Roll call was taken, members present were Paul Montain, Bill Kusterman, Michael O'Connor, Pam Taschuk, and George Lindy. Members absent were Pat Huelman and Chris Welsand. Also present were Rick DeGardner, Public Services Director, Sandie Wood, Office Manager. APPROVAL OF NOVEMBER 5, 2001 MINUTES: Paul Montain made a motion, seconded by Pam Taschuk, to approve the November 5, 2001 minutes. The minutes were approved. CLEARWATER CREEK PARK UPDATE: Rick gave an update pertaining to the development of Clearwater Creek Park. He noted the grading work and the installation of the base for the most of the trails have been completed. It is intended that the gazebo /shelter, playground equipment, and landscaping will be installed this spring. Michael noted the flyers regardin gazebo /shelter and playground eq RECREATION DEPARTMENT UPDATE: Rick referred to the Progra Tights Flyer from November 2001. He stated that 125 adult /ch ams participated in the Family Turkey Shoot this year, w held on November 17. This was the highest turnout ever As of November 14, Breakfast with Santa was full with pants. Rick added the City is currently accepting applications for 12 shelter attendant position openings. Pam asked if the Youth Tackle Football Program would be offered again next fall. Rick stated the Youth Tackle Football Program would be offered again next fall. There are some issues that need to be addressed but the Program was successful. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for November 2001. Rick noted athletic field projects have included top dressing, core aerifying and overseeding soccer and football fields worn areas, infield renovation at Birch Park and working track renovation at Sunrise Park Fields #1 and #2. 2 • • • Park Board Meeting - December 3, 2001 Minutes Rick added other maintenance highlights included equipment changeover (from mower to blower), removing the damaged equipment from Brandywood playground, and the installation of rink berms at Lino, Marshan and Birch Parks. Rick noted a $1,500 dollar reward is being offered for the arrest and conviction for the vandalism at Brandywood Park. The reward will be advertised in the Quad. Paul stated the skate park in Centerville had some vandalism and stolen items. He asked if the City's equipment is secure. Rick stated the City of Centerville had two different vendors provide ramps. One of the ramps was fairly light. The City of Lino Lakes does have a smaller ramp that cowl onceivably be stolen but it would be very difficult to hide. Referendum Update - At the November 21, 2001, Work Session the City Council directed staff to pursue a spring, 2002 referendum for development of the athletic complex, neighborhood park improvements, and trails. The first "Referendum 2002" committee meeting will immediately follow the December 3 Park Board meeting. This meeting will be held in the Community Room at City Hall. If you know of anyone who may be interested in serving on this committee, please contact Rick DeGardner as soon as possible at 651- 982 -2444. With the referendum only five months away, it is imperative to recruit good candidates to provide a good chance for a successful referendum. NEW BUSINESS: 3 • • • Park Board Meeting - December 3, 2001 Minutes January 7, 2002 Park Board Meeting, Goal Setting Meeting, Referendum Meeting - Rick advised a goal setting meeting will immediately follow the Park Board meeting on January 7. Also, John Gurban, Executive Director of MRPA, has been invited to attend this meeting to discuss issues pertaining to the upcoming referendum. Update on Acquisition of the Whitcomb Property for Trail Segment - Paul asked if the Council has made a determination regarding the Whitcomb property. Rick advised the City has not yet heard back from the Whitcomb's attorney. This issue will be discussed further at the December 12 Council Work Session. The preliminary plat indicates eight single - family residential lots. Access to seven of the lots would be via a bridge extending from Ruffed Grouse Road. The Comprehensive Park and Trail System Plan identifies, "the island," as a mini park (park name M -4). I have included the relevant information from the Comprehensive Park and Trail System Plan. The city was not able to obtain, "the island," through the park dedication process of the previous Pheasant Hills developments. Unless the city is interested in purchasing, "the island," it appears that this proposed park is not practical. Given the already limited size, it doesn't make sense to consider developing a small portion of the island for a park. In my opinion, a 100 percent cash dedication makes the most sense. Since Quail Ridge Park is in close proximity to the proposed development, dollars obtained through park dedication can be used to develop Quail Ridge Park. (The amount of the cash dedication would be 513,320). A paved trail segment is currently located near the northern end of Ruffed Grouse Road and connects to the future Quail Ridge Park. It should also be noted that the Comprehensive Park and Trail System Plan identifies a linear trail corridor from Quail Ridge Park to the proposed M -4 Park. Secret Holiday Gift Shop: Our gift shop, which is becoming quite popular, was visited by 121 children this year - our highest turnout since we brought the program back in 1999! Thanks to our volunteers for all of their help! Snow Day: Preparation for Snow Day (scheduled for January 26) is underway. We will be having cross - country skiing, snowshoeing, ice - skating, ice fishing, crafts, nature programs and a variety of other winter activities. Let's hope we get a lot of snow and cold weather over the next month!! YOUTH PROGRAMS • Youth Instructional: Registration is currently taking place for all winter instructional programs - which are scheduled to begin shortly after the start of the New Year. Skating Programs: Registration is lower than expected for these programs. We believe that the warm weather we experienced affected registration. We anticipate that the numbers will increase with the colder temperatures. Wild Away for a Day Trips: We will be taking two field trips over Winter Break - Movie & Grand Slam on December 27 and Bowling, Pizza & Magic Show on December 28. Our ski trip, scheduled for December 26, was cancelled due to lack of registrations (and snow). ADULT PROGRAMS Five Player Basketball: The season is 1/3 completed. We have 12 teams in this league. There were additional teams that requested to play in this program, but we could not accommodate them due to limited facility space. Open Volleyball: Attendance numbers are positive. We are averaging about 20 people per night. We are continually making improvements to our activities guide. Skating rinks officially opened on Saturday, December 29, definitely later than normal, but what do you expect with record warmth in November and an extremely mild first half of December? Maintenance highlights for December included: • Rink maintenance (primarily flooding). • Preparing warming houses (cleaning and placing rubber flooring). • Measuring new trail segments (currently over 16 miles). • Repaired damaged hockey goals. • Repaired utility trailer (installed new decking, repacked wheel bearings). • Diseased tree removal at Sunrise Park. • Installed orange safety fence around Rice Lake Estates Basketball Court. • Confirmed spring 2002 bare root plant order. • Began gathering information for 2002 tractor purchase. • Repaired donated wood duck houses. • Received/stored Brandywood playground replacement equipment (will install spring 2002). • Assisted public works with snow plowing of streets, parking lots, sidewalks, and trails. Those are December's major highlights. If any Park Board Members have not yet reviewed the proposals, I encourage you to do so prior to leaving this evening. Color selection for the playground equipment will be made on Wednesday, January 9 at 6pm, at City Hall. Residents and Park Board Members are encouraged to attend. Staff will be presenting a recommendation to the City Council at the January 14 Council Meeting. It is anticipated to install the playground equipment in April -May. Birch Park Trail Update On December 19, 2001 the City Attorney received a proposal from the Whitcomb's attorney for the city to acquire the trail easement for $6,000. The Whitcomb's have indicated that they have been approached to sell their land for $15,000 per acre. They declined because of tax implications. If the city accepts this proposal to obtain a trail easement, the city can get the land dedication when development occurs through the park dedication process. The city attorney and staff concurs that the proposed agreement is acceptable. This item will be discussed at an upcoming City Council Work Session. I have attached a question and answer sheet that may answer any questions you may have. If you have any questions pertaining to the proposed moratorium, I suggest you contact Jeff Smyser, City Planner, at 651 982 -2425. sw /parkbrd/Moratorium on New Residential Developments.doc • • FACT SHEET WHAT IS AN INTERIM ORDINANCE PROHIBITING NEW RESIDENTIAL DEVELOPMENT? State law allows cities to adopt an interim ordinance, often called a moratorium, restricting or prohibiting new development for up to one year. This interim ordinance can be applied to all or part of a city, or specific types of development. The City of Lino Lakes is considering this temporary measure to suspend requests for new housing subdivisions that would result in creating more than four new lots, for residential rezoning, and for the expansion of the urban service area to service new homes with city sewer and water. WHY IS THE CITY OF LINO LAKES CONSIDERING AN INTERIM ORDINANCE? The City of Lino Lakes recently completed its Comprehensive Plan. This plan was developed by a citizen task force to be used as a roadmap for the future. The plan calls for a limit on the number of new houses that can be built through 2020. It also encourages designing new neighborhoods to minimize the impact on the environment. The Comprehensive Plan sets the direction, but does not regulate how new developments can be built. The city's zoning and subdivision ordinances are the official rules that developers must follow. The city will use the year that the interim ordinance is in place to update current ordinances and write new ones to provide the legal authority needed to achieve the city's vision for the future. HOW WILL AN INTERIM ORDINANCE AFFECT NEW HOUSING DEVELOPMENT IN LINO LAKES? Impact on new development will be negligible, since it will not affect the 400 housing lots that have already been approved for development. The interim ordinance will prohibit applications for new plats for housing subdivisions. But once the city has new zoning ordinances adopted and the interim ordinance expires, the rules for developing new neighborhoods will be much clearer. Updating the city's ordinances can also provide opportunities to developers that they have not had in the past. Rather than merely providing more developmental roadblocks, ordinances can be written to provide flexibility on such things as lot and building sizes. This helps developers to preserve more open space and save valuable environmental amenities within subdivisions. In addition, development costs can be lowered when a city's regulatory procedures are fair and consistently applied. WHY CAN'T THE CITY GET THE NEW ORDINANCES IN PLACE WITHOUT SUSPENDING NEW RESIDENTIAL DEVELOPMENT FOR A YEAR? • The existing development regulations, i.e., the city's subdivision and zoning ordinances, do not reflect the goals and policies of the new Comprehensive Plan. The plan includes slowing the 01/02/02 • pace of new residential development, establishing higher standards for design of new neighborhoods and protecting the city's valuable natural amenities. Without the interim ordinance in place, new residential development must be reviewed and approved under old rules that are inconsistent with the new Comprehensive Plan. When the ordinance revisions are complete the city will have stronger controls so that it can be proactive rather than reactive when future plats come to the city for approval. The interim ordinance will also give city staff a greater opportunity to concentrate on this revision of the zoning and subdivision codes. Staff is dedicated to completing this process as quickly as possible. WILL THE INTERIM ORDINANCE AFFECT COMMERCIAL AND INDUSTRIAL DEVELOPMENT IN LINO LAKES? The interim ordinance will not prohibit applications for the construction of commercial or industrial projects. But it will give the city an opportunity to plan for higher quality residential growth, which helps spur higher quality commercial growth. The Village development on 35W and Lake Drive has been a priority in the city for several years. This plan calls for a higher density mix of uses — including housing, shops, a YMCA and a community green —all in a neighborhood setting. Housing is critical to creating a true "town center" for Lino Lakes residents, as well as generating enough users to make small, neighborhood retail shops viable. For that reason, housing in the Village is exempt from the Interim Ordinance. WHO WILL BE INVOLVED IN DECIDING HOW THE CITY'S ORDINANCES WILL BE CHANGED? A task force, chaired by a member of the city council, and comprised of representatives of the Lino Lakes Planning & Zoning Board, Environmental Board and Economic Development Advisory Committee will work with staff and NAC, the city's planning consultant, to review proposed ordinance changes. Towards the end of the process the Planning & Zoning Board will hold a hearing to receive public comment. The City Council will make the final decision regarding proposed ordinance changes. WHEN WILL THE INTERIM ORDINANCE BE IN EFFECT? The Lino Lakes Planning & Zoning Board held a public hearing on the interim ordinance on Dec. 12, 2001 and recommended approval to the City Council. An ordinance requires two readings by the City Council —the first will be on December 17, 2001 and the second on January 14, 2002. If the City Council adopts the ordinance, it will be published in the Quad Community Press. It goes into effect 30 days after publication, or February 21, 2001. 01/02/02 la.
