Task Force
Informational Meeting
This meeting was called to order at 7:30 P.M. by Mr, L, Johnson. He

told the people present thatw� meeting is to discuss the proposed zoning
ordinance and zoning districts. At this meeting only the NE Quadrant
of the City will be discussed.
Mr. Johnson informed the residents of the work that has been done by
the Task Force noting that this is usually done by a Planning and Zoning
Board or the City Council. However, this City put it in the hands of
the Citizens of the City and these informatiNa1 meetings are to inform
the residents of what has been proposed for the City.
Mr. Johnson introduced Mr. Bill Short, City Planner and ask that he
present the actions of the Task Force.
Mr. Short gave background information as to why this is necessary. He
then pointed out the areas of zoning on the district zoning map and
listed the proposed uses for that area. The entire area is zoned R
and requires 10 acres per home. Mr. Short noted some of the permitted
uses of this area.
Marty Bancroft - 24th Avenue - questioned the definition of a stables -
does this mean a place for boarding or is a place where hors,=' are
rented to ride trails?

Mr. Shorttthis hasn't been defined as yet but there is a need to make
a distinction.
411 Mike Morseth - Will the current use of the land be allowed to continue -
will that be grandfathered in? Mr. Short said, ;Yes, but there can be
no intensification of the use and if the use ceased to exist for one
year, it could not be resumed.
Pat Stark - 20th Avenue North - asked about selling 5 acres to her
daughter - can this be done. Mr. Short said the standard in that area
is ten acres.
Dorothy Perkins - Main Street - asked if the minimum is ten acres, why
are new homes being constructed on smaller lots? Mr. Short said if the
land is of record, it is a buildable lot.

Jim McGeary - W. Rondeau - asked about how many acres /'needed for live
stock. He was told this would be controlled under the existing animal
ordinance. Mr. McGeary felt that ten acres is too much for a home, would
have one acre for the house and nine acres of weeds. How would this
be untangled at the time sewers are installed? Mr. Short said at the
time a ten acre parcel is split a subdivision would have to be filed
designating where the home would be constructed and how the land would
be split in the event of sewers.
Earl Olson - 1210 Main Street - has 40 acres - wants to give each child
one fourth of the land - how could they ever afford the assessments if
IIIand when there is sewers. It was explained how the land would need to
be subdivided and at the time there was a sewer proposal, the lots could
be sold.

NE Quadrant
Dennis Weible - said this needs a plan to show the benefits to the
people - he couldn't see any benefits at all.
Don Marier - E. 77th Street - requested Mr. Short to explain the white
area on the map. Mr. Short said all the white area, with the exception
of the Centerville area, is the Anoka County Regional Park consisting
of 2500 acres of land and all or a portion of the lakes.
Someone asked if this plan is the City's idea or is it Metro Council
shoving it down our throats? Does this City Council have the final
say? Mr. Short explained this is required by State Law and the City
Council does have the final say-on the matter.
Mr. Short also noted that the Metro Council will review the zoning
ordinance to insure it complies with the comprehensive plan.
Mr. Johnson noted the times, dates, and locations of the next three
meetings dealing with the NW Quadrant, the SE Quadrant and the SW
Quadrant.
The meeting was adjourned at 8:30 P.M.
