Chair O'Dea was not present, nor was Vice Chair Dennis Smith so the most
senior member of the Board, Kukonen called the meeting to order at 6:35 p.m.

A. Integra Homes/Proposed Conservation Development Site/Discussion
of Resources
Asleson reviewed the background and analysis. He introduced Jason Husveth,
who mentioned that 35 acres of the site was Type 3 Wetland.
Asleson indicated that restoration for rare plants would be possible where the
flood plains interacted with the Isanti soils. There were no rare plant or animal
species found directly on the site. There were pedestrian and road connections
planned on site through the development between Fox Borough and the Saddle
Club.
Bor noted that the Saddle Club had been denied, and inquired if an EAW had been
requested. Asleson responded that one person had been concerned, because of a
road issue.
Kukonen added there was concern about sewer issues as well.
Mr. Husveth stated they were attempting to put ecological principles into the site.
He would like to keep the ecological integrity of the site. In a 53 -acre site, 35
acres were historically fairly wet. He named several rare plant habitats on the site,
among them Clinton's Ball Rush, Lancet Violet, the Crossleaf Milkwort. He
discussed with the developer the possibility of doing a survey. Sandhill Cranes
and other species were present. Mr. Husveth contacted Rice Creek Watershed
District and the Department of Natural Resources to create a mitigation bank. He
wanted to restore the hydrology, vegetation and banking those areas. He noted
that Steve Hobbes expressed interest in the plan. There would then be no
development in those areas. It was in the initial stages, but he was helping them
design a truly ecological development. It could include curbless streets. Asleson
noted people complain about the swales, so the City comes in and uses the ECS
system of drain tiles that includes a couple of feet of sand, so they can grow plants
without sogginess.
Grundhofer stated that residents should know what they were buying. Asleson
answered that there were notifications to the buyer that the developer requires
them to sign. He noted that it could be used in surface water easements between
houses as well.

• Grundhofer indicated that the upland area appeared to be quite small according to
the maps. Asleson clarified the buildable upland was small.

Bauman had calculated the upland to be 18 acres. Grundhofer responded that they
would have to bring in a lot of fill.
Mr. Husveth mentioned that there were certain rights for a landowner to develop.
He noted that if the wetland was put into an easement, it would not enhance the
wetland, By aggressively managing the area, up to 20 species could be present in
the seed bank. He believed it was a win -win situation. Asleson added that there
could be a minimum lot size and reduced width of streets.
Grundhofer inquired the amount the developer could fill. Mr. Husveth responded
that under these circumstances, he would never fill the entire wetland. It was not
economically feasible.
Bauman questioned if it would be economically feasible through mitigation and
banking to restore the wetland. Asleson noted there was an inventory, and there
were 40 lots left for the City to develop this year.
Bor asked staff to explain the P.U.D. or planned unit development. Asleson
answered that there was less road to plow, and was probably and advantage for the
City. The developer could often obtain higher price for the lots, and the area
would have managed open space.
Mr. Husveth indicated he asked Rice Creek Watershed District for wetland credit
on the site. He tried to get a bigger picture, out to regional. He would like to
address degraded wetlands. He walked the site, but it was early in the season.
Asleson stated he needed a strong public value statement from the Board.
O'Connell expressed concern over the developer's other sites Asleson answered
that they had a good engineer working with them, who lived in Lino Lakes.
Kukonen suggested that the Board began with staff's bullet points.
Grundhofer inquired about the amount of land the plants needed. Mr. Husveth
responded the land should be thought of as a large wetland complex in order to
keep the plants intact. It needed to remain intact, and could be restored and
managed as a continuous corridor.
Grundhofer questioned if there was enough greenway space for animals and
plants. Mr. Husveth stated it was not just a matter of quantity, but also quality.
Money would be needed to restore and manage the area through an endowment or
dues.

Bor asked if Rice Lake Watershed District might be willing to consult. Asleson
responded that from a wetland perspective it would take expertise.
Mr. Husveth added that the key would be for them to receive more credit than the
land would cost. Asleson noted that Rice Creek Watershed District would be
eager to work on the project.
Mr. Husveth inquired who was the eligiblee. Asleson answered that the eligiblee
Rice Creek Watershed District.
Mr. Husveth indicated that the typical goal was no net loss of wetland. Some
LGU's might argue no new wetlands. He stated it was an exceptional area.
Bauman noted that when development continues, it would set up a precedent for
upstream users, to not degrade the restored area. Mr. Husveth agreed, and added
that merely placing a conservation easement on the area would not accomplish
that goal.
Kukonen inquired if there were other bullet points to add to those staff put forth.
The Board's recommendations were as follows.
• Manage wetlands as a contiguous corridor.
• Work with Reshanau Lake Association.
• Work with Rice Creek Watershed District to restore the hydrologic condition
of the ditch.
• Look at adjacent uses and trail systems supporting P.U.D. Developments.
• Without a conservation P.U.D. process and working with Rice Creek
Watershed District, it would be difficult to realize these resource management
goals.
O'Connell made a motion to pass on staffs recommendations and the above
stated Board recommendations as a public value statement to be passed on
through the process. Bauman seconded the motion.
O'Connell inquired about how the homeowners would be notified of the wetland.
Asleson responded they could be told through signage, flyers and informing the
public.
Bauman cautioned that she did not want the general public to know the specifics,
because it would endanger the rare plants. She knew there would probably be
some press on the issue though.
Motion carried unanimously.

A. Goals/Project Review/ Community Wildlife Habitat
This item was tabled to the June 28, 2005 Environmental Board Meeting.
B. Additional Discussion Items
Bor inquired of the Board if it was desirable to respond to the AUAR document.
She wanted to know if the Board members would like to meet with the
Environmental Quality Board to learn how to respond effectively. They were
available to meet on Tuesday, May 31, 2004 at 9:00 a.m., but he was open on the
time of the meeting. She invited staff to also attend. After a brief discussion, it
was decided that they would try to have the meeting Wednesday, June 1, 2005
sometime in the afternoon.
Asleson noted that the goals had been met for Recycling Day. Kukonen added he
heard compliments on O'Connell and Grundhofer's work on the event.
Grundhofer stated she did not believe the numbers of people attending were as
high as in the past.

It was noted that the next meeting of the Environmental Board will be on June 28,
2005.
There being no further business, Bor moved to adjourn at 8:11 p.m. Grundhofer
seconded the motion. Motion carried unanimously.

AGENDA ITEM 5A

DATE: July 27, 2005
TOPIC: Pine Glen /Preliminary Plat
BACKGROUND: Pine Glen is a 68.46 acre parcel. This parcel of land is
located south of James Street to the North, and North of Lois Lane to the South
the total upland area is 44.78 acres. The total wetland area is 23.68 acres. The
outlot areas in Pine Glen total 25.83 acres. Writing on plat indicates that outlots
will be maintained by a neighborhood association and be covered by a drainage
and utility easement. Proposed zoning is R -1 and Commercial. Existing zoning
guides this property for General Business, R -X, and Rural to the west. There are
two lots proposed for Commercial use on the West. The commercial area totals
2.08 acres. From the proposed commercial areas to the wetlands to the East
there are 78 single family Tots proposed. The single family Tots have an average
lot area of 16, 458 square feet with a density of 0.88 lots per acre.
Submitted with the preliminary plat are a Preliminary Utility Plan, Preliminary
Grading, Drainage & Erosion Control Plan, Storm Sewer Drainage Area Plan,
Drainage Area Map, and a Wetland Fill and Tree Preservation Plan.
Analysis:
Soils of Pine Glen
Attachment 7 depicts the soils of Pine Glen. Soils consist of upland sand soils on West
side of the parcel, with bands of wet sand bordering muck and upland sands to the East.
Banded soils are important ecological features in the Anoka County Sand Plain.
Existing Wetlands and Surface Water of Pine Glen
Attachment 9 shows the wetland complex, flood plain and perennial stream that are
features on the East side of the property. The flood plain overlaps the banded soils in
two spots that might support rare features. See two red dots on Attachment 11. The
perennial stream conveys surface water from the North and East to George Watch
Lake.

Habitat
Attachment 10 shows the Level 1 Habitat from the Open Space, Parks, Trails and
Greenways Plan. Level 1 habitat is areas that include protected and unique features.
The level 1 habitat areas form the basis for Lino Lakes greenways. Attachment 12
shows the greenway link through this area.
Pine Glen MLCCS
Attachment 8 depicts the Minnesota Land Cover Classification for Pine Glen and some
bordering areas. A good portion of the trees on the West side are pines, many of them
Scotch Pines. This pine area has some openings with non - native grasses. Smaller
areas on the West side include "other deciduous trees ", "short grasses with mixed trees"
and "long grasses on upland soils ". East of the Pine area of Pine Glen and in the
wetland complex area are "seasonally flooded non - native dominated vegetation" i.e.
Reed canary grass, "Alder swamp ", "saturated non - native graminoid vegetation ",
Boxelder, Green Ash on disturbed soils ", "Maple- Basswood forest ", "long grasses on
upland soils ", and Aspen forest saturated ". The Alder swamp is very degraded with
reed canary grass as the dominant vegetation. There are however small pockets of
sedge meadow remnants that have a limited invasion of Reed canary grass.
Opportunity exists to restore the alder/ sedge meadow areas of this wetland complex
with hydrologic restoration (a long term thing).
Given the banded soils, flood plain overlap on the banded soils, there are two possible
places on the parcel where rare plants most likely existed at one time. These areas are
depicted on Attachment 11. It appears that one of the spots is proposed for wetland
mitigation where the proposed road comes through (see Attachment 1 and 11). Jason
Husveth did a survey for rare plants on the site. No rare plants were found. Attachment
13 is Jason's Report.
Other Unique Considerations
Attachment 11 shows surrounding special concerns with rare plants and animals. The
Blanding's turtle modal shows Blanding's Turtle considerations to the South of Lake
Drive. Other than the two plant concern sites mentioned, there are no other known
special concerns with plants and animals. A wetland delineation is shown on
Attachment 3.
Forest concerns
The developer has submitted a tree preservation plan as Attachment 6. Basically most
of all of the pine trees will be removed. Existing trees in the proposed commercial area
are not identified. There is no key for the trees identified on the northern side. There
are no trees identified in any of the other designated tree preservation area. Significant
trees within 50 feet of soil disturbance sites must be identified. There are no indicated
measures to preserve remaining trees.

Landscaping
There is no indication of what types of seed will be used on infiltration, swale and pond
areas. Attachment 3 does indicate seeding timing to meet NPDES requirements.
However, all seeded areas within pond, wetland, swale, and infiltration pond sites should
use the City Native Seed Specification. Additional screening with the use of shrubs and
hardwood trees should be used on the top of the NURP adjacent to the houses to the
North.
Surface Water Design
Infiltration must be designed to at least meet a one -half inch rain fall event. An
infiltration pond is indicated on the NW side of the western most proposed cul -de -sac.
There is also an infiltration area indicated in Outlot B (Dupont Avenue) I would think
there would be more opportunity to increase the infiltration capacity of the project by
further utilizing Dupont Avenue with a series of infiltration areas. This might help to
retain some of the water volumes lost to NURP. Storm water piping from the NURP on
the North side might go into a series of infiltration ponds along Dupont before it gets to
the natural swale on the East side. There is no correspondence that we have received
at this time on RCWD comments for the proposed plan. The same could be done with
the water leaving the NURP's in the Commercial area. This type of "Treatment Train"
would do more to conserve the water resource and filter the end product leaving the
site. Access to all surface water treatment areas should be shown. There is a "water
Garden shown on the plan on the East sides of lots 1, 2 and 3 Block 4. I would suggest
the use of ECS in this area to mitigate the "wet and mushy" concerns of post project
property owners. A design should be submitted for this water garden.
A management plan should be written to address the maintenance and preservation of
all surface water features, and planted areas. A contractor /ecologist specializing in the
establishment and maintenance of native plants should be retained by a homeowners
association and budgeted dollars put aside for future maintenance. Yearly maintenance
plans should be submitted to the City for approval.
A Conservation Easement /should be set up over all wetlands, buffer areas, infiltration
and swale areas. Conservation Easement should cover 20 feet from the backs of the
houses in Blk 5 that are adjacent to the wetland. Signs should be placed at all
conservation easement areas denoting Easement presence, no mow, no fill, no
alteration. A Natural Resource Brochure should be written and handed out to all new
home owners describing the Conservation easements.
NPDES
A Storm Water Pollution Prevention Plan (SWPPP) should be submitted indicating
detailed conformance to NPDES. This plan must be submitted to and approved by the
City of Lino Lakes. This plan must show silt fence locations, 50 foot rock entrances,
trash and cement truck clean areas. The SWPPP should reiterate the seed areas, type
of seed and timing issues. A designated place on the site must be indicated on the plan
where the SWPPP and inspection sheets will be maintained. Storm sewer inlets should
have debris /sediment collection devices installed such as InfraSafe

No soils should be imported to the site without City approval. Soils approved should be
of similar structure to the indigenous soils on the site.
OPTIONS:
1. Recommend to approve with recommended staff and Environmental Board
changes.
2. Do not recommend approval.

The following letter is a summary report of the results of the July 8 and 9, 2004
survey of the Lois Lane proposed development site.
Background:

Community The Lois Lane proposed development site is a 70 -acre parcel located within T31N
•Restoration R22W N1 /2 Section 9 in Lino Lakes, Minnesota (Figure 1). As per the request of
Wetland the Minnesota DNR Natural Heritage and Non -Game Wildlife Research Program,
Delineation & Mr. Jason Husveth of Critical Connections Ecological Services, Inc. (CCES) was
Permitting retained by Kjolhaug Environmental Services Company (KESC) to survey the site
for the presence /absence of several state Endangered and Threatened vascular plant
Wetland species and /or appropriate habitat for these species.

Prior to visiting the site, CCES ecologists reviewed pertinent soils and vegetation
data for the site and surrounding landscape, as well as recent color and black and
white aerial photographs. CCES ecologists also reviewed records of state - listed plant
species documented within recent years (1999 -2004) within ten miles of the site, as
well as historic plant records. These data and analyses were used to identify
potential habitats for state- listed plant species on the subject property, and to guide
focused plant surveys in the field.
The site was visited on July 8 and 9, 2004 by Jason Husveth, ecologist/botanist with
CCES. The 70 -acre subject property was first assessed for suitable habitat for
several rare species of the Anoka Sand Plain Ecoregion. Upon locating potential
habitats that may support rare plant species, meander surveys were conducted to
determine the presence /absence of Minnesota Endangered and Threatened vascular
plant species. While performing the site survey, Mr. Husveth also searched for any
high quality habitats and otherwise unusual or rare (i.e. special concern, DNR
tracked, or Anoka County record) plant species.

Most of the 70 -acre subject property is moderately to highly disturbed from past and present
land uses. The wetlands within the eastern one -third of the property are partially to
effectively drained wetlands with dry to saturated organic peat soils. The vegetation of
these wetlands is dominated by Reed Canary Grass (Phalaris arundinacea) and offers little
or no habitat for sensitive plant species. The western extent of the property is currently
fallow old -field vegetation on dry sandy soils. This area was dominated by European forage
grasses (such as Smooth Brome, Timothy, Kentucky Bluegrass) and Spotted Knapweed
(Centaurea maculata). Although the degraded old -field was searched for Endangered and
Threatened species of Dry Prairie habitats, it offered little or no habitat for sensitive plant
species. A managed power line right -of -way transects the southern edge of the subject
property. The vegetation of this right -of -way was similar to the old -field vegetation
previously described, and no Endangered or Threatened plant species were detected within
the managed right -of -way.
The northern portion of the site is currently managed as a Red Pine (Pinus resinosa) and
Scotch Pine (Pinus sylvestris) plantation. Within this dense pine plantation, three plant
species that are tracked by the Minnesota DNR Natural Heritage Program were documented
in several locations. These species include two species of grapefern: Botrychium dissectum
(var. obliquum and var. dissectum), and Botrychium matricariifolium, and one orchid
species, Liparis liliifolia. According to the University of Minnesota Herbarium Database,
these are all the first documentation of these three species in Anoka County. Furthermore,
the presence of Botrychium dissectum and Botrychium matricariifolium within the pine
stands warranted a focused search for Botrychium rugulosum, a Minnesota Threatened
species know to associate with other Botrychium species. After a thorough search of the
pine stands and field checking several hundred Botrychium plants, no Botrychium
rugulosum was documented on the site.
Conclusions:
No Endangered, Threatened, or Special Concern vascular plant species were documented
within the subject property during the July 8 and 9, 2004 surveys. Three species tracked by
the Minnesota DNR Natural Heritage Program were documented on the site ( Botrychium
dissectum, Botrychium matricariifolium, and Liparis liliifolia). However, these plants
species have no protected status and are therefore not protected under Minnesota Statutes
84.0895. Due to the disturbed nature of the subject property, there was little or no potential
for most plant species listed as Endangered and Threatened in Minnesota to occur.
