NOVEMBER 17, 2004 MEETING MINUTES
The Chair called meeting to order at 6:37.
Minutes were reviewed and approved by O'Dea and second by Grundhofer.
Agenda was approved by Grundhofer and seconded by Bauman.
Open Mike: No comments brought forth
Action Items:
Kingdom Hall Church of Jehovah's Witness Update
Marty Asleson reviewed the previous Environmental Board recommendations. The
Church Engineer Dave Knutson, 38 West Golden Lake Road, Circle Pines discussed the
following:
1. Lighting, outside signage: The Church submitted to City Staff a plan and picture of
signage. The sign will be 4X10 feet and light directed per City signage requirements.
The parking lights will be on timers and used only during services, stated to be
Sunday, Tuesday and Thursdays. Services, church activities will be completed by 10
p.m.
2. Septic System: The Board had requested that the system be reoriented to the front.
There is not enough space to do this. The system instead will be relocated to the side
of the church, further away from the lakeshore.
3. Neighborhood screening, fence and or trees: The Church is working with neighbors
on what they would like to see there.
4. RCWD has been consulted on rain garden design and swales off the parking lot.
Recommendations from the Board: (Kukunen, Grundhofer, Smith)
a. The Church would be expected to hook up to City Sewer when it became
available.
b. That the Lakeshore Ordinance for shoreline management/lighting be followed,
including lights from cars.
c. Jon Christenson of Anoka County reviews the septic system design.
Pine Vista Firewise: Marty gave an update on the progress of this project.
Review and Discussion of 2004 Goals and Establishment of 2005 Goals:
Board set goals for 2005.
Approval of 2005 Meeting Dates: 2005 Meeting Dates were approved.

Environmental Board Meeting Date: December 15, 2004
Topic: Adoption of the 2005 Environmental Board Goals
Background: Every year, the Environmental Board adopts goals to be
presented to the City Council. Usually, the Environmental Board chair presents
these goals to the City Council after they are adopted. The Environmental Board
drafted goals for 2005 at the November 17, 2004 meeting. Attached are these
goals for the purpose of discussion and adoption.
Analysis: To be discussed at the Environmental Board meeting. There were
some unanswered questions about the National Wildlife Federation certification
program.
Options:
1. Adopt 2005 Goals as drafted
2. Adopt 2005 Goals with modifications
Recommendation: Either option

• Pursue the possibility of Lino Lakes becoming certified as a Community
Wildlife Habitat through the National Wildlife Federation.
a. Assess the value and potential benefits for the City, including
public awareness influence.
• Promote environmental stewardship with the citizens of Lino Lakes.
a. This will be accomplished by communicating environmental
initiatives in the city utilizing various means of communication,
i.e.; City webpage, newsletter, homeowners association meetings,
and northern suburb Pioneer Press coverage.
• Participate in Blue Heron Days, providing educational information to
the public.
• Participate in Earth Day activities in the community, promoting
environmental awareness and collaboration with other Environmental
focused organizations.
• Continue to participate on the City AUAR Advisory Board (Alternative
Urban Areawide Review), focusing on the values Lino Lakes citizens
have expressed in the vision for our city and the unique ecological
aspects of our wetlands, lakes and streams and subsurface waters.
• Perform an evaluation of past Environmental Board recommendations
for development projects.
a. Review projects completed by site visits, discussion with City Staff,
and landowners, neighbors, on the outcomes of the Boards
recommendations.
• Continue to collate information received from other municipality
Environmental Board, identifying opportunities to collaborate and learn
from each other.
• • Partner with the University Extension Division and offer an
environmental educational seminar for residents.
• Promote conservation development within the City including the Open
Space /Trail Plan and Handbook for Environmental Planning and
Conservation Development.
