Meeting.)
B. Birch Park Trail Update
(Paul Montain made a motion to accept the proposal from the Whitcomb's
attorney for the city to acquire the trail easement for $6,000. Pam Taschuk
seconded the motion and it was approved.)

SUBJECT: Review Stoneybrook Preliminary Plat
The proposed Stoneybrook Preliminary Plat is located on the south side of Birch Street and
approximately 1/4 mile west of Centerville Road (Andy Cardinal property). The total area is
approximately 78 acres of which 54 acres is upland. The proposal is R1X Single Family Homes
and consists of 111 lots.
Since this property is located outside the anticipated urban development limits, the
Comprehensive Parks and Trail System Plan does not address the parks and trails needs for this
area.
From a park area standpoint, the nearest existing park is Pheasant Hills Park, which is located on
the north side of Birch Street. The closest park area is the future recreation complex located at
the southeast corner of Centerville Road and Birch Street. This is approximately 1/4 mile from
the eastern edge of the Stoneybrook Development.
In addressing the neighborhood park needs for the proposed development the Park Board can
consider two options:
1. Request that 10 percent of the upland (5.4 acres) be dedicated as park. This would serve as
the neighborhood park for the entire development. Based on topography and wetlands
directly to the east, as well as a St. Paul Water utility easement, it would be difficult to locate
a park area along the eastern edge to connect to future parkland when the property to the west
develops.
2. Designate the future recreation complex as this area's neighborhood park. This would result
in a 100 percent cash contribution which based upon today's Park Dedication Ordinance is
$1,665 per unit (111 lots X $1,665 = $184,816).
From a trails perspective the Comprehensive Park and Trail System Plan indicates a bike route
(Class III Transportation Trail paved shoulder) along the southern edge of Birch Street.

However with the future development of the Recreation Complex, it may make sense to attempt
to establish a trail corridor along the southern edge of Birch Street whenever possible. This
would provide separation from the vehicular traffic and pedestrian users, similar to the north side
of Birch Street. If the Park Board concurs with this concept, we may need to request that the
Engineering Department determine whether there is adequate right -of -way along Birch Street to
establish a trail separated from the roadway. If not, the city would need to request additional
right -of -way along Birch Street.

At the January 7, 2002 Park Board Goals Meeting, it was decided that only one goal be
implemented for this year:
1. Actively pursue a spring 2002 referendum for development of a recreation complex,
neighborhood park improvements, and trails.
• After discussion, it will be helpful to vote on a motion. The approved motion will then be
forwarded to the City Council.

PUBLIC SERVICES DEPARTMENT
2001 Accomplishments
PARKS DEPARTMENT
The Parks Department is responsible for the acquisition, development and
maintenance of the parks and trails system. This department consists of a Parks
Supervisor and three maintenance employees. During the spring and summer up
to six seasonal employees are hired to assist with mowing and other park
maintenance projects.
The parks system consists of 22 neighborhood parks, 18 of which are developed
and regularly maintained. The Parks Department mows and maintains
approximately 115 acres including 18 neighborhood parks, Centennial Middle
School (27 acres), Rice Lake Elementary School (15 acres), Civic Complex,
Senior Center /Public Works Building, and Fire Station #2. Maintenance staff
prepares and maintains 17 baseball /softball fields and 8 soccer fields that are
used extensively in the spring, summer, and fall. Winter projects consist of the
establishment and maintenance of 4 hockey rinks and 6 general skating rinks,
maintenance and cleaning of 4 warming houses, assisting Public Works with
snow removal on city streets and parking lots, and clearing our trail system.
The City's trail system continues to grow with over 16.5 miles of trails currently
being maintained which includes mowing the shoulders, sweeping, tree trimming,
and snow plowing.
Accomplishments during 2001 include:
City Hall Park
• West Ballfield — Installed 15' aluminum players benches to complete a
project which began in fall 2000. Additional work included concrete pads
and apron and new out -of -play and bench area fencing.
• Skate Park — Installed 60'x80' bituminous pad. Assembled and placed
Skatewave equipment. Installed 6'x80' privacy fence, site prep and
seeding of area adjacent to pad. Planted 19 trees around project.
• Warming House — Interior walls and trim were painted. In addition five
murals were painted featuring "Peanuts" characters.
Clearwater Creek Park
• Master planned park with neighborhood input
• Applied for and received $125,000 grant
• Began developing park including grading, berming, installing base of trails

Sunrise Park
• Ballfield Improvements — Rebuilt pitching mounds on Fields #3 and #4.
Widened base paths on Field #4. Renovated warning tracks on Fields #1
and #2.
• Entrance Sign — Coordinated for Leadership Project. Removed old sign
and landscaping. Installed landscape block, planting bed, plant materials
and new entrance sign.
• Warming House and Garage — Coordinated for Leadership Project.
Painted building exterior and trim. Painted City logo on south side of
building.
Marshan Park
• Site prep and seeding of south '/2 of park, over - seeded north 1/2
• Site prep and seeding of approximately 1/4 acre to native grasses and wild
flowers
• Irrigation System installed
Behm's Park
• Installed landscape block planting bed, plant materials and new park sign
(Leadership Project)
Country Lakes Park
• Installed landscape block planting bed, plant materials and new park sign
(Leadership Project)
Lino Park
• Painted interior and exterior of warming house
Rice Lake Elementary School
• Installed aluminum players benches and concrete pads at Field #2

RECREATION DEPARTMENT
Recreation Programs
The Recreation Department provides a variety of programs and services for
residents. This department consists of three full time employees and
approximately 120 seasonal employees.
A list of programs for 2001 along with participation numbers is attached.
Party Wagon
Thanks to the Circle -Lex Lions Club, an 8 x 20 foot Party Wagon is available for
community use. The department's goal for the Party Wagon is to encourage
neighborhood residents to organize block parties to provide an opportunity for
people to get to know their neighbors. The Party Wagon is equipped with a
variety of equipment including chairs, tables, coolers, croquet sets, a volleyball
set, badminton, bocce ball, horseshoes, frisbee golf, footballs, soccer balls,
sidewalk chalk and more!
There is no fee to reserve the Party Wagon for a neighborhood block party.
Individuals having events such as a graduation party or family reunion can
reserve the Party Wagon for a fee of $25 for a weekday and $40 for a weekend
day. There were 25 reservations for 2001.

SUBJECT: Approve Content, Amount, and Date of Referendum
As you are aware, several meetings have taken place over the past few months related to the
proposed bond referendum.
At the Wednesday, January 23 referendum meeting, it was determined that the committee should
recommend to the Park Board the following:
"That a $8.6 million dollar referendum be placed on the ballot for a special vote on Saturday,
April, 27, 2002 for the development of a recreation complex, neighborhood park improvements,
and trails."
I have attached a summary of the proposed components for the referendum. I have also included
a detailed list of proposed improvements to each neighborhood park. The Park Board needs to
propose a motion on the content, amount, and date of referendum at tonight's meeting. The
motion will then be forwarded to the City Council for discussion at the February 11 City Council
Meeting for action.

Program Highlights -
January Park Board Update
SPECIAL EVENTS
Snow Day - Snow Day was held on Saturday, January 26 at Wargo Nature Center. Despite the 40+
degree temperature and severe lack of snow, almost 170 people showed up to participate in this
year's event. We were able to offer almost all of our originally planned activities. The only activity we
could not offer was cross - country skiing.
YOUTH PROGRAMS
Youth Instructional - Our winter session youth instructional programs are off to a good start. Many of
our classes reached their capacity this season. We anticipate promoting programs such as Martial
Arts even more to ensure additional growth.
WAFD Trips - Our one and only ski trip of the season took place on Friday, January 25. Twenty -two
•youth participated in this trip. Our ski trip attendance numbers have been dropping over the years.
We are debating whether or not to continue offering them in the future.
ADULT PROGRAMS
5- Player Basketball - Twelve teams are currently participating in this program - which is now in mid -
season. This is the maximum number of teams allowed due to a location change from a court at the
White Building to a smaller court at the Red Building.
OPEN GYM PROGRAMS
Our open gym programs, Open Basketball, Open Volleyball and Family Open Gym, are operating
smoothly. Weekly attendance in these programs has been steady.
WARMINGHOUSES
The shelters are suffering through this unseasonably warm winter.
At one point during the season all shelters were closed for almost
a week due to the above freezing temperatures. When open,
attendance at the shelters has been good.
ACTIVITIES GUIDE
We are currently working on our Spring Activities Guide which is
scheduled to be out in homes the last week of February. We are
ocontinually making improvements to this guide and welcome your
suggestions and comments.

SUBJECT: January Maintenance Update
Go figure, another January day with temperatures in the 40's. As I'm sure you are aware,
maintaining skatable ice has been a challenge. With record high temperatures a possibility for
this weekend our rinks will certainly take another hit.
Maintenance Highlights for January
• Rink Maintenance — Staff has been working voluntary shift changes to try to perform
maintenance during the coldest part of the day. (4am — 9am)
♦ Maintaining rink shelters
♦ Equipment maintenance.
• Assisting Public Works with snow removal as needed.
• Removal of dead and hazardous trees at Woods of Baldwin Park.
• Planning for 2002 fertilizer and chemical purchases.
• Planning for landscaping and playground installation at Clearwater Creek Park.
