CITY OF LINO LAKES
RESOLUTION NO. 09 -91
RESOLUTION AUTHORIZING EXECUTION OF PROFESSIONAL SERVICES
AGREEMENT FOR UPDATE OF OFFICIAL CONTROLS
WHEREAS, the City of Lino Lakes has received a Community Conservation Assistance
Grant from the Minnesota Department of Natural resources' (DNR) Metro Greenways
Program; and
WHEREAS, the purpose of the matching grant program is to assist local governments
with the integration of natural resources information and data into local development
and conservation plans and policy decisions, and
WHEREAS, Bonestroo Inc., has submitted a proposal to assist the City with the
preparation of ordinances and policies to address environmentally sensitive areas,
storm water management, integrated tree preservation and landscaping requirements,
planned unit development (PUD), low impact development (LID) and conservation
subdivision design.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA hereby approves the agreement with Bonestroo Inc., in the
not to exceed amount of $55,000 and authorizes the Mayor and City Clerk to execute
such agreement on behalf of the City.

Consider Resolution No. 09 -91, Authorizing
Execution of Professional Services Agreement
with Bonestroo for Update of Official Controls

In February of 2009 the City of Lino Lakes was selected as a recipient of a Community
Conservation Assistance Grant from the Minnesota Department of Natural resources'
(DNR) Metro Greenways Program. The purpose of the matching grant program is to
assist local governments with the integration of natural resources information and data
into local development and conservation plans and policy decisions. DNR's Metro
Greenways Program is especially interested in supporting local efforts that seek to
address challenges associated with the conservation of remaining natural habitats in
rapidly changing communities.
The City has received a grant award in the amount of $25,000 to assist with the
development and updating ordinances to address environmentally sensitive areas,
storm water management, integrated tree preservation and landscaping requirements,
planned unit development (PUD), low impact development (LID) and conservation
subdivision design. The grant does required a matching cash /in kind contribution. The
Community Development budget includes $30,000 for professional services to revise
ordinances as part of the Comprehensive Plan update implementation.
Bonestroo Inc., has submitted a proposal to assist the city with this update process for a
not to exceed amount of $55,000. Services will be paid on an hourly basis for time
incurred. The City Council tabled consideration of the proposal at the October 26, 2009
meeting pending further explanation of Low Impact Development (LID) practices.
LID is an environmentally sensitive approach to stormwater management that seeks to
manage rainfall where it falls using decentralized, small -scale controls that are
integrated into a site's landscape features. LID's goal is to mimic a site's
predevelopment hydrology by using design techniques that infiltrate, filter, store,
evaporate, and detain runoff close to its source. Techniques are based on the premise
that stormwater management should not be seen as stormwater disposal. Instead of
conveying and managing / treating stormwater in large, costly end -of -pipe facilities
located at the bottom of drainage areas, LID addresses stormwater through small, cost -
effective landscape features located at the lot level.

These landscape features, known as Integrated Management Practices (IMPs), are the
building blocks of LID. The conservation of open space, the reduction of impervious
surfaces, and the use of small -scale stormwater control, such as bioretention or grass
swales are just a few of the practices that can be used. LID is a versatile approach that
can be applied equally well to new development, urban retrofits, and redevelopment /
revitalization projects.
Funding for this project is from the Minnesota Environment and Natural Resources Trust
Fund and the MN DNR Metro Greenways Program. The Environment and Natural
Resources Trust Fund is a permanent fund established in the Minnesota Constitution
and is funded through proceeds from the Minnesota State Lottery.
RECOMMENDATION
Staff is recommending approval of Resolution No. 09 -91.
