Cnr DISCUSSION ITEMS: A. Unsewered Lots: Planning Consultant Brixius explained that there appears to be a void in the ordinance in relation to unsewered lots in the R1 Zoning District. The Council has passed an emergency ordinance to prohibit development on less then 10 acres when sewer is not available. Mr. Brixius reviewed a proposed Ordinance Amendment which would replace this emergency ordinance. After some discussion the P & Z agreed that one acre lots could be split from the balance of a parcel ear - marked for development provided the one acre lot was able to hold an on- site system with an alternate site. Mr. Brixius will prepare an ordinance for a Public Hearing at the September 8, 1993 meeting. B. Buildable Area: Mr. Brixius explained that an inconsistency exists between the zoning and subdivision regulations in regard to the definition of lot area. The zoning ordinance provides that buildable area must be above the 100 year floodplain. However, past practice has been to allow this 100 year floodplain area to be included in buildable area. The Subdivision Ordinance provides that area is to be calculated above the OHW, which provides greater flexibility in determining lot area. The Federal Emergency • • P & Z Work Session August 9, 1993 Management Agency (FEMA) has determined that yards can be located within the floodplain. After some discussion the P & Z agreed that they would like 10,800 sq. ft. contiguous above the 100 year floodplain. Additional area could be below that. Disclosure advising that some of lot area is within the wetland was recommended. Mr. Gelbmann suggested that the City consider aerial photo's at this time because of the current high water levels. Mr. Brixius will prepare an ordinance for a Public Hearing at the September 8, 1993 meeting. C. Accessory Buildings: The P & Z was in agreement with increasing the accessory building size. Concern was expressed that accessory buildings not become commercial in nature. It was also suggested that a 10 x 10 storage building be exempt from the area requirement. Staff pointed out that the City's requirements were low in comparison to adjoining communities. Mr. Brixius will prepare an ordinance for Public Hearing at the next P & Z meeting. D. Home Extended Business: Mr. Brixius reviewed a proposed ordinance that would allow extended home occupations in the R -BR Zoning District. This item will be discussed further at the next P & Z Meeting. E. Pole Barn /Metal Exteriors: Mr. Brixius explained that there has been some discussion of this ordinance in the past. One question pertains to architectural metal panel - is this the same as sheet metal! It has further been suggested by staff that arch. metal panel be allowed, as was the case with the Laborer's Training Building, as a trim. The P & Z concurred with this interpretation of the ordinance.
