2001 PARK BOARD GOALS
Staff Recommendations
PARKS
Quail Ridge Park — Up to $200,000
The Quail Ridge development was final platted in 1993. This 6 acre park was
master planned in February of 1998 and has not been developed yet.
Marshan Park Development - $15,000
Includes seeding, ditch work, irrigation, and landscaping. Already have $9,200
remaining from November, 2000 Park Board meeting.
Behm's Park Development - $15,000
Includes landscaping, irrigation, development of 50' wide segment from Mustang
Lane, and development of Mustang /Palomino intersection. The only remaining
significant amenity is 1/2 court basketball court.
Clearwater Creek Park Development — Up to $100,000
Begin development of this park perhaps including earthwork, grading, irrigation
seeding, and some landscaping.
LaMotte Park Playground - $30,000
For the installation of new playground equipment at Lamotte Park. Cost includes
playground equipment, swings, border, safety surface. Park maintenance staff and
neighborhood volunteers will install the equipment.
Wheels Project
There is currently $10,000 in designated funds. Earlier this year, the Park Board
requested that this item be discussed at the 2001 Goal setting meeting.
TRAILS
Birch Park Trail - $40,000
To connect Trapper's Crossing development to Birch Park. This trail connection will
require tiered steps and boardwalk to traverse steep slope and wetland areas.
$15,000 has already been designated for land acquisition and development.
Pheasant Hills Park Trail Connection - $40,000
This trail segment connects Pheasant Hills Park to Sherman Lake Road. This trail
was platted in the 11th Addition. This will consist of a bridge to cross the creek and

• approximately 450 feet of bituminous trail. In March, 2000, the city received $26,500
in park dedication funds from the Pheasant Hills 11th Addition. There is a total
remaining balance of $48,362 of designated funds for Pheasant Hills.
Pheasant Hills Development to Regional Park Reserve Trail System - $50,000
This segment is located at the end of Timberwolf Trail and connects to the Chain of
Lakes trail system that was constructed in 2000.
Trail Segment Through Outlot F near Sunset Oaks Park - $20,000
Project plan and cost estimate for a trail segment through Outlot F, between Jeanne
Drive and Leonard Ave. This trail will provide direct access for the residents in the
Menkveld's Forest Glen development to Sunset Oaks Park.

Park Dedication Fund Balance Recommendations
As of December 31, 2000
Release Wheels Project - $10,000
Unless the Park Board designates a use for this money in 2001, perhaps the
allocated dollars should be released and this project be addressed in the future.
Release Trail Renovation Throughout Trails System - $9,200
Trail work that has been completed but not paid is reflected under "Total Expenses
Incurred but not Paid" line item that will be paid early 2001.
Release Pave Trails in Behm's Development - $35,000
Release since some issues still need to be resolved and no longer critical until
development to the north occurs.
Release City Hall Park - West Improvements - $2,667
Release since project completed Fall, 2000.
• Release Parks and Trail Improvements - $27,444
Release since adequate funding secured to complete Black Duck trail.
Assuming all above currently designated dollars are released, the total undesignated
funds would be $84,363 ($84,311+ $52)
If add revenue generated when Behm's Park Land sale is complete ($15,311) total
would be $99,674
The Playground Equipment — VFW designated fund ($18,600) should be considered
when the next playground project is determined.

Clearwater Creek Master Planning Meeting - December 4, 2000
Minutes
CLEARWATER CREEK MASTER PLANNING MEETING
Rick advised the purpose of the meeting is to discuss the
proposed concept plans with hopefully coming to an agreement.
The concept plan would then be presented to the City Council in
January 2001.
Mr. Jeff Shoenbauer, Brauer and Associate, Ltd., came forward and
stated he will present the concept plans and then have more
discussion. He noted that the park is in the master plan stage
and there are two goals of that stage: to determine a sense of
direction for the future of the park and make sure the park
amenities can achieve that direction.
Mr. Shoenbauer reviewed concept #1 noting the key focus of the
plan is more formalized architectural features. Concept #1
included the following park features:
• Focal point /entrance signage
• Play area for multi -age groups
• Picnic tables
• Berms with landscaping enhancements
• Space for restroom enclosure
• Neighborhood trail connection
• court basketball court
• Kiosk
• Arbor structure /seating area
• Seating surrounding play areas
• Sand volleyball
• Mini trail loop
• Open green space: Soccer overlay /informal ballfield
• Main trail loop
Mr. Schoenbauer reviewed concept #2 noting it is a more natural
and informal approach. Concept #2 included the following park
features:
• Neighborhood trail connection
• Play areas for multi -age groups
• Picnic tables
• Berms with landscape enhancements
• Basketball court
• Main trail loop
• Focal point /entrance signage

• Restroom enclosure
• Warming house
• Hockey rink
• Open green space: informal ballfield /general skating
Mr. Shoenbauer noted that a hockey rink is very expensive and
will bring more use and programming into the park. He asked for
design direction regarding the two concepts.
Residents agreed that a more formal statement on the entrance
corner is desired but preferred the park be more informal as you
go through it. Residents preferred to the trail loop from
concept #2 and determined the following amenities should be
included in the park:
• Open skating
• Play area equipment
• Gazebo structure /picnic area with arbor wings
• % court basketball court
• Sand volleyball
• Open space: ballfield overlay (1 panel backstop)
• Trails
• Irrigation
• Benches
• Picnic tables
Rick explained the process used for park development funding
noting there is currently no dollars available to develop the
park. He stated the next step is to refine the plan and present
it to the City Council on January 8, 2001. He noted he would
send a copy of the revised plan to residents who signed in.
The meeting was adjourned at 7:15pm.
