I will mail out a copy of the draft minutes to all Environmental Board members when staff review is complete. I will include any approved minutes as necessary. Thank you. 600 Town Center Parkway, Lino Lakes, Minnesota 55014-1182 Phone: 651 - 982 -2400 • Fax: 651 - 982 -2499 • TDD: 651 - 982 -2410 MEMORANDUM DATE: October 17, 2001 TO: Environmental Board FROM: Michael Grochala, Community Development Director RE: Surface Water Management Plan Update As previously discussed, the City is required to update its local Surface Water Management Plan to reflect updates in the Rice Creek and Vadnais Lake watershed organization (second generation) plans. The updates are subject to Metropolitan Council review and comment as part of the Comprehensive Plan process. The City has notified the Metropolitan Council of its commitment to reconcile these differences by January 31, 2002. John Powell, City Engineer, will be coordinating this process with the Environmental Board during the next three months. The project scope is limited to modifying the City's plan to reflect existing watershed district policies. The City has not planned or budgeted for a more in -depth revision of the plan. I believe this process provides an excellent opportunity for the Environmental Board to gain a greater understanding of the elements of the plan and the requirements currently imposed by the watershed organizations. This will also serve as a precursor for the Non - point Education for Municipal Officials (NEMO) program which staff is trying to secure for the City. I anticipate that these opportunities will form the basis for identifying areas of concern, within the Surface Water Management Plan, that could be investigated in the future. Staff appreciates the board's interest in surface water management issues and recognizes the impact development may have on the City's environmental resources without proper official controls. Staff is looking forward to working with the board to first, realign our existing controls to complement the watershed plans, and secondly, to begin exploration of more far reaching options as we implement the goals and policies of the Comprehensive Plan. IIIIMotion to recommend option one in Environmental Board Report including: • Parking stalls be reduced to a minimum • Use depressional islands in the parking lot if possible • Use downward directed no spill lighting on site • Submit a tree preservation plan for the site. Option 1 • 1. Recommend Approval with standard conditions to include: • The use of native materials in drainage and swail areas, as well as any portions of the property the owner may be open to the use of these materials such as the southwest corner of the parcel. This area would be nice to plan a transitional area from cultured sod to natives through the use design tools such as formal hedge separation, transitional alternative sod mixes, and formal flower gardens that may include both native and non native annuals. The northwest corner could carry the same flower be idea. • Change tree species on the freeway side to Oak species, preferably a mixture of Burr, Red, and Swamp white oaks. If evergreens are desired in this area, then a change to a salt tolerant species such as Austrian pine should be used. All • Page 1 evergreens in this area be grouped and mulched in to separate native plant maintenance concerns. • Ground cover is designed using the City schedules. • A contract is submitted to have the native materials installed by company specializing in native landscape construction. • A 3 -year maintenance agreement with a landscape company specializing in native landscape maintenance should be submitted, and dollars escrowed for this purpose. • Use of low- impact lighting. • Other suggestions of the Environmental Board Motion made by Tere O'Connel /Second by Connie Grundhoffer/ All in favor. Pheasant Hills Preserve 12th Addition, Preliminary Plat/PDO, Comp Plan Amendment -MUSA Motion to recommend that the Council deny the application because it is not consistent with the State -wide standards for the management of shoreland areas, or the City of Lino Lakes Shoreland Management Plan.
