs. We had an
end of the season tournament for the U10 division.
• Our Fall Football program continues to grow...we had 350 kids in the program, 18 teams, and 60
volunteer coaches. The 2011 season will feature new uniforms.
• Men's Basketball is in full gear, we have 5 teams this year. Regular season ends in mid -Feb with the
double elimination tournament concluding in Mid - March.
• Snack and Skate Skating lessons have started and we have approximately 25 kids taking lessons on
Saturdays at Sunrise Park.
• Hockey Skills Class has started as well. We have 8 kids taking the hockey skills class at Sunrise Park.
• Warming Houses and Skating rinks have been open since Dec 10th. Ice conditions have been ok due to
all the snow we've had. We have rinks and warming houses at Sunrise, Birch, and City Hall Park.
• Fitness Classes have started; we are opening Intro to Comfort Yoga, Comfort Yoga, Complete Fitness,
and Core Potential. We have 33 participants in the fitness classes.

Puppet Shows 2010 Recap
Our first go at puppet shows went awesome with many thanks to Shoreview Parks and
Recreation. They were generous enough to loan us their wagon for our four shows as
well as their experienced staff. I thought the shows were excellent and well thought.
They interacted with the children and kept them in engaged the whole time. We served
popcorn and lemonade for free at each of the shows. After each show there was a craft
for the children to do. I had some of my summer staff help me at the shows and it
worked great. Included in this recap are some details of our puppet show series this
summer.
First show — June 23 at Country Lakes Park
Total attendance: 60 people.
It had been cloudy and rainy all day, but skies cleared just in time for the puppet show.
I love the location and I think it is a park that not many people know about. Generator
worked great to provide power for popcorn machine and sound system.
Second show — July 14 at Sunrise Park
Total attendance: 47 people
It was hot and humid with severe storms have just passed through earlier in the day.
Good location being right in a neighborhood.
Third show — July 28 at Clearwater Creek Park
Total attendance: 140 people
It was a beautiful night for a puppet show. We had residents starting to arrive 30
minutes prior to the start of the show. Since there are so many houses surrounding the
neighborhood we were able to attract a large crowd.
Fourth show — August 21 at the Community Green, as part of Blue Heron Days
Total attendance: 50 people
Decent turnout was expecting more but with so many other activities going on it was
hard to draw a large crowd. Location wasn't the best being right next to the bounce
castles.
Advertising included: Quad Community Press Calendar, Electronic sign on Lake Drive,
Facebook, Brochure and flyers to playground participants.
Staffing: Each show had at least 2 staff, but I had 3 for Clearwater Creek as I was
expecting a bigger crowd that night. For the final show I had a third staff as well as my
husband partake as puppeteers because Shoreview didn't have enough staff.
Crafts: Crafts for the show played off the storyline from the puppet show and were
something simple that children of all ages could complete. Crafts for the most part used
supplies available at Marshan and were meant to take only 5 — 7 minutes to complete
since there were usually a lot of children that wanted to do the craft and limited space.
• Budget: Expenses for each show included Lino Lakes seasonal staff, refreshments and
$135 for the Shoreview staff and Puppet Wagon.

SUBJECT: Spring 2010 — January 25 -, 2011 Park Maintenance Update
2010 was a challenging year maintenance wise. With the loss of most seasonal staff and the two
weeks of imposed furloughs, getting things done in a timely manner definitely was difficult at
times. Throw in a couple of storm events (July and October) and a real winter with lots of snow
and snow events and it should become apparent that the last year has definitely kept us busy.
A quick summary of maintenance activity from April 2010 through the present.
Spring
• Landscape beds — The last few years we have acquired a large number of perennial and
shrub beds throughout the city. Median beds at Lake Drive (between Town Center
Parkway and Apollo Drive), County Road 14 (between Otter Lake Road and Elm Crest)
and the Legacy site have added over 50 new beds that we are required to maintain. Each
spring we clean the beds and apply a pre- emergent chemical to reduce weed seed
germination. Throughout the summer we spot treat with Glyphosate to kill the weeds not
controlled by the pre- emergent. Many of these beds are irrigated so repairs are necessary
from time to time. One thing that we will have to do in the future is to top dress the beds
with fresh mulch.
• Spring irrigation system start ups and repairs.
• Spring field layouts, painting and daily game preparation.
• Marshan Park building landscaping. With the new windows and siding installed in the
fall of 2009 we thought we needed to upgrade the planting around the building. Many
old shrubs were either removed or moved to a new location. Beds were re- edged, new
shrubs installed and fresh mulch applied.
• • Spring fertilizer applied to all irrigated turf.
• Mowing, trimming and garbage collection as needed.
• Fire Station landscaping — Work involved tree and stump removal, removal of old rock
mulch, bed preparation including installation of concrete edger border, installation of new
shrubs, installed fresh mulch, repaired damaged irrigation system and graded and seeded
where needed.
Summer
• Playground inspections and repairs.
o Replaced vandalized spiral slide at Birch Park (insurance claim).
o Replaced two damaged 90° curved slides at Birch Park.
o Replaced rope climbing wall at Behm's Park.
o Replaced rope climbing wall at Marshan Park.
• July Storm Cleanup.
o Removed storm damaged trees and branches from city streets, trails and parks.
o Sunrise shelter #2 roof damage - removed tree and removed damaged roof.
(insurance claim).
Fall
• Fall soccer and football field layout and painting. Moved and anchored soccer goals.
• Poured concrete pad and installed memorial bench along trail in South Reshanau Lakes
Estates Development.
• Installed three dog -i -pot pet stations.
o Timberwolf Trail — city trail connecting with regional park.
o South Reshanau Lakes Estates Trail.
o Behm's Park.
These are being heavily used and we have received many positive comments from
dog owners.
• Ballfield improvement projects.
o Sunrise #1 - edged and graded infield. Replaced 1St and 3rd out of play fence with
new.
o Sunrise #2 - replaced 1St and 3rd out of play fence with new.
o Sunrise #4 - replaced 1st and 3rd out of play and players bench fencing. Installed
fence guard underneath.
Winter
• Hockey rink repairs.
• Daily rink maintenance, sweeping, blowing, shoveling and flooding.
• Snow plowing of city streets, trails, sidewalks and parking lots.
• Equipment maintenance and repairs.
• Building maintenance and repairs.
Those are the major highlights of 2010 and January 2011.
