Roll call was taken; members present were, George Lindy, Bill Kusterman, Richard Jensen, Matt Koehn and Charles Evans, Pat Huelman and Byron Roland. Mayor Jeff Reinert, Council Members Dave Roeser, Dale Stoesz, Rob Rafferty, City Administrator Jeff Karlson and Community Development Director Michael Grochala were also in attendance. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Manager. 2. APPROVAL OF MINUTES FROM JULY 5, 2011: Bill Kusterman made a motion to approve the November 14, 2011 minutes. Charles Evans seconded the motion and the minutes were approved as written. 3. SETTING AGENDA: There were no changes to the agenda. 4. OPEN MIKE: There was no one present for open mike. 5. EXPLORE POTENTIAL FUNDING OPTIONS FOR RECREATION COMPLEX: • Council members Dave Roeser and Rob Rafferty came before the Park Board to explore potential funding options for the recreation complex. Rick gave a brief review of what had happened at the November 2011 Park Board Meeting. He then introduced Brian Bourassa, PE and Kelsey Johnson, Community Planner and Grant Specialist from WSB. • Kelsey opened the meeting by saying that WSB tracks and stays informed of funding and grant opportunities. WSB has developed an extensive, web - based, searchable funding database that gives key funding representatives within their company notifications of upcoming opportunities. These alerts are distributed throughout WSB and made available to their clients. WSB has assisted their clients with grant and funding applications that resulted in over $80 million of financial assistance. They have a number of grant preparers skilled in numerous service areas including natural resources and environmental planning, transportation, water /wastewater, municipal, economic development, planning, water resources, GIS /IT, structures and more. Kelsey defined some grants programs and what projects would be available through them. She mentioned Outdoor Recreation Grant Programs — MnDNR, Twins Community Fund, Baseball Tomorrow Fund (Major League Baseball and Players Association) and water resource grants. She also talked about the percentage of matching funds needed for specific grants. 3 Park Board Meeting — December 12, 2011 Minutes Pat Mahr, Director from Centennial Lakes Little League, told members that they had received money from a grant to demolish and rebuild a wall at Carl Eck Park in Circle Pines. Mr. Mahr says Centennial Little League is currently using two ball fields in Lino Lakes and has been talking to one of the city's recreation supervisors about using two additional fields in 2012. Michael Grochala, City of Lino Lakes Community Development Director says the Park Board needs to come up with a project they would like to complete. Rick DeGardner, Public Services Director said the initial investment needs to come from the city to accomplish this project. Whatever project is decided on it should be shovel ready and addressed in the city's comp plan and park master plan. After further discussion Mayor Jeff Reinert asked Jeff Karlson, City Administrator to put the Recreation Complex on the first work session agenda, in January 2013, so the council can discuss funding for this project. 6. REVIEW RECREATION DEPARTMENT UPDATE: Rick reviewed the update included in the member's packets. He talked about Breakfast with Santa and the upcoming senior's appreciation lunch. He also said Men's Adult Basketball had started December 7. He said staff had started flooding skating rinks and we had hoped to open them December 16, 2011, weather permitting. Rick asked members to read the update and contact him if they had any questions. 7. REVIEW PARK DEPARTMENT UPDATE: Rick started off by saying that the Park Department Update was for July through November. The review included playground inspections, mulching trees, working on trails and tree pruning. Sunrise #4 infield was renovated in September. The pitcher's mound was rebuilt, staff edged and sodded where needed and added ag -lime and leveled the field. He told members that there had been a lot of vandalism in 2011. Repairs were done at Pheasant Hills, Marshan, City Hall and Clearwater Creek Parks. Maintenance workers also took care of graffiti in the underground tunnel at Rice Lake Elementary School. Members should call Rick if they have any questions about the Park Department Update. This grant program is provided by the Minnesota Department of Natural Resources and is designed to assist local governments in developing outdoor recreational facilities. (This is the same program where the City successfully secured $125,000 for the development of Clearwater Creek Park). Phase I consists of two multi -use fields (may include soccer, football or lacrosse fields), two soccer fields and a gravel parking lot. We opened up on Friday, January 13th and closed on Saturday, February 18th. We were open a total of 28 days and it was easily the worst skating season in many years! • Men's Five Player Basketball's regular season finished with the Corporate Raiders winning the regular season title. The play -offs are underway and the finals will be held on Wednesday, March 7th. We have 5 teams playing in the league this season. • We had another good number of children participating in our Snack and Skate and Hockey Skills programs this winter. We just had enough ice to make it 6 weeks. We had 24 participants in the Snack and Skate program and we had 4 participants in the Hockey Skills class. • The winter session of Soccer Mini Camp has been a success. We have a total of 17 participants signed up in 2 different soccer classes. The class is held every Monday night at Golden Lake Elementary and lasted 6 weeks! • Floor Hockey Mini -Camp just ended this week and we had 22 total participants signed up over 2 sessions. This class was held every Tuesday night at Golden Lake Elementary. Lino Lakes is offering open adult volleyball on most Fridays from December - the end of March! We have had record numbers this season as we have been averaging 27 participants per night so far this season. The open volleyball is held at Centennial Middle School and is from 6:30 - 9:45 PM. Remaining dates for the season are March 2nd, 9th, and 16th. • Spring /Summer adult softball registrations have started and the deadline to sign up a team to play in the 2012 Lino Lakes Softball League is Monday March 19th. • Youth instructional classes, such as Tae Kwon Do, dance and Toss, Kick and Catch had a great turnout for winter programs and we expect many participants to continue with these programs into the spring and summer. • Zumba® has continued to go strong. We have added a second session at Centerville Elementary on Monday nights in addition to Wednesday nights at Rice Lake Elementary. • In December we held our annual Secret Holiday Shop where over 140 children shopped for gifts for their family and friends. We also held our annual Breakfast with Santa with over 90 people attending this popular event at the Lino Lakes Senior Center. • Santa ended up writing 250 letters this holiday season! We had just enough snow this year to host the 12th annual Snow Day event at Wargo Nature Center. Over 600 people enjoyed outdoor activities, crafts and a live animal show. Our annual Sweetheart Party was held on February 3 at Centennial Elementary. This event is a collaborative between Blaine and Centennial Community Services. Over 100 participants and their "dates" enjoyed a night of dancing and crafts! • Super Hero Camp was held for the second year at Blue Heron Elementary. We had over 60 little super heroes spend the night enjoying super hero themed carnival games and crafts. • A Senior Appreciation Lunch held in December was enjoyed by over 60 Senior Center participants. Another lunch is schedule for May! • The Senior Center is busy with a variety of card groups, book club and numerous outings to various locations throughout the metro area. Some upcoming trips include: A Mystery Tour, Plymouth Playhouse, Harriet Island Showboat and the History Theater. • Upcoming Events: Princess Party, Spring Fling, Kite Day and more! • The spring /summer brochure is out and registrations are coming in for a variety of summer programs. Resident registration begins on March 1. • Interviews for seasonal staff are scheduled to take place the week of March 12. Rinks officially opened on January 13 and closed on February 17. Normally we hope to open in mid - December and run until the end of February. What a goofy winter! Maintenance activity during December through February has included the following: • Replaced rink fencing on north rink at Sunrise Park. • Rink Maintenance — Flooded when weather allowed, repaired hockey goals and rink gates, installed new interlocking rubber floor tiles at Birch warming house (replacements from last year's arson). • Clearwater Creek Park — Pruned trees /shrubs throughout the park. • Woods of Baldwin Park — Removed a number of dead, diseased and /or hazard trees (oak wilt, hypoxylon canker). Removed and stump treated invasive Buckthorn, removed and stump treated Staghorn Sumac encroaching storm water pipe outlet. Pruned trees for boulevard and park clearance. • Sunrise Park — Created a drainage swale to alleviate seasonal flooding of adjacent property owners. Project located between playground and east property line. Work consisted of tree and brush removal, stump removal and site grading. • With the absence of snow cover we took the opportunity to broadcast grass seed to wear areas on our athletic fields. Maintenance activity during January and February 2012 included the following. • Attended Green Expo (including pesticide recertification). • Rink maintenance as weather allowed (shelters finally opened January 13). • Equipment maintenance and repair. • Snow plowing — a few nuisance snowfalls. • Boulevard tree trimming. One thing this wimpy weather has been good for is boulevard tree trimming. Approximately 350 trees have been pruned throughout the Behm's Century Farm Development. We are currently working our way through the Pheasant Hills Development. • Attended Emerald Ash Borer training and Rochester Arborist Workshop.
