Task Force
Informational Meeting
e meeting was called to order at 7:30 p.m. by Larry Johnson. He welcomed everyone and
ntroduced himself and the Task Force and Planning & Zoning Board members. Members pre -
sent: Goldade, Karth, Rosenthal, Bloomquist, Dougherty, Cody, Howard, Johnson. Mr. Bill
Short, City Planner was also present.
Mr. Johnson gave the background of how and why the Task Force was formed. Mr. Short summ-
arized the background of Planning for the City of Lino Lakes and summarized the proposed
zoning ordinance and zoning map.
Paul Connoy - 6312 Baldwin Lake Road - Asked what were the limited businesses that could
exist in the ER district? Mr. Short read the uses from the proposed ordinance.
Sherry Thompson - 6125 Baldwin Lake Road - Can land be divided by special permit? Mr.
Short explained existing lots of less than five acres will be grandfathered in but there
will be no subdivision of less than five acres.
Reinhard Alexejew - 6110 Baldwin Lake Road - Can certain areas of wetland be drained into
the lakes and swamps for development? Mr. Johnson said this at present would require
DNR, Rice Creek Watershed and Corp of Army Engineers permits. By the end of this year
the City will have to adopt the Shoreland Management Ordinance and this ordinance will
contain provisions for this sort of project.
Nolan Meyer - 6352 Hodgson Road - He owns the insurance agency at this address and it was
explained to him this busines would be grandfathered in but not allowed to expand or rebuild.
ry Cormican - 435 Ash Street - Asked if he could subdivide his lot into two lots. He
wns ten acres. He was told to talk to Mr. Short after the meeting so it could be looked
at,on the half sections maps.
Kay Murphy - 6373 Hodgson Road - Asked where R -4 was located. Mr. Short explained.
Mr. Johnson noted that this plan will be updated in about five years.
Jerry Demars - 7090 Lake Drive - Asked why the area where multi - family units have been
planned on Lake Drive has been singled out for Quad homes? Mr. Short explained this area
has several types of multi - family dwellings planned, not just quads. Mr. Short read crit-
eria needed to establish a multi - family area such as good roads, proximity to shopping
areas, possibility of sewers and had natural buffers in back by lakes and front by Lake
Drive. Mr. Demars said this is where Rehbein was pushing sewers.
Dennis Weible - 6891 Lake Drive - Did not understand why the "carrot" (multi - family dwell-
ings) was put in the center of the City. Why was multi - family, commercial and industrial
put in the center? Mr. Short explained that it was natural because Lake Drive is a major
street with freeway access and this is the area where sewers are likely to be installed
first.
Mr. Weible said the area has already demonstrated it is not prepared for sewer.
Mr. Weible asked when will the area that already has sewer reach capacity? Mr. Short
explained the present capacity is 750 but could be revamped to a capacity of 1,400 conn-
�ctions. This is projected to satisfy the need of that area.
Mr. Weible doubted the validity of the sewer plan. This plan was developed under a different

set of conditions. When it was developed the City Council had sole discretion of where
sewer would be installed. Now the conditions have changed. Is it possible to get sewer
in anywhere by 1990? Mr. Short felt it was possible. The plan reflects the Tasks Force
best guess. It does not reflect the sewer plan that was proposed a year or so ago.
Mr. Weible asked on what basis were your assumptions. Mr. Short said it was based on the
inquires received to date and the fact that present septics are failing and eventually
it will be more practical to replace them with municipal sewer than repairing them.
Mr. Weible asked if the ordinance will allow subdividing before sewer is completed? Mr.
Johnson felt the City and property owner will have advance knowledge, of the sewer install-
ation and felt the subdividing process might start then. Mr. Short said the City will not
allow construction of a home before the sewer is installed. The City would not allow
subdivision unless they are certain sewer is imminent.
David Vickers - 6251 Laurene - Mr. Vickers felt that dense planning for north of the Rice
Creek Bridge on Hodgson would force sewers up Hodgson Road. People in the areas south
of the Bridge have already divided their lots as much as thex want and do not want to be
forced to pay for sewer to service another area. Mr. Shor; ewers will not be forced into
any area. Mr. Johnson felt that the plan for the southwest quadrant of the City with its
five and ten acre minimum lot size was discouraging growth and discouraging sewers.
Mrs. Murphy - Asked if an area has been designated for manufactured homes? Mr. Short
said a manufactured homes district is described in the ordinance but no area has been
III on the zoning map. He referred to the Shraeder proposal for the area accross
from Northern Instruments. The Planning and Zoning Board had placed restrictions on his
proposal and then he decided not to build in Lino Lakes.
Jim Hill - 298 Elm Street - What % of the development area is designated commercial and
what % is industrial. Mr. Short felt it was 5 to 7% of the development area for each
commercial and industrial or a total of 10 - 12 %.
Mr. Hill asked if this was a normal percentage? Mr. Short said the Task Force had re-
searched surrounding communities and fell this percentage is less than any of the surr-
ounding communities.
Mike Musil - 6364 Hodgson Road - Will the people have a chance to vote on these proposals?
Mr. Johnson said these are just informational meetings. Mr. Musil wanted to keep his comm-
ercial zoning. Mr. Johnson said he should attend the Council meeting when this goes before
the Council and the public hearings.
Mr. Weible asked if the zoning map is part of the zoning ordinance? Mr. short said it would
be adopted as part of the ordinance.
Mrs. Murphy said she would like to see the proposed R -3 area planned for the SE corner
of Birch Street and Hodgson Road zoned R -2. Mr. Short felt this R -3 would allow for app-
roximately 60 units and felt it was a good use for this area.

Alexejew asked if there is such delicate water tables near the lakes why are you
roposing multi - family dwellings in the area between Lake Drive and the lakes? Mr. Short
explained this area does have good soil, near major intersections and on a major highway.
Also before any multi - family housing can be built the proposals will have to be reviewed
by several state agencies.
Wesley Jenson - 6075 Hodgson Road - Felt the Task Force was defeating its purpose for comm-
ercial property by cutting his commercial property in half. He felt that the proposed
commercial area on Hodgson north of County Road J was not large enough for possibly a
small shopping center.
Mr. Jenson noted that this proposal makes the tree service accross from his property re-
sidential and non - conforming. He felt this did not make sense.
Mr. Weible asked what effect will the water table have on the proposed multi- family develop-
ment? What services are needed for higher density, is water a requirement? Mr. Short
explained municipal water is not a requirement but sewer is. Soil tests are also required.
Mr. Meyer of 6352 Hodgson requested his property remain commercial since he is operating
his insurance agency from this address.
Mr. Musel - 6364 Hodgson Road requested his property remain commercial since he is planning
to operate a drywall business from this location.
Paul Zack - 6238 Laurene - Felt the TAsk Force had done a good job. He asked if sewers
re brought in what was the logical direction from which it would come? Mr. Short ex-
lained at present it would be most practical to hook into one of the two lift stations
in the area. One is located near Baldwin Moble Court, the second is located at Totem
Trail and Birch Street. Mr. Zack asked what was the highest potential direction from
which sewers would come, Blaine or here. Mr. Short felt for the multi - family district
on Lake Drive it would come from Blaine.
Mr, Johnson was asked when the zoning ordinance and map would be finished.= He explained
the process through Council and public hearings.
Rosemary Storbert - 6978 Lake Drive - Said with the possibility of a horse racing facility
in the north suburban area, this could have alot of impact on this City. Mr. Short said
they had not taken this into consideration because it would require impact statements and
there is nothing definite on the possibility of the track for this area.
Mr. Vickers asked why the SE corner of Birch Street and Hodgson Road is proposed for R -3?
Mr. Johnson felt this could be a PUD area. With the amount of traffic already in this
area it would be a poor place for single family homes.
Mrs. Murphy felt R -3 would make traffic worse. Mr. Johnson felt there would be better
controls on the accesses.
Mr. Johnson thanked everyone for coming tonight. The meeting was adjourned at 9:35 p.m.
