Also present were Rick DeGardner, Public Services Director, Sandie Wood, Office Manager. APPROVAL OF OCTOBER 1, 2001 MINUTES: Pam Taschuk made a motion, seconded by Michael O'Connor, to approve the October 1, 2001 minutes. The minutes were approved. SETTING THE AGENDA: The Agenda was passed as presented. OPEN MIKE: No one was present for open mike. Due to the new turf establishment and relatively low use at Behm's Park, staff is recommending moving the ice rink to Sunset Oaks Park. Staff will have to evaluate on an annual basis potential ice rink locations. 1 • • Park Board Meeting - November 5, 2001 Minutes Bill asked if local area teams are using the rinks. Rick advised local youth hockey groups are schedule mainly at Sunrise rink. There is not as much use by groups as there has been in the past. Chair Lindy added that local teams and organized groups also utilize Birch Park. Paul asked if there is any use by adult functions such as hockey or broomball. Rick stated there is not much interest from adult groups. Many organized activities are utilizing indoor facilities. Pam asked if the rink hours will be extended over Christmas vacation. Rick advised the hours will be extended and those days are treated as weekend hours. Paul Montain made a motion, seconded by Pats „elman, to accept the 2001 -2002 skating rinks hours and location presented by staff. Motion passed. Pam asked if there are a leads in the case or if a reward is being offered. Rick stated there is not currently a reward being offered but there might be soon. There are no leads but the Police Department is actively pursuing the case. Michael asked if the vandalism took place during the day or night. Rick stated the damage occurred at approximately 4:30am Saturday morning. The damaged equipment has been removed. An accelerant was used with a torch to start the fire. The fire was extensive and there was a lot of damage. Michael asked if more vandalism has occurred this year in general. Rick stated there has been more this year than last year but it has not been a continual problem. He noted this is the most significant damage he has seen. 2 Park Board Meeting - November 5, 2001 Minutes • RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from October 2001. He stated CLUBS offered two field trips over the MEA break - Fall Harvest and Science Museum. The Science Museum was canceled due to lack of registrations. • • Many of the fall youth instructional programs started the first week of this month. Soccer Mini Camp has remained popular - one class filled and the other was close to filling. There were approximately 650 participants in the Fall Soccer program and the first season of Fall Tackle Football went very well. Rick continued noting the adult Fall Softball season concluded in September with 24 teams participating. The 4th Annual Turkey Shoot will be held on Saturday, November 17 fro 0- 11:30am at Centennial Middle School. As of today, 170 participa are registered for Breakfast with Santa. Rick added landscaping has been done at the Town Center and hockey and pleasure rink maintenance has also been completed. Maintenance staff also worked closed with Eagle Scout candidates on a landscaping and entrance sign project at Behm's Park and Country Lakes Park. Pam inquired about the damaged floating stones crossbar at Arena Acres Park. Rick stated the floating stones are free standing structures that were damaged intentionally. NEW BUSINESS: None 3 Park Board Meeting - November 5, 2001 Minutes • OLD BUSINESS: Discuss Birch Park Trail Update - Rick stated he met with the City Council at the October 17 work session to discuss the Birch Park Trail. It was the consensus of the City Council to ask the Whitcomb's to allow the City to secure a trail easement for the proposed trail with the understanding land acquisition would occur sometime in the future when the Whitcomb's are ready to sell their property. Rick indicated he will keep the Park Board posted as this issue progresses. Paul clarified that the City is going to ask the Whitcomb's to use an easement until they are ready to sell. Rick stated the City Council wanted to give them one last shot for an agreement to use the land before condemnation is used. If they agree, the City will then acquire the property in the future. Paul expressed concern regarding how long i`ty will wait for the Whitcomb's to respond. Rick stated s proceeding with the understanding that the trail develo n will begin in the spring. This issue will be discussed t he City Council at the last work session in December. Referendum Update - Rick referred to a schedule of estimated tax impact for a bond referendum of $7.5M and $8.5M, spread over 15 years and 20 years that was included in the packets. Rick stated he also prepared a possible referendum scenario, which would consist of the athletic complex, neighborhood park improvements, and development of trails. As you recall, $1M needs to be included in the referendum to reimburse the Area and Unit Fund for acquisition of the 67 acres. The core facility development amounts to $3,450,000, which includes site removals and grading, roadways, parking lots, main trails, irrigation, fencing, seeding, site amenities, etc. 4 Park Board Meeting - November 5, 2001 Minutes The schematic design costs estimate, including add on facility development items as well as add on premium level development items for completed development of the athletic complex amounts to $7.3M. Rick stated he has indicated the development items he feels should be included in the construction of the athletic complex. This results in a total development cost of $5,827,200. The possible referendum scenario also includes $975,000 for neighborhood park improvements and $469,500 for the development of trails. This results in a total referendum amount of $8,271,700. In analyzing the estimate tax impact numbers, Rick stated he is still concerned with the significant tax impact to residential property owners. For example, for a $8.5M referendum issued for 20 years, a house valued at $200,000 will be sessed $145 ($12.08 per month). He stated he is not sure if a majo of residents in Lino Lakes would support such an increase. Paul asked if there are any parks or trails not listed on the referendum scenario. Rick stated there are some existing parks that need enhancements. The list is primarily parks that have been master planned but are vacant. Chair Lindy stated the monthly tax increase does not seem like that much when you visualize the benefits. Bill noted that many citizens may be anticipating more levies down the road for things such as the schools. Chair Lindy stated the referendum has to be presented to the citizens. The Park Board does not need to sell the idea. The City needs to move forward and let the residents decide. Paul stated he believes there will probably never be a time where one of the school districts is not asking for money. The parks measure the character of the City and citizens have to determine if they want the parks useable. He noted the referendum needs to be appealing to all segments of residents. Pat stated people have to realize that the complex will take a tremendous load off the neighborhood parks Chris asked what will happen to the land ii referendum does not pass. The question is whether or not the Park '` -els that the typical Lino Lakes resident would be support - o a significant tax increase to develop an athletic c lex, ghborhood parks, and trails. It was the consensus o the Park Board to have Rick discuss a spring referendum with t City Council. Rick stated that a committee would need to be formed immediately if the City Council decides to pursue a spring referendum. Pat added that at some point a consultant would have to advise the City on how to pursue a referendum. Clearwater Creek Park Update - Rick advised bids for on -site earth work and installing the aggregate for the trails in Clearwater Creek Park were opened on October 16, 2001. Frattollone's Excavating was the low bidder with an approved bid amount of approximately $35,000. The on -site earthwork includes the substantial berming as indicated in the master plan. The grading also includes stripping, stockpiling, re- spreading, and fine grading the topsoil to four inches settled depth. Trails around the playground area and entrance signs will be done at a later date. • • As you recall, the City of Lino Lakes was awarded a DNR Outdoor Recreation Grant in the amount of $125,000. The City through Park Dedication Funds, General Fund Dollars, or future referendum must match this amount. The City Council has not yet designated the source of the matching funds. Rick suggested the development of Clearwater Creek be continued. Possibly the playground equipment and gazebo be addressed this winter. He indicated he envisions using the same process as past playground equipment projects which would be soliciting bids from area vendors, have residents and Park Board review the proposal and provide input, then make a final conclusi. The playground equipment and gazebo could then be installe ext spring or summer. Rick advised he has also been working wi- : ' er and Associates to develop a landscaping play for Clearwat ek Park. The grading work and the installation of the base for the most of the trails have been completed. We intend to install the gazebo /shelter, playground equipment, and landscaping this spring. Gazebo /Shelter Residents and park board members interested in the selection of the style of gazebo /shelter are invited to attend a meeting on Monday, January 7, 2002 at 6:00 pm in the Police Training Room at City Hall (600 Town Center Parkway). Playground Equipment Residents and park board members are encouraged to review and provide input on playground bid proposals in Meeting Room #2 at City Hall (600 Town Center Parkway) during the following dates and times: • Thursday, January 3 8:00 am — 8:00 pm • Friday, January 4 8:00 am — 4:30 pm • Monday, January 7 8:00 am — 8:00 pm • Tuesday, January 8 8:00 am — 8:00 pm Landscaping We are in the process of developing a detailed landscaping plan for Clearwater Creek Park. We hope to have a majority of the landscaping installed this spring. Since funding for development of the entire park is limited, we are attempting to create a good landscaping plan within a reasonable budget. 11/26/01 RD /Parks /C1 Creek/park board update Lino Lakes Parks ancf Recreation Department Program.7!igh!ights - Novemder Park Board Update Santa and his elf, Kim YOUTH Youth Instructional: Many of our youth instructional programs including Toss, Kick and Catch, Floor Hockey Mini Camp and Soccer Mini Camp ended this month. Our Dance program will be ending in early December. This session of programs has gone well. We are currently looking for instructors to teach our winter and spring sessions, as many of our current instructors have other commitments. Youth Tackle Football: The season concluded on November 6 with a playoff between the top Blaine teams and the top Lino Lakes teams. We conducted a wrap -up coaches meeting on November 14 and it seemed as is the coaches were pleased with the direction of this program. ADULT 5- Player Basketball: This season we have 11 teams registered for this league. This number is consistent with previous seasons. SPECIAL E "E S Family Turkey Shoot: 125 adult /child teams participated in the Family Turkey Shoot this year which was held on November 17. This was our highest turnout ever! We also collected over 5 bags of groceries for the Centennial Area Food Shelf. The added attractions this year, coloring and removable tattoos, were a big hit with the participants. Special thanks to our sponsors, Lino Lakes State Bank and Lino Lakes Lions, and our 70 volunteers! Breakfast with Santa: As of November 14, Breakfast with Santa was full with 205 participants - this is one week early than last year Breakfast with Santa will be held on December 15 at St. Joseph's Church banquet hall. Activities planned for the day include breakfast, crafts, photos and gingerbread cookie decorating. 2001 Family Turkey Shoot What an arm! Great throw, Derek! MISCELLANEOUS Outdoor Shelters: We are currently accepting applications for 12 shelter attendant position openings. This year, there has been an influx of people seeking employment for these positions. Activities Guide: The activities guide is complete and will be mailed out to homes the last week of November. The mild weather we've been experiencing has allowed us to continue working on our sports fields much later than usual. Athletic field projects have included: Top dressing, core aerifying and overseeding soccer and football fields worn areas, infield renovation at Birch Park and working track renovation at Sunrise Park Fields #1 and #2. Other maintenance highlights for November have included: • Winterizing and storing summer equipment. • Equipment changeover (from mower to blower). • Removed damaged equipment from Brandywood playground. • Installed rink berms at Lino, Marshan and Birch Parks. • Repaired broken park benches at Rice Lake Estates Park and along Clearwater Creek trail. • Closed City Hall skate park. Installed orange snow fencing around perimeter. • Repaired and realigned gates on athletic fields at Centennial Middle School. • Black Duck trail — performed shoulder work in potential washout areas. • Picked up all picnic tables — stored under picnic shelters at Sunrise and Lino Parks. • Maintained existing wood duck houses, installed 5 new houses. Of the 24 nest boxes available this spring 14 were successfully used by wood ducks resulting in approximately 125 -175 ducklings jumping from our boxes this spring. This does not include the McDonalds Development. Referendum Update At the November 21, 2001 Work Session the City Council directed staff to pursue a spring, 2002 referendum for development of the athletic complex, neighborhood park improvements, and trails. The first "Referendum 2002" committee meeting will immediately follow the December 3 Park Board meeting. This meeting will be held in the Community Room at City Hall. If you know of anyone who may be interested in serving on this committee, please contact Rick as soon as possible at 651 982 -2444. With the referendum only five months away, it is imperative to recruit good candidates to provide a good chance for a successful referendum. Next Park Board Meeting January 7, 2002, 6:30pm A goal setting meeting will immediately follow the Park Board meeting on January 7. Also, John Gurban, Executive Director of MRPA, has been invited to attend this meeting to discuss issues pertaining to the upcoming referendum.
