February 17, 1982
The regular meeting of the Lino Lakes Planning and Zoning Board was called
to order at 7:30 P.M. by Vice - Chairman McLean on February 17, 1982.
Members present; Doocy, Klaus, Juleen, Goldade. Absent;Johnson, Prokop.
Mr. Juleen moved to approve the minutes of February 3, 1982 as presented.
Seconded by Mr. Doocy. Motion carried unanimously.
Mr. McLean set a meeting for Saturday, March 20, 1982 at 9:00 A.M. for a
City wide tour using the Civil Defense van. The consensus was that all
would attend. A review of the Comprehensive plan. Watershed, and Chain
of Lake maps at City Hall would be done before the tour. This is to
familiaize the Planning and Zoning members with the City. Mr. McLean felt
there was a need for greater iuvolvment with the neighboring communities
in regard to planning.
KENNEL LICENSE - NORMA LEE PEICK
Mrs. Peick is seeking a kennel license at her home and place of business -
Lee's of Lino -8001 Lake Drive.
Mr. McLean requested better drawings of the Kennel layout and fencing to
be work out with City Staff and Mrs. Peick.
Mr. Goldade suggested an on site review by the Anoka County Health Officer
for compliance with Health and Sanitary requirements.
There were remarks from persons in the audience that the time of this
agenda item was not on the notices that were sent out. All persons within
300' will be notified of the time and date of the next meeting.
Mr. McLean suggested a staff review of current ordinances regarding
kennel licenses.
Mr. McLean moved to table this license application until March 10th, 1982.
Seconded by Mr. Juleen. Motion carried unanimously.
FEASIBILITY, DAVID HOWE
Mr. Howe is proposing to split his lot of approximately 22 acres with the
intentions of building two homes. There was discussionoon the fact that
this lot is located in the Rural Area which requires 1 home per 10 acres
density according to the Comprehensive Land Use Plan. The back portion of
the lot would face on Hobe Court, which is located within White Bear
Twonship, is only 30' wide and is an unfinished cul -de -sac. There was a
concern with the availability of this to emergency vehicles.
The general concensus of the Board was that Mr. Howe should obtain a letter
from the White Bear Twonship Board concerning their position on allowing
development within the City of Lino Lakes with the only street frontage on
Hobe Court within White Bear Township. Mr. Howe is to return to the
Planning and Zoning at a later date to discuss this matter.

Mr. Jerry Blackbird was present to discuss his plat on the South side of
79th Street just West of Lake Drive. The City Attorney had written a
letter regarding the current status of 79th street which is termed a
'cartway'. There was discussion on the fact that this plat is located in
the Expansion Residential (ER) area which requires a minimum lots size
of five (5) acres. Mr. Blackbird will wait until the Zoning Ordinance
hearings to pursue his plat.
Mr. Johnson moved to adjourn at 9:20 P.M. Seconded by Mr. Juleen. Aye.
