Roll call was taken; members present were, George Lindy, Bill Kusterman, Richard Jensen, Pat Huelman, Charles Evans and Byron Roland. Members absent was Matt Koehn. Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public Services Department Office Tech 11. 2. APPROVAL OF MINUTES FROM March 5, 2012: Richard Jensen made a motion to approve the March 5, 2012 minutes. Byron Roland seconded the motion and the minutes were approved as written. 3. SETTING AGENDA: There were no changes to the agenda. 4. OPEN MIKE: There was no one present for open mike. 5. Discuss Council Member Dale Stoesz' Proposal for Geocaching in Neighborhood Parks: Rick reviewed the staff report, to the City Council, that was included in the Park Members packets. Staff report was as follows: Background Councilmember Stoesz has requested that the City formally implement "geocaching" throughout the Lino Lakes Parks System. Geocaching is a relatively new outdoor recreation activity that blends modern -day navigation technology with the concept of treasure hunting. Geocaching is initiated by an individual hiding a cache, normally a waterproof container with small items inside, then recording the location with a Global Positioning Unit (GPS). The cache may be in a hollow log or under an object. The individual then posts the GPS coordinates, along with a description of the cache on the geocaching web site ( www.geocaching.com ). Other individuals then try to find the cache. When it is located, they sign a logbook, then take or leave a small item. The Anoka County Parks Department began a geocaching program in 2009 and currently provides geocaching at six Regional Parks including the Rice Creek Chain of Lakes Park Reserve ( http: / /www.anokacountyparks.com /recreation /geocaching.html). • • • Park Board Meeting — August 6, 2012 Minutes Anoka County has certain rules /restrictions in place including: • All caches must be approved and registered by the Anoka County Parks and Recreation Department. Unregistered caches will be removed. • Caches must not be buried and must be accessible from a standing position. • Caches must be placed at least 1/4 mile apart. • Caches must be located within the designated geocaching park areas at Rice Creek Chain of Lakes Park Reserve, Riverfront Regional Park, Coon Rapids Dam Regional Park, Bunker Hills Regional Park, Rum River Central Regional Park, and Lake George Regional Park. • Caches are not allowed in picnic areas, play areas, golf course, water park, beaches, or campgrounds. If the City Council wishes to formalize a geocaching program throughout our parks system, I recommend that city staff determine suitable locations for placement of the caches, rather than Anoka County's model of permitting geocachers the ability to place their own caches. Most of our neighborhood parks are relatively small and are developed for activities geared specifically for neighborhood use. Inviting explorers to search for caches in "natural" areas near resident's backyards may create some anxiety /conflict. Two Options: 1. Keep status quo. With Anoka County offering an established geocaching program within the 5,500 acre Rice Creek Chain of Lakes Parks Reserve, area residents already have a wonderful opportunity to experience this activity. In addition, the www.geocaching.com website currently identifies 60 caches within two miles of the 55014 area code. Staff can incorporate geocaching information on the City's website referring interested residents to Anoka County's website and www.geocaching.com. 2. City formalizes geocaching program. Staff identifies suitable locations throughout our parks and trails system. We would inform local geocachers that all existing caches located on city property must be removed. We may seek assistance with local geocachers to determine suitable locations, place the caches, acquire accurate coordinates, address ongoing maintenance, etc. Staff would need to create /maintain a registry on the City's website. Requested Council Direction Does the City Council wish to direct staff to develop our own geocache program? If so, we will begin implementing a geocache program immediate 2 • • Park Board Meeting — August 6, 2012 Minutes Park Board Discussion The Park Board Members discussed how Anoka County and the City of Hugo implement their geocaching programs. Rick told them that Hugo isn't as detailed as the county. He said that Councilmember Stoesz would like the City of Lino Lakes geocaching program to be like Anoka County's. Park Board Members said that Lino Lakes' parks don't have adequate parking, most of the parks are too small, generally houses are located on four sides of the parks (privacy) and we do not want people in non - maintained areas. They also said that the park boundaries are not marked and that they blend into the resident's yards. They talked about what park would and would not be suitable for geocaching. Members wondered if this program makes the community more desirable to live in, isn't there enough recreation programs and leisure space already in the city and why do we need to do this. They feel this is a problem and that city staff would have to check every cache that was placed in Lino Lakes. They wondered if the city has enough staff and money in the budget to do a program like this. They thought that if this program was implemented maybe the city could get an Eagle Scout, boy scout troop or high school student to do it. Members felt this program was more than the city could do. There was also discussion about placing the information on the city's website. They wanted to know who was going to be doing it and who would police it. In general the members felt that this should not be done implemented by the city. There is already a website that has been created for people that like to do geochaching and that it should just be done from that site. They don't think the city should get involved or establish city rules unless there becomes a problem with this within the city. 6. REVIEW RECREATION DEPARTMENT UPDATE: Rick reviewed the update included in the member's packets. He talked about the success of the Princess Party, Spring Fling and puppet shows. He said there were approximately 420 participants in the Summer Playground Program. He told members that the second annual Family Corn Roast and Community Night was held on August 2 at Sunrise Park. It was another great success with approximately 500 people participating. A couple board members said they had attended and thought the turnout was great and the music was fantastic. Mr. DeGardner told the board that the registration for football and soccer is currently taking place and that the numbers were up slightly from last year. He went on to say that T -Ball ended with approximately 170 kids aging from 3 -6 in the programs. Rick asked members to read the update and contact him if they had any questions. 3 Park Board Meeting — August 6, 2012 Minutes • 7. OLD BUSINESS: Rick told Park Board Members that the grant for the recreation complex has been rejected. He said there were 3.2 million dollars in request and that only $365,000 was funded. • 8. NEW BUSINESS a. 2011 -2012 Warming House Report Rick went over the memo from Brian Hronski. The 2011 -12 warming house and skating season was the worst we've seen in recent years. With a late opening date and an early closing we had an extremely short season. When we had ice it wasn't near the quality as we've had in years prior due to the fluxuation of temperatures and ice making conditions. Our ice season kicked off on Friday January 13th which was the latest we've opened in many years. Not being open over winter break is always a big disappointment because that's when we have the highest number of skaters and the kids are out of school. Even opening when we did the ice wasn't in top condition but we felt we needed to open and try to get the skating season started. After being open for 2 weeks we hit another huge warm spell which really hurt our ice conditions. The warm spell lasted from February 1st — 8th and we were forced to close the warming houses during that time. With the damage to the ice from the warm weather we were lucky to squeeze another 10 days of the skating season. Once we reopened the rinks the conditions were poor as frost boils started cover the ice surface. We closed for the season on Saturday February 18th As in past years the Centennial Hockey Association again used our rinks for youth hockey practices. I noticed a reduced number of teams signing up for practice time and we had some holes in the CYHA schedule. I'm hoping this was just a one year trend that will change next year. Joe Gratz who is the outdoor ice coordinator for CYHA was in communication with me prior to the season and did a nice job getting me schedules in a timely fashion. Again this year we had part time maintenance staff clean Sunrise and Birch Park's rinks on Saturday mornings. This was again a nice service to provide especially at the rinks with higher use. Not cleaning the rinks at all over the weekend really lessons the skating conditions. Don Jensen again helped in weekend ice maintenance. We had 2 incidents during the skating season and both occurred at Sunrise Park. The first incident happened on Thursday February 9th and one of the warming house attendants shot a puck over the boards and broke a car window. The gentleman was parked right by the side warming house door and was parked in a less than ideal spot. The other incident happened when one of our snack and skate participants tripped while skating and split their chin open. That child required stitches and was ok. • • Park Board Meeting — August 6, 2012 Minutes Although the season was brief in days our hourly skater numbers increased at all three sites. Birch Park averaged 7.04, Sunrise Park averaged 12.8, and City Hall Park averaged 7.99 skaters per hour. Those numbers indicate that our skating rinks and warming houses are still a very popular winter recreation option here in Lino Lakes. My hope is for next year we have many more days to enjoy the skating season. Rick said Brian hopes to do the same hours and locations this coming skating season. The amendment includes the creation of 12 additional lots and vacation of approximately .757 acres of previously dedicated parkland. The vacated parkland would be used to create 3 additional Tots along Robinson Drive. The newly created lots would be subject to the City's Park Dedication fee of $2,500 per lot. Additionally the City would need to be reimbursed for the value of the land dedication made at the original time of approval. The value of the land dedication at the time of original approval was established at $50,000 /acre. Assuming acceptance of this request the following park dedication requirements would need to be met: .757 acres *$50,000 (value of land at time of dedication) = $37,850 12 Tots @$2,500 payment in lieu = $30,000 $67,850 Please note that the .757 acres may include wetland. Only upland should be used to calculate the reimbursement amount. On a separate note unsuitable soils were used for fill material on approximately 3 -4 acres of the dedicated parkland. Mr. Uhde is responsible for correcting this situation. June 7, 2013 TO: Park Board Members FROM: Rick DeGardner, Public Services Director SUBJECT: Behms Park Memorial Bench Request A young boy in the Behm's Park neighborhood passed away this past March. A group of residents have approached staff requesting that a concrete bench (see attached) be installed near the playground area to keep his memory alive in a place that he loved and visited multiple times a day, every day throughout the summers. The young boy's parents stated, "The ideal placement would be near the playground, as this is the closest to his "favorite spot." It would allow us to be able to sit and reflect and watch the kids play while at the same time feel connected to our son. We also thought this would help provide extra seating for the many parents and children that visit this playground over the busy summer months, and it would give so many of our neighbors who have been touched by our son's life the opportunity to see and reflect on the purpose for that bench being there as well." Some comments from the neighborhood: o Ooh, I like it! Personally, I think it should be different than the other benches because there's a significance behind it. If it were to be the same as the others 1 think it would lose it's meaning. o I sure hope the city approves. I love the bench and I think it should be different from the other benches. o Love the bench. What a great idea. o I think the bench is awesome. o I think the bench looks beautiful. For a memorial bench, I think it is completely appropriate to be different than the other benches at the park. o I am not a fan of the aesthetics of this bench. However, if this is what the parents prefer, I offer my full support. o This is beautiful! o This is such a great way to remember him. The park has been such a big part of • • • our neighborhood! From the families that 1st built their homes to the incoming neighbors that have moved in, we all have watched the smiling, heard the laughter and watched the kids grow. He was only able to spend a short time there but his brother and sister can have a way to feel his presence as they sit on his bench. There are currently two standard wood park benches adjacent to the playground area. I have not received any specific design ideas regarding the back of the bench. In the past, city staff has typically installed a concrete pad and the park bench. The bench would be purchased directly by the area residents. Maintenance and preparation of 50+ wood duck houses within the park system. ❖ Assembled and placed 20 recycling containers throughout city parks. ❖ Athletic field maintenance. o Soccer fields — layout, paint, place nets, hang nets and anchor goals 7 game fields 6 practice fields. Fields repainted every 1.5 — 2 weeks. o Ball fields — layout and paint foul lines for 11 game fields. o Game prepped baseball and softball fields — (drag, rake, place bases, chalk foul lines and batter's boxes. Average approximately 5 game preps daily Sunday — Friday. ❖ Planted 200 Goldmound Spireas in northern most median bed on Lake Drive (replacements). Also applied pre- emergent weed control to all Lake Drive median beds. • • • Placed and hung flower pots and hanging baskets at Town Center. Also weeded new landscape beds and removed dead plants. • Installed four new Dogipots. Currently have 13 total throughout city parks and trail system. (They are getting used and we are receiving resident requests for new locations.) • Weekly garbage and Dogipot pickup. • Removed and stump ground 11 dead or dying boulevard trees in preparation of replacement planting • Prepped community gardens, removed last year's debris, tilled and leveled gardens. • Ash Tree inventory — EAB (Emerald Ash Borer) entered DBH (diameter at breast height), condition and GPS locations. Country Lakes Park has approximately 300 Ash Trees. Most of our other parks have 20 or less. We have begun removing small diameter and poor condition class Ash Trees from Country Lakes. Our goal is to remove approximately 90% of the Ash within the next three years. The high value Ash that we plan to keep will have to be chemically treated. We anticipate finding EAB in the city within the next five years. Our plan is to take a proactive rather than reactive approach to managing our city Ash Trees. • Brandywood Park — Japanese Beetle. Last fall we experienced significant turf damage at a number of parks. The cause, Japanese Beetle Larvae. Clearwater Creek, Sunrise, Marshan, Birchwood Acres, Birch and Brandywood suffered the most damage. Last fall we applied an insecticide, Dylox to the damaged areas at Clearwater Creek, Sunrise, Birchwood Acres, Birch and Marshan as a rescue treatment and seem to have had good control and the turf seems to be recovering this spring. Brandywood was not treated because the grubs were too deep in the soil for effective control. We lost approximately 70% of the turf at Brandywood due to the extensive feeding by the grubs and the lack of rainfall last fall. (Brandywood is the only park that does not have an irrigation system.) This spring we tilled, leveled and reseeded approximately .7 acres at Brandywood. We plan to treat the area with an insecticide attached to a fertilizer to control this falls grub population. Those are the major highlights so far for 2013. I am hoping we don't have a repeat of the Japanese Beetle damage and that we don't find EAB for a least five years. Time will tell. We had great attendance at the following events: • Gobbler Games — 250 attendees • Breakfast with Santa —100 attendees • Secret Holiday Shop —150 attendees • Snow Day — 600 attendees • Sweetheart Party — 130 children • Super Hero Carnival —120 children • Spring Fling —150 children o Upcoming Special Events • Kite Day —June 8 at Rice Lake Elementary • Puppet Shows in the Park — Birch Park (June 26), Highland Meadows Park (July 10), Clearwater Creek Park (July 31) • Family Corn Roast and Community Night —July 25 at Sunrise Park • Safety Camp — August 8 at Centennial Middle School • Blue Heron Days — August 16, 17, 18 • The Summer Playground Program starts June 17. We have approximately 400 children participating in this summer program. There are 3 park sites in the morning and 4 in the afternoon. Children play a variety of games, work on craft projects and enjoy visits from police officers, Wargo Naturalists and Fire Fighters. The 22 staff hired to run the program start training on June 10 and should ensure a fabulous summer for all. • The Preschool Playtime program had 31 children enrolled this summer. They enjoyed many of the same activities as the kids at playgrounds. • This summer are conducting a variety of camps such as: Artists Sampler, Drawing I, Drawing II, Little Explorers Art Camp, Scrapbook Camp, Preschool Art Creations and Dodgeball Camp. We expect a terrific turnout for these camps again. • Our Tae Kwon Do and Youth Dance programs will continue to run throughout the summer with great attendance. During the summer we will be conducting classes in the old Early Childhood Center at City Hall. • • • The Senior Center will continue with its many programs throughout the summer. Attendance for day trips has been great (approximately 350 seniors have taken part in activities since January 2013). There are many great trips and educational sessions planned for this fall. • The 2013 Lino Lakes Football program has been cancelled. Lino Lakes Parks and Rec had offered youth football in the community for 12 seasons. The new Centennial Youth Football Assocation was created this offseason and Lino Lakes has decided not to compete with the local football group. • Adult Softball is under way and we have a Sunday Co -Rec league with 4 teams and a Monday Class D league with 6 teams. The weather has been iffy but we're hoping that June brings summer like weather to the fields here in Lino Lakes. • Basket Have a Ball Class recently just ended and we had 20+ participants - ages 4 -7 learning basketball skills for 6 sessions. • Spring Soccer Mini Camp recently ended and we had 20+ participants - ages 3 -5 learning soccer skills for 6 sessions every Monday night at Golden Lake Elementary. • May T -ball classes ended this past week and we had 38 three and four year olds playing t -ball during a chilly & rainy May session. • Blue Heron Days planning is in full force. We are excited about working on this City festival. We are adding a band as a new attraction this year and are hoping for some gorgeous weather on August 17. o The Parks and Recreation Department is also leading the parade and Blue Out 5K events. This was a decision that was not taken lightly and was well thought out after meeting with the recently formed Centennial Football Association (CFA) Board. In 2001, several members from the local football community approached the City of Lino Lakes and inquired whether we could provide youth football. For twelve seasons the City of Lino Lakes took great pride in administering youth football here in the community. During this past offseason it became apparent that the newly created Centennial Football Association had been gaining support and has a solid plan in place to serve the football community. The CFA is similar, if not identical to our football program in many facets. For example, the CFA program has a similar fee structure, the same philosophy related to team formations, and will be competing in the Twin Cities North Youth Football League (TCNYF), the same league we have been playing in for years. Rather than directly compete for participants with the CFA, we feel it's in everyone's best interests to not duplicate efforts of the CFA. The City of Lino Lakes staff would like to say a great big "Thank You" for all who have supported us and the program for the past twelve seasons. It has been a pleasure serving the residents not only of Lino Lakes, but also Circle Pines, Centerville, Lexington, and Blaine over the past decade plus.
