Roll call was taken, members present were Pam Taschuk, Paul Montain, George Lindy, Chris Welsand, Bill Kusterman, Michael O'Connor, and Pat Huelman. No members were absent. Also present were Rick DeGardner, Public Services Director, Sandie Wood, Office Manager. APPROVAL OF DECEMBER 4, 2000 MINUTES: Pam Taschuk made a motion, seconded by Pat Huelman, to approve the December 4, 2000 minutes. The minutes were approved. SETTING THE AGENDA: The Agenda was passed as presented. OPEN MIKE: Mr. Kirk Corson, 6662 Ruffed Grouse Roa , me forward and gave the background regarding the Quail Ripe velopment noting there are approximately two acres availab a'r park land. He stated that part of the park dedication uded a bridge over the wetlands. The DNR was very rest e regarding damage to the wetlands from a bridge. There - = dock structure was installed. After six years, t tructure was removed due to damage. Mr. Corson appealed to the 4 :'ard to do something for this neighborhood. He stated at the very least he would like to see access to other ar_ He stated the residents in this area are locked in. ic:ted he would also like to see some sort of play structure in the park area. The neighborhood needs a way to gain access ou of the area and clear the existing park land for kids to play. Chair Lindy'asked if Mr. Corson would be agreeable to having a trail along Birch Street. Mr. Corson stated a trail along Birch Street would be a good option. A bridge over the wetlands would be very expensive. Even a gravel trail to start would be a great improvement. He stated he does not believe that a culvert would be necessary if a trail is installed. Mr. Tom Pawlak, 6618 Ruffed Grouse Road, came forward and read a letter he and his wife wrote. The letter urged the Park Board to complete the Quail Ridge Park this year. The letter outlined reasons why the park should be developed that included safety 1 • • Park Board Meeting - January 4, 2001 Minutes issues, the number of young children in the area, and a way to build a community. Ms. Brittany Corson, 6662 Ruffed Grouse Road, came forward and stated she always thought she would have more places to play in her neighborhood. Mr. Todd Corson, 6662 Ruffed Grouse Road, came forward and stated he is always stuck at home because his mother will not let him cross the street due to safety issues. Pam inquired about the number of children in the area in Todd's age group. Mr. Corson stated there are 10 -11 childre in the area that are 12 years old. Chair Lindy advised the Park Board has setting session this evening. Quail Ridge Park will be e ussed. Mr. Pawlak stated that in some neig participated in sweat equity and develop a park. Pat stated that park dedication funds are used for parks. There is not a large pool of money to develop parks. Rick advised that he is not aware of any neighborhood groups that have raised money for park development. The City has had residents in the past that have helped install park equipment. The City Council does not allocate General Fund dollars for parks. The Park Board has received excess revenues in the past that enabled the Park Board to purchase playground equipment. The problem with Quail Ridge is that based on the existing state of the park, it will take a large chunk of money to get the park started. The most practical way to raise dollars for park 2 • Park Board Meeting - January 4, 2001 Minutes development is to have the City Council use General Fund dollars, a bond referendum, or obtain additional park dedication funds from commercial /industrial development. If the dollars were available now, the park would be developed right away. There are other parks within the City that have sat vacant for quite some time. Development for each individual park depends on how the park dedication funds were received, either land, cash, or combination of both. Mr. Corson stated he has been in the area for eight years. The City needs to come up with some low cost options for park development. Mr. Pawlak stated a referendum has previously been discussed. He indicated he thought he would have heard re about it by now. Chair Lindy stated the City has to find t ht time for a referendum to make sure it has the best _- to pass. A referendum has to be something that t e i zens want. If park development is a priority for residen e Park Board will pursue it. • Rick added that the bond referen• 11 be put on a ballot when the City Council authorizes st roceed. Ms. Deb Savageau, 2212 Clearwater Creek Court, came forward and appealed to the Park Board to develop the Clearwater Creek Park. She stated the residents there are isolated from the rest of the City and need a park. The children need a park to play in and a park will help establish a sense of community. WELCOME NEW PARK BOARD MEMBER, MICHAEL O'CONNOR: The newest Park Board Member, Michael O'Connor, was introduced. Mr. O'Connor lives in the Clearwater Creek development and is currently a soccer coach in the fall soccer program. Mr. O'Connor was appointed to a three year term, which expires December, 2003. Also, Mr. Pat Huelman was re- appointed to a three year term. It was noted that a current list of members 3 Park Board Meeting - January 4, 2001 Minutes • with their addresses and phone numbers was included in the packets. • • REVIEW PRELIMINARY PLAT FOR BEHM'S FARM PARK ADDITION: Rick advised that in July, 1999 the City Council authorized the sale of 2.55 acres of park land in exchange for development of the remaining park area referred to as Behm's Park. This preliminary plat is for nine single - family residential homes. Since land dedication is not practical, staff is recommending cash dedication for the Behm's Farm Park Addition as follows: Assuming land value of $27,000 per acre X 2.55 acres is $68,850.00. The current Park Dedication Ordinance indicates 10 percent of land dedication or cash equivalent. Therefore, park dedication would total $6,885.00. Perhaps- the park dedication for this addition should be designated for development of Behm's Park. Paul stated than when Mr. Uhde develope t 's area he gave a park dedication. He asked if the City is a ng him twice with this dedication for the nine lots. Ric &used the nine lots are not part of Behm's. The motion pa by Bill Kusterman, to accept it for the development of REVIEW CLEARWATER CREEK P AN: Rick advised that ea er t' year the City obtained 5.5 acres of parkland in the Cl er Creek Third Addition for a neighborhood park. A eeting was held on November 6 to allow area residents an oppor nity to provide input on what amenities they would like to be considered for Clearwater Creek Park. A follow -up meeting was held on December 4 to look at and comment on some better defined scaled master plans. Rick referred to a final draft of the master plan and preliminary cost estimates. Rick asked for comments or suggestions from Park Board Members related to this plan. He noted that Jeff Schoenbauer, from Brauer and Associates, will be presenting the final master plan to the City Council on Monday, January 8, 2001, at 6:30pm, in the Council Chambers. Paul referred to the costs of storm sewer and removals and earthwork. He stated the costs look very high because the developer should have done a lot of that work. The soils in this area are very much a clay base. Rick stated he did speak with the constituent regarding the estimate on storm sewer. The estimate is preliminary and there should only be minimal costs for storm sewer. Rick stated the cost for the play area is high in relation to recent playground projects in other neighborhood parks. He noted that the costs are only a preliminary cost estimate. Pat suggested the designated funds that are available be listed under total cost of the park. Rick advised that the Council will be made aware of the funds that are available for this park. The park dedication for this development was for the land for the park and paving of trails. CONSIDER SUBMITTING OUTDOOR RECREATION GR APPLICATION FOR DEVELOPMENT OF CLEARWATER CREEK PARK: Rick advised the Minnesota Department o al Resources (The DNR) operates several financial assista e rograms. The purpose of the Outdoor Recreation Grant Progr to increase and enhance outdoor recreation faciliti Eligible projects are for park acquisition and /or developme edevelopment including picnic shelters, playgrounds, at facilities, trails boat accesses, fishing piers, swimm' niches, campgrounds and others. This program is for c counties, and townships. The highest priority projec for acquisition, development and re- development of outdo reation facilities. The Outdoor Recreation G roram is a very competitive program with hundred wf gr. applications submitted annually. Projects selected to grant receive assistance of up to 50 percent of total el gible costs. These costs must be incurred and paid for before rei {ursement can be made. Therefore, if a grant application was submitted and subsequently awarded, the City of Lino Lakes would need to commit to 50 percent of the total project cost. This would need to come from either the General Fund or Park Dedications funds. Rick advised that if the Park Board is supportive of submitting an Outdoor Grant Application, he will discuss this with the City Council at an upcoming work session. Pam inquired about what the DNR looks for when awarding the grants. Rick stated it is very difficult to say what the DNR looks for. A park does not necessarily have to be unique. Most of the grant applications are for development of neighborhood parks. Park Board Meeting - January 4, 2001 Minutes Pam stated that Clearwater Creek should be a good candidate because it is so isolated. Rick stated there are many good reasons why Clearwater Creek Park is a good candidate. He noted that the City would have to match the dollar amount to the grant that is awarded. Chris inquired about the range of the grant awards. Rick advised the grant awards are unlimited this year. The City can ask for as much as they can match. The City can also submit grants for more than one project. Chris inquired about the maximum amount of a grant award. Rick advised there is no maximum. However, the grants are contingent on the legislature. The deadline for the grant is March 31, 2001. The grants will be awarded in Jun 001. The DNR determines the recipients of the grants. He also distributed the Parks and Recreation Department Recreation Division Highlights for the year 2000 and a list of the 2000 Program Offerings. He stated Park Board members should call him with any questions. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from December 2000. He noted that the Breakfast with Santa & Secret Holiday Gift Shop has 182 participants and 46 volunteers in attendance. Approximately 100 children visited the Secret Holiday Gift Shop. Rick noted that Snow Day, a collaborative special event with Anoka County Parks and Recreation, is just around the corner. Snow Day, a free family even devoted entirely to snow, winter and 6 • • Park Board Meeting - January 4, 2001 Minutes outdoor activities, will take place on Saturday, January 27 from 10 am - 1 pm at Wargo Nature Center. Rick added that the warminghouses are now open for the season. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for December 2000. Rick advised that most of the maintenance activities involved getting the rinks ready for use. Sunrise Park Warming House - Rick advised that earlier this month Esther Neu applied her artistic touch at the Sunrise Park Warming House. Esther and members of her Girl Scout troop painted the interior walls, doors, trim, and benches. Several winter scene murals were then painted on the walls. The City Council has already designated funding sources for this project. Rick advised he is in discussions with the DNR to utilize the $30,000 Cooperative Trail Linkage Grant Award the City received in 1999. The designated funds for this project are indicated in the Park Dedication Fund Summary. NEW BUSINESS: Annual Appointments for Park Liaisons and Community Service Award Committee - Rick advised that each year the Park Board designates a park liaison for each neighborhood park. Qwest Tower at 1189 in Street - Rick advised the City has received a formal application from Qwest Wireless to place a 135' high mono pole adjacent to the Public Works building. The Planning Department is preparing information regarding this proposal for the January 10 Planning and Zoning meeting. Rick stated the moratorium on the mono poles was lifted in the last month. He indicated that he wants to keep the Park Board informed as the request moves through the City process because the proposed location is on park land. The request must include documentation that the existing locations in the City will not work. There are 13 single - family lots proposed. The Comprehensive Parks and Trails System Plan indicates a Class II Level Transportation Trail along Holly Drive. This trail is intended to be located within the existing road right -of -way. The grant program is facilitated through the Department of Natural Resources (DNR) and is very competitive program with hundreds of applications submitted annually. However with your help, we are optimistic that the application will have a good chance of success. PUBLIC HEARING FEBRUARY 12TH, 2001 6:30PM A public hearing is required to allow residents the opportunity to provide input and comment on the proposed Outdoor Recreation Grant Application. The public hearing will be held Monday, February 12, 2001, 6:30pm at the City Council meeting and will be the first agenda item. Therefore, it is important that residents in the Clearwater Creek Development attend the public hearing and express support for the Outdoor Recreation Grant Application. PETITION FOR THE OUTDOOR RECREATION GRANT A petition supporting the Outdoor Recreation Grant will be circulating in the Clearwater Creek Neighborhood before the February 12th meeting. Please show your support by signing the petition and also showing your support by attending the 6:30pm February 12th City Council meeting. A copy of the petition and the amount of people at the Feb. 12th meeting will be attached to the grant application. PLAYGROUND EQUIPMENT INSTALLATION Another way to indicate support from area residents is to assist the Parks Department with the installation of the playground equipment. This has worked out very well with other neighborhood playground projects. Since we aren't paying the playground equipment supplier to install the equipment, we are able to purchase 25% more equipment with the budgeted amount of money. A letter of commitment will also be circulating before the February 12th meeting to show the commitment of area residents to install the playground equipment. The Comprehensive Parks and Trails System Plan indicates a Class Level II Transportation Trail along Birch Street and State Highway #49. It is intended that both trails are located within the existing road right -of -way. The Shenandoah Third Addition Development is located directly east of the Spirit Hills Development. The city has secured a trail corridor at the north end of Hokah Drive to connect to the future Regional Park Reserve Trail System. Since the existing Sioux Lane is proposed to continue to the west, this should provide adequate access for residents in the Spirit Hills Development to access the Regional Park Reserve Trail System. The following are policies related to renting a warming house shelter. Guidelines: • The applicant must reside within the City of Lino Lakes. • The application must be turned into the Parks & Recreation Department no later than seven days prior to your proposed party. • Park closes no later than 10:00 p.m. • No alcohol is allowed in any City Park. • All vehicles must park in designated parking areas. Cost: $10 per hour — minimum of two hours and must be paid at the time application is made. This application may or may not be granted depending if a shelter attendant is available. If application is not accepted, your payment will be returned. Payment will be refunded if the cancellation is made at least 48 hours prior to the scheduled time. If found in violation of any conditions of this permit, your privileges will be revoked indefinitely. This free cooperative family special event with the Anoka County Parks and Recreation Department has become very popular since the first Snow Day in 2000. Youth Youth Instructional - Our winter season programs began this month and are operating smoothly. Many of our classes reached their maximum capacities - including our new Soccer Mini Camp. The possibility of adding additional classes in the future will be researched. • Family Open Gym - This program has seen an increase in attendance from previous years. Thirty plus people attend this program each week. Ski Trips - Our ski trips went well this season. Our first trip on December 28 was cancelled due to low registration. However, our numbers increased dramatically for the last two trips of the season. Thirty - three participants attended our trip to Wild Mountain on January 15 and 50 participants attended our trip to Trollhaugen on January 26. Warminghouses The warminghouses are seeing an increase in attendance due to the near normal weather conditions we have been experiencing. The shelters have only had to close early on two occasions this season due to excessive snowfall. Activities Guide We are currently working on our Spring Activities Guide that will be in resident's homes the last week in February. On January 18, the attached letter was sent to interested residents regarding the Outdoor Recreation Grant development. Last week Michael O'Connor developed a brochure and hand delivered it to all residents in the Clearwater Creek Development. A copy of the brochure is attached. Mr. O'Connor will be gathering petitions this weekend to indicate support for the proposed Outdoor Recreation Grant Application. A public hearing will be held at the Monday, February 12, 2001 City Council meeting at 6:30pm. Residents will be given the opportunity to comment on the proposed Outdoor Recreation Grant application. This grant program is facilitated through the Department of Natural Resources (DNR) and is a very competitive program with hundreds of applications submitted annually. However, with your help, I am optimistic that the application will have a good chance of success. A Public Hearing is required to allow residents the opportunity to provide input and comment on the proposed Outdoor Recreation Grant Application. The Public Hearing will be held at the Monday, February 12, 2001, City Council meeting at 6:30 pm. The minutes of the Public Hearing must be included in the grant application. Therefore, it is important that residents in the Clearwater Creek Development attend the Public Hearing and express their support for the Outdoor Recreation Grant Application. A neighborhood petition supporting the grant application may also be helpful. The petition should be submitted at the • February 12, 2001 City Council meeting. Another way to indicate support from area residents is to assist the Parks Department with the installation of the playground equipment. This has worked out very well with other neighborhood playground projects. Since we aren't paying the playground equipment supplier to install the equipment, we are able to purchase 25% more equipment with the budgeted amount of money. Therefore, it would be helpful to have area residents sign a letter of commitment indicating their willingness to install the playground equipment. Perhaps this could be accomplished at the same time as a neighborhood petition is circulated. • If the residents of Clearwater Creek truly want to see Clearwater Creek Park developed sooner rather than later, it is imperative that this grant application has the support from the residents in your development. If the grant application doesn't portray community support, it will not stand much chance for success. This letter has been sent to residents who attended either of the master planning meetings.
