HomeMy WebLinkAbout2009-116 Council Resolution• Council Member Reinerthtroduced the following resolution and moved its adoption: CITY OF LINO LAKES, MINNESOTA RESOLUTION NO. 09 -116 REQUESTING IMPROVEMENTS TO LAKE DRIVE (CSAH 23) AND MAIN STREET (CSAH 14) INTERSECTION WHEREAS, Lake Drive in the City of Lino Lakes, Minnesota is Anoka County State Aid Highway 23 (CSAH 23), a route on the National Highway System (NHS) and is designated as an A Minor Arterial; and WHEREAS, Main Street in the City of Lino Lakes, Minnesota is Anoka County State Aid Highway 14 and is designated as a Principal Arterial; and WHEREAS, the intersection of CSAH 14 and CSAH 23 is currently experiencing growing congestion and safety problems; and WHEREAS, Anoka County is the road authority having jurisdiction over the intersection; and WHEREAS, the city finds that improvements to the intersection are necessary to improve safety and relieve congestion. NOW THEREFORE, BE IT RESOLVED, the City of Lino Lakes respectfully requests that the County of Anoka consider the installation of traffic control signals at said intersection and incorporate the making of said improvement into its Capital Improvement Program. u i. ne Bartell, C' Adopted by the Lino Lakes City Council this 14th day of December 2009. ACTION REQUIRED: Simple Majority BACKGROUND The intersection of Lake Drive (CSAH 23) and Main Street (CSAH 14) is one of the city's highest volume intersections. 2007 traffic counts show Annual Average Daily Traffic (AADT) volumes approaching 14,000 on Lake Drive north and south of the intersection. Main Street volumes range from 7,100 east of the intersection to 7,500 on the west side. Traffic control at the intersection currently consists of a four way stop with an overhead flasher. Traffic control is often supplemented by public safety personnel during p.m. peak periods. The city continues to receive complaints from concerned citizens regarding the growing congestion at the intersection as well as safety concerns. A request for a traffic control change was brought to the city council in September of 2009. The council directed staff to speak with the county regarding this issue and prepare a resolution for council consideration. In 2007, with support from the city , Anoka County submitted an application for federal transportation funds to reconstruct this intersection. However, the application was unsuccessful. Improvement of the intersection is not currently included in Anoka County's 5 -year Capital Improvement Plan (CIP). Additionally, under the county's cost participation policy, the city would be responsible for 50% of the construction costs. No city funds have been identified for an improvement at this location. Staff has prepared a resolution requesting that the county consider inclusion of the intersection improvements in their Capital Improvement Program. ATTACHMENTS 1. Resolution No. 09 -116
