Topic: Solid Waste /Recycling /Budget Shortfall /SCORE
Summary: Please see attachment 1, Anoka County Letter, Anoka County
Commissioner Jim Kordiak, May 5th 2003 regarding SCORE. SCORE funds are
moneys allocated to cities through the county for recycling solid waste. This
year, The City of Lino Lakes is eligible to receive $37,463.60 in SCORE dollars.
The money is used to subsidize the cost of running a recycling program. Eligible
costs include staff salaries, public education, recycling days, supplies and items
such as recycling bins. We have given a first- recycling bin to new residents free
with SCORE dollars.
The County is cutting SCORE dollars to support local recycling programs by
10 %. In light of the state budget cuts, this is not as bad as some folks
anticipated. It is enough however to take a local look at where we might want to
make up the difference.
One option is to have just one Recycle Day each year. Spring Recycle Day has
been producing more tonnage over the last few years and staff has discussed
the notion to only having one Recycle Day in the spring. This alone would make
up the difference in program costs. Please refer to Tabulation sheet attachments
4 and 5.
The city oil recycling facility is an unsubsidized cost. Attachment 3 tabulates the
costs for this service. The City negotiated a better rate for oil volumes in 2002.
Filters are an eligible expense in terms of steel weight credit. We do pay a
recycling charge for these filters (they have oil in them). If residents were willing
to pay $.30 /gal to dispose of used oil, we would break even. The problem is
collecting the fee.
Mr. Kordiak's letter indicates that any remaining funds in the 2003 agreements
could be reallocated to the 2004 city allocations. I have not totaled the costs and
tonnage yet for our Spring Recycling Day, nor have totals from the haulers in the
first half yet. This report is usually complete by about June 15. We will have a
better idea at that time where we stand this year.
Please come with your thoughts and ideas to the Environmental Board.
I have also attached (attachment 2) a couple of pages from the Anoka County
Solid Waste Abatement Advisory Force, Recognition Awards Ceremony. Please
note that since 1988 the City of Lino Lakes has consistently achieved our goals
to recycle. The City has recycled 1,534.23 tons of solid waste since 1988. Good
job!

As you know, the State of Minnesota is experiencing a severe budget shortfall that will likely result in
reduced SCORE funding for 2004. We will not be able to provide more supplemental funds beyond the
2004 SCORE funding allocation for municipal recycling programs. To minimize the impact of this
reduction on your municipal program, the Anoka County Board of Commissioner wishes to provide an
option for you to reserve a portion of the 2003. SCORE allocation for use in 2004.
On April 22, 2003, the County Board approved Resolution 2003 -63 which will allow the reallocation of
any remaining 2003 SCORE funds to your 2004 SCORE funding. Our hope is that this will provide you
maximum flexibility to provide a residential recycling program with reduced funding.
I know that you are dedicated to your efforts to provide a recycling program and we will continue to work
together to find creative solutions to manage our resources. I am sure that, working together, we will be
able to get through this period, to reduce the impact on our recycling programs and may even find ways to
improve our programs.

AUTHORIZING THE REALLOCATION OF 2003 SCORE FUNDS
FOR EXPENDITURE BY MUNICIPALITIES IN 2004
WHEREAS, since 1990, Anoka County has dedicated the SCORE funds that it has received from the
State of Minnesota to assist municipalities with their residential recycling programs; and,
WHEREAS, the State of Minnesota is experiencing severe budget shortfalls that may result in reduced
SCORE funding for 2004; and,
WHEREAS, the county wishes to allow the municipalities maximum flexibility to continue to provide
residential recycling programs during this period of budget shortfalls; and,
WHEREAS, the current municipal residential recycling funding agreements require the municipalities
to expend the SCORE funds by December 31, 2003; and,
WHEREAS, the county believes that it would be prudent to allow the municipalities the option of
reserving a portion of their 2003 SCORE allocation for use in 2004:
NOW, THEREFORE, BE IT RESOLVED that Anoka County will include in each municipal
residential recycling funding agreement for 2004 any SCORE funds that remain unexpended by that
municipality as of December 31, 2003.
BE IT FURTHER RESOLVED that the chair of the Anoka County Waste Management and Energy
Committee be authorized to forward a copy of this resolution to each of the twenty-one municipalities in
Anoka County.

I flew our second survey of the spring on the 13th (we had a safe flight
if you are superstitious). The colonies seem to be on track. I did not
see many birds flying around the colonies at the time we visited them
which was late morning. Each of the colonies appeared to be at the same
stage of activity. Some nests are covered with leaves and cannot be
seen, but most of the nests out in the open had a heron or egret in them
depending on the site. The birds also seemed to be sitting low in the
nests. They were not standing.
At Peltier, there were herons in the colony and in the nests, several
hundred anyway. I counted 9 great egrets. They appeared to be two at
one nest and the rest were one bird per nest. They were all in an area
just northeast of the center of the colony.
We will need to see what happens next as we are getting into the
critical time. Let me know if anything comes up.
