Aril 2, 1980
The meeting was called to order by Mr.Reinert at 7:30 P.m. Members present
Heath, Johnson,Bathke, Schwankl. Absent; Prokop, Doocy.
Mr. Reinert noted that at the regular meeting there had not been a quorum
but general information and direction had been given to the persons who
had attended that meeting.
The minutes of the meetings held for consideration of the Comprehensive
Land Use Plan was considered. Mr. Heath discussed a point brought up at
the February. 18, 1980 meeting by a resident who disagreed with the multi-
family residential expansion of the Plan. (This comment is on page three
of the Feb. 18, 1980 minutes.) Mr. Heath moved to approve the minutes to
include the above point. Seconded by Mr. Johnson. Motion declared passed.
The minutes of February 27, 1980 were considered. Mr. Heath moved to
approve the minutes as presented. Seconded by Mr. Bathke. Motion declared
passed.
Mr. Schumacher gave the members copies of the minutes that had been typed
from the regular scheduled meeting held on March 19, 1980.
The miutes of February 20, 1980 was considered. Mr. Reinert noted that
on page two, last paragraph should be changed to read "the South side of
antern Lane" Mr. Heath moved to accept the minutes with the above
correction. Seconded by Mrs. Schwankl. Motion declared passed.

Mr. Reinert turned the meeting over to Mr. Schumacher for presentation of
the items to be considered this evening.
Mr. Robert Koch had appeared: asking advice on the possibility of extending
his garage to the property line or transferring 5' from his son's property
in order to maintain the 5' setback requirement.
The general consensus of the Planning and Zoning Board was that the 5'
should be added and Mr. Koch should proceed with the variance request for
the transfer of this 5 feet.
The Lino Industraial Park was considered. This plat has complied with all
requirements. The plat will be developed in phases and this approval is
only for the first phase. This phase will include lots 1 through 2, Alk 2,
Lots 1 through 6, Block 1. Mr. Heath moved to approve this Phase 1
portion of the plat, seconded by Mr. Bathke. Mr. Heath added, recommend
to the City Counril that a public hearing be set on this. Motion declared
passed.
•Mr. Schumacher reviewed the application of Mr. Mordaunt for rezoning of
the Carriage House Stable. This would require a 'Light Industrial'
designation. The orginal request was for the rezoning of the entire 60
acres. Mr. Schumacher was concerned about rezoning this entire acreage
tothe LI zoning and the fact there are no controls set forth for the

was to have met with Mr. Schumacher to inspect this operation, but had
been unable to keep the appointment. The representatives were not present
at this time but do plan on attending this meeting.,.
The representative of this firm arrived and there was some discussion as
to the locations of the proposed lab. There was also discussion of the
several alternatives that could be required. Mr. Schumacher has planned
to inspect the current facilities of this firm.
There was discussion on the problems that could result in the future if
the entire acreage is zoned LI and should this operation decide to sell.
The maps were consulted and several alternatives to the area to be rezoned.
If the lands are divided to include the existing buildings, this would
be approximately 32 acres to be rezoned to LI.
Mr. Johnson moved to table this request until the next meeting in order
to give Mr. Schumacher time to inspect this operation and to allow time
for the correction of the acreage requested to be zoned. It is also
necessary to prepare a corrected map of the area. Seconded by Mr. Heath.
Motion declared passed.
Mrs. Schwankl asked to be excused from the discusssion on the request for
the installation of a mobile home on five acres of land. Mr. Schumacher
Iliad received a letter on this matter which will be taken to the City
ouncil for discussion on April 14, 1980.
The Planning and Zoning Members rquested Mr.Schumacher to read the letter
he had received from Mr. & Mrs. Illg. This letter asks for a change in
the City Ordinance which prohibits mobile homes on private land. They
felt the ordinance discriminates and is unjust because it does not consider
special circumstances.
The general consensus of this Board was that in order for the request to
be granted, the Ordinance must be changed and that must be done by Council
actions. He was advised to take this to the City Council for their
consideration.
Mr. Doocy arrived, and Mr. Reinert called for a five minutes recess.
The meeting was resumed. The next item to be considered was a variance
request$ from Mr. George Meadows for a driveway of over 300 feet. Mr.
Schumacher presented the request. Mr. Meadows has forty acres of land
bordering 24th Avenue and will be constructing a new home on this land.
Mr. Schumacher felt that since the policy of this City has been to allow
long driveways, perhaps the Planning and Zoning should take a look at this
portion of the ordinance for possible change.
Mr.$$humacher's recommendation is to approve this variance with the
stipulation that this driveway be maintained by Mr. Meadows and that this
remain as a private driveway. The City will not be responsibile for the
upkeep of this driveway.
Mrs. Schwankl moved to recommend to the Council approval of this variance
request contingent upon the closing date of April 15, 1980, with the
stipulations that this is a private driveway and must be maintained by the

owner. Seconded by Mr. Heath.. Motion declared passed.
Mr. Schumacher was requested to present to the Council this Board's con-
cern with this portion of the Ordinance setting forth the restrictions on
the length of a driveway.
Mr. Blackbird had not arrived, so the request of Land and Oaks was con-
sidered. Mr. Schumacher presented the request for the platting of the
lands along Main Street East of 135E. This plat has the approval of the
County Engineers - the setbacks will be on the final plat, th driveway
requirements has been provided - the future needs of the

Main Street have been provided - the lots meets the City Ordinance re-
quirements. Mr. Schumacher noted there is not a detailed drainage plan.
A letter from Mr. Gotwald was read noting that this plan must be submitted
to Rice Creek Watershed Board for their approval.
Mr. Tschida said he is aware of the need for this and also the grading
that must be done to provide the proper drainage.
Mr. Reinert felt this plat meets all City requirements and the only item
remaining is the Rice Creek Watershed Board's approval. Mr. Schumacher
recommended approval of this preliminary plat with the understanding that
no final action can be taken until this approval is received.
•r. Heath moved to recommend approval of this preliminary plat and that a
public hearing be set subject to the review and approval of the Rice
Creek Watershed Board. Seconded by Mr. Doocy. Motion declared passed.
The appearance of V.S.Petersen at the last meeting was discussed. This
had been for informational purposes only and he will return at a later date
Mr. Blackbird, representing El Rehbein & Son still had not arrived. The
Board then considered the suggested Ordinance change dealing with
accessory buildings. The Council had asked Mr. Schumacher to write a
suggested change. He presented the problems that are developing in the
residential areas with the construction of the large metal pole -type
buildings. This ordinance amendment would limit the first building to
750 square feet and the second building 150 square feet. This has been
scheduled for a public hearing at the April 14, 1980 Council meeting.
This is for informational purposes only and no action is required by this
Board at this time.
Sicne there was no other old business to be considered,Mr. Reinert asked
for ideas on the Circle Pines Comprehensive Land Use Plan that had been
forwarded to this City for review and comment.
The area of discussion centered on the proposal that Circle Pines acquire
a parcel of land of over 30 acres adjoining the Baldwin Community Park
*from Lino Lakes to add to that Park. This is not to be a joint venture,
but would delete that land from Lino Lakes and add to Circle Pines. This
area is considered 0 valuable for residential development.

Land Use Plan according to Mr. Short's comments with special emphasis
placed on the second paragraph, item 2, that this be a cooperative agree-

ment between the City of Circle Pines and Lino Lakes and this matter to
be discussed by the Park Board. Seconded by Mrs. Schwankl.
Under discsusion, it was pointed out that the zoning in this area should
not be changed. Motion declared passed.

Clerk's Note.
I read Mr. Short's letter concerned with the above subject Park. My
interpretation of Mr. Short's letter is that the land Circle Pines wants
as an addition to their existing park, is in the City of Circle Pines,
but abutts Lino Lakes. The tapes were not clear as to the motion made
by Mr. Heath. Would you please be sure all the mikes are on and that
they are spoken into so the tapes can be understood? Thank You very
much.

410The request of Molin Concrete will be on the April 16, 1980 agenda. They
did not have all their materials ready at this time.
Mr. Bathke moved to adjourn. Seconded by Mr. Johnson. Aye. 9:45 P.M.
