CITY OF LINO LAKES
PLANNING & ZONING BOARD WORK SESSION MINUTES
A. Buildable Lot Area: Al Brixius reviewed his memo of August 31,
1993 concerning Buildable Area and two possible options for the P
& Z to consider. The first option would provide that all lots must
meet the minimum area requirement above the 100 year flood and any
wetland boundaries. The second option would provide more
flexibility allowing floodplain infringement on lots. Provided all
floodplain provisions are met. Additionally, up to 10 percent of
the minimum lot area required may consist of wetlands, watercourses
or other unbuildable land. Mr. Brixius further explained that due
to the nature of the City of Lino Lakes, Staff generally concurs
with Option No. 2. This flexibility may be utilized in developing
the Oaks of Lino plat and Behm's Century Farms. He added that some
type of cluster type housing surrounding wetlands may become a
possibility for future developments in Lino Lakes. In most
instances if the wetland is protected, so is the floodplain.
Mr. Gelbmann stated that it is important to have a wetland
determination when a plat is first reviewed. A suggestion was to
base overall density on net buildable area. Darrell Schneider
indicated that we may have reached our capacity in the City with
the new wetland rules and regulations. We will need to find
alternative ways to fund the extension of utilities. He added that
it also seems to be apparent that the existing Flood Maps are not
correct. There was much discussion on this item, however, no
determination was made.
B. Home Extended Business - R -BR Zoning District: Mr. Brixius
reviewed the proposed ordinance allowing for extended home business

in the R -BR Zoning District. It was suggested that the ordinance
be modified to allow more than 2,000 square feet of accessory
building use. The P & Z agreed with the provisions of the
ordinance and a public hearing will be scheduled for the regular
November meeting.

C. Oaks of Lino Lakes - Mr. Brixius presented a revised plan for
the Oaks of Lino and indicated that changes have been made to
comply with RCWD requirements. Overall the density has been
reduced and the plan appears workable. No grading plan has been
submitted to date so further review is on hold. The general
consensus was that this plan appeared workable.
D. Behm's Century Farms - A revised plan was reviewed showing an
alternate street alignment for the Behm's Farm. The developer has
asked what is the plan for the area! If expansion residential -
then this scheme may be feasible. There was discussion regarding
lot area and density. Darrell Schneider again indicated that this
would be a valuable development to get sewer and water closer to
those area south of Lilac that are experiencing difficulty with
existing on -site systems. Some work will have to be done in the
near future to provide services to these areas and some type of
alternate financing due to the Charter constraints. No conclusions
were reached on this item. The developer will be at the next P &
Z meeting to discuss the concept with staff.
E. Metal Exteriors /Pole Buildings - not discussed.
