Minutes
• The Monday February 7, 2011 City of Lino Lakes Park Board meeting was called to
order at 6:40p.m. by Acting Chair Pat Huelman. Members present were, Byron Roland,
Richard Jensen, Pat Huelman, Charles Evans and Matt Koehn. Members absent were
George Lindy and Bill Kusterman.
Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public
Services Office Manager.
APPROVAL OF MINUTES FROM APRIL 5, 2010:
Matt Koehn made a motion to approve the April 5, 2010 minutes. Seconded by Charles
Evans and approved as written.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
5. Review and Adopt 2011 Park Board Meeting Schedule
Staff recommended the following 2011 Park Board meeting dates. Please note the

Seconded by Matt Koehn and approved as presented.
6. DISCUSS POSSIBLE 2011 PARK BOARD GOALS:
Rick reviewed the 2010 year end Park Dedication Fund Summary. He told members
there was very limited activity. There is currently $25,802 of undesignated funds. He
said the Park Board has the option to recommend a 2011 Park Board goal to the City
Council, or determine the use of the undesignated funds at a future time.
Rick said one project for consideration is a new park shelter at Sunrise Park. He went
on to say that in July, 2010 Park Shelter #2 at Sunrise Park was damaged during a
storm resulting in several roof panels needing replacement. In addition, the existing
support posts and concrete pad have deteriorated over the past 25+ years.
There is an additional park shelter (Park Shelter #1) near the main parking lot. This
park shelter is also 25+ years old and is in rough shape (damaged roof, rusted posts
and heaving concrete pad). Sunrise Park is by far the most heavily used city park in
Lino Lakes.

Park Board Meeting — February 7, 2011
Minutes
Rick said staff is recommending to completely remove Park Shelter #2 and to replace
Park Shelter #1 with a new shelter. Estimated costs for a new park shelter are $25,000,
including materials, installation, concrete slab, and footings. Insurance coverage for the
damage to Park Shelter #2 amounts to $6,000 which could be applied toward the
purchase of a new park shelter. With the summer playground program starting mid -
June and the Family Corn Roast and Community Night scheduled for July 28, staff
suggests that we proceed quickly if the Park Board determines that this should be a
2011 Park Board Goal. He added if so, he would forward the recommendation to the
City Council for approval.
Members had questions about the age of the shelter and the size of the replacement
shelter. Rick answered that the shelter had been installed in the park in the late 70's
early 80's. He said that he thought a 20'x34' rectangular shelter, that would hold 10
picnic tables would be sufficient. Removal of the shelter and a lot of the site prep would
be done by Park Maintenance Staff.
Richard Jensen made the motion, seconded by Byron Roland to use undesignated park
dedication funds and the $6,000 insurance money to put a new park shelter in Sunrise
Park. Motion passed.
Members mentioned that they would still like to see a shelter put in Marshan Park. This
will be discussed at a future meeting.
7. RECREATION DEPARTMENT UPDATE:
Rick discussed the memo included in the Park Board Member's packets. He touched
on the playground program, Safety Camp, Gobbler Games, Secret Holiday Shop,
Breakfast with Santa, football and soccer. He said there are approximately 100 kids
registered for the Sweetheart Party and that there were over 800 people in attendance
for Snow Day in January, 2011.
He talked about some programs being offered in 2011. They are Princess Party, Super
Hero Boot Camp, the Spring Fling in April and the Family Corn Roast & Community
Night in July.
Rick also told members that Tanya is now doing programming for the Senior Center as
Peg Smith retired in December. The brochure will be out in February and it will market
programs for this spring, summer, and fall. He reminded members that we do not put
programs in the summer city newsletter.
Members wanted to know what the Marshan Park building was used for. Rick said we
do arts and craft classes as well as the preschool playtime program. It is also used for
storing program equipment.
7a. 2010 PUPPET SHOWS RECAP:
ill The Puppet Shows 2010 Recap was included in the packets. Rick said this program
was awesome and said a big thanks to the Shoreview Parks and Recreation
Department for loaning us their wagon for the four shows. They also provided
experienced staff. They interacted with the children and kept them engaged the whole

• time. Popcorn and lemonade was served for free at each of the shows. The kids were
also able to do crafts with some of Lino Lakes Playground staff.

Rick discussed the dates, locations and the number of people that attended each show.
He talked about how the shows were advertised, staffing and crafts offered at the
shows. Expenses for each show included Lino Lakes seasonal staff, refreshments and
$135 for Shoreview staff and Puppet Wagon.
This program will be done again the summer of 2011 in Country Lakes, Clearwater
Creek and Highland Meadows Park.
8. PARKS DEPARTMENT UPDATES:
The Park Maintenance Update was included in the Park Board Member's packets.
Rick said there had been some vandalism in the parks. The kids were caught in one
incident and the City was reimbursed for the damages. He reported that the three dog -
i -pot stations installed last fall are being heavily used. He has received many positive
comments from residents about these stations.
There was discussion about the warming house locations for the 2010/2011 season.
Rick reported that the rinks are located at Sunrise, Birch and City Hall Parks. He added
that a warming house season report will be on the next Park Board agenda.
Rick asked members to read through the Park Maintenance Update and to contact him
if they had any questions.
9. OLD BUSINESS:
There was no Old Business.
10. NEW BUSINESS:
Matt Koehn brought up how the City of Blaine was going to be generating revenue by
charging usage fees for youth groups to use their facilities. He said the fees collected
would help offset the costs of chalking and maintaining the fields. He said he would e-
mail Rick a copy of what he received from Blaine.

The next Park Board meeting will be held on Monday, March 7, 6:30p.m.

SUBJECT: Request for Tennis Wall at Clearwater Creek Park
Earlier this month staff received a request to install an 8' x 24' plywood wall for tennis at
Clearwater Creek Park (see attached Exhibit A). A survey was then sent out to area residents to
solicit feedback on this request (see attached Exhibit B).
BACKGROUND
111 In September, 1999 the City obtained 5.5 acres of parkland in the Clearwater Creek Third
Addition for a neighborhood park. In November, 2000 a master planning meeting was held to
allow area residents an opportunity to provide input on what amenities they would like to be
considered. A follow -up meeting was held to review and comment on some better defined
scaled master plans. The final master plan was subsequently adopted by the City Council in
2001 (see attached Exhibit C).

In 2001, the City applied for and was awarded a $125,000 Outdoor Recreation Grant from the
Minnesota DNR to develop Clearwater Creek Park. The park was developed during 2002 -2003.
The park is fully developed per the adopted master plan with the exception of the sand
volleyball court.
SURVEY
The attached survey was sent to 320 area residents on June 10. Seventy -three surveys were
returned with the following results:

All comments from returned surveys have been compiled and are attached (see Exhibit D).
• STAFF COMMENTS /ANALYSIS
Aesthetics - Typically these types of walls are placed along the periphery (or less visible area) of
a park so only one side of the wall is visible to park users. Landscaping is often used to "soften"
the view. Placing an 8' high x 24'wide tennis wall board adjacent to the 1/2 basketball court will
certainly become a visual focal point to all park users and nearby residents. With the nearest
house approximately 200 feet from the proposed tennis wall location, noise may also become
an issue for adjacent residents.
Maintenance - Maintenance would primarily consist of painting /sealing the plywood every two
years. Any issues with vandalism /graffiti would also need to be resolved. Weed whipping
around the posts would also be needed during mowing operations.
Conflicting Uses - Since basketball players and tennis wall users may utilize the same paved area
(50' x 48') simultaneously, unsafe situations will most likely arise. For example, tennis balls
might ricochet /bounce in the immediate vicinity where basketball is being played. There is less
concern with tennis balls being hit into the open green space possibly disrupting park users.
Signage would need to be considered to inform park users that multi -use of the paved area isn't
permitted. (However this would be impractical to enforce, so are we creating potential for
conflicts ?) In addition, having a solid wall adjacent to the basketball playing area (even though
away from the basket) may increase the chance of injury (i.e. colliding with the plywood wall).
After taking into consideration all aspects pertaining to this request, it is staff's
recommendation to not install a tennis wall board at Clearwater Creek Park. However, if the
Park Board decides to have the tennis wall board installed, park maintenance staff can probably
begin the work mid -July. Estimated material costs are around $500.

I talked to you on the phone about a month about an idea for small addition to
the Clear Water Creek Park. The idea is a place for children, and teens to practice their
tennis stroke and coordination by using a plywood 8x24 foot plywood wall. There are
many tennis courts that have such a wall to practice on.
There is a great location in the park- -that is a 45x45 foot piece of asphalt in which there
is a basketball hoop on the north side of the pavement. I would propose having the
plywood wall on the east side of pavement. I visited Menards for pricing of materials.
Needed: 7 4x4 treated posts, 6 sheets of 4x8 plywood % inch, and about 25 2x4. Also
needed cement, posthole digger, and stain. Total cost: $350- -$400.
My daughter and son -in -law live right next to the park, very near this piece of
pavement. We would be willing to do the installation work and maybe even help at little
in the cost. If the Park board would approve such a project and the budget would be able
to afford most the cost, that would be great!
Also, if you think it would be advisable, I could poll the ten or so of the nearest
neighbors to ask how they would feel about such a project. I believe that a number of
children want to use this, and I know that my granddaughters would use it almost every
day and could become proficient tennis players if they would be able to practice more
than once or twice a week on a tennis court.

• I hope it will be weather resistant and will be maintained.
• Great idea! We'd use it all the time!
• How long does plywood last before it needs to be replaced? How many people
are looking for this? Hopefully more than 1 family. Nice addition for variety.
• I believe the proposed wall will obstruct the view, be noisy with balls on plywood
and be unsafe with balls going in street and children running out onto street in
the curved area.
• Was this sent to only Clearwater Creek residents or to all city residents? What is
the cost? That might change my answer.
• I think this would be great!
• I don't like the idea of using plywood, which warps and degrades. I feel it will
quickly become an eyesore in this nice, well maintained neighborhood.
• There are many children in the neighborhood that would benefit from the tennis
wall. I have two children that would use this wall.

RE: Department Updates
• T -Ball is in full swing and we have 135 3 -6 year olds playing this summer.
• We are offering beginning, intermediate and advanced tennis for children ages 5 -15. We have 125
participants registered for summer tennis.
• Our Baseball camp ended June 23 and we had 60 ball players in one of the annual summer's best Lino
Lakes camp!
• Cougar Soccer Camp ran June 27 —June 30 and we had 70 youth soccer players registered which has
• been an annual camp as well.
•
• We have over 175 kids signed up for our Soccer Fundamentals class. In this class the young soccer
players are learning the basic skills of soccer while playing fun games.
• Youth and adult golf lessons are in full swing and our golf instructor Phil Biesanz has been busy
teaching the finer points of golf.
• Youth Golf Academy is once again being offered and we have 40+ participants taking part in the 5 day
academy. Each golfer plays 9 holes on Friday to complete the camp!
• Skyhawks Academy just finished a youth Flag Football Camp last week! 18 participants enjoyed a full
week of football skills and fun!
• Adult Softball is past the summer season's midway point and the weather has not cooperated! We will
be needing some good weather and a few make -ups dates to finish the season. We have 27 adult
softball teams playing in Lino Lakes this summer
• Fall Soccer and Football sign -ups have started at City Hall. We expect 400 youth soccer players and
350 youth football players to register by the middle of July! The season for both sports will start in
Mid - August!
• The Playground Program and Preschool Playtime are off to a great start.
o The Playground Program is full at four of our eight sites. We have 25 top -notch staff on hand
this year to spend the summer with the children! Theme weeks this year include: Jungle Safari,
Culinary Creations (all about healthy eating and being active), Yankee Doodle Dandy and more!
Participants will also be visited by a Lino Lakes Police Officer, Wargo Naturalist and Centennial
Fire Fighter as well as our own Art Specialists.
o Preschool Playtime has a total of 33 children registered. They have the same theme weeks as
the Playground Program and have created projects such as: potato heads for Culinary
Creations week, macaroni hats for Yankee Doodle Dandy week. More fun projects are planned
for the rest of the summer!
• The Puppet Shows are back this summer and Shoreview Parks and Recreation is kind enough to
partner with us again.
o Our first show on June 22 was rained out and we are working to reschedule that show.
o The next shows are at Highland Meadows Park on July 6 and at Clearwater Creek Park on July
20.
• Summer camp registrations are going well.
o We have opened extra sessions of Splendid Summer Art Camp and Artists Sampler Camp.
Other art camps are filling quickly.
o Other summer programs include: Dodgeball camp and field trips to the Minnesota Zoo and
Bunker Beach Water Park.
• Special Events:
o Snow Day was held in January and we had a record turnout of over 800 attendees.
o Sweetheart Party was held in February and we partnered with Blaine Parks and Recreation as
well as Centennial Community Services. There were 124 children and their sweethearts who
attended this event. Participants enjoyed refreshments, open gym, a DJ and arts and crafts.
o The first ever Princess Party was held in March and planned with Centennial Community
Services. There were a total of 114 princesses who participated in arts and craft projects, a
fashion show, face painting and got to meet Belle and Cinderella.
o Super Hero Boot Camp was a blast. Participants came dressed as their favorite Super Hero and
spent the morning partaking in carnival games all with a Super Hero theme. A total of 60 Super
Heroes spent the morning with us. We plan on offering this event again next year but earlier in
the year to help boost numbers.
o Our first annual Spring Fling event was held on a bitterly cold day in April and we had a
phenomenal turn out. There were 220 children who showed up to hunt for eggs and try their
luck at finding the golden egg. Participants were divided into three age groups and had the
opportunity to collect eight eggs a piece. All participants also received a goodie bag with small
toys and flyers about upcoming summer programs. It was a great first event.
o Kite Day was held on June 4 at Rice Lake Elementary; we had a beautiful day and handed over
170 kites to residents of all ages!
• Up Coming Special Events:
o Family Corn Roast and Community Night on July 28 at Sunrise Park. We are excited to offer this
one of a kind family event. We will have live music, a magician, arts and crafts, bounce house
and concessions for families to enjoy.
o Safety Camp is being held in August at Blue Heron Elementary. Registrations are coming in
steadily for this collaborative program.
o Middle School Beach Party will be held at Centerville Beach again this summer at the end of
August. This event is planned with Anoka County Parks and Recreation as well as Centennial
Community Services.
• The Lino Lakes Senior Center is going smoothly. We have offered one or two group outings each
month and participants seem to enjoy the variety. Groups are still meeting at their regular times and
enjoying the opportunity to have a place to gather.
o We are offering some longer day trips as well which was requested by some of the members
and they are filling up nicely. In July we are going to St. Cloud to visit the granite quarry,
partake in the traveling White House exhibit and see the beautiful Munsinger Gardens.
o The Forest Lake Senior Center and the Chain of Lake YMCA Seniors are joining us on some of
our trips. This partnership has worked out great so far.
• Tae Kwon Do and Dance classes are still going strong with a core group of followers and new
participants joining as well. This summer we are holding these classes at the Senior Center to help
avoid special access fees charged at the schools during the summer months. Numbers have remained
steady even with a new location.

A quick recap of the maintenance activities:
February 2011
• Snow Removal — Streets, parking lots, cul -de -sacs and city trails.
• Rink Maintenance — Daily sweeping, blowing, shoveling and flooding of four hockey and
three pleasure rinks
• Equipment Maintenance
March 2011
• Park Tree Pruning — Canopy raising and structural pruning of young and established
shade trees.
• Birch Park Fire (Insurance Claim) — We were involved with some of the initial cleanup.
A contractor was hired for the repairs and restoration. Building has been fully restored
and is currently hosting summer playground program.
April 2011
• Sunrise Park Shelter — As you know, the roof of Sunrise Shelter #2 was damaged in a
storm last summer Sunrise Shelter #1 was already suffering from old age (30+ years)
and a leaky roof. As a result it was decided to remove both shelters and replace with one
larger modern shelter. Work performed included:
o Removed roof panels — Shelter #1.
o Removed damaged Box elder tree next to Shelter #1.
o Removed existing concrete slabs and shelter frames from #1 and #2.
o Restored and seeded area around Shelter #2.
• Blow Trails — Used new Buffalo Blower to blow debris (sand, sticks, leaves) off city
trails.
• Stump ground and restore 20+ stumps located at various parks.
• Ash tree removal and replacement with the impending threat of Emerald Ash Borer
(EAB) looming on the horizon staff has been working on a preparedness plan for EAB.
Part of the plan calls for removal of younger, smaller diameter trees as well as older,
larger diameter trees with defects.
Late last year we were awarded a DNR Community Forest Bonding Grant in the amount
of $25,000 to replace Ash Trees with native trees in city parks and boulevards.
In April and May city staff removed 74 Ash trees from city parks and replaced them with
92 2" Ball & Bagged trees in the following parks:

Plant material cost was $12,725.00 all of which was covered by the grant. Our labor
costs are not covered by the grant. The remaining trees, approximately 80 -90 will be
planted on city boulevards to replace existing boulevard Ash Trees. We will begin the
removals this summer with replacement planting this fall and next spring.

SUBJECT: Skate Park Vandalism
The City Hall Skate Park (created in 2001) area continues to experience problems including
vandalism to the park building, graffiti on ramps and bituminous, vehicles illegally parked on
the grass, damage to trees, and trash tossed on the ground.
The most recent incident occurred on June 7t". The park building sustained damage as a result
of the siding getting kicked in several areas. Estimated repairs amount to almost $4,000. On
June 22, several laminated flyers were posted at the Skate Park. The flyer states, "The City of
Lino Lakes cannot continue to provide dollars to make repairs for skate park users that are not
respectful of park property. Unless information is provided to the Lino Lakes Police Dept (651-
982 -2300) on who committed the damage to the park building, the Skate Park will be
permanently closed on Thursday, June 30."
The Lino Lakes Police Dept has not yet been provided any information. Staff is requesting that
the Park Board consider permanently closing the Skate Park.

SUBJECT: Birch Park Building Fire
On February 27, 2011 the portable restroom at Birch Park was set on fire. Unfortunately, the
fire spread to the Park Building causing significant damage. Approximately $42,000 in damages
was incurred to the exterior and interior of the park building as well as a tractor that was being
stored inside, and the portable restroom.
All repairs have been made and the Park Building is being utilized by our summer programs. It
is my understanding that two juveniles were charged and have been convicted of felony
negligent fire.
