Planning and Zoning Board
March 30, 1983
41, Special Meeting of the Lino Lakes Planning and Zoning Board was called to order at 7:40
P.M., Wednesday, March 30, 1983 by Chairman Prokop. Members present: Ostlie, Klaus, Prokop,
McLean. Members absent: Doocy, Johnson and Goldade. Mr. Short, City Planner, Mr. Kluegel,
Zoning Official and Mr. Paul Howard, Task Force member were also present. Mayor Benson
arrived later during the meeting.
The purpose of this meeting was to continue the meeting of March 23, 1983 to finalize the
proposed draft Zoning Ordinance and Zoning Map and send it to Council for their review and
approval.
-Page 82 - Subd. 11 (5). Should read "There are no uses permitted by Conditional Use Permit ".
Delete (A) (3) (E)., omit word "project" and insert "Manufactured Home Subdivision."
(1) Purpose. Change paragraph to read "The purpose of this district is to provide opportunit-
ies for Manufactured Homes which meet the design criteria established in the subdivision in
a safe, attractive residential neighborhood with all urban service and desired amenities."
(2) Sentence should read "The minimum area for any R -7 Manufactured Housing Sut - divisions
shall have at least five (5) acres of land, and the minimum width shall fe at least 300
feet."
Mr. McLean moved that all changes which have been presented and accepted by the Planning
and Zoning Board on page 82 be incorporated into Sutd. 11. Mrs. Klaus seconded the motion.
Motion declared passed.
ilk-Page 83 6(B). Mr. McLean asked how many tool sheds? Item (6) should read "Permitted
ccessory Building. No accessory building shall be permitted except for the follow:(Section
1005.04, Subd. (6))
A. Private garage
B. Storage or tool shed
C. Tool shed and garageshall be constructed and finished in a manner which is consistent with
the principal structure.
(7). 4th sentence, omit the words "with the advice" and insert, "after review and recommend-
ation".
(8)(A). Insert the word "residential" after the first word "all".
Mr. McLean asked how, who, when, where do manufactured homes get inspected. Mr. Kluegel ex-
plained how the home is inspected at the factory and his responsibilities when it reaches
the lot. It was decided to add a section to Section 8(13) Manufactured Homes Inspections -
Permits. The text shall read the same as Subdivision 10. (6).
Mr. McLean moved to have the changes as presented and agreed on by this group for page 83,
Subd. 11 included into the ordinance. Mrs. Klaus seconded the motion. Motion declared
passed.
-Page 84 (C). Change paragraph to read "Single - family manufactured dwellings shall have at
least a 3/12 roof pitch and shall be covered with shingles or tiles ".
(9). Delete Item (9) entirely.

110(10) (C). 2nd line, delete "adjacent properties" and add "all other residential districts ",
Mr. McLean moved to accept the changes on page 84. Mr. Ostlie seconded the motion. Motion
declared passed.
=Page 85. (12) Delete entirely. Item same as item (14)on page 85.
13(A). 2nd sentence, insert after "area for" "a minimum of " two (2) vehicles. Last sentence,
place a period after "right -of- way ". Omit balance of sentence.
Mr. McLean moved to approve the changes on page 85. Mrs. Klaus seconded the motion. Motion
declared passed.
- Page 86 2(B) Add minimum lot width (sewered) 75', minimum lot width (unsewered) 150'.
- Page 11 (91)Rewrite section, 2nd to last sentence, omit '!accessory use ", "and installation ",
"tires".
Mr. McLean moved to approve pages 86 and 87 and page 11 (91) as discussed. Mrs. Klaus seconded
the motion. Motion declared passed.
-Page 91 (A). Put a "period" after Comprehensive Plan. Omit balance of sentence.
(7) (A), (D). Make words in singular form.
- Page 92 (H). Omit entirely.
I, r. McLean moved to approve the changes on pages 90, 91 and 92. Mr..Ostlie seconded the
otion. Motion declared passed.
- Page 95 (7) (P). delete entirely.
Mr. McLean moved to approve pages 93, 94 and 95 as amended. Mrs. Klaus seconded the motion.
Motion declared passed.
- Page 100 (A). Section should read "Any use listed as a permitted use..."
(B) - (M) move to Conditional Use section. Omit (I) entirely.
Mr. McLean moved to approve the revisions of Subdivision 17 as amended. Mr. Ostlie seconded
the motion. Motion declared passed.
- Page 105. The number system is not correct. Item (2) should be (A), Item (A) should be
(B), Section (3) should be (2), Page 106, Section (4) should be (3). In this section the
word hazard is mispelled. Page 105, Item (B) should read "Horizontal Zone" not "line ". In
Section (2), Height Restrictions, 6th sentence, word "Subsection" should be "Subdivision ".
- Page 106 Subd. 2 (A) 2nd sentence; word "Subsection" should be "Subdivision" (2) (B) Zone
A. 2nd sentence "Subsection" should be "Subdivision" and after (2) omit word "of ".
Mr. Ostlie moved to accept the changes as presented on pages 105, 106 and 107. Mrs. Klaus
seconded the motion. Motion declared passed.

-Page 113. (4) (C). Change last word on page from "improved" to "paved ", page 114, 1st
sentence change "with a durable and dustless surface" to "in concrete or bituminous sur-
face". Omit entire last sentence of paragraph.
-Page 113 (G), Page 114 (5), Page 21 (12). Should refer to 11,075 pounds gross weight.
Mr. McLean moved to approve the changes in this section on pages 109 through 116. Mrs.
Klaus seconded the motion. Motion declared passed.
Mr.,,. Ostlie questioned if there were adequate definitions for riding arenas or stable.
It was discussed and it was felt that Mr. Short should define "Horse Arena ".
- Page 24, top of the page, omit first word "written ". In the 4th sentence omit the word
"within'.
- Page 19 (F). word "occupation" mispelled.
Mr. McLean moved to accept the changes suggested by Mr. Ostlie, Mrs. Klaus seconded
the motion. Motion declared passed.
Mrs. Klaus and Mr. McLean had no changes or comments.
Mr. Short said he will add some langauge regarding buffering in pages 63 and 65. He
felt it was not necessary to buffer between R -3 and R -4 and a single family neighborhood
should be buffered from any other district. Manufactured Housing should be buffered.
- Page 79 (R) Change 10' to 20'
Mrs. Klaus moved to change (R) on page 79 to read 20' not 10'. Mr. Ostlie seconded the
motion. Motion declared passed.
Mr. McLean moved where a side or rear lot line of a R -3 or R -4 District abutts an adjac-
ent ER, R -1, R -2 or R District a landscape buffer area shall be provided not less than
20' in depth. It shall contain landscaping, berming or other screening suitable to pro-
vide an effective visual screen. Also see 1005.04, Subd. 25 (Screening). Mrs. Klaus
seconded the motion. Motion declared passed.
Mr. Short asked if an Index is to be included with the Ordinance. This is a very time
consuming project. The concensus was to omit an index until such time it is demonstrated
there is a need for it.
The following resolution was introduced by Chairman Prokop:
RESOLUTION RECOMMENDING ADOPTION OF THE PROPOSED ZONING ORDINANCE REFERENCED AS APPENDIX
"B" OF THE CITY CODE.
WHEREAS,

The City of Lino Lakes has been granted authority by the State of Minn-
esota per MS 462.351, to adopt zoning and other official controls to re-
gulate the use, and develop the land in an orderly manner within the
City, and
The Lino Lakes Planning and Zoning Commission desires the City Council
to implement these official controls through the landuse policies, guide-
lines, and plan recommendations adopted as part of the Comprehensive Plan
WHEREAS,

of the City of Lino Lakes, and
The Planning Commission has worked diligently with the Zoning Ordinance
Task Force in evulating and updating the City's existing zoning Ordinance
so as to, in their collective opinion, represent the interest of the re-
sidents of the City of Lino Lakes and the City's adopted Comprehensive
Plan and
WHEREAS, The proposed Zoning Ordinance shall promote the public health, safety,
order, convenience, property and general welfare within the City.
NOW THEREFORE BE IT RESOLVED, that:
1) The Lino Lakes Planning and Zoning Commission hereby recommends that
the City Council conduct a Public Hearing pursuant to Minnesota
Statutes 462.357, Subd. 3.
2) The Lino Lakes Planning and Zoning Commission hereby recommends that
the City Council review and take final action on the proposed ordinanc
by adopting and publishing same.

Mr. McLean moved for adoption of the Resolution adopting the draft zoning Ordinance and
Map referenced as Appendix "B" of the City Code with the addition the changes that have been
acted upon by the Planning Commission be incorporated in the draft Ordinance. Mr. Ostlie
seconded the motion. Motion declared passed.
Mr. Short was asked to note the changes for the Council but not redo the draft Ordinance
until the Council has made their changes.
Mr. Prokop recommended that the Council recognize the individual Task Force members in some
manner for their extensive contributions to drafting this zoning ordinance and zoning map.
Mrs. Anderson and Mr. Kluegel informed the Planning Commission that the Council has set a
Public Hearing for the proposed zoning ordinane and map for April 19, 1983 at 7:00 P.M.
Mr. McLean moved to adjourn at 10 :45 P.M. Mrs. Klaus seconded the motion. Motion declared
passed.
