TIME ENDED 7:30 PM Landers, Meeiah, Nordine,; Robinson, Schaps, Slatten' MEMBERS ABSENT Glebman: ALSO PRESENT : Planning Consultan Wyland APPROVAL OF MINUTES: Al Robinson moved and was supported by Monika Slatten to approve the minutes of the May 13, 1992 meeting as submitted. All voted aye. Motion carried. LtW1-7r:1 iJ OPEN MIKE: Mr. Vernon Layman from Hodgson Road was present and asked the Board if they had any plans for the area of Ware Road and Hwy 49. He had heard some talk of extending 62nd Street. He indicated his property is Zoned Ri and located in the MUSA. Chairman Schaps indicated that they were not aware of any current plans for the area but that sewer and water is proposed for the future. No development plans are pending at this time. III. PLANNING ITEMS 92 -18 -V, JOHNSON, 2020 OTTER LAKE DRIVE, VARIANCE Mary Kay Wyland reviewed the staff report which indicated that this is a variance to allow a detached garage and also to allow a garage 2 sq. ft. larger than required by the Zoning Ordinance. The Staff recommended approval of the variance for the detached garage and denial of the request for the additional square footage. Mr. and Mrs. Johnson were present and voiced concern about the garage square footage. They had tried to make the garage as large as allowed and the closest combination they could came up with put it 2 sq. ft. over. The proposed garage is planned to house their yard equipment, boat equipment, and vehicles. The adjoining property owners have been advised of the request and have no objections according to the Johnson's. MOTION: Al Robinson moved and was seconded by Tom Mesich to approve Option 2 of the Staff Report - both the variance for the detached garage and the additional 2 sq. ft. of garage area with the condition that the garage be located outside of the drip line of the oak tree as recommended by the City Forester. III 92 -15, 92 -19, Apitz Garage, 325 Birch Street, Amended Conditional Use Permit Al Brixius reviewed this request which is to construct an addition onto the existing building at 325 Birch Street. Mr. Brixius and the owner, Mr. Grubs, met prior to the meeting and reviewed the staff report. During their meeting Mr. Grubs commented on some history items included in the staff report. (a) He stated that there is exterior storage at this time because one of his buildings was damaged in a storm and thus removed. (b) The existing sign has previously been approved by the City. (c) The property owner to the north has farmed the site up to the property line and would prefer no screening. Mr. Grubs indicated he would be glad to install screening when the farming operation ceases. (d) Mr. Grubs has been working with the County regarding the ditch problem and the access drives have been ok'd by the County. • Mr. Brixius has recommended that the green area be increased on the north /west corner & parking spaces be removed in this area, a three year time limit is proposed to facilitate the paving of the north and east sides of the site, setback flexibility be allowed on the parking area, and a single row of 6' evergreens be installed on the north property line when the property owner stops farming the site. He recommended drafting a detailed conditional use permit outlining all conditions to be imposed and setting forth the specific time frame governing these conditions. Tom Mesich moved approval of the Amended Conditional Use Permit with the following conditions: 1. Provide a modified site plan as recommended by the Planner. 2. Allow variance for parking area 5' from property line. 3. Screening to be provided on north side of property when landowner quits farming. 4. Rear and side parking areas to be paved within three years. Mr. Mesich also requested that the Planning & Zoning Board be allowed to review the conditional use permit prior to Council action if possible. Mr. Robinson seconded the motion. All voted aye. Motion carried. 92 -16 Gethsemane Church, 7220 Lake Drive, Site Plan Review Mary Kay Wyland reviewed this request which is to construct a storage building on the church property. The staff recommended approval of the request with the following conditions: -the outlet structure be installed as per the submitted site plan. - elevations for the ponding area be verified for proper depth and size. - floor elevation of storage building be minimum of 902. - storage building be landscaped in accord with existing church structure. Monika Slatten moved approval of the request with the conditions outlined by the staff. John Landers seconded the motion. All voted aye. Motion carried. QUAIL RIDGE, concept plan Al Robinson moved to table the request as the developer was not present for discussion. Monika Slatten seconded the motion. All voted aye. Motion carried. DISCUSSION: Interim Use Permits - The Planning & Zoning Board was advised that the staff is still researching this matter. • •
