Discuss 2002 Park Board Goals (There was discussion of the partial matching DNR Grant for Clearwater Creek Park ($100,000). Members discussed beginning the development of Highland Meadows Park ($192,000.) Members also want to ensure that funds are available to complete the Birch Park Trail (up to $20,000). 6. A decade ago, Lino Lakes published and adopted a Comprehensive Park Plan and Development Guide. This excellent • document is the work of Brauer and Associates Ltd and a 16- person advisory committee composed of residents, City Council and staff. It identifies specific parts of the city where development of parks and trails should be considered. Number 46 on the list is identified as follows: "Park trail- This trail is intended to be located within a linear corridor that runs adjacent to the eastern shore of Lake Amelia. At this time, there is no existing housing development along its entire length... this trail also represents an exceptional opportunity to use the linear trail corridor concept to its fullest potential. A class 11 level of trail should be appropriate." This description still fits the situation but now to a greater degree than before. Whereas the original length was listed as 0.7 miles in length, it could now easily be extended to nearly 4.0 miles and perhaps even more. In the Comp Plan update of the Lino Lakes Development Guide dated April 2001, the east shore of Lake Amelia is shown as a potential Greenway corridor. The city's "Handbook on Environmental Planning" and the recent Wild Land Urban Interface Project both • identify Lake Amelia as an area of special opportunity and concern. • The situation has changed since the Lake Amelia Trail was first identified. Now the city owns land along Centerville Road and Birch Street where parking space for a trail head is available. From the trailhead, the trail could lead through the City's property to join the east shore of Lake Amelia trail as proposed in the Guide. It could then continue southward and westward through the Minnesota Land Trust properties of Hawkins and Donlin to Centerville Road thence northward to Ash Street, westward to the St. Paul Water Dept aqueduct and north on the aqueduct to Birch Street. A quarter mile tract eastward along Birch would again end at the trailhead's parking lot - total length about 3 3/4 miles. The map Fig 6.3 in the Guide show ways to access other trails toward the west (Cedar Lake) and to the north (Centerville Lake and Regional Park). This connection could add many miles to our trail system in the future if desired. The window of opportunity to act on this matter may be short. One element of the financial plan is the Capital Improvement Program. This Capital Improvement Program identifies projects and facilities proposed to be undertaken during the next five years with appropriate supporting information. A specific component of the financial plan is the "Park and Trail Capital Improvements." I have attached two worksheets and an updated summary of the Park Dedication Fund to assist in the process of establishing the Five Year Parks and Trail CIP through 2007. I will explain the assumptions in more detail at the July 1 Park Board meeting. The refreshments would include: pop, bubbly water, iced tea in aluminum cans and candy bars, possibly health food bars. If it were feasible, I would also include the sale of sunscreen. The business would be mobile and select the vending location according to the evening softball and /or soccer games and tournaments scheduled in the Lino Lakes parks. If feasible, this might also include daytime coverage of parks with swimming pools. I would provide a receptacle to collect aluminum cans for recycling and actively encourage all customers to retum the empties to me and responsibly dispose of other product wrappers. Ownership / Management: I propose to do this as a sole proprietor under the business name of CDRS. I would collect the 6.5% sales tax required by the state of Minnesota under CDRS's tax ID #5946114 and manage the purchase and sale of product by myself. I would like to develop a mutually beneficial working relationship with the Park and Recreation Department of Lino Lakes. I believe that the availability of refreshments would add positively to the public's experience of the parks in Lino Lakes. Market Analysis: 1 have done no formal market analysis for this idea, however the responses I have gotten from a variety of people (sports fans, participants, Dept of Revenue employees, friends, citc.) have all been positive. Everyone seems to think it would be "wonderful" to have a cold pop while watching their kids compete or when they want a breather from biking or running. No one else is selling refreshments in the parks in this area (Forest Lake, White Bear Lake, Hugo) or in Lino Lakes according to the conversations I have had with the respective city administrators. 1 • Financial and Logistical Concerns: In order to make this a profitable venture I would need to set a price that is agreeable to my customers, as well as take into account the following preconditions and expenses: • The state does not allow retail food inventory to be stored on private property. • A Minnesota Retail Food Handlers License costs $65.00 per year. • Vendor's License fees range from $0 (in Hugo) to $250 per six months. • A case of 24 cans of soda pop costs approximately $6.80 ($.29 / can) • A box of candy bars varies depending on the kind. Of all of the above, the most challenging hurdle to implementing this idea is the fact that the state does not allow retail food inventory to be stored on private property. If I had to rent commercial property space to store a dozen or so cases of pop, it would be unlikely that I would breakeven, much less make the this venture profitable. If I could convince the City of Lino Lakes or the Lino Lakes Park and Recreation Department that this idea would enhance the "park and recreational experience of Lino Lakes residents" and improve their summer -time quality of life, perhaps the city might find a closet -sized space available on city property that I might use to store pop. Soccer Mini Camp and Floor Hockey Mini Camp concluded the week of May 20th. Dance and Toss, Kick and Catch will conclude the first week in June. Options: Fifty -nine participants are currently enrolled in this program which begins June 10. All staff for this program have been hired and training will take place on June 8. The Options staff consists of four YMCA employees and three Parks and Recreation employees. Summer Playground Program: Registration is taking place for this program. One hundred twenty -three participants are currently enrolled. This is consistent with, if not greater, than last year's registration total at this time. This summer we will be conducting both a morning and afternoon session of this program. Two sites will host the morning session and five sites will host the afternoon session. •Tackle Football and Fall Soccer: Registrations for these two league programs will begin on June 3 and conclude on July 18. Golf Lessons: Registration for golf has been slow due to the unseasonably cold temperatures and rain. We've also had to cancel and reschedule several lessons because of the rain. Softball: Forty teams are registered for the upcoming summer season. This is consistent with last year. We received 63 applications this summer for summer playground leader and Options leader positions - an overwhelming number compared to previous years. Thirty -one applicants were offered positions. Summer playground leader staff training will take place June 10, 11 and 12 at City Hall. The Summer Activities Guide is at the printer and is scheduled to be delivered to homes the last week of May. Summer Playground Program at Behms Park 2002 Summer Playground Staff Lino Lakes Parks and Recreation Department Program Highlights - June Park Board Update YOUTH Summer Playground Program: Playgrounds started on June 17. The first week went well. Attendance is at 207 full-time participants for the seven combined morning and afternoon sites. A Patriotic Party is planned for July 3 at Sunrise Park for all participants. The party will include a special performance by Cheryl Sawyer, Storyteller. CLUB: Our first trip of the season, Valleyfair, was cancelled due to lack of registrations. Our second trip, Twin Game, scheduled for June 27 has four registrations. It is difficult to determine why we are not receiving registra- tions for these trips. Options: Options is going well. We are currently at 55 participants, as some parents had to cancel their children out of the program for personal reasons. The participants are enjoying the variety of activities offered and the new location (Centennial High School, Red Building) seems to be working out fairly well. IP Youth Instructional: Many of our youth instructional programs started the week of June 17. Classes are going well, however; it's been a bit challenging with the drastic changes in weather each day. We will attempt to offer make -up classes for those dates that have been cancelled. Fall Soccer and Tackle Football: We are currently accepting registrations for these two programs. Registration is a little behind last year, but we'll be having advertisements in the local newspaper the end of June and early July. ADULT Softball: The season is approximately 2/3 over. The weather has made things challenging, but we survived. Recreation Intern: Our Recreation Intern, Stephanie Kopp, is now entering her sixth week with us. She is doing a great job and has taken over a large portion of the responsibility of the Playground Program - which has been extremely helpful! Maintenance activities have included: • Bare root tree planting — One hundred ten bare root trees were planted throughout our parks system. In addition to planting, all trees have been watered in and mulched. • Landscape plantings at Town Center. Forty Dwarf Bush Honeysuckle and 45 perennials were planted in the three planting beds in front of the ECFE and Police Department entrances. • Wenzel Farms Trail — Restored edges of trail where culvert was installed. Leveled excess fill, removed unwanted debris, seeded to natives. • Over seeded pleasure rink areas. • Garbage collection — all parks. • Lawn mowing — all parks. • Broadleaf Weed control — Sunrise, Marshan, Behm's, Wenzel Farms, Brandywood, Shenandoah, Pheasant Hills, Country Lakes, Arena Acres, Birch and Rice Lake Estates were treated for broad -leaf weeds. The Fire Hall, Town Center, and all well houses were also treated. (contracted) • Soccer field preparation - Delivered goals, hung nets, anchored goals, field layout, line cut -ins, and line painting to 12 practice and game fields. • Ballfield preparation — Daily prep of all game fields, weekly dragging of practice fields. • Hazard tree removal — Removed three Jack Pines at Sunrise Park. • Clearwater Creek Park — The extremely wet weather of early May caused many delays including the cancellation of the original playground installation date. At the time of this writing the park has dried allowing a number of improvements to take place. Projects have included: Installation of play area curbing. Backfill of play area curbing. Seventy percent completion of landscape plantings. Play structure delivered and stored on -site. If the weather stays dry we are hoping to pour the gazebo footings and begin installing the smaller Kid Time structure this week. The larger structure is now scheduled for June 8. (Please be dry!) As a result our Clearwater Creek playground install had to be cancelled, again! Maintenance activities during a very wet June have included: • Daily ballfield preparation. — On average we are game preparing 9 fields per day, Monday — Thursday. • Weekly garbage collection. • Party Wagon delivery and pickup. • Soccer field maintenance — line cut -ins and re- hanging nets. • Re- mulching all young trees at Sunrise, Behm's Sunset Oaks, and Marshan Parks. • Lawn mowing and weed whipping of all park areas. • Clearwater Creek Park — Poured gazebo footings, assembled Kidtime play structure, and staked leaning landscape trees. • Timberwolf Trail — Tree and brush removal along proposed trail. • Completed irrigation system at Behm's Park. (Added 4 zones to water new trail area and boulevard at corner of Mustang and Palomino Lanes.) (Contracted). • Site preparation and seeding of native prairie along south side of Town Center Parkway. • • Trail mowing. • Applied fertilizer at the following locations: Centennial Middle School (16 acres), Rice Lake Elementary (10 acres), Sunrise (6 acres), Birch (5 acres), Marshan (4 acres), Behm's (1.5 acres, Rice Lake Estates (1 acre), Brandywood (1 acre), and Pheasant Hills (1 acre). • Irrigation system maintenance — Cleaned and adjusted heads, located and trimmed valve boxes, and programmed controllers. • Lino Park sign — removed weeds and old mulch, planted Hostas, installed landscape fabric and decorative mulch. • Conducted AWAIR, Right -to -Know, and other safety training. This is the third cancellation to install the playground equipment with area residents. Therefore, Park Maintenance Staff will be installing the playground equipment during regularly scheduled hours. After the playground equipment and safety surface is installed, the concrete flat work will be completed. The gazebo will then be constructed. I am planning on getting the 1/2 court basketball court and the internal trails paved yet this year. Construction documents are currently being drafted with plans to be available for bid around July 22 with a bid opening of August 12. We hope to have the grading, aggregate base for trails, play containers, and landscaping completed this fall. The playground equipment selection process can take place this winter with the equipment being installed spring, 2003. I will have the draft of the construction documents available for review at the July 1 Park Board meeting. City staff reviewed the project on site with three contractors. On June 7 bids were opened with T.A. Schifsky and Sons, Inc. having the lowest based bid of $33,966. The City Council received the bids and awarded the contract at the June 24 Council Meeting. Construction access will occur via the existing 20' wide trail segment located directly east of 6769 Timberwolf Trail. Upon completion of the trail (located directly west of 6769 Timberwolf Trail) the city will vacate the existing 20' wide trail corridor. Park maintenance staff has completed the necessary clearing to provide access for the construction vehicles. It is anticipated that construction will commence on July 8 and be completed by July 20. I have attached a copy of the trail plan to give you a better idea on this trail project. This agreement secures a 10' wide trail easement to provide a trail connection from Trappers Crossing Court to Birch Park. A legal description will be established upon completion of the trail project to fulfill the requirements of the purchase agreement. We are currently soliciting bids for the Birch Park Trail Project. This project includes the installation of approximately 315' of timber boardwalk, and a timber staircase including planters and concrete pavers. The Parks Department will be taking care of all landscaping and planting. The project schedule is as follows: Tuesday, July 2 — Sealed bid opening. Monday, July 8 — City Council receives bids and awards contract. Monday, July 15 — Construction begins. Friday, August 30 — Project completion. Two slides and several posts were damaged. The Police Department have a suspect who was in custody at the Anoka County Jail over the weekend of June 15 -16. City staff is working with our claims adjuster and the manufacturer representative to determine the best course of action to make the playground equipment structure functional.
