Ms. O'Dea called the meeting to order at 6:33 p.m.

July 25, 2007
Ms. O'Dea had a change on page 3, 211d paragraph. Change fir Lino Lakes to for

Mr. Brown made a motion to approve the July 25, 2007 minutes with change.

A. Water Emergency and Conservation Plan — Verne Jacobsen
Mr. Verne Jacobsen from TKDA presented his staff report.
Mr. Jacobsen reviewed the Unaccounted Water, Residential Gallons Per capita
Demand (GPCD), Total Per Capita Demand with board members.

Mr. Jacobsen stated that Met Council will have a tool chest of conservation tools
on their website, it was Met Council's suggestion that the City of Lino Lakes put
this link on their website.
Mr. Jacobsen reviewed Peek Demands. He stated this should comply with the
DNR requirements. He stated that Springstead is presently doing a study on water
rates.
Mr. Jacobsen stated that well monitoring is proposed to take place on a monthly
basis instead of once a year.
Mr. Jacobsen reviewed the Capital Improvement Program for the next 10 years.

Ms. O'Dea asked Board members for comments at this time.
Ms. O'Dea inquired about a number of items. She questioned if it is necessary to
recommend Phase II of the proposed Water Emergency and Conservation Plan.
Mr. Jacobsen stated yes, Phase II is a necessary recommendation. She questioned
if the City of Lino Lakes Newsletter could included an article regarding Phase I
and would explain the idea of allocation and how it is defined. If a resident
exceeds a certain amount of water, we need to inform residents that the City will
be fined. She would like to include average amounts on a water billing to show
what an excessive amount and average household of say five would use.
Mr. Jacobsen stated that it is the residential water areas that cause the problem.
Primarily commercial and industrial stay the same throughout the year.
Ms. DeHaven asked if there are any provisions for agricultural. She stated she is
using city water to water her vegetable garden. Mr. Jacobsen stated she might see
a higher water bill. He stated she could consider a small well.
Ms. O'Dea inquired about current watering ban statistics. Mr. Studenski stated
very minimal enforcement at this time. Mr. Jacobsen stated Irrigation systems
today can be programmed.
Ms. DeHaven stated schools should cut back watering football foods. Mr.
Jacobsen stated schools are big water users.
Board Recommendation is to add the following language: Follow DNR
conservation benchmarks. If Phase 2 is going to happen it will happen under
DNR Conservation Benchmarks.

Environmental Board moves to forward the Water Emergency and Conservation
Plan in its current form with suggested recommendation to City Council. Ms.
Andrzejewski made a motion to approve and Ms. DeHaven seconded the motion.
Motion carried unanimously.
6. DISCUSSION ITEMS
A. Moon Marsh Conservation Easement
Mr. Asleson presented the proposed Moon Marsh Conservation Easement for
review. He asked for recommendations on what the board might want to add to
this easement.
Additions /Changes to Moon Marsh Conservation Easement:
Add: The City is to provide a two week notice to the property owners /landowner
prior to environmental restoration and management activities.
Add: Mr. Asleson and board members stated they would like Minnesota Statute
84.64 Conservation Restrictions added to this particular easement as follows:
84.64 CONSERVATION RESTRICTIONS.
Subdivision 1. Acquisition. A conservation restriction for a definite period or
in perpetuity may be acquired by:
(a) The commissioner of natural resources, in the name of the state, by gift,
purchase or
exchange, with funds specifically made available for that purpose;
(b) A nonprofit charitable corporation whose purposes include conservation of
land or
water areas; or
(c) A home rule charter or statutory city.
Subd. 2. Definition. For the purpose of this section, a "conservation restriction"
means a right, whether or not stated in the form of a restriction, easement,
covenant or condition, in any deed, will or other instrument executed by or on
behalf of the owner of land or in any order of taking, appropriate to retaining land
or water areas predominately in their natural, scenic, open or wooded condition, or
as suitable habitat for fish and wild life, to forbid or limit any or all:
(a) Construction or placing of buildings, roads, signs, billboards or other
advertising, utilities or other structures on or above the ground.
(b) Dumping or placing of soil or other substance or material as landfill, or
dumping or
placing of trash, waste or unsightly or offensive materials.
(c) Removal or destruction of trees, shrubs or other vegetation.
(d) Excavation, dredging or removal of loam, peat, gravel, soil, rock or other

material
substance in such manner as to affect the surface.
(e) Surface use except for purposes permitting the land or water area to remain
predominately in its natural condition.
(f) Activities detrimental to drainage, flood control, water conservation, erosion
control or soil conservation, or fish and wild life habitat preservation, or
(g) Other acts or uses detrimental to such retention of land or water areas.
B. Blue Heron Days
Walter's Recycling donated rolling trash bins to assist in garbage pick up at the
end of the parade.
C. Oak wilt
Mr. Asleson updated the board on the oak wilt process. He stated this year there
are roughly 200 trees infected with oak wilt this year. The city ordinance specifies
if there is danger of oak wilt spreading from one neighbor to another, the city will
take action to control this. The owners are required to take down the affected
trees so that the disease does not go from property to property. Property owners
are allowed to keep the wood if it is sealed off by heavy mill plastic and covered
adequately. The city charges $125.00 an hour for the vibratory plow. The
homeowners are notified of the cost. They are charged only for the time the plow
is in the ground.
Mr. Brown asked if homeowners can control the oak wilt on their own. Mr.
Asleson stated yes. They can dig a wide trench around the base of the tree
roughly 5 1/2 feet deep.
This year the city has received a $7,000 grant to help control oak wilt.
Ms. Andrzejewski asked if after a tree is marked is there a follow up. Mr.
Asleson stated yes. This year we have probably 20 trees that are high risk.
Mr. Brown requested that Mr. Asleson make a list of acronyms for the board. Mr.
Asleson stated yes.
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on
September 26, 2007.
There being no further business, Ms. DeHaven moved to adjourn at 7:20 p.m.

Environmental Board Meeting Date: November 28, 2007
Topic: Main Street Village /PUD/ Environmental Site Plan Review
Background: Formal application was made by Azure Properties to develop
28 acres of land on the SE corner of 35 E and CSAH 14 or Main Street
(Attachment 1).
Request
The proposed project consists of a 6 -lot commercial site to be known as Main
Street Village. Approximately 7.5 acres of the 28 acre site is proposed to be
developed.
Site Data
Total acres: 28.33
Number of Lots: 6
Existing Zoning: General Business
Proposed Zoning: General Business
Public Utilities: Sewer and Water
Proposed Businesses: Gas station /convenience store /car wash, retail strip.
Total Impervious Area: 4.94 Acres (57.4% of total).
Analysis:
Site Vegetation
The site vegetation consists mainly of non - native, short and tall grasses.
Surface Water
The site is tributary to Clearwater Creek via storm sewer along Otter Lake Road.
Preliminary review indicates adequate surface water management facilities as
guided by the City AUAR for this area. A "Surface Water Treatment Train" *b
approach is designed into the system. Surface water Treatment train means that
there is more of a natural approach to treating stormwater. All volume and flow
calculations must be verified to be in conformance with RCWD and AUAR

standards. The 7.5 acres of the Azure Properties proposed to be developed are
on good soils for biofiltration, and filtration for that matter.
Site access for maintenance reasons must be shown on the plan for storm water
treatment areas.
Rice Creek Watershed has issued a CAPROC or conditional approval pending
receipt of changes. The changes include permanent signage to be placed every
50 feet at the wetland - upland interface where lot backyards abut wetlands. The
new biofiltration /surface water treatment approach to managing the site storm
water has been submitted to RCWD for further review.
Infiltration /biofiltration ponds must be separated from ground water by at least 3
feet. All appear to have this separation.
The AUAR specifies that infiltrating or wetland complexes not be more than 6:1
horizontal to vertical side slopes in storm water management areas. The wetland
mitigation area of Attachment 10, approximates this slope requirement. I have
asked the engineer from Pioneer to look at slope requirements in this area.
Plans indicate that wetland soils in the wetland mitigation area be scrapped off to
be rid of Reed canary grass. Reed canary is a very vigorous plant that rapidly
removes plant diversity by a very aggressive propagation and growth lifecycle. I
would suggest a method that has been used by Critical Connections and the City
of Lino Lakes for scrapping. The area should be scrapped in the spring or during
a winter thaw when the top couple inches of wetland soil is thawed. A skidloader
works well for scrapping. Recommend doing the same to the wetland fill sites
and salvaging /stockpiling wetland soils for use in the bottom of the wetland
mitigation area.
Water from the gas station and car wash are filtered through a very good
commercial structural bmp (treatment best management practice device) and
than sent to storm sewers that empty into pre- designated ponds to the south
(constructed in 1998).
A P -8 (phosphorous prediction model) analysis was completed for the site and
the model shows no net gain in phosphorus leaving the site as per AUAR
recommendations. Phosphorous is a chemical element that is directly
responsible for increasing algae growth in our lakes.
Stormwater Pollution Prevention Plan
The Stormwater Pollution Prevention Plan is comprehensive and complete.

Unique resources
Wetlands: There are 4 wetland on the site (Attachment 2). Wetland A will be
filled and is a Wetland Conservation Act exempt wetland. Wetland C, non-
exempt, will be filled in. Wetland D, non - exempt, will be filled. Wetland B is
proposed to have 21,000 feet filled and is non - exempt. The wetland delineation
has RCWD approval. The wetland replacement plan has been approved.
Vegetation: No known or predicted.
Wildlife: No known or predicted.
Tree Preservation
A tree inventory has been submitted. All trees are away from proposed soil
disturbance areas and outside of proposed silt fence areas. Tree preservation is
complete and adequate.
AUAR
In general, there should be a narrative to the Boards and the City Council
addressing all of the mitigation strategies presented in the AUAR
Landscaping
Plant Schedule: More trees should be planted particularly in type C and D soils.
Soils that are classified as C and D types of soils have higher runoff and lower
infiltration rates. The C type soils intersect biofiltration pond number 9 and
wetland mitigation area 10 on the North side, East side, South side and South
west corner. Salix `Golden Curls' is a marginally hardy plant and non - native. The
AUAR recommends that water infiltration areas be augmented with large
herbaceous woody plant materials such as Aspen and Cottonwoods. Therefore
substituting more of these types of species and more abundantly in the type C
soil areas is in accordance with the AUAR recommendations. Cottonwoods must
be of the non - seeding types. Recommend one tree per 25' O.C. in these type C
soil areas.
All sodded or landscape areas must be shown on the plan as irrigated.
All infiltration areas and wetland mitigation areas should be seeded with the city
native seed mix. The City transitional mix is shown on the plan and this is a
good mix between cultural areas and wetland /pond areas. The BWSR
(Minnesota Board of Water and Soil Resources) U8 mix is shown on the wetland
mitigation slopes of the plan. A better mix selection from the BWSR choices
would be the W1 mix. However, I would again recommend the City native pond
seed mix for this area, supplemented with flowering native plugs every 10 feet.
All biofiltration areas should also be supplemented with native flowering plugs.
Biofiltration areas planted with the transitional seed mix should have a low- profile
height associated with the forbes (native flowering plants).
All Native seed mix areas should be planted by a contractor on the Minnesota
Department of Natural Resources list of contractors. The native areas should be
maintained for a minimum of 3 years by the approved contractor and if possible
burned at the end of 3 years.
Recommendations:
1. All Stormwater volume and flow designs must be evaluated for conformance to
RCWD and AUAR standards.
2. Site Access for surface water treatment areas must be shown on the map.
3. Slopes of the wetland mitigation area be changed to conform to the AUAR
4. Recommend 1 -2 inch scrapping the wetland soils in a freeze /thaw situation to
control reed canary grass. Also recommend the scraped soils in wetland fill
areas be salvaged and stockpiled for use in the wetland mitigation area.
5. In general, there should be a narrative to the Boards and the City Council
addressing all of the mitigation strategies presented in the AUAR that effect this
development.
6. All infiltration areas and wetland mitigation areas should be seeded with the
city native seed mix. The City transitional mix is shown on the plan and this is a
good mix between cultural areas and wetland /pond areas. The BWSR U8 mix is
shown on the wetland mitigation slopes. A better mix selection from the BWSR

Topic: Vaughan's First Addition /Outlot D /Preliminary Plat/Environmental Site
Plan Review.
Background: Vaughn's First Addition is located in an area that was proposed
for platting in 2004. At that time, there was an extensive study (EAW) to look at
impacts from proposed development from the north end of Roughed Grouse
Road to the island in Wards Lake, connected by a bridge. After the decision was
made that there would be no adverse impacts, the project was approved.
However, the developer at that time decided not to construct the bridge
connection.
The developer and land owner now wishes to develop one lot at the end of
Rough Grouse Road.
Request
Owner requests to subdivide existing parcel into two parcels called Lot 1, and
Outlot A. In addition, the owner wishes to build a single family residence on Lot
1.
Site Data
Lot 1 is a 3.38 acres parcel. Outlot A is 27.29 acres total (Attachment 1). The
site is serviced with Sanitary Service and Water (Attachment 4).
The lot and outlot are within a City Shoreland Overlay District. The Site is
tributary to CD25 and Wards Lake. Wards Lake is classified as a natural
resources lake. Wards Lake is a state protected water body. Houses built within
a Shoreland Overlay District must meet the requirements as specified in the
ordinance.
For example, the lake side of any part of the structure on a sewered residential
lot must be no closer than 150 feet from the ordinary high water level on a natural
resources classified lake. Within all overlay district areas, there is a "shore
impact zone." The shore impact zone means land located between the ordinary
high water level of a public water and a line parallel to it at a setback of 50% of
the structure setback. At least 70% Of the shore impact zone area of new
developments must be preserved in its natural or existing state.
Other Issues in Shoreland Overlay Districts for single family residential lots:
• Impervious surface coverage cannot exceed 30% of the upland
percentage of the lot area.
• Only land above the Ordinary High Water (OHW) level of Public Waters
and outside of existing watercoarses can be used to meet the lot area
standards.
• The lot shall provide for the collection and treatment of stormwater.
• Measures to be taken for treatment include, but not limited to:
1. Sediment basins, debris basins, distilling basins, or silt traps
2. Debris guards and microsilt basins on stormsewer inlets.
3. Use of skimming devices, or sump catch basins.
4. Favor infiltration on the site through the use of a Storm Water
Treatment Train.
5. Create drainage patterns favoring treatment trains including
directing drainage away from the lake and into pervious grass
yards as part of the treatment train through the use of downspouts
and rain gutters.
• Limited clearing of vegetation, and the clearing, trimming and pruning of
trees is prohibited in the Shore Impact Zone.
Natural vege „Ation must be restored where soil disturbance is allowed in
the ova icily.
Natural Resources
Most of the property is classified as aspen forest and wet meadow. The
presettlement vegetation inventory classified the entire area as wet meadow.
Soils on the site are Dundas Loam. This is indicated as upland soil on the map
(Attachment 2). Dundas soils are however, classified as hydric. Hydric soils are
those soils that are sufficiently wet in the upper part to develop anerobic (no
oxygen) conditions during the growing season. The definition of hydric soils is a
soil that formed under conditions of saturation, flooding or ponding long enough
during the growing season to develop these anerobic conditions in the upper
part. Dundas are typically very deep, poorly drained soils that have a moderately
slow infiltration rate.
Analysis:
Stormwater Pollution Prevention Plan
Although the buildable area is less than an acre (threshold level for SWPPP), the
following issues should be addressed on the site:
• A concrete truck wash -out area must be indicated on the plan, and
marked in the field with a sign.
• A method of keeping lot sediments on the site must be indicated in the
plan, through either daily street sweeping or 5/8 "- clear, rock entrances.
(Detail on Sheet 5).

• Silt fence must be properly installed and maintained when the fence
becomes 1/3 full.
Natural Resource Inventory
A tree inventory is included on Attachment 2. A tree preservation plan has not
been submitted and must be submitted before any allowed soil disturbance.
Requirements for the tree preservation plan are listed in the City zoning code.
There are no National Heritage concerns on this property for threatened, rare
and endangered plants or animals.
Flood plain is extensive on these parcels.
Metro Land Survey details (Attachment 3) lists the OHW (Ordinary High Water)
for these lots as 887.6. A source of this information should be stated for Wards
Lake. The OHW for Reshaneau Lake is 883.5. The OHW for Wards Lake needs
to be verified.
The Wetlands for the site have been delineated and accepted by the Rice Creek
Watershed District.
411, Watershed Issues
•
An issue that was addressed in previous review of the site when the island was
part of the proposed development is ground water sensitivity. Any surface water
treatment pond, biofiltration, rain garden or filtration type of pond must have at
least 3 feet of sand separation between the bottom of the proposed pond and the
seasonally high water table. The soil borings indicate that seasonal high ground
water is within 2 feet of the surface on tested parts of the site. Therefore, the
bottom of the treatment pond proposed must be at least three feet above stained
soil layers. Stained or mottled soil is an indication of water presence at the
mottled levels.
Location and elevations of the treatment pond must be built with a verified OHW
and ground water elevation.
This site should be designed with a treatment train approach to surface water.
All provisions of the Shoreland Overlay District must be enforced.
Unique resources
Vegetation: No known or expected.
Wildlife: No known on this site.
Landscaping
Infiltration basin and restoration of natural vegetation areas that are disturbed out
of confirmed need for construction must be seeded with the city native seed mix.
Recommendations
1. Location and elevations of the treatment pond must built with a verified OHW.
2. This site should be designed in a treatment train approach.
3. The bottom of the treatment pond proposed must be at least three feet above
stained soil layers.
4. Follow the Shoreland Overlay District requirements.
5. A tree preservation plan has not been submitted and must be submitted before
any allowed soil disturbance.
6. The following pollution prevention measures should be taken:
• A concrete truck wash -out area must be indicated on the plan, and
marked in the field with a sign.
• A method of keeping lot sediments on the site must be indicated in the
plan, through either daily street sweeping or 5/8 "- clear, rock

Subject: Spotlight on 2030
Comprehensive Plan Update
The City has entered the third step of an innovative planning process with the updating of
its comprehensive plan. Recall that it began with step one, a citizen survey in spring of
2006. Step two was a citizen - driven visioning process that was completed early 2007
with the 2030 Vision Plan. The Vision Plan, in turn, serves as the foundation for step
three: the comprehensive plan. The comprehensive plan will guide decisions about
development of the city for the next twenty years.
The Comprehensive Plan Advisory Panel has made good progress. At the November 7th
meeting, we complete the draft Proposed Land Use Plan. This map depicts the vision for
"full build out" of the city. When this might happen is unknown. Consultants and staff
now are in the process of analyzing a draft staging plan. We need to provide for future
growth at a reasonable rate and fulfill Metropolitan Council requirements for average city
wide density. The growth staging will be based on projected household growth, the
provision of municipal utilities (water and sanitary sewer), and transportation and other
infrastructure. The staging map will determine what areas of the city will be planned for
growth up to year 2030. Beyond that, we will designate additional land as "urban
reserve ".
There will be an open house for the entire community on December 4th at City Hall. This
will be an opportunity for everyone to learn more about the comprehensive plan project
and provide important community ideas. Information about the open house was included
in the city newsletter. More information about the history and status of the project can be
found on the City's website.

2007 Goals
AND WHEREAS: The Environmental Board approved the following 2007 goals at their
December 20, 2006 meeting:
• Promote environmental stewardship with the citizens of Lino Lakes by:
A. Communicating environmental initiatives in the city using various means of
communication, i.e., City WebPages, newsletter, homeowners association
meetings, the information kiosk, and press coverage. Pursue providing
articles and information to the local media.
B. Promote individual Backyard Wildlife Habitat through the National Wildlife
Federation. Inventory current participants and work to expand program.
• Participate in Blue Heron Days, providing educational material to the public.
• Participate in Earth Day activities in the community, promoting environmental
awareness and collaboration with other environmental focused organizations.
• Monitor all activity in the 35W corridor as well as other proposed development areas,
focusing on the values Lino Lakes citizens have expressed in the vision for our city
and the unique ecological aspects of our wetlands, lakes and streams and
subsurface waters. Apply mitigation plan as defined for that area.
• Perform an evaluation of past Environmental Board recommendations for
development projects. Review a sampling of a variety of projects by site visits,
discussion with city staff, and landowners, neighbors, on the outcomes of the Boards
recommendations. Submit a summary of significant findings resulting from the
review in writing to the Community Development Director and then forward report to
city council.
• Promote conservation development within the City incorporating the Open
Space /Trail Plan and Handbook for Environmental Planning and Conservation
Development.
• To meet or exceed our City recycling goal of 50 percent or greater of our Municipal
solid waste. Find innovative ways to promote and encourage recycling as a city.
Add recycling materials to kiosk.
• Continue to monitor the Heron rookery and water quality in the northern one third of
Peltier Lake and to support the protection of resources in that area.
• Participate in comp plan and process.
• Review and comment on the RMP planning process for the City of Lino Lakes, JD4
and TMDL study for the Rice Creek Chain of Lakes.
• Participate in school nature project at Centennial Middle School.
