MAY 11, 1988
Chairman Cody called to order the regular meeting of the
Lino Lakes Planning and Zoning Board at 7:00 p.m. Wednesday,
May 11, 1988. Board members present: Chairman Cody,
Prokop, Crohn, Irwin and Nelson.
Absent: Averbeck and Joyer
CONSIDERATION OF MINUTES:
APRIL 13, 1988 MINUTES: Irwin made the following
corrections -
* Page 4 regarding the parking of trucks;
The Planning and Zoning Board only
passed #1 - Units shall not be parked
for more than 72 hours. (within a 7
day period) was added by the council.
* Page 4 #7 - At a fee of $20.00
annually was added by the council.
These should not show up in our minutes.
MOTION: Prokop moved to accept the minutes as corrrected.
Nelson seconded the motion and the motion was carried
unanimously.
APRIL 27, 1988 MINUTES: Irwin made the following
corrections -
* Page 3 Motion - The editorial change
should be part of the original motion.
MOTION: Prokop moved to accept the minutes as corrected.
Crohn seconded the motion and the motion was carried
unanimously.
Averbeck joined the meeting at 7:10 p.m.
REQUEST FROM NORTH SUBURBAN DEVELOPMENT INC. FOR THE
RE- PLATTING OF ULMER'S RICE LAKE ADDITION, APPLICATION
411#88-12.
The applicant wishes to resubdivide the large lot Ulmer's
Rice Lake Addition into approximately 100 city lots. At the
boards last meeting the preliminary plat submitted by the

applicant was not approved by the board members nor were
variance requests for undersized lots. The members were
also concerned about the linear street arrangement with, for
example, Prairie Drive being a straight, quarter mile long
residential street.
At this time Jack Menkfeld of North Suburban Development is
revising the preliminary plat for Sunrise Meadows.
The Planning and Zoning members are looking for lots twenty
seven (27), twenty eight (28) and twenty nine (29) block six
(6) will be shortened in their north, south dimension to
accomodate shifting Wild Flower Drive, Rice Lake Drive, and
Prairie Drive southward respectively the foot and a half
south on Wild Flower, a foot and a half on Rice Lake, Two
and a half feet on Prairie Drive. This may require that
lots twenty seven, twenty eight and twenty nine on this
•block must be combined into two lots rather than three now
shown. The depth we would be maintaining overall square
footage and width. The same would hold for lots one, two
and three of block seven and that they would be maintaining
width but we will be giving up depth. Lots one, ten, eleven
and twenty, block three, we'd be giving a variance for width
because of the adjustments needed on Second Avenue. That
would be causing a hardship because it's a State Aid Road -
going eighty feet wide instead of sixty feet wide. The
cul -de -sac west of Prairie Drive - The cul -de -sac of Caribow
Circle and the cul -de -sac on Meadow Lane - we're looking for
some assurance that the lots would be eight feet wide with
the setback of the houses.
MOTION: Prokop moved to table this item until the June 8th
meeting. Then the Planning and Zoning will approve the
final plat. Averbeck seconded the motion and the motion was
carried unanimously.
REQUEST FROM ELMER CROHN FOR CONCEPT PLAN REVIEW FOR
WILDWOOD ADDITION LOCATED NEAR LINO LAKES ELEMENTARY SCHOOL
Elmer Crohn presented his preliminary plan of Wildwood
Addition (the land he bought from Mrs. Gotwald) No action
was taken on this. Discussion was on where the pipelines go
through the property and what to do with the potholes on the
Land.

LOCATED NEAR 2209 PHELPS ROAD, APPLICATION #88 -07. REQUEST

FOR VARIANCE FROM PAUL K. MILLER FOR VARIANCE FROM PUBLIC
ROAD FRONTAGE REQUIREMENT APPLICATION 88 -14.
At the board's April 27 meeting this item was tabled and the
applicant was advised that the board members probably could
not make the six findings of fact necessary to grant a
variance from the public road frontage requirement. In
particular there was feeling that the conditions causing the
road problem, i.e. the fuel tank locations were
self- imposed. Tableing to May 11 was to allow additional
time for our City Planner - John Miller to look for
alternatives.
Al Tschida - Attorney for Gene Orfei agreed to move the fuel
tanks under the road in fifteen (15) years.
After discussion the applicant withdrew his request for a
• variance. He is asking for approval of the subdivision.
MOTION: Nelson moved to recommend approval of Application
88 -7 Minor Subdivision at 2209 Phelps Road by Paul K. Miller
with the understanding that the City Attorney will work out
the details of the dedication of the easement to be
effective no later than fifteen (15) years from its
approval. The City will be assured that the gasoline
storage tanks now placed would be removed at Miller's
expense or according to the City Ordinance at the time.
Also that the approval of the minor subdivision is
contingent upon the presentation of the accurate survey at
the time of presentation. Averbeck seconded the motion and
the motion was carried unanimously.
REQUEST FROM GENE ORFEI FOR A SITE PLAN REVIEW TO CONSTRUCT
AN OFFICE BUILDING AND A MAINTENANCE SHOP AT 2209 PHELPS
ROAD, APPLICATION #88 -13. REQUEST FROM GENE ORFEI FOR A
VARIANCE TO PERMIT OUTSIDE STORAGE AT 2220 PHELPS ROAD,
APPLICATION 88 -13.
At the Planning and Zoning Board's April. 27 meeting these
requests were tabeled following the tableing of the request
for Minor Subdivision at the same address.
Orfei wishes to build an office building and a repair
410facility. Both structures will be masonry construction.
The north portion of the property will be bermed with pine
trees planted on the berm. After discussion this item was
tabled.

MOTION: Prokop moved to table this item until June 8th to
allow the applicant time to complete a site plan, meeting
the requirements of the Lino Lakes Zoning Ordinance. Nelson
seconded the motion and the motion was carried unanimously.
DISCUSSION OF ZONING ORDINANCE AMENDMENTS PERMITTING LARGER
ACCESSORY BUILDINGS.
There was discussion in length on this Zoning Ordinance.
The Planning and Zoning Board will wait to hear more input
from City Planner - John Miller. This was just a discussion
item. No motion was made on this.

meeting of May llth. Nelson seconded the motion and
Chairman Cody adjourned the meeting at 9:30 p.m.
