HomeMy WebLinkAbout2009-107 Council ResolutionCouncil Member Reinert introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 09 -107 RESOLUTION APPROVING TWO LIAISONS FROM ECONOMIC DEVELOPMENT ADVISORY COMMITTEE TO THE ECONOMIC DEVELOPMENT AUTHORITY WHEREAS, the City Council ( "Council ") of the City of Lino Lakes (the "City ") established the Lino Lakes Economic Development Authority ( "EDA ") by Resolution No. 33 -90, adopted June 11, 1990 (the "Enabling Resolution), pursuant to Minnesota Statutes, Sections 469.090 to 460.108 (the "EDA Act "); and WHEREAS, the Council by motion approved April 13, 1992 also established the Economic Development Advisory Board ( "EDAB ") made up of seven (7) members appointed by the Council; and WHEREAS, on April 13, 1998 the City Council expanded EDAB to nine (9) members and changed the name to Economic Development Advisory Committee ( "EDAC ") ; and WHEREAS, on March 10, 2008 the City Council expanded EDAC to ten (10) members; and WHEREAS, the City Council, EDA and EDAC have proposed to increase communication between the EDA and EDAC regarding economic development activity within the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA AS FOLLOWS: The City Council authorizes EDAC to appoint up to two member of EDAC to serve as liaison between EDAC and the EDA, if EDAC determines that such liaisons would facilitate the role of EDAC in providing advice to the EDA. 2. If EDAC elects to appoint such liaisons, the appointments shall be made at its annual meeting at which EDAC officers are selected and any liaisons shall serve for one year terms. 3. Any EDAC liaisons will not be voting members of the EDA board of commissioners, but will perform such liaison activities directed by EDAC, which may include (without limitation) attendance at EDA meetings, participation in discussions with commissioners to the extent such participations is practicable and consistent with meeting agendas, and other activities to foster communication between both the EDA and EDAC regarding matters that come before the EDA. 4. EDAC and City staff are authorized and directed to take all other actions necessary to carry out the intent of this resolution. Adopted by the Council of the City of Lino Lakes this 14th day of December, 2009. The motion for the adoption of the foregoing resolution was duly seconded by Council Member O'Donnell and upon a vote being taken thereon the following voted in favor there.: Reinert, O'Donnell, Gallup, Roeser, Bergeson The following voted against same: none ATTEST: • • AGENDA ITEM 6A • STAFF ORIGINATOR: Mary Alice Divine DATE: December 14, 2009 TOPIC: Consideration of Resolution No. 09 -107 approving Two Liaisons from Economic Development Advisory Committee to the Economic Development Authority Vote Required: Simple Majority BACKGROUND: In July the City Council and EDAC held a joint meeting where they discussed modification of the EDA to include members of EDAC. The goal was to provide greater communication and input between the Council and its advisory committee. Council discussed this issue at the November work session and concluded that at this time it was preferred that if additional members to the EDA were non- elected, then they should be non - voting members. Since then, the attorney advised that Minnesota Statutes do not provide for this option and suggested that the Council establish liaisons that would attend EDA meetings and provide EDAC more opportunity to act as citizen representatives regarding economic development issues. EDAC reviewed this resolution and concluded that this option provided the most flexibility. EDAC would be authorized to: 1. Appoint up to two members 2. Appoint the liaisons at the annual meeting where EDAC officers are selected 3. Serve one -year terms rather than the 6 -year terms required by statute 4. Attend EDA meetings and participation in EDA discussions EDAC members agreed this was a good first step and that a successful outcome could lead to future consideration of voting EDAC members on the EDA. RECOMMENDATION: Staff is recommending approval of Resolution No. 09 -107 authorizing two liaisons from EDAC to the EDA. ATTACHMENTS: • 1. Resolution No. 09 -107
