helpful to see what is working and what needs to be adjusted.

Ms. Andrzejewski made a motion to approve the April 25, 2007 minutes with

Mr. Asleson presented his staff report. He stated Grandview Plat is a preliminary
plat, not a preliminary plat and variance as stated on Environmental Board
Agenda. Mr. Black, who is the developer, will not be in attendance. Mr. Asleson
stated the variance has been straightened out concerning this project.
The following are board recommended changes and additions to Mr. Asleson's
recommendations.
7. Change to read: Developer shall prepare brochure, instead of Suggest that the
developer prepare. Add: City will review and approve document before being
given to homeowner
10. Change to read: Literature shall (not should) be given to new residents. Add:
Literature shall be reviewed and approved by the city.
Items 8 and 12 are basically the same. Delete 8 and leave 12.
Add new #12: Verify delineation.
Ms. Andrzejewski questioned if there will be consequences if residents do not
obey conservation easement signs. Mr. Asleson sated the city has been enforcing
conservation easements. Ms. O'Dea asked to review a conservation easement
document. Mr. Asleson stated Ms. Hogstad will email the document to board
members.
Ms. O'Dea asked if there was a motion to approve, deny or move this item
forward.
Ms. Bor made a motion to move forward to the Planning & Zoning Board with
added recommendations and changes. Ms. Brouillet seconded the motion.
Motion carried unanimously.
6. DISCUSSION ITEMS
A. Water Emergency and Conservation Management — Verne Jacobsen
Marty Asleson gave a short background on groundwater.
Mr. Verne Jacobson was present from TKDA to present the Water Emergency and
Conservation Plan.
Mr. Jacobsen discussed DNR requirements for the Water Emergency and
Conservation Plan. Mr. Jacobsen noted it is in the City's best interest to comply
with the DNR requirements. The DNR requires permit approvals based on

meeting specified benchmarks. He reviewed with the board unaccounted water
benchmarks. Ms. O'Dea asked if farm land would be exempt. He replied this is
strictly residential. He reviewed the residential gallons per capita benchmarks and
the board peak demands benchmarks. The City of Lino Lakes has implemented
an odd/even water sprinkling ban. An alternative could be to have absolutely no
sprinkling between peak summer days during certain hours. The City is
developing a conservation rate structure. Water rates in Lino Lakes have been the
same value for the past 10 years. Currently, the City is below the maximum
threshold of 10% unaccounted water so our established practices are working
appropriately. Mr. Jacobsen stated the only way to reduce water consumption is
to put a cap on water usage.
The DNR has very strict guidelines. They require cities to be at 75 GPCD
(Gallons Per Capita Day). Lino Lakes is currently at 90 GPCD. The City needs to
take a serious look at water reduction and supply.
Mr. Jacobsen opened up to questions.
Ms. O'Dea asked if the City can measure impact of the odd/even sprinkling ban,
as it has been in force for such a short amount of time. Mr. Jacobsen stated the
odd/even sprinkling ban is beneficial in lowering peak demand during daytime
hours. Ms. O'Dea questioned if residents watered from 10:00 p.m. to 6:00 a.m.
along with the odd/even water ban would the impact be less. Mr. Jacobsen stated
it would be substantial.
The board discussed ways to educate the public on water consumption.
Mr. Jacobsen stated the plan is very important as it will be our plan for the next 10
years.
Ms. Bor questioned residents who use private wells. Mr. Jacobsen stated well
usage is not in the equation. Residents with there own well are free to do what
they want.
Ms. Bor questioned if the DNR has information the City can work from. Mr.
Jacobsen stated there are many sources we can utilize.
The Water Emergency and Conservation Plan has to be submitted to the DNR by
October 15 of this year stated Mr. Studenski. This item will go to city council at
their next work session.
Mr. Jacobsen stated as of right now, the City is allowed a certain amount of water
usage during a year. If we go above that amount, the City gets penalized.

Mr. Traylor asked what is being proposed next week to the council. Mr.
Studenski stated basically the same document and information that was presented
to the Environmental Board.
Ms. O'Dea stated one thing that should be presented to the public is that the City
has not had a water increase for 10 years.
Ms. Bor suggested members come up with ideas before the next board meeting.
B. Recycling Day: Mr. Asleson stated that recycling day was very successful
and that we met our goal for the 19th year. Ms. Hogstad will send Walter's
Recycling a thank you for their donation. Ms. Bor will look into putting a thank
you in the paper.
C. Updates
Minnesota Environmental Initiatives Award: Mr. Grochala announced the City of
Lino Lakes is very happy and pleased to accept the award presented by the MN
Environmental Initiative Bloomberg & Podpeskar LLP and Great River Energy
for the Lino Lakes I -35E Corridor AUAR Green Building & Development. There
were press releases in the St. Paul Pioneer Press, Star and Tribune, Quad Press
and will be in the Citizen. Kudos to all.
Solid Waste Award: Anoka County awarded the City of Lino Lakes a certificate
stating we have consistently met our goals for recycling for the past 19 years.
Heron Update: Mr. Asleson reported that the Blue Heron's are doing great this
year. Number of active trees detected: 24, number of active nests detected: 36
and number of eggs found (chicks): 27
Blue Heron Day Parade: It was noted that Ms. Hogstad will fill out the
application and mail it in for the 2007 Blue Heron Day Parade. The date of the
parade is Saturday, August 18.
D. School Activities
Ms. Andrzejewski stated Rice Lake Elementary has a nature section on their web
site as well as a section on their Osprey pole. Ms. Andrzejewski asked Mr.
Asleson if there was a way to connect schools that have similar goals and
purposes. Mr. Asleson stated he would try to find a way to connect these projects.

It was noted that the next meeting of the Environmental Board will be on June 27,
2007.

Environmental Board Meeting Date: June 28, 2006
Topic: Moon Marsh
Background:
Request
Moon Marsh is an application for Conditional Use Permit for Planned Unit
Development at 8300 East Rondeau Lake Rd Attachment 2. Mr. Brian Wessel
wants to subdivide his 25 acre property into 3 additional building sites of
approximately 2 acres in addition to the existing homestead. Attachment 1
Preliminary Plat. Please see the landowners Context Map of the site.
Site Location
Parcel address 8300 Rondeau Lake Rd E, of Section 2.
Site Data
Gross Area: 25.28 ± acres

Existing Zoning is Rural, Proposed Zoning is Rural Residential Planned Unit
Development
Analysis:
AUAR Area
Moon Marsh is located in the AUAR study area. Because Moon Marsh is located
in this study area, the recommendations and requirements of the AUAR should
be followed. As stated in the AUAR, "The conservation design framework (of the
AUAR area), is designed to conserve wildlife habitat and natural plant
communities." This development, although not called a "conservation
development ", should employ the guidelines of the AUAR.
Shoreland Area
The Shore Impact Zone within a Shoreland Area is defined as land located
between the ordinary high water level of a public water and a line parallel to it at
a setback of 50 % of the structure setback. This is the closest distance that a
structure may be built in a shoreland district. The removal of vegetation is also
prohibited in a shore Impact Zone at half the distance from the OHW to the back
of proposed structures.
Conservation Easement Recommended
As an additional AUAR recommendation, a conservation easement containing
no -mow, dumping, cutting, building in, or filling in, and naming the City as the
easement holder with the right to perform restoration work in the easement. This
easement should be written from the wetland edge.
Surface Water Management
Stormwater Management Areas (SMA's) are designed in the AUAR to support
large infiltrating surfaces or wetland complexes. To create conditions appropriate
for these two types of stormwater management features, SMA's within the AUAR
must have:
• No more than 20% of their surface as permanent open water; the
remaining surface area of each SMA shall contain mesic prairie or
wet prairie communities to maximize the infiltration and water quality
treatment capacities of the system
• Design high water levels (100 -year) less than or equal to 2.5 feet
above the normal water level or lowest outlet invert
• Side slopes that are less than or equal to 6:1. Horizontal to vertical
and 10:1 safety bench at the normal water level per RCWD
requirements.
Post development runoff release volumes should be no less than 80% and no
greater than 150% of existing conditions runoff volumes. These standards must
be verified by our City Engineer.
The Moon Acres Stormwater Management Area is an isolated 7 acre, free - outfall
area that crosses the Moon Acres property line to the east. This is in a type A soil
category; that is, the soils have rapid permeability and low potential for runoff.
This area requires a 0 -5% area for detention. The development acreage on the
Wessel property needing to meet the AUAR volume requirements is .28 acres in
the .65 acre development unit. The volume needed for retention, and the
retention /infiltration features proposed, must be verified by our City Engineer to
conform to the AUAR standards.
Rice Creek watershed District issued a Conditional approval pending receipt of
changes (CAPROC).(Attachment 8). Issues include:
• Geotechnical soil borings at proposed BMP location in order to
determine depth to the water table. This is important in that the
designer is calling these infiltration ponds. Infiltration ponds designed

into the groundwater are not infiltrating anything other than possible
contaminants to the ground water. Adequate separation (3 ") must be
shown between the pond bottom and the ordinary high ground water.
• A number of wetland, erosion and sediment control, administrative,
findings and stipulations as outlined in the CAPROC Attachment.
Land Cover
The Wessel property is far enough to the West part of Lino Lakes to still be
considered to be in the Anoka County sand plain, but close enough to the big
woods land type to start seeing Maple Basswood Forest.
The Wessel Property vegetation classification consists of: saturated Aspen
forest, cattail marsh, cattail marsh - seasonally flooded, long grasses on upland
soils, Maple- Basswood forest, mixed emergent marsh- seasonally flooded,
seasonally flooded non - native dominated emergent vegetation, short grasses
and mixed trees with 4 -10% impervious cover, short grasses on upland soils,
short grasses with 28 -50% impervious cover.
Rare and Unique Feature Search
There are no recorded rare plants or animals on this site. This includes National
Heritage plants or animals, or modeled Blandings Turtle habitat areas. Again,
there is enough indication that there could be rare plants on part of the property,
and the property should be surveyed to verify the presence or absence of rare
plants. The area on the Wessel property that would be of concern is indicated on
Attachment 10. This area is an area of the property that contains flood plain
overlapping Isanti wet soils. Wetland -type rare plants are consistently found in
Lino Lakes in this type of eco- system.
Wetlands
The Routine Assessment wetland report describes the types, amounts and
locations of wetlands on the Wessel property. The report also suggests
mitigation of affected wetlands on the site. The Moon Marsh site contains 14.18
acres of wetland. According to the Hult report, there are 3.9 acres of Type 3
wetland and 10.2 acres of type 2 wetlands on the site. Mr. Wessel is proposing a
2 for 1 mitigation of which half would be public value credits in the form of rain -
gardens. Suggested mitigation includes bmp's use during construction and, a
SWPPP, and the establishment of an upland buffer around the wetland mitigation
basin and natural wetlands to protect their function and value. Suggest placing
the buffer of the western most wetland in conservation easement since this forms
part of the City Greenway system (Attachment 11). New wetlands constructed
on the site as well as buffer areas should be planted with the City native seed
mix.
Raingardens
Raingardens proposed on the site should be designed with a low maintenance
(unless there is agreement with new homeowners to manage something
different) Maplewood -type of design. Design of these gardens should be
submitted to the city as well as a perpetual maintenance plan. All designed
ponds and infiltration features must have at least 3 -feet of sand separation
between the ordinary high ground water level and the bottom of the structures.
Community Drainfield
Since there is no sewer and water available to the site (and probably never will
be), Moon Marsh proposes the idea of a designed community drain field These
types of drain fields can be made to look very aesthetically pleasing and can be
designed to be very efficient waste water purifiers. Anoka County Environmental
would be concerned that nothing is allowed until they have reviewed and given a
favorable report on proposed community drain fields for this property.
Archaeological Report
An archaeological survey was done because of previous findings to the East of
the Wessel property. Nothing significant was found on the Wessel property.
Surface Water /Storm Water Pollution Prevention Plan
It is recommended that a temporary sediment pond be constructed to capture
surface water runoff during construction. All proposed infiltration, wetland and
rain - garden soils must be protected during construction. Suggest construction of
new surface water features after major construction is complete. Features
should be constructed with low impact/compaction, track -types of equipment and
fenced off prior to construction. All soils determined to be more compact after
construction than prior to construction in drainage/ surface water infiltration or
management area will be loosed to pre- construction conditions. It is also
recommended that all new yard soils have top -soil incorporated into the subsoil
and tilled as deeply as possible. No soil may be imported or exported with out
City approval.
The following changes should be made to the submitted SWPPP:
• Under Erosion Control Prevention and Sediment Control Practices, # 1
should say "All sediment control structures..."
• Additional language should be added to say " ditches and disturbed areas
must be covered within 24 hours."
• #6 should add..." and covered according to permit requirements."
• # 13 should add.. "and meeting all final stabilization requirements."

• Under Sequence of Construction, # 7 should add.. "accoeding to #4 in the
Erosion Control Prevention and Sediment Control Practice.
• Under Dewaterinq and Basin Drainage, add... "dewatering shall be done to
a temporary sediment basin ".
• A temporary basin should be located on the map.
• Under Allowable Non -Storm Discharges, #11 should add... "to temporary
basin only.
• Under Inspections and Maintenance, # 2 should add "and stored in an
onsite and accessible location."
• SWPPP location should be placed on the map.
• Add a concrete truck washout area to the map.
• Add a legend to the map.
• Show rock entrance on the map
• Final Stabilization should read "The permitee must ensure final
stabilization according to the permit."
• The SWPPP should list the receiving water and the distance to it.
Tree Preservation
A tree preservation plan needs to be submitted with an inventory of all significant
trees and specimen trees within 50 feet of land disturbance. No soil shall be
disturbed on the site until tree preservation measures have been implemented.

DURING CONSTRUCTION.
SUBCONTRACTORS
THE CONTRACTOR SHALL PROVIDE NAMES AND ADDRESSES OF ALL SUBCONTRACTORS WORKING ON THIS PROJECT WHO WILL BE INVOLVED
WITH THE MAJOR CONSTRUCTION ACTIVITIES THAT DISTURB SOIL THAT INFORMATION MUST BE KEPT WITH THIS SWPPP.
ERDSION CONTROL PREVENTION AND SEDIMENT CONTROL PRACTICES
1. ALL EROSION CONTROL MEASURES MUST BE INSTALLED PRIOR TO COMMENCEMENT OF GRADING OPERATIONS AND BE MAINTAINED UNTIL
ALL DISTURBED AREAS ON THE SITE HAVE BEEN RESTORED.
2. CONSTRUCTION ENTRANCES SHALL BE SURFACED MATH CRUSHED ROCK AND DESIGNATED PRIOR TO CONSTRUCTION (REFER TO DETAIL).
i SPECIAL ATTENTION SHALL BE PAID TO STORM WATER DISCHARGE POINTS. THESE LOCATIONS SHALL BE MONITORED DURING REQUIRED
INPSECTIONS. W ANY SEDIMENT HAS BEEN DISCHARGED FROM THE SITE, IT SHALL BE REMOVED AND THE AREA SHALL BE RESTORED.
TEMPORARY EROSION CONTROL DEVICES AT DISCHARGE POINTS SHALL REMAIN IN PLACE UNTIL FINAL STABILIZATION OF UPSTREAM AREAS
HAS BEEN ACHIEVED.
4. ALL EXPOSED SOIL AREAS WITHIN 200 LINEAL FEET OF SURFACE WATER MUST HAVE TEMPORARY PROTECTION OR PERMANENT COVER:
TYPE OF SLOPE TIME (MAX TIME AN AREA CAN REMAIN OPEN WHEN AREA IS NOT ACTIVELY BEING WORKED)

5. PIPE OUTLETS MUST CONTAIN RIP RAP WITHIN 24 HOURS OF CONNECTION TO A SURFACE WATER.
6. STOCKPILE AREAS TO BE ENCIRCLED WITH SILT FENCE
7. ALL SLOPES 3:1 DR STEEPER, NOT TO BE SODDED AND GREATER THAN 8 FEET IN HEIGHT, SHALL HAVE EROSION CONTROL FABRIC
INSTALLED ON SLOPE PER MNDOT SPEC. 3885. VERIFY RESTORATION METHOD AND SEEDING MIXTURE.
8. TEMPORARY EROSION CONTROL TO BE PLACED AROUND STORM SEWER STRUCTURES DURING CONSTRUCTION (REFER TO DETAIL).
9. SEDIMENT SHALL BE REMOVED FROM ALL SEDIMENT CONTROL DEVICES AS NECESSARY AND MUST BE REMOVED IF DESIGN CAPACITY
HAS BEEN REDUCED BY 505.
10. SEDIMENT TRACKED OFF -SITE, AS A RESULT OF CONSTRUCTION TRAFFIC, SHALL HE MINIMIZED AND SWEPT ON A DAILY BASIS.
11. ALL DISTURBED AREAS SHALL BE RESTORED WITH SOD. SEED, WOOD FIBER BLANKET, OR PAVED SURFACE WITHIN 14 DAYS OF ROUGH
GRADING
12. A COMPLETED STORM WATER PERMIT SHALL BE POSTMARKED AT LEAST 7 DAYS PRIOR TO COMMENCEMENT OF GRADING ACTIVITIES.
13. THE CONTRACTOR SHALL FILE MPCA NOTICE OF TERMINATION AT COMPLETION OF SUBSTANTIAL TURF ESTABLISHMENT.
SEOUENCE OF CONSTRUCTION
1. OBTAIN ALL NECESSARY PERMITS, INCLUDING NPDES GENERAL STORMWATER PERMIT.
2. INSTALL ALL PERIMETER SEDIMENT CONTROL DEVICES, TEMPORARY SEDIMENTATION BASINS AND ROCK CONSTRUCTION ENTRANCES.
3. CLEAR AND GRUB SITE.
4. CONTACT CITY/TOWNSHIP INSPECTOR FOR APPROVAL OF ALL SEDIMENT CONTROL DEVICES.
5. ROUGH GRADE
6. INSTALL TEMPORARY EROSION CONTROL DEVICES AS NECESSARY.
7. STABILIZE DENUDED AREAS AND STOCKPILES WITHIN 14 DAYS OF LAST CONSTRUCTION ACTIVITY IN THAT AREA.
B. INSTALL SITE IMPROVEMENTS (LE UTILITIES, STREETS, ETC.).
9. COMPLETE GRADING AND INSTALL PERMANENT SEEDINGS AND PLANTINGS.
10. ONCE ALL DISTURBED AREAS HAVE BEEN STABILIZED OBTAIN APPROVAL OF CITY/TOWANSHIP INSPECTOR.
11. CONTRACTOR TO REMOVE ALL TEMPORARY EROSION CONTROL DEVICES AFTER ACCEPTANCE BY THE CITY/ TOWNSHIP.
DEWATERING AND BASIN DRAINAGE
PERMITTEE MUST ENSURE CONSTRUCTION ACTIVITIES THAT INVOLVE DEWATERING AND /OR BASIN DRAINING ARE ADEQUATELY PROTECTED

OWNER'S SOILS ENGINEER. ALL SOIL TESTING SHALL BE COMPLETED BY THE OWNER'S SOILS ENGINEER. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR COORDINATING ALL REOUIRED SOIL TESTS AND INSPECTIONS WITH THE SOILS ENGINEER.
G. THE TREES AND OTHER NATURAL VEGETATION WITHIN THE PROJECT AND /DR ADJACENT TO THE PROJECT ARE OF PRIME
CONCERN TO THE CONTRACTOR'S OPERATIONS. HE WILL BE REOUIRED TO PROTECT THE TREES WHICH ARE TO BE SAVED TO BE
SURE THAT EOUIPMENT IS NOT NEEDLESSLY OPERATED UNDER NEARBY TREES AND SHALL EXERCISE EXTREME CAUTION IN WORKING

BELOW, THE PRESCIBED ELEVATION AT ANY POINT WHERE MEASUREMENT IS MADE.
2 THE STREET OR PARKING AREA SUBGRADE FINISHED SURFACE ELEVATION SHALL NOT VARY BY MORE THAN 0.05 FOOT ABOVE,

4. The permittee shall submit a monitoring report
on the replacement wetland to RCWD which
includes the information specified in
Minnesota Rules 8420.0620 each year for five
years following completion of the replacement
wetland. The report shall be submitted no
later than November 15 of each year.
5. District Inspector to be contacted for pre -
construction meeting prior to grading.
6. An as-built survey of wetland boundaries
including quantification of wetland impact is

Findings: 1. The proposed project entails a 2,060± LF rural section gravel road
with one existing single family home and three new single family
lots on 25± acres. The site contains a number of large wetlands that
are tributary to Rice Creek.
2. The project proposes two filtration basins to manage stormwater
runoff from the roadway and house lots. The filtration basins satisfy
District rate control and water quality treatment requirements. The
proposed stormwater features may not satisfy District infiltration
standards. Submitted shallow soil borings indicate the presence of
sandy soils at proposed septic system sites. Geotechnical soil
borings are required to determine depth to water table and substrate
materials at the location of the proposed stormwater features.
Revised plans and details eliminating or raising basin underdrains
are required if suitable soils and groundwater conditions exist.
3. Four wetlands are identified in the submitted delineation report.
District Wetland Specialist approved the delineation under RCWD
Review 04 -048R. The project proposes impacts to 0.096± acres of
Type 2 and 3 wetland. Onsite mitigation of 0.096± acres of NWC
and 0.096± acres of PVC satisfies WCA standards. The WCA
comment period has expired and all TEP comments have been
addressed. District staff recommends approval of the wetland
replacement plan based on evaluation of the application in light of
applicable WCA rules.
4. The RCWD regulatory floodplain elevation for the site is 887.5
(Rice Creek at I -35W, 1998 Calibration Study). Proposed low floor
elevations satisfy District freeboard standards. Based on visual
review of proposed road cross - sections, there is minor floodplain fill
at wetland crossings which is more than compensated for via cut for
right -of -way swales.
5. The submitted erosion and sediment control plan includes silt fence
downslope of disturbed areas, revegetation specifications, and an
implementation schedule. A revised grading plan including riprap at
stormsewer outfalls is required.

Critical Connections Ecological Services, Inc. (CCES) was retained by Mr. Brian Wessel (The Wessel Company)
to conduct a botanical survey for state - listed vascular plant species on his property in northeast Lino Lakes.
The 25 acre property is located within the NE1 /4 of the NE1 /4 Section 2 of Township 31N Range 22W, and is
within the Northeast Lino Lakes AUAR area. Mr. Wessel is currently proposing to subdivide the property as
a rural residential subdivision.
The 25 acre site contains many of the soils, vegetation, and hydrological characteristics that could support a
number of state - listed (or otherwise rare) vascular plant species. For these reasons, Mr. Jason Husveth
(CCES Principal Ecologist) conducted a site -wide botanical survey for the presence of state - listed plant species
on June 26, 2007.
Mr. Husveth reviewed recent aerial photographs, soils, topography, and hydrology information, as well as
proposed site plans, prior to visiting the site. Mr. Husveth met with Mr. Wessel on site to review site
background information and proposed residential site plans. Mr. Husveth surveyed all suitable habitats for
the presence of rare plant species that could potentially occur within the wetland and upland habitats within
the property. All habitats were surveyed regardless of whether or not they were proposed for direct or
indirect development impacts.
No state - listed (or otherwise rare) vascular plant species were detected during the June 26, 2007 survey.
Several of the higher quality wetland habitats within the site contain suitable habitats for select rare plant
species. However, these wetland habitats (wet meadows, wet prairies, emergent marshes) were too
overgrown, were fire- suppressed, and contained too much perennial thatch to be optimal habitats for the
rare species we surveyed for. Future restoration and management of these wetland systems (such as
prescribed burning, mowing, clearing) may result in improved habitat quality, increased native species
diversity, and emergence of sensitive (and rare) species from the native seed bank.
