HomeMy WebLinkAbout02/18/1980 P&Z MinutesU\L • 1, February 18, 1980 The first hearing on the updating of the Comprehensive Land Use Plan I was called to order at 7:37 P.M. on Fenrury 18, 1980 by Vice Chairman •Heath. P &Z members present; Johnson, Doocy, Schwankl. Council members present; McLean, Kulaszewicz. Mr. Gotwald, Engineer, and Mr. Short, Planner, were also present. • The Comprehensive Land Use Plan Update was presented by Mr. Gotwald and Mr. Short. The areas covered were: 1. Land Use (airports, housing, enviornment) 2. Public Facilities, (parks, throughfares sewers) 3. Implementation (housing, capital improvements, review,official controls - ordinances) After this plan is adopted it will be submitted to adjoining cities for their review. Then it will be submitted to MC. After acceptance by that Board, this plan is then adopted by the City Council and is then published. The major influences affecting the City were listed as 1. Thoroughfares - I35E & I35W; Main Street and Lake Drive will be growing as access to the City. 2. The Chain of Lakes Regional Park. 3. Wetlands - A map from Soil Conservation showing the soil problems that have had to be faced in the formulation of this land use plan. Mr. Short explained the Land Use P1aiis a guide and explained that the eland use is broken into seven (7) catagories. 1. Commercial 2. Industrial 3. Rural 4. Rural Residential 5. Expansion residential 6. Urban Residential 7. Multi - family/ 1. Commercial - the areas suggested for commercial were outlined on the map. In addition to the interstate exchanges. the most logical areas for commercial development were suggested as Lake Drive & Main street; Lake Drive and Hodgson Road, Birch, Hodgson Road and Ware Road area and Co. Rd. J. and 135E. 2. Industrial this was designated as the area near the concrete plant on Lilac and proposed new park near correctional facility; 35E & Co. Rd #14 - near Acton Construction. The area north of Main Street at I35E could also be designated for Industrial, but is not at this time. 7. Multi - family; should be near good access areas Lake Drive, Marshan Lake and Rice Lake at Lake Drive and Hodgson Road. Also Hodgson Road at Baldwin Lake Road and possibly Birch at ttz,ot_,>¢bare logical future areas for designation. • The areas 3,4,5,& 6 were discussed per the locations designated on the • proposed maps. Fllruary 18 1980 • Page Two The Urban District No. 1 - Lakes Add. area and Shenandoah; Urban .District No. 2 - Lexington Park Lakeview area. Mr, Shorfexplained the discourgement of development in the rural area. This area is outlined on the map. Mr. Gotwald presented the comprehensive sewer plan. He explained about Urban District 1 and 2 and how they were established. The reason the districts are separated into 2 ares is the Chain of Lakes and County Open Space. Urban District no. 1 was discussed and noted this area is limited to 715 connections and the interceptor is designed to take of this area until 1990. Urban District No.2 is based on old existing development and future development of the land. The scheduling of the sewer construction is along those lines. Some areas could not get sewers for possibly 20 -25 years. Mr. Short emphasized we are required to address the MC various systems and they want to know what this City's plans are. Mr. Short showed a summary of road way. Principal arterials are I35W & 135E; Minor arterial - Lake Drive, Main Street and Hodgson Road; Collector roadways - Birch, 20th Avenu, Centerville Road, Lilac, 4th Ave. Holly - to mention a few. Basically this would include all local streets. Recommendations to Council will include fewer driveways on the minor arterials; Park and Ride areas nlear the interstates. Long range plans should include future interchanges IIIThe Park and Open Space Plan included suggested Neighborhood parks sizes of 3 to 10 acres; Playfields 10 to 40 acres. The existing park areas were outlined on the map for audience information. Under the plan for HOusing, this plans includes the variety of housing needed as the area developes. Residents of Lino Lakes oft are in different age groups and should have a choice of housing, There are suggested guideline for housing for moderate income families. housing for modest income families with lots sizes of 11,000 square feet to help make this possible. Mr. Paul DeNuccio ask'the schedule for sewer in District #2 and Mr. Gotwald said this plan is required under Metro policy and explained past discussions on this subject. He was asked if there is a contingency plat and Mr. Gotwald said, not at this time. There is to be a review of this plan each 4 to 5 years. Each area of this plan has been done in the past 6 months. Mr. Ben Benson asked if there was any way to pu'pressure on MC to get sewer in certain areas to get commercial and Industrial in this City? •Mr. Gotwald explained that Sewer Service District #1 is a temporary systen designed to serve until 1990. He was asked what will happen after 1990? •Mr. Gotwald explained that at that time MC will be forced to review the plan in that area. J February 18, 1980 'Mr. DeNuccio asked about the housing implementation plan and the multi - &amily plans. Mr. Short explained this is to be spread out and in certain areas and will comprise about 15% of the total development. Ms. Joann Anderson asked why this type of housing - she moved out to Lino Lakes to get away from this. Mr. Short again explained this is needed because of family's getting smaller, children leaving home, etc. Also, certain types of Industry may require certain types of housing. Mrs. Norma Nadeau asked about the 15% of smaller housing and Mr. Short said this these are in Shenandoah III- there is only 7 and will be con- trolled by building permits. Russ Mattak asked if the sewer would be crossing 4th Avenue at I35W. Mr. Gotwald noted the planned route on the map. Mrs. Arlene Averback questioned the commercial zone where will it sotp? Mr. Short again referred to the map and noted there are recommendations for no new commercial in the area of 77th and Main St. Mrs. Averback ask if there will recommendations on site location to have houses follow the sun and Mr. Short said this could be recommended but not enforced. Ms. Anderson asked if there is a different plan for the Correctional center and Mr. Short said he is unaware of any change and the area across 0 the street is being recommended for an Industrial Park. 0 ome comments: Mrs. Averback asked about bus lines for shopping - Mrs. nderson doesn't want any commercial or industrial development, she moved out to get away from that. Mr. Jerry Heath said there have been some questions on what the cost for sewer will be - cost difference between 4 acre to 1 acre is approximately $5,000.00. Service in District II will be about 1985. Mr. Ben Benson asked what woul dhappen if sewers aren't allowed in Dist. 2 Mr. Gotwald said it could discourage development, etc, because land could be saturated by sewers and explanined the procedure necessary then if we are forced to install sewers. Mr. Benson asked if this plan is approved by MC will the City have to start proceedings with sewers and Mr. Gotwald said, No. Mrs. Averback asked about the people who did not submit the sewer pump- ing forms back to the City - Mr. Gotwald said if you have a porblem, the sewer company must get a permit. Mr. Jerry Heath called the meeting to a close at 9:30 P.M. Will be called to order again on Wednesday, February 27th. He encouraged everyone to go home, the think about what was discussed tonight and return then at 7:30 P.M. for more discussion.
