ADJOURN • Agenda Item 5A Environmental Board Meeting Date: March 26, 2003 Topic: Ravens Hollow /Preliminary Plat Review /Rezoning Background: Ravens Hollow is a 22 -Acre area South of the Fox Trace Development. Location map is attached (Attachment 1). Ravens Hollow is a 39 new and 3 existing unit proposal to residential development. (Attachment 2) is the Developers proposal sheets. (Attachment 3) displays the MLCCS for the area. This Development Proposal is guided by the new Zoning Ordinance. Rice Creek Watershed has given conditional approval pending receipt of changes. (Attachment 8). Analysis: Existing significant vegetation on the site consists of 6.34 acres of Oak forest dry subtype, 3.9 acres of Aspen, and .5 acres of Native dominated upland shrub -land. The rest of the vegetation on the site is introduced conifer with deciduous, open water, long grasses and forbs on upland soil. The developer has submitted a tree inventory and resource plan. The Tree Survey only shows 16 inch or larger trees. The developer is working to update the tree inventory. The resource inventory lacks the MLCCS information. The Developer is updating the Resource inventory. Ravens Hollow Landscape (outside the development and larger scale) Scale resource in formation is depicted in (Attachments 4 and 5). Most of the surface water in the Ravens Hollow development site flows (at least at one time) to the SE and into the complex wetland area shown in Attachment 4. The Potential Unique wet legend on this map shows where unique soils and flood plain overlap. At least some of the features checked in these areas, have been destroyed by changes in surface water and fill. It may be possible to restore systems already altered in some of these areas, if no further degradation occurs. Caution should be used in routing water to the SE. off of Ravens Hollow and in to this area. Caution issues should be centered on flow direction, volume and quality controls. There are no identified resource zones in the proposed development. There is a Lake Protection Zone to the NE off the site, and Zones 1 and 2 to the SE off the site. (Attachment 5). Note that the majority of water from the Ravens Hollow site does not convey to the Lake Protection Zone. A good deal of it at least historically went into the zone 1 and 2 areas to the SE. The proposed pond on the SE side of the development appears to be dug into the traditional seasonally high water table. Engineers should confirm post development seasonally high water levels under this pond. Engineers should confirm there is adequate (3 to 4 feet) of separation between the bottom of the pond and the post - development seasonally high water table. Separation is important in order to adequately address concerns of ground water pollution potential in the sensitive soils of this area. Well protection to the SE, and the degradation of the ecosystem are environmental concerns for the ground water. It is now speculated that stagnant water pond areas that maintain depths of around 2 to 3 feet, for more than a couple of weeks, are likely breeding sites for West Nile mosquitoes. If water levels in the SE pond will be maintained at 2 to 3 foot levels in normal conditions, than the developer should submit a program or plan that ensures long -term treatment of this pond. Preliminary Tree Save Area (Attachment 6) indicated on the plan shows a proposed area of about an acre and one half of Oak forest to be preserved. This area can be an excellent infiltration site if existing surface water is maintained through this area. This area has had had oak wilt infection in the past. Control measures have been taken. Control measures to prevent and control disease should be part of the Tree Preservation Plan. Disease control is enforced through the Tree Disease Ordinance. Public access into the preserved woodland and the infiltration area on the North and South side of the woodland should be planned for in order to maintain these systems. Once the tree inventory is modified to include all significant trees, a Tree Preservation Plan should be submitted, approved by staff, and implemented, before soil disturbance. Permanent Conservation Easements are proposed for this site. Please see (Attachment 7). This development has a lot of potential to save trees and manage water resources. Keep in mind, that once an accurate Tree Inventory and Preservation Plan is developed, it is quite possible to see many more trees left in the landscape. No soils should be imported or exported to this site without City approval. Topsoil removed from the site for grading reasons should be used on the site. Soils in designated open -space preservation areas should be protected from compaction. Infiltration areas should be shaped with low- compaction equipment and protected from further compaction. Attempts to maintain pre- existing soil compaction levels should be made throughout the site, except for where engineering standards require it. All seeded areas should use the City standard for native seed mixes. Where erosion control issues overlap native seed areas, native seed should be incorporated into a standard, quick -start erosion control mix. The Developer should escrow money to allow for one planted 2 to 2.5 inch balled and burlapped boulevard tree per house frontage. Options: 1. Approve the preliminary plat with recommended cautions and concerns of staff and Environmental Board addressed. 2. Recommend denial. Findings: 1. Proposed project entails construction of a 39 lot single- family residential development to be known as Ravens Hollow. 2. The proposed stormwater management plan includes 3 treatment ponds all located along the eastern edge of the site. These ponds meet District water quality treatment requirements. Based on discussions on March 7, 2003 with the applicant's consultant, design changes to the existing pond outlets may provide rate control for the site. Once hard copies of these plans are received these changes will need to be reviewed to verify that District rate control requirements are satisfied. It should be noted that the 100 -year flood elevation might subject Ware Road to flooding. Although the RCWD does not have any freeboard requirements for roads, the City of Lino Lakes may not want the pond bounce subjecting Ware Road to flooding. Several swales located throughout the site and the preservation of existing depressional areas satisfies District infiltrations standards. 3. The submitted wetland mitigation plan indicates 10,916 SF of Type 2 wetland impact. This impact is proposed to be mitigated with 11,719 SF of Type 2 NWC and 15,782 SF of PVC through the creation of stormwater ponds. An additional 4,553 SF wetland basin has been determined to be incidentally created and therefore replacement is not required. 4. There is no FEMA floodplain on site. The proposed low floor elevations meet District freeboard requirements. 5. An acceptable erosion control plan has been submitted.
