The meeting was adjourned at 7:05 p.m.) swiparkbrd/4 -7 -03 Board Agenda.doc Park Board Meeting - February 3, 2003 Minutes The February 3, 2003 City of Lino Lakes Park Board meeting was called to order at 6:30pm, by Chair Lindy. Roll call was taken, members present were Pam Taschuk, Katie Boyle, Michael O'Connor, Bill Kusterman and George Lindy. Members absent were Pat Huelman and Paul Montain. Also present was Rick DeGardner, Public Services Director. APPROVAL OF DECEMBER 2, 2002 MINUTES: Pam Taschuk made a motion, seconded by Michael O'Connor, to approve the December 2, 2002 minutes. The minutes were approved. Chair Lindy asked if the Park Board will be following up on the concrete sidewalk or if that will be a staff issue. Rick advised the whole project has been delayed. Staff will determine specifics on the concrete sidewalk when the details regarding the project are discussed. SETTING THE AGENDA: The Agenda was passed as presented. OPEN MIKE: No one was present for open mike. • REVIEW 2002 PUBLIC SERVICES DEPARTMENT ACCOMPLISHMENTS: Rick reviewed the list of 2002 Public Services Department Accomplishments that was distributed in the packets noting the entire Public Services Staff had a very productive 2002 and most of the work was done in- house. • Rick continued stating the four major projects for the department include Highland Meadows Park, Clearwater Creek Park, Timberwolf Trail and Birch Park Trail. Chair Lindy noted a resident came to his home just to comment on how nice the Birch Park Trail looks. Pam asked if the Parks Department will be offering the Day Camp program again this summer. Rick advised the Day Camp program will be offered again this summer. Bill inquired about the holiday lighting contest. Rick advised the contest has been in the City of Lino Lakes for several years. The electric company pays for the prizes so there is no cost to the City. DISCUSS AND APPROVE 2003 PARK BOARD GOALS: Rick advised the January 6, 2003 Goals Meeting provided extensive dialog pertaining to possible 2003 Goals. Information included 1 a • • • Park Board Meeting - February 3, 2003 Minutes in the packets was compiled to further the discussion regarding the 2003 Goals. The "Park Dedication Fund Summary" indicates how the Park Dedication Fund would be impacted with the proposed goals. Staff is recommending releasing the designated Lino Air Park funds ($4,400) and a designated Clearwater Creek trail buffering ($800). Full implementation of the proposed goals would result in an undesignated fund balance of approximately $40,451. The attachment labeled "2003 Proposed Park Board Goals" summarizes the proposed goals. A detailed description is provided for each proposed goal. Some goals have additional attachments for consideration. Assuming a consensus can be reached on the proposed 2003 Park Board Goals, it is anticipated to discuss the goals with the City Council at the February 19 or March 5 Work Session. Katie indicated she may be leery about putting a lot of money into the gazebo at Birch Park due to vandalism concerns. Michael advised that if a shelter similar to the structure in place at Clearwater Creek is constructed vandalism should not be a concern. Chair Lindy inquired about the location of an open air shelter. Rick stated there are two possible locations: between the smaller structure and the boardwalk or by the hockey rink where the concrete table is currently located. The problem with the first location is you can not see the larger play structure from that area. The problem with the second location is that it is not as ascetically pleasing. The open air structure. would finish that park off and the park really does lack shade. When the shelter is put in the City will look at continuing the trail. Rick asked if the Park Board is agreeable to the $50,000 amount for paving the three parking lots at Sunrise Park. Chair Lindy inquired about the layout of the lots. Rick referred to a drawing pointing out the area of fields, buildings and where the lots would go in. Bill stated the paved parking lots would give the park a much needed upgrade. Rick stated he believes the City should proceed with lot 1, 2 and 3. The City could look at doing ,lot 4 at a future date. Park Board Meeting - February 3, 2003 Minutes Pam stated completing lot 4 also would be very nice. She inquired about the impact on the park use during construction. Rick advised the work would have to be done on a weekend. Pam stated she believes the City should complete all four lots because that park is very heavily used. Rick asked if the Park Board is comfortable with only having $25,000 in undesignated funds. Pam asked if the undesignated funds have ever been that low. Rick stated the fund balance has never gone that low. Bill stated there is the possibility that the funds for Stoneybrook may be available also. In addition, the City may have to back off from the full size basketball court. Rick advised the Stoneybrook development has been approved. Bill stated the City should complete all four of the lots while the work is being done. It was the consensus of the Park Board to change the amount of proposed dollars for the Sunrise Park, Pave Parking lots, to $65,0000 to include lot 4. Michael O'Connor made a motion, seconded by Pam Taschuk, to approve the Park Board 2003 Proposed Goals as amended. The motion was approved. Rick requested Chair Lindy determine what date he will be_ available to present the 2003 Park Board Goals to the City Council. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights-Flyer from January 2003. He noted the 4th Annual Snow Day was held on Saturday, January 25 at Wargo Nature Center. Approximately 60 people participated in this year's event - significantly less than previous years. Staff believes the lack of snow and the extremely cold temperatures of late greatly influenced the numbers this year. The second annual CLUB Sweetheart Dance will be held on Saturday, February 15 at Centennial Elementary School. Ninety participants have registered so far for this event - the maximum is 200 participants. Forty -two youth attended the Grand Slam & Cheapskate field trip on December 26. The December 27 trip to the MN History Museum & The Grove was canceled due to low numbers. The warming house shelters and outdoor skating rinks are cooperating effectively this winter. Rick added the Spring Activities Guide is scheduled to be out in homes the last week of February. Bill asked what demands the City places on the workers at the ice rinks. Rick stated the ice rink attendants take hourly counts and check outside the warming house. Typically, the ice rink attendants also clear the rinks. Bill stated the rinks at Birch Park do not get cleared. He suggested the rink attendants should be responsible for shoveling or sweeping the rinks since they are being paid. He stated that the rinks should be flooded every Friday evening for heavy weekend use. He asked if the City would be open to volunteers flooding the rinks. Rick stated he will speak to Barry about Birch Park. He indicated he would be open to adult volunteers flooding the rinks. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for January 2003. Rick noted maintenance activities have included daily maintenance of all hockey and pleasure rinks, buckthorn removal and the replacement of the old musty carpet with vinyl tile throughout the Marshan Park storage building. Rick added employee performance reviews were conducted for all maintenance staff. NEW BUSINESS: Appoint Park Liaisons and Community Service Award Committee Member - Rick advised each year the Park Board designates a park liaison for each neighborhood park. Rick also indicated that a Community Service Award Committee Member needs to be appointed. Bill Kusterman was the Park Board Representative in 2002. The development consists of 42 single family residential homes. A trail exists across the northern edge of the site, connecting Hodgson and Ware Roads. The Comprehensive Park Plan and Development Guide does not indicate a neighborhood park for this area. Birchwood Acres Park, located approximately 1/2 mile directly west, could serve as the neighborhood park proposed development. The City • recently acquired park land that will provide contiguous park land from the existing Birchwood Acres Park to 62nd Ave. This is also indicated in the master plan for Birchwood Acres Park. With the planned reconstruction of 62 "d, a trail on the north side will provide pedestrian access to Birchwood Acres Park. City staff has received a few telephone calls the past few years inquiring about the possibility of the City acquiring park land closer to the Fox Trace Development. Since Ravens Hollow is directly south of Fox Trace, land acquisition should be considered. A recent letter concerning this issue is attached. • Staff recommends 100% cash dedication for the Ravens Hollow development. Perhaps the park dedication revenue generated from Ravens Hollow could be designated to further develop Birchwood Acres Park. Many of us Fox Trace residents recently attended a meeting hosted by K -G Development where we were presented with two proposed plans of development. We greatly appreciated the opportunity to review the proposed plans and were able to have many of our questions answered. However, there are two areas of concern we would like to have voice in. The first of these is the desire to have Lino Lakes consider including a public park area within this new development. We feel strongly that the existing city park areas are not easily or safely accessible by the families and children of Fox Trace as we are bordered by high volume and high speed roads (e.g. Ware Road, County Road J, and Hodgson Road). There are currently many families and children that would greatly benefit from such a park area, in addition to the 30 to 60 new families that the new development calls for. Our second area of concern is the proposed plan to include multi - family town homes in the new development. We do not find this plan desirous for the following reasons: 1) The addition of approximately 60 new families could bring the burden of between 50 and 100 automobiles on our local streets, easily doubling the current traffic. 2) The aesthetics of our single family home community would be diminished. 3) The relative property values of our single family homes could be diminished. 4) The requirement of this type of housing (as called for by Lino Lakes development plans) can be satisfied elsewhere. We would like to make our concerns known to the appropriate Lino Lakes Planning Boards, perhaps in the form of meetings and/or written documents. I would ask you to please advise us on how to proceed. The three shelters that were opened this past season were Sunrise, Birch and Lino parks. Sunrise and Birch once again proved to be our most popular locations. Based on the anticipated budget crisis and attendance figures, I would like to suggest to the Park Board to review the attendance figures and determine if we should open Lino Park next winter. It may be justifiable to only have two shelters open for the 2003 -04 season. Please advise. Lino Lakes Parks and Recreation Department Program High l igh is - March Park Board Update Special Events Sweetheart Dance: Our second annual CLUB Sweetheart Dance on Saturday, February 15 was a success. One hundred eighty three people attended the event - our highest turnout ever. Participants enjoyed dancing, refreshments and a craft. Youth Youth Instructional: Winter session programs concluded in February. Registration for spring session programs is currently underway and many programs are getting close to filling. Spring session programs are scheduled to begin the last week of March and the beginning ofApril. CLUB: Twenty -two youth attended our Movie, Lunch and Bowling trip on Presidents Day (February 17). The other two trips for the week (which was Centennial's Spring Break week) were cancelled due to low registration. Our next trip, Cheapskate and Tropics, will be on March 28. Currently, 44 participants are signed up to attend. Martial Arts: We will be having a new Marial Arts instructor this spring. We anticipate that this will reenergize the program. T Ball: Once again this program has proved popular, as many sessions are already filled. Additional sessions will only be •red if there are field(s) available. New this summer is Start Smart T ball for 3 -year -olds. Adult 5- Player Basketball: The season concluded with the sending of three teams to the State Tournament. This season we had nine teams participate - one less than last season. Indoor Soccer: Six teams are registered for this season. In the past, this program has had as many as 18 teams. We reduced the size of this program due to the youth soccer club's increased need for turf time at the Centennial Sports Arena. Slowpitch Softball: We are still accepting registrations for this program. Our goal is to have 40 registered teams. The leagues would then be broken down by 6/8 Co -Rec. teams and 36 men's teams. We have reduced the number of teams we can accommodate in this program due to the rescheduling of Rice Lake #3 for youth baseball. Sanded as needed when icy. Built 2x12 plank bridge when water backed up into tunnel (frozen culvert to north, water 5" deep in tunnel). ♦ Pumped Rice Lake Elementary holding pond, unplugged frozen culvert. ♦ Delivered shelving and storage bins to Marshan Park building. ♦ Assisted Streets Department with snowplowing and water pumping. ♦ Assisted Environmental Coordinator with removal of high risk Oak Wilt trees. ♦ Met with Rehbein and Northway Irrigation regarding park development at Clearwater Creek and Highland Meadows Parks. ♦ Attended shade tree short course. ♦ Opened skate park — removed fencing and garbage pickup. ♦ Opened Arena Acres tennis courts. ♦ Offered contracts to returning seasonal staff. ♦ Picked up new Toro Proline mower.
