Comprehensive Land Use Plan

likMr. Reinert called to meeting to order and explained this is a continuatio
f a hearing that was held on February 18, 1980 for the purpose of re-
veiwing the proposals for the Comprehensive Land Use Plan. Tonight's
meeting will present a brief overview and then open up for questions.
The suggestions will be taken for consideration and either used or dis-
carded. When the draft is ready for presentation, it will then be for-
warded to various communities and agencies for their comment. Then will
be presented to the Council for adoption.
Members present, Prokop, Doocy, Heath, Reinert,Bathke, Schwankl, Johnson.
Mr. Reinert asked Mr. Short to present a brief overview of the Plan.
Mr. Short presented maps showing the Land Use, Thoroughfares and Parks.
Mr. Gotwald would present the map showing the proposed sewer plan.
Mr. Short explained the major points of influence, the catagories use to
desingate land use and the generally locations of the lands.
Mr. Gotwald presented the proposed comprehensive sewer plan and outlined
the areas of each district.
At this time Chairman Reinert opened the floor for questions from the
audience.
Mr. Marier requested additional information on storm sewer system and
had concerns over the correctional facility's present sewer ponding area.
e also asked for a more detailed explanation of the Capitol Improvement
program and ruture assessment policies.
Other questions from the audience involved park size and development
and the issue of housing was rediscussed in more detail,
Mr. Stanley addressed the Planning Commission requesting that a parcel
of land that was shown in the Comprehensive Plan as zoned Light Industrial
to be changed to singel family residential (that parcel being located
between the correctional facility and Interstate 35W) After a brief
discussion, the Planning Commission denied Mr. Stanley's request to
change the Comprehensive Plan from Light Industrial to single family
housing.

41, he possibility of changes having to be made in this plan was discussed.
r. Short felt these changes could be made by hand .
Mr. Short continued with the hou sing portion. a change has been made in
reference to the smaller homes allowed on an expermintal basis. Noting
this is to be evaluated after one year. This would allow 15% of the homes
to contain less that the required 1000 square feet.
There was also a change in the wording in reference to the low cost/
modest income housing to be allowed. The suggested change would read
'has' instead of 'may' in reference to the number of such homes to be
constructed. There was discussion on this and reference was made to a
previous motion on this matter. Mr. Prokop moved to approve this change.
Seconded by Mr. Heath. Motion carried.
Mr. Short recommended that the lot requirements in a sewered area be re-
duced from 11,250 sq. ft. to 10,000 sq. ft. for up to 15% of any develop-
ment. On page 46, Implementation Program #1, eliminate the last sentence.
Another recommended change in the rural residential, would be one unit
on one acre lots with a density of one unit per 10 acres.
The Planning Commission moved, seconded and passed the following motions:
1. That the Planning Commission formally accept this plan to include
the twenty (20) revisions listed by the Planner, and
That this plan officially replace other previews plans as a guide
o City growth.
Mr. Short reviewed the changes as proposed for this plan.
Mr. Reinert presented his theory dealing with the Chairman's options of
voting on issues and stated that in the future he would only chair the
meetings and would not take an active role in voting.
Mr. Doocy moved to adjourn. Seconded by Mr. Prokop. Aye.

intent to remove strip commercial zoning.
9. Mention in rural residential classification that sewer
availability is expected but probably not until after 1990.
10. Reorganize Transportation Chapter.
(recommended by Planner).
11. Complete "Summary of Bridges" table
12. Add figures which illustrate land use and traffic
considerations within ] mile radius of all interchanges
with principal arterials (required in Land Planning Act).
13. Reorganize parks Chapter (Recommended by Consultant).
14. Add sewer chapter as prepared by City Engineer.
15. Change "has" to "may" in the second to the last line on
this page.
16. Change Housing Policy No. 4 to read: (last sentence)
"Currently the City has allowed 15% of the houses in an
experimental subdivision to be less than the 960 square
foot minimum. This experiment will be evaluated after
development has occurred.
17. Change housing implementation Program #1:
Eliminate the last sentence.
18. Change Housing Implementation Program #2:
"2. In an effort to further encourage modest cost market
rate housing opportunities, the City will reduce it's
minimum lot size for singel family dwellings from 11,250
square feet for up to 15% of any subdivision in the sewered
area ".
19. Change Program #3:
"3. The City will rezone certain areas of the Community
(according to this plan) in order to provide more
