Roll call was taken; members present were, George Lindy, Bill Kusterman, Richard Jensen, Matt Koehn and Charles Evans. Members absent were Pat Huelman and Byron Roland. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. Council Members Dave Roeser and Rob Rafferty were also in attendance. 1. SWEARING IN OF REAPPOINTED MEMBER GEORGE LINDY: At 7:07 p.m. Mayor Jeff Reinter swore in reappointed Member George Lindy. 3. APPROVAL OF MINUTES FROM JULY 5, 2011: Charles Evans made a motion to approve the July 5, 2011 minutes. Richard Jensen seconded the motion and the minutes were approved as written. 4. SETTING AGENDA: There were no changes to the agenda. 5. OPEN MIKE: There was no one present for open mike. 6. LEGACY GRANT FUNDING DISCUSSION WITH COUNCIL MEMBER ROESER: Councilmembers Dave Roeser and Rob Rafferty came before the Park Board to discuss the Legacy Grant Funding meeting Roeser had attended. He stated that there is approximately $200M that may be used to fund trails, parks or clean water projects. He said that Forest Lake had received $73,000 from the Clean Water Funding Area of the Legacy Act. Roeser has talked to Representative Linda Runbeck on how to obtain funds for projects in Lino Lakes. She told him that the city could draw something up and take it to the Minnesota Legislature or try to obtain corporate funding. There was discussion on the recreation complex site and how to fund this project. Councilman Roeser said that now was not the time to do a referendum but maybe the board could look at other forms of funding or grants. It was also suggested that maybe Lino Lakes could partner up with the City of Centerville and Anoka County as well as the Department of Natural Resources, the Historical Society and Rice Creek Watershed District to obtain funding from the Legacy Grant. Mr. Roeser thought the more regional collaboration Lino Lakes did the more chance of success in obtaining funds. After further discussion it was decided that Rick should contact someone from the Legacy group to get more information on this grant. Rick said he would also contact WSB Engineering to see if he could get a grant writer to come to a future meeting and talk to board members. He said that WSB may also have information on this program. • Park Board Meeting — November 14, 2011 Minutes It was also suggested that he look on the Legacy Grant web site to see what other information he would be able to obtain. Rick also wanted member to know that the City of Lino Lakes would have to fund at least 25% of the total project cost. The match has to be in cash and the project completed within 24 months. Minimum grant amount is $20,000. 7. ADOPT MEETING CALENDAR FOR 2012: Mr. DeGardner started by saying that the city has received no park dedication fees in 2011. He also said that there may not be a need for a meeting every month but that the board should adopt a calendar for the year. Rick told the board that WSB has a grant writer on staff they we may ask to come to a future meeting to discuss grant writing and what grants are available. The Park Board looked at the proposed calendar for 2012 and talked about the January and July meeting dates. After further discussion Bill Kusterman made a motion to accept the 2012 Calendar with the change that the July meeting be on Monday, July 9, 2012 at 6:30pm instead of July 2. Charles Evans seconded the motion and the meeting calendar was adopted with the July change. WARMING HOUSE HOURS: Rick talked about the memo included in the member's packet. He said that it was the same schedule as what was proposed for 2010/2011. He added that the city was still working with outside organizations to help maintain the rinks on weekends. He talked about this being the third year that the warming house at City Hall has been open. He suggested that the warming house not be eliminated and that there may be a need to extend them in the future. Members asked how the number of skaters is determined. Rick explained how staff takes a count, on the hour, each hour the warming house is open. The Board suggested that a 30 minute count be done for the 7, 8, and 9 o'clock hours, during the week and on the weekend, so it could be determined if attendance drops off at those times. • 9. REVIEW RECREATION DEPARTMENT UPDATE: Rick reviewed the update included in the member's packets. He talked about Gobbler games and the number of kids that participated in the Fall Soccer and Football Programs. • Park Board Meeting — November 14, 2011 Minutes He told members that upcoming events included, Breakfast with Santa, the Secret Holiday Shop and Letters from Santa. Rick asked members to read the update and contact him if they had any questions. We developed an extensive, web - based, searchable funding database that gives key funding representatives within the company notifications of upcoming opportunities. These alerts are distributed throughout our company and made available to our clients. WSB staff has assisted our clients with grant and funding application that resulted in over $80 million of financial assistance. WSB has a number of grant preparers skilled in numerous service areas including natural resources and environmental planning, transportation, water / wastewater, municipal, economic development, planning, water resources, GIS /IT, structures and more. Opportunities It is our understanding that the Park Board is looking to develop a portion of the Recreation Complex in the upcoming years. A Development Plan for the Lino Lakes Recreation Complex was prepared in 2002 by Brauer & Associated, Ltd. That Plan includes construction of ballfields, soccer /football fields, shelter buildings, ice hockey rinks /in -line skate park, a well house /maintenance storage building, stormwater ponds, parking and access roads. Based on our initial review of the adopted plan, and of the funding and grant sources available, we provide the following information for your review and consideration as you progress forward in this planning process. Outdoor Recreation Grant Program — MnDNR Purpose: The Outdoor Recreation Grant Program assists local governments in acquiring parkland and developing or redeveloping outdoor recreation facilities. This program is used to increase and enhance outdoor recreation facilities in local and community parks throughout the State of Minnesota. Funding Availability: The funding availability is unknown at this time. On average, over the last three years, the annual amount available has been $335,000. Recent grants awarded range anywhere from $19,000 to $150,000. Deadline: March 31, 2012 (anticipated announcement of 2012 funds in December 2011) Eligible Projects: • Acquisition of land for future development of outdoor recreation facilities. Recreation facilities must be developed within three years from the date of acquisition. • Development, redevelopment or rehabilitation of outdoor recreation facilities on land already owned by the applicant. The applicant must own the land. • A combination of land acquisition and development, redevelopment or rehabilitation of outdoor recreation facilities. Eligible Recreation Facilities: One or more of the following facilities must be included in a proposed project: • Boat/Canoe Access Sites • Campgrounds • Fishing Piers /Shore Fishing Areas • Ice /In -Line Skating Rinks /Parks • Nature Study /Observation Areas • Picnic Shelters • Playgrounds • Sports Fields and Courts • Swimming Beaches and Outdoor Pools • Trails (non- motorized internal park trails) Eligible Recreation Support Facilities: The following facilities are also eligible for funding as part of a grant application that contains at least one facility from the eligible recreation facilities list above. • Changing Houses, Restrooms, Shower Buildings and Warming Houses • Fencing, Lighting and Signs • Landscaping and Natural Area Restoration • Park Roads and Parking Areas (may not exceed 40% of the total project cost) • Permanent Benches, Seats, Drinking Fountains, Grills, Picnic Tables, Trash Receptacles and Fire Pits • Walkways C:\Doc ments and Settings\tick.degardner .METRO- INETtLoca1 Settings \Temporary Internet Files\ Content .Outlook \WOCQNI9M\MEMO - RecCompl Grat • • Page 3 Local Match: 50% local match. The local share can consist of cash or the value of materials, labor and equipment usage by the local sponsor or by donations or any combination thereof. Other: This program finances projects using federal funds through Land and Water Conservation Fund (LAWCON). 2. Twins Community Fund "Twins Fields for Kids Program" Purpose: The Twins Community Fund Twins Fields for Kids program provides financial support to improve baseball and/or softball facilities for youth in the Upper Midwest. The program makes matching grants to non - profit organizations and local government units that operate baseball and/or softball programs. Funding Availability: $1,000 to $10,000 Deadline: Throughout the year; 2012 submittal dates not yet announced. (Typically March, May and August) Eligible Projects: • Renovation or construction of baseball and/or softball fields used primarily by youth. • New sod, infield, fencing, and dugouts. Not Eligible Projects: • Lighting, bleachers, grandstands, restrooms, batting cages and scoreboards. • Routine maintenance of fields. Local Match: Matching grant size. 3. Baseball Tomorrow Fund (Major League Baseball and Players Association) Purpose: The Baseball Tomorrow Fund (BTF) is used to promote and enhance the growth of youth participation in baseball and softball throughout the world by funding programs, fields, coaches' training, and the purchase of uniforms and equipment to encourage and maintain youth participants Funding Availability: BTF provides grants to non - profit and tax - exempt organizations and awards on average of 40 grants per year totaling more than $1.5 million annually. Average grant amount is $40,000. Deadline: Quarterly (January 1, April 1, July 1, and October 1) Grants are awarded on a quarterly basis after a thorough and selective application process. The application evaluation process takes three -to -six months, depending on the date the letter of inquiry is received. Eligible Projects: • Equipment and uniforms • Field renovations and construction including: infield mix, sod/seeking, bases, dugouts, fencing, field lighting, irrigation system, grading, etc.) C\Documents and Settings \rick.degardner,METRO- INE'IU.ocal Settings \Temporary Internet Files\ Content .Outlook \WOCQNI9MMEMO - RecCompl Gnu • Page 4 • Expenditures such as annual operating expenses (i.e. salaries, field rental, umpire fees, insurance, administrative expenses, membership dues, advertising and promotions expenses, bank charges or audit expenses, etc. Local Match: Most successful applications demonstrate a high ratio of confirmed matching funds — a minimum of 50% is generally required for further consideration. Water Resources 4. Urban Stormwater Remediation Cost -Share Program (Rice Creek Watershed District) Purpose: Rice Creek Watershed District (RCWD) is making funds available to assist counties, cities, townships, school districts, libraries, and other public and private entities located within the RCWD to incorporate water quality improvements Best Management Practices (BMPs) into redevelopment, roadway and storm sewer improvement projects. Funding Availability: $50,000 ( +) Deadline: March 2012 (dates not yet announced for 2012) Eligible Projects: 1110 • Water quality improvement portions of a project that are not part of a permit requirement. (BMPs, pervious pavement, rain gardens, native restoration, etc.) • Local Match: 50% local match. Other: WSB is currently working on a project in Hugo with water re -use (irrigation). 5. State Clean Water Partnership (CWP) and Federal Clean Water Act Section 319 (Section 319) Purpose: The Minnesota Pollution Control Agency (MPCA) provides financial and technical assistance to local government and other water resource managers to address nonpoint- source water pollution through the CWP and Section 319 programs. These funds are used for diagnostic study or implementation projects that protect water bodies currently meeting Minnesota's water quality standards. Funding Availability: $1,200,000 grant funds; $5 million loan funds (2011) Deadline: December 2012 (dates not yet announced for 2012) Eligible Projects: • Resource investigation projects monitor, assess, and develop a diagnostic study on the status of a water body, and also develop an implementation plan to address the needs of the water body. Resource investigation projects are only eligible for grant funding. • Implementation projects will implement activities, such as best management practices, that are identified by a comprehensive assessment and planning process in C:\Doeuments and Settings \ rick.degardner.ME7RO- INE11Local Settings \Temporary Internet Flies \ Content.Outlook \WOCQNI9M\MEMO- RecCompl Chat • • Page 5 the watershed or around the water body of concern. Such assessment must consist of an MPCA- approved CWP resource investigation or equivalent diagnostic study and implementation plan. A EPA approved TMDL study and MPCA approved implementation plan is considered a CWP diagnostic study /implementation plan equivalent for proposing an implementation project. Implementation projects are eligible for both grant and/or loan funding. Local Match: A minimum of 50% total project cost matching contributions is required. Match can be cash or in -kind services in any combination. No more than 20% of the total project costs can be from other state and federal sources. Additionally, we understand that the City is interested in utilizing the Parks and Trails Legacy Grant Program through the MnDNR. While a great grant program to utilize, the criteria for this grant specifies that the money be used for `parks of regional or statewide significance' and that the park must be `natural resource based' and should `provide a natural setting and offer outdoor recreation facilities and activities including camping, picnicking, hiking, swimming, boating, canoeing, fishing, and nature study'. Unfortunately the proposed Recreation Complex would not qualify for this funding source. Although other funding sources may be available, we offer the above mentioned opportunities as a starting point and are happy to continue to work with the City as you move through this process. Date: November 29, 2011 To: Park Board From: Lino Lakes Recreation Supervisors — Brian Hronski and Tanya Mozingo RE: Department Updates • Youth instructional classes will finish up the second week of December. We had a great turnout for fall classes and have had a good start to registration for classes that begin in 2012. • Zumba® finished the fall with a strong following and winter classes are seeing a continued increase in registration. • December 7 and 8 will be our annual Secret Holiday Shop at City Hall. Children have the opportunity to shop for low costs gifts for their family and friends with the help of our volunteers so that all gifts can remain a secret. • The annual Breakfast with Santa event will be held on Saturday, December 10 at the Lino Lakes Senior Center. We have over 60 people registered for this event. • Santa has been busy writing letters already. The Letters from Santa program expects to send out approximately 200 letters again this winter. • A Senior Appreciation Lunch will be held for active members of the Senior Center on December 13. A lasagna lunch will be served and musical entertainment provided by a musician from Schmidt Music. We have several trips planned for 2012. • Upcoming Events: School's Out Camps, Snow Day, Sweetheart Party, Princess Party, Super Hero Camp and more! • Planning for spring and summer programs will be begin shortly after the first of the year, as well as the hiring process for seasonal staff. • Warming Houses and skating rinks are set to open on Friday December 16t" o 4 new warming house attendants have been hired and we have 4 returning staff to work at Birch, Sunrise, and City Hall Park. • Adult Mens Basketball is set to begin on Wednesday December 7t". We have 5 Men's Teams playing this year. July 2011 - Removed and stored skate park ramps at City Hall Park. - Lino Park irrigation — Replaced all heads (approximately 50) on Lino Park System. Since installation we have had numerous heads fail. The Toro Company provided us with free replacement heads (new model) which we installed. - Added certified playground mulch at Arena Acres and Brandywood Playgrounds. - Removed, chipped and stump ground five storm damaged Green Ash trees on Hokah Drive. - Assisted the Recreation Department with Family Corn Roast setup and cleanup. August 2011 - Added certified playground mulch to Marshan Park playground. - City trails — Sprayed encroaching weeds on all city trails. - Assisted the Recreation Department with Safety Camp and Summer Playground Program. - Playground inspection and repairs. - Fall field layout and painting of football and soccer game and practice fields. - Trail pruning. September 2011 - Sunrise ` #4 infield renovation — Edged and sodded where needed. Rebuilt pitcher's mound. Added ag -lime and leveled. - City owned lot (corner of Lilac and Apollo) removed, chipped and stump ground stoinii damaged tree and volunteer saplings taking over lot. - Stump ground and restored numerous stumps at various city parks. - Assisted Utility Department with hydrant flushing. - Applied fall fertilizer to irrigated turf sites. - Playground repairs — Replaced vandalized slides at Pheasant Hills, Marshan, City Hall and Clearwater Creek Parks. Added certified playground mulch to Clearwater Creek playground. Prepped and poured 17'x25' concrete pad for City Hall shop. October 2011 - DNR Community Forest Bonding Grant — Parks Department staff removed approximately 60 4 " -8" boulevard Ash Trees in the Highland Meadows Development. Eighteen Princeton American Elms were replanted, mulched and staked. Next spring 2012 we will complete the replacements with 3 additional species (Hackberry, N. Pin Oak and Bicolor Oak) totaling 42 trees. - Added certified playground mulch to Lino Park playground. - Attended 1st Aid/CPR/AED training. - Winterized all irrigation systems. - Prepped hockey and pleasure rinks. - Attended winter maintenance of parking lots and sidewalk training. - Crack filled along Birch Street trail. November 2011 Assisted Recreation Department with Family Turkey Shoot setup and cleanup and football equipment storage. - Prepped and poured sidewalk at Town Center. - Removed soccer goals and nets from fields. - Prepped and stored equipment for winter. - Conducted prescribed burns at several locations. Those are the highlights for this summer and fall. •
