• The April 2, 2001 City of Lino Lakes Park Board meeting was
called to order at 6:30pm, by Chair Lindy.

Roll call was taken, members present were Pam Taschuk, Paul
Montain, George Lindy, and Chris Welsand, Pat Huelman, and Bill
Kusterman. Members absent were Michael O'Connor.
Also present were Rick DeGardner, Public Services Director,
Sandie Wood, Office Manager.
APPROVAL OF MARCH 5, 2001 MINUTES:
Paul Montain made a motion, seconded by Chris Welsand, to approve
the March 5, 2001 minutes. The minutes were approved.

draft plan. Rick advised he would have to check with the
Planning Department regarding that issue.
Paul stated he has several questions relating to when the plan
was originally written up to now. He stated there are some
pieces missing and he needs to review it in detail. He stated

his main concern is the greenway corridors and maintaining the
rural atmosphere. He indicated he would speak to the City
Planner.
Rick referred to the attached memo that indicates the plan is a
work in progress. The plan is not complete and no maps were
attached. He stated he understands that the Council will look at
the various Boards' comments and then schedule a public hearing.
Chair Lindy noted the plan does address the land acquisition for
the athletic complex.

Chair Lindy asked if City Hall Park is programmed for hockey.
Rick advised City Hall Park is programmed on a limited basis for
youth hockey.
Bill inquired about the savings if the City only opened some
parks on the weekends. Rick stated the savings would be minimal.
The City has not yet considered if some of the rinks should only
be open on weekends. If Necessary the City may just look at
unsupervised rinks. This issue will be reviewed further in
October or November 2001.

RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from March 2001.
He noted a week of filed trips is scheduled for April 9 - 13.
Currently, the City has at least 20 participants signed up for
each trip except the Underwater Adventures and Hayride trip.
Winter sessions of the Toss, Kick and Catch, Soccer Mini Camp,
Floor Hockey Mini Camp and Dance programs have ended.
Registration is currently going on for the spring sessions of the
Floor Hockey Mini Camp and Soccer Mini Camps programs.
The Recreation Department is now offering a youth tackle football
program. The local youth tackle football organization approached
the department last fall and after several meetings decided to
turn this program over to the Recreation partment.

Pam asked where the youth tackle football program will be
located. Rick stated t football program will primarily be held
at the Centennial Middle School and Centennial High School. The
Recreation Department is working with Blaine and Spring Lake Park
on this program.
Pat inquired about the equipment for the football program. Rick
advised the City will be supplying two jerseys for each
participant. The participants are responsible for the rest of
the equipment. The Recreation Department is considering having
an equipment sale or trade show to help out with equipment needs.
PARKS DEPARTMENT UPDATE:
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which
summarized the maintenance highlights for March 2001. Rick noted
March activities include snowplowing of streets, trails and
parking lots. Maintenance staff attended a number of educational

and safety training seminars. Staff began painting picnic
tables, picked up hockey goals and cleaned warming houses.
Rick added that staff also began the removal of hazards trees
(Wood of Baldwin Lake Park) and prepping wood duck houses for
nesting season.

OLD BUSINESS:
Review Referendum Information - Rick stated that at the last Park
Board meeting, Pam suggested the Park Board review the
information pertaining to a referendum. Rick stated he compiled
the following items to review:

Chair Lindy stated the dec' egarding a referendum rests on

Council would give a t e frame. The Council is aware of the
Park Board's position o3 a referendum. The issue will be
discussed further at a Council work session in May.
Chair Lindy stated he assumes the Council will leave it up to the
Park Board as far as progressing the referendum process. The
Council did mention a feasibility study. He asked if the Park
Board should pursue that. Rick stated the Park Board first needs
to find out if the Council wants to pursue a referendum. Once
that is determined, there are options to explore relating to how
the process should proceed.
Chair Lindy stated the Park Board is looking for approval to
proceed and a timeline. If the Council does approve a
referendum, the Park Board needs to be prepared to move forward
at the June Park Board meeting. Rick stated a referendum is a

huge undertaking. The process would include having 8 -10 area
volunteers to form a committee to make the referendum work and
make people aware of it.
Pat stated the Park Board needs to contact people who have a big
interest in the complex as well as residents.
Bill inquired about the design cost estimate and asked if the
City needs a better one. Rick advised the City does have an
accurate costs estimate for the athletic complex. The question
will be what else should be included in the referendum.
Pat stated the City will need a consultant to provide that
information.
Chris asked about the difference in the es ated annual tax
impact for November 1997 and February 200 c advised the

Park Board.
Chair Lindy stated he believes the Council will rely on the Park
Board completely. The Council is sure they want to pursue the
referendum if it is feasible that it will pass.
Rick stated he has provided the Council with information
regarding a referendum. He stated he is not sure there is
anything else the Park Board can do at this point. The City
Council needs to look at the "big picture" and determine if this
is the right time to pursue a referendum.
Chair Lindy stated he does not believe the Council would have
purchased the property if they did not have the goal of
completing the project. The Council is aware of the referendum
process. They want to be reasonably sure it will pass.

Pat stated the Council is aware of the need for the complex. The
timing of a referendum is the issue.
Bill stated it needs to be made clear to the residents that a
complex will never get built if a referendum does not pass.
Pat added the Park Board needs to stress its commitment to the
project also. He stated he is willing to put in extra time to
get it done.
Park Dedication Fee - Paul inquired about the proposed new Park
Dedication Fee. Rick advised the City Council will be discussing
the Park Dedication fee at the work session on Wednesday.

SUBJECT: Review Highland Meadows West 3rd Addition Preliminary Plat
The proposed Highland Meadows West 3rd Addition is located south of Main Street between the
Bluebill Ponds Development and Twilight Acres. This 33.68 acre development is zoned R1
(single family residential) and consists of 70 lots.
The preliminary plat indicates a trail corridor, depicted as Outlot A, connecting the development
to Main Street. The developer has agreed to dedicate Outlot D for parkland, which is adjacent to
the existing land for Highland Meadows Park. The balance of the developer's park dedication
requirements will be paid in cash.
A small portion of the existing Highland Meadows Park will be encroached to align Arlo Lane
with the existing road in the Mardon Acres Development. This land will be deducted from the
land credit received for dedicating Outlot D to fulfill park dedication requirements.
The Highland Meadows West 3rd Addition preliminary plat was discussed at the March 5, 2001
Park Board meeting. The minutes are attached.
Staff is recommending that the park dedication for the Highland Meadows West 3rd Addition
consists of the dedication of Outlot A for trail purposes and the dedication of Outlot D to expand
the existing Highland Meadows Park. The developer will grade and install aggregate per city
specifications for the trail to be located within Outlot A. Also, Outlot A and Outlot D should be
depicted on the final plat as "park ". The balance of the park dedication requirements will be
cash.

The March 5, 2001 City of Lino Lakes Park Board meeting was
called to order at 6:30pm, by Chair Lindy.
Roll call was taken, members present were Pam Taschuk, Paul
Montain, George Lindy, Chris Welsand, Bill Kusterman, Michael
O'Connor, and Pat Huelman. No members were absent.
Also present was Rick DeGardner, Public Services Director.
APPROVAL OF February 5, 2001 MINUTES:
Pat Huelman made a motion, seconded by Pam Taschuk, to approve
the February 5, 2001 minutes. The minutes were approved with
Paul Montain and George Lindy abstaining.
SETTING THE AGENDA:
Rick added Highland Meadows 3rd Addition Preliminary Plat to the
agenda.
The Agenda was passed as amended.
OPEN MIKE:
No one was present for open mike.
HIGHLAND MEADOWS 3RD ADDITION PRELIMINARY PLAT:
Rick advised he received a call from Mr. Troy Livguard today
regarding a discussion of the preliminary plat for Highland
Meadows 3rd Addition. Rick referred to a copy of the preliminary
plat and asked for comments from the Park Board.
Rick noted that four acres of parkland were acquired in the First
Addition. The intent was to acquire more land for an eight -acre
park area. The City was not able to acquire the additional four
acres. Therefore, the park area will only be four acres.
Pat inquired about the issue with Lot #4.
Mr. Steve Schmidt, developer for the project, came forward and
stated next to Lot #4 is the Judd property. He stated he would
be dedicating Outlot B as parkland. The area still has to be
graded. The Judd's have indicated they do not want park area
right up to their house. The project may include acquiring that
lot for a 20' sliver of land to buffer the Judd's. He noted that
the Planning staff has indicated the prior park dedication was
adequate. He stated there are substantial ponds in the First
• Addition. Trails have been developed. The City Engineer has
requested that Outlot A also be dedicated and a trail constructed
to possibly connect with the northern portion of the area.

• Paul inquired about the number of lots on the number of acres of
land

Mr. Schmidt replied the plan calls for 65 lots on 27% acres.
There are eight existing homes.
Rick inquired about additional parkland being taken to realign
Arlo Lane.
Mr. Schmidt advised no additional parkland will be taken. The
alignment will be pushed to the north.
Paul inquired about the schedule for the project.
Mr. Schmidt advised he hopes to have the plan approved by May
2001. The project would then be built out within one year.
Paul asked if the traffic will go out to Marilyn Drive to Lake
Drive.
Mr. Schmidt advised the traffic will go out 79th Street down to
Arlo Lane over to Wood Duck. The plan will take seven access
points off of Main Street.
Paul asked if the main access off of Main Street will go through
Bluebill Ponds.
Mr. Schmidt verified that the main access will go through
Bluebill Ponds.
Paul expressed concern regarding the additional traffic and
pedestrian safety with the addition of 65 homes. He inquired
about the amount of the cash dedication.
Rick advised he is not familiar with the cash dedication numbers.
He stated he would like the City to look at acquiring Outlot B
and Lot 1, Block #4 because the park area has been reduced to
four acres. The trail access to Main Street on the north end is
another important issue. The City Engineer will need to address
traffic issues.
Pat stated there may be enough additional traffic to justify a
trail being developed to access the park. He expressed concern
regarding pedestrians crossing Arlo Lane.
Rick asked Mr. Schmidt if street signage issues have been
addressed yet.

Mr. Schmidt replied the signage issues have not yet been
addressed. The whole plan has been designed to eliminate the
accesses on Main Street.
Rick stated he will pass along the Park Board's concerns to the
City Engineer relating to crossing Arlo Lane.
Mr. Schmidt stated there will be an easement across the lot to
get to Outlot A. The City intends to black top the easement.
There will also be a four way stop at Marilyn. There are trails
in the First Addition through the ponds.
Chair Lindy stated it would be nice to review the project ahead
of time to address all concerns. Rick advised all City Boards
will review the plan during the preliminary plat process.
Pat stated anything that can be done to enhance the park area and
size is a good idea.
Paul stated his concerns relate to trail connections, park size,
and Outlot B, which are outside the developer's responsibility.
REVIEW PARK AND TRAIL DEDICATION STUDY:
Rick referred to an updated draft copy of the Park and Trail
Study conducted by Northwest Associated Consultants Inc. He
noted there were some changes since the preliminary draft was
sent out to Park Board members earlier this month.
Rick asked for comments from Park Board members noting that the
City Council will be discussing this topic within the next few
months. He briefly reviewed the recommendations outlined in the
report.
Paul stated he does not agree with the recommendation regarding
commercial /industrial park dedication fees. He stated the City
needs to be very cautious about dropping those fees. The City
needs to be increasing park dedication fees.
Pat asked about the City's feeling regarding cash contributions
being made at the time of the final plat. Rick advised that
option does make sense because it takes into account the profit
being made from the land. It would be beneficial to the City and
the law does support that type of dedication.
Pat asked if there has been any experience regarding the per unit
charge. He expressed concern relating to developers questioning
or negotiating that type of park dedication fee.

SUBJECT: Skate Park Update
Information was included in the May, 2001 Park Board packet pertaining to a possible skate park
at the Centennial Middle School. A brief history was presented that outlined the city's attempts
• to provide a skate park facility for residents.
On May 7, 2001 I met with Dr. John Christiansen, Superintendent of the Centennial School
District. After our discussion I was optimistic that the school district would be receptive to
providing a 50'x 50' area at the Centennial Middle School for the city to provide a skate park
facility. I explained that the city is willing to incur all costs associated with a skate park facility
including purchase of the equipment, setup and takedown, maintenance, and a willingness to
indemnify the school district from liability.
Unfortunately, on May 18, I was informed that that school district was not interested in
providing an area for a skate park due to concerns related to potential vandalism.
It appears a skate park facility will not come to fruition until the athletic complex is developed.

Program Highlights -
May Park Board Update
YOUTH
Youth Instructional: Many of our spring programs are winding down and/or coming to a close this
month. Floor Hockey Mini Camp and Soccer Mini Camp both concluded this month and Dance will
conclude the first week in June. Floor Hockey and Soccer Mini Camps will resume again in the fall
while Dance will continue throughout the summer. Registration is currently taking place for our summer
instructional programs. Registration numbers in many of these instructional programs including Soccer
Fundamentals, T -ball and Golf have increased from previous years.
Summer Playground Program & Preschool Playtime: Summer Playgrounds will begin on June 18.
Registration is a bit slower than it has been in the past, but we feel that this is a result of the late spring/
summer weather. We will continue to accept registrations for this program throughout the summer.
Preschool Playtime registration has reached capacity - both classes are full.
Options: Options, our cooperative program with the YMCA, is close to filling. Our maximum is 60
participants and we are currently at 58. A small challenge for our Options group this summer is the fact
that they will be sharing the Rice Lake Elementary School facility with Kid's Club. However, we have
been communicating regularly with Kid's Club and feel confident that this will not cause any problems.
CLUBS: CLUBS has a whole lineup of trips planned for this summer to exciting destinations: Valleyfair,
Twins Game, Crystal Cave, Wild Mountain, MN Zoo, St. Louis Park Aquatic Park, and Grand Slam!
ADULT
Softball: Softball registration is consistent with past years.
SUMMER PROGRAMMING
The Parks and Recreation Department is in full gear for the summer programming period. We are
offering many new and expanded programs. However, without additional facilities, it will be difficult to
accommodate or plan future additional programs.
ACTIVITIES GUIDE
The Summer Activities Guide is at the printer and will be mailed out the last week of May. This guide
includes information on many our summer programs and our Performances in the Parks series. It also
includes information on our Fall Soccer program and our * New* Tackle Football program.

The Parks and Recreation Department would love to see Park Board
members at any of our events this summer and throughout the year.

SUBJECT: May Maintenance Update
Ah, what a spring. Last week temperatures were in the 90's, this morning as I write this, the
temperature is 37 °F and extremely wet. If the rain persists we may have to equip our mowers
with floats. Maintenance activities during May have included:
> Mowing of parks and athletic fields.
IIIThis has been a challenge since none of our seasonals have started full time yet. Luckily, a
few of our seasonals have been putting in some hours after school and on weekends.
> Daily ballfield preparation.
With softball and baseball programs in full gear, we have been game prepping an average of
eight fields a day. With school still in session this sometimes poses a challenge. Many days
we are unable to get on the school fields until school lets out. Thankfully, school will soon
be done for the summer.
> Soccer Field Maintenance.
Ten fields have been laid out and painted.
> Sunrise Park Entrance Sign.
This Girl Scout Leadership Project is now complete and really improves the entrance to the
park. Many thanks to Lisa and all who assisted on this project.
> Sunrise Park Warminghouse.
Another Girl Scout Project. The exterior of the building, including trim, has been painted. In
addition the city logo has been painted on one side of the building. Many thanks to Esther
Neu and all who assisted on this project.

All trees have been watered in and wood chip mulched. A special thanks goes out to the Friends
of the Parks Foundation who donated over $1000.00 worth of plant material (50 trees) for this
year's plantings.
➢ Purchase of JD4100 Tractor.
This unit will become our primary ballfield groomer. In addition to the groomer we also
added a tiller, front broom, and front blade making it a very versatile piece of equipment. It
is so new and shiny I almost hate to get it dirty.
➢ Broadleaf Weed Control.
Treated sites include Centennial Middle School, Rice Lake Elementary School, Sunrise Park,
Birch Park, Marshan, Lino, City Hall, Rice Lake Estates, Behm's, Town Center, the Fire
Station, and all well houses.
➢ Fence repair along trail in Miller's South Glen.
➢ Garbage Pickup.

SUBJECT: Trapper's Crossing Trail Update
As you recall, the City has attempted to secure a trail connection from the Trapper's Crossing
Development to Birch Park for several years.
In November, 2000 the city reached an agreement with the Whitcombs to purchase two acres of
land for $6,000. After several unsuccessful attempts to schedule a closing date, I was notified
that the Whitcombs have decided not to sell the two acres of land to the city. Mr. Whitcomb
indicates that if and when they decided to sell their land, they will sell the entire 20 acre parcel as
one piece.
It appears that the important trail connection to Birch Park will not happen in the near future
unless the Park Board and City Council feel it is necessary to begin condemnation proceedings.
If I hear that the Whitcombs are selling their property, I will notify the Park Board.

SUBJECT: Bond Referendum Update
Several documents pertaining to a potential referendum were reviewed and discussed at the April
2, 2001 Park Board meeting. Items included were Resolution 97 -30, council support to
referendum, the referendum process overview, various Park Board meeting minutes, Spring,
1998 article in City Newsletter, program statement/cost analysis, estimated annual tax impact
analysis, and check list for a successful referendum.
The City Council discussed a potential bond referendum during the May 16, 2001 Goal Setting
meeting. There was some interest to consider a possible bond referendum next spring. Staff and
the City Council will continue to consider a potential referendum next year during the upcoming
budget meetings. If the City Council approves pursuing a bond referendum next year, a
commitment of General Fund dollars for a special election, informational materials, and
consultants would need to be included in next year's budget.
I will keep the Park Board informed as discussions related to a possible bond referendum
continues.

SUBJECT: Behm's Farm Park Addition Update
The City Council approved the preliminary plat for the Behm's Farm Park Addition at the May
29, 2001 City Council meeting. As you recall in 1999 the City Council authorized selling 2.55
acres of parkland to G.M. Development for $75,000. Proceeds of the sale of this land were used
to develop the park.
Behm's Farm Park Addition consists of 2.55 acres and is zoned R1 (single family residential)
and consists of nine single family lots. Park dedication is $6,885. The park dedication will be
used to complete the development of the 50' wide trail corridor leading to Mustang Lane and the
northeastern corner of the park area.

SUBJECT: New Park Dedication Ordinance Update
The City Council approved the Second Reading of the New Park Dedication Ordinance at the
May 29, 2001 City Council meeting. The new ordinance will be in effect July 5, 2001.
The actual fees will be incorporated into the city's fee schedule. Specific fees will be discussed
at the June 6 City Council Work Session.
